Home and Community Care program The aim of the Home and Community Care (HACC) program is to support people in their own homes and communities by providing services that promote and maintain independence. The program assists frail older people, younger people with disabilities and their carers who are experiencing difficulties in managing daily tasks. Assessment and eligibility In order to get an assessment for HACC services you need to contact the Bendigo Referral Centre on telephone 1300 733 581. Requests for service are accepted from all sources (ie. the person, family, doctor or other health professional) provided the person consents to the referral. Once the referral is received you will be advised regarding arrangements for an assessment. An assessment is required to determine a person’s eligibility to receive HACC services. An assessment officer will visit the home to discuss and determine the persons need and eligibility to receive HACC services. If eligible an individualised care plan will be agreed upon by both the client and the assessment officer, detailing the services and tasks required. A copy of the care plan should be accessible in the home for all Community Care staff.

Home safety checks Before services begin, a home safety check will be conducted to ensure there is a safe work environment for staff and volunteers. This safety check will usually be conducted at the time of assessment and clients will be advised of any changes needed to meet occupational health and safety requirements. If a client moves home another safety check is required before services can recommence. Clients should notify the City of Greater Bendigo on 5434 6411 when planning to move. Diversity The City of Greater Bendigo is committed to providing services to all eligible people and has an officer dedicated to assisting those who have special needs or are experiencing difficulty linking to services due to issues of diversity. Seniors Internet Kiosks The Internet Kiosk provides older people with free lessons in the use of computers and the internet so they can send and receive emails, swap files and photos and meet with other seniors who are venturing on to the internet for the first time. Support is provided to help people gain confidence and build skills in using new technology. Internet Kiosks are located at: • Kangaroo Flat Senior Citizens Club, Lockwood Road. Food Services Food Services provide nutritious and diet specific meals delivered to the client’s home, or to a community centre. Breakfast, lunch and evening meals can be provided. Meals consist of a main and sweet, with a fruit drink twice a week. A soup can be provided on request. Clients must be home for the delivery of a meal as health regulations do not allow food to be left outside. In recognition of our culturally diverse community, meals can be prepared to meet specific cultural and religious needs and can be delivered either hot or cold. Community luncheons for clients are held in community centres and include entertainment and afternoon tea. A volunteer-to-lunch program is provided for clients where volunteers visit for lunch in the clients’ home to provide social contact. Planned Activity Group (PAG) The Planned Activity Group (PAG) provides social, intellectual, physical, and emotional stimulation to help clients maintain living and social skills. PAG involves activities and outings with meals included. These groups can be both mixed and gender specific and can also be an opportunity for carers to have respite from their caring roles. Occasional care is also available. Activities include: special events ie. celebrating the Melbourne Cup and AFL Grand Final, entertainment from various artists, cards games, gardening and craft. Transport to and from the venue is provided. Phone: 5447 2248 Operates Monday to Saturday excluding public holidays Property maintenance The property maintenance service provides assistance with maintaining the home in a safe and habitable condition. This includes: changing of smoke alarms and light globes; repairs not requiring a tradesperson; home modifications (such as the installation of hand rails and shower flexi hoses); and some light garden maintenance. A limited lawn/grass mowing service is provided on a monthly basis and is not a replacement service for general lawn mowing. It is necessary that clients ensure that any lawn or other grassed areas are mowed in between our monthly visits – particularly in the Spring-Summer months when grass growth can be prolific. Phone: 5434 6411 Provided Monday to Friday excluding public holidays and weather permitting Respite care Respite care provides carers of frail, older people and people with a disability with respite from their caring responsibilities. It also provides the person being cared for to have a break without their usual family carer. Clients may be taken on a range of social outings on a regular basis or by arrangement i.e. shopping centres, parks, movies, sport and recreation places. Respite can be provided regularly or occasionally as arranged. The primary role of Community Care staff providing respite is the care and well being of the client and the service is tailored to individual requirements. Where appropriate, Community Care staff can help with light housekeeping tasks that would normally be undertaken by the carer if the client does not 16

require close supervision. Community Care staff are not permitted to perform any nursing duties. Every effort will be made to ensure continuity of care; however this is not always possible due to carers taking leave or other service demands. Telelink This service provides people from ethnic backgrounds who may be socially isolated with weekly group telephone meetings. The groups are led by a trained facilitator and clients are able to have conversations in their own language. There are currently Italian, Filipino, German and Multicultural groups. Transport is limited to social outings, visiting family or friends and shopping, and is not available for medical appointments. Lost dogs and cats are held for eight days to be claimed by the owner, who pays a release fee. Animals not claimed within this period may be sold or euthanised. Animal registration All dogs and cats over three months must be registered (and micro-chipped if being registered for the first time). Renewals are sent out in January and are due by 10 April each year. Registration tags must be attached to collars at all times. Dead animal removal The City of Greater Bendigo is responsible for removing dead animals from roads and public areas. Dog and cat ownership Cat and dog owners can be prosecuted and/or fined if their animal: • • • • •
Wanders onto private property without permission Is found wandering outside owners’ premises Is in an off-limits public area; like flora and fauna parks Is encouraged to attack a person or another animal Becomes a nuisance through consistent barking or fouling the neighbourhood
Cat curfew All cat owners in the Greater Bendigo municipality should note it is an offence for a cat to be outside the owner’s premises between sunset and sunrise.

Places to exercise your dog Dog Park (Harcourt Park, Crook Street, Strathdale) Harcourt Park is a 3.7 hectare site that is centrally located in an area where many residents own dogs. It has good path connections with the Strathdale Park and Kennington Reservoir precincts and provides a good natural environment for dog play and exercise. The site is fenced with several public entry points. It also boasts a bitumen walking track, four small dams, a creek complete with steel bridges and good shade trees. Other places to exercise your dog off leash The following is a list of parks and reserves ideally suited for exercising dogs off leash. Each of these areas provides unique opportunities for exercise and exploration offering everything from bushland to rocky hills or grassland. Dog owners are allowed to use Rodda Field as off leash between Monday to Friday 6am-3pm, Saturday and Sunday 6am-8am and 1pm-9pm. Dogs are not allowed off leash when an organised event is underway. It is mandatory for dog owners to carry a bag or similar device to collect and remove all their dog’s droppings in any public place, including footpaths and nature strips. Only guide dogs, assistance dogs and dogs used for law enforcement purposes can enter the Hargreaves Mall and Crusoe Reservoir and No. 7 Park. Limits on the number of animals A maximum of two dogs and two cats can be kept on residential properties. A permit from the City of Greater Bendigo must be obtained to keep animals over these numbers. A permit is also required to own roosters, horses, cattle, sheep, goats, pigs or other similar large animals in residential areas. Injured animals Domestic Injured or wandering domestic animals on roads or public areas should be reported to the Animal Control Officer by phoning 5434 6000. Native Injured or orphaned native animals such as kangaroos, possums, lizards, snakes etc, on roads or in public areas, should be reported to the Wildlife Rescue & Information Network Inc. (WRIN) on 0419 356 433 (all hours) or Wildlife Rescue Emergency Services (WRES) 0427 301 401.

Restricted breeds of dogs Restricted breed dogs are five specific breeds of dogs prohibited from being imported into Australia. The following breeds including crosses of the breed are restricted: • American Pit Bull Terrier (or Pit Bull Terrier) • Fila Brasileiro • Japanese Tosa
• Dogo Argentino • Perro de Presa Canario (or Presa Canario).
Owners may keep their restricted breed dogs in Bendigo as long as the dogs were in Victoria prior to 1 September 2010 and registered (as any breed) with a Victorian Council prior to 30 September 2011. Restrictions for owning such breeds include: • A maximum of two per person without a permit • Escape proof and child proof fencing • Warning signs on property access points
• Must wear a prescribed restricted breed collar at all times • Notification of escape or change of ownership • Leash and muzzle control in public places A person less than 17 years of age is not allowed to own a restricted breed or be in charge of the dog in public places Stock on roads Stock on roads, including cows, sheep and goats, is a danger to motorists, and should be reported immediately. Bendigo Art Gallery is one of the finest galleries in regional Australia with an extensive and varied collection of paintings, sculptures, works on paper and decorative arts. Building Services The Building Unit offers a comprehensive range of professional advice at the early design stage of any size project. Council does not issue general building permits, these can be provided by a private building surveyor - search for ‘Building Surveyors’ on Google or in the Yellow Pages. Building permits Permits are generally required for: • Advertising signs • Alterations and additions • Antennas, masts, poles, and chimneys on dwellings • Fences and retaining walls • Garages and carports and their extensions • Garden sheds, outbuildings, gazebos and farm buildings over 10sqm • New dwellings

Greater Bendigo 2036 sets out a vision for the future of Greater Bendigo. It is a strategic document of advice, designed as a resource for agencies when planning new initiatives across the municipality and the wider region. Greater Bendigo 2036 introduces the themes of Liveability, Productivity and Sustainability: Liveability relates to the wellbeing of a community and represents the characteristics that make a place where people want to live now and in the future. Greater Bendigo residents expressed priorities about their ability to get around, feel welcomed and safe and to access all forms of entertainment. Productivity relates to innovation in education and opportunity in employment. Priorities encompassed topics such as how to retain young people locally and how to create the best access to well-paid employment in Greater Bendigo. People strongly identified with the need for creativity in new suburban developments, which also aligned with planet-friendly principles. Sustainability principles acknowledge that human-induced changes to the climate will threaten ecological sustainability, economic development and social and political stability, and consequently human health. Sustainability action is the range of measures taken to ensure the future viability of these systems.

Community Bus The Community Bus is available for use by not-for-profit organisations that have an association with the City of Greater Bendigo. The bus can be accessed for specific programs and activities which benefit the financially and socially disadvantaged at a subsidised rate of hire. Hearing augmentation equipment Our commitment to the Community Access Plan includes providing access to hearing augmentation equipment to assist people with hearing and speech impairments. Environment The City of Greater Bendigo aims to foster a culture, both within our organisation and the community, of raising awareness and encouraging action to achieve sustainability in a way that protects and enhances our environment now and into the future. As well as developing and implementing sustainable programs and projects for our organisation, the City supports programs to improve the sustainability of households, businesses and industries. Our sustainable programs and projects encompass improving waste management, more efficient use of resources, further water saving measures and continuing to protect and grow our forests and bushland spaces. To assist the City to better manage its resources, a comprehensive greenhouse gas emissions profile has been developed to ensure that we meet our environmental obligations and identify and implement cost saving options. Our routine maintenance program includes fitting energy efficient lighting and installing water saving devices to City managed facilities to reduce our everyday energy and water use. The City is proactive in working with business and industry to ensure they remain competitive in a low carbon economy and are committed to progressing renewable and low carbon energy options within the region.

Environmental Health Services The City of Greater Bendigo provides a variety of health services to residents, businesses and visitors and is committed to continually improving the quality of environmental and public health within Greater Bendigo. Caravan parks Caravan parks are registered with the City of Greater Bendigo through the Residential Tenancies Act 1997. Premises are inspected to ensure standards are maintained, including general cleanliness, amenity facilities, lighting and emergency management protocols. Food premises Businesses that prepare, handle or store food for sale must comply with the requirements of the Food Act 1984. Dependant on the level of activity and type of food prepared or sold will depend on the level of Food Act requirements that must be met. Businesses may need to be registered with the City of Greater Bendigo, have a food safety program, keep minimum records or notify their intention to sell or give food away. The Environmental Health and Local Laws Unit can help to explain these requirements and advise the level of regulation the business must comply with. Anyone intending to establish a food premises is required to obtain prior approval from the Environmental Health and Local Laws Unit. Public Health and Wellbeing Act premises Include premises such as hairdressers, beauty parlours, body piercing (including ear piercing), electrolysis, tattooists, colonic irrigation and accommodation establishments like motels, rooming houses and Bed & Breakfasts. These premises must be registered with the City of Greater Bendigo in accordance with the Public Health & Wellbeing Act 2008. Premises are inspected by the City of Greater Bendigo to ensure standards are maintained. Anyone intending to establish a health premise is required to obtain prior approval from the Environmental Health and Local Laws Unit. Noise control Lawn mowers and power tools can only be operated between 7am and 8pm on weekdays, and from 9am to 8pm on weekends and public holidays. 40

Noise problems, particularly from a neighbour, should first be discussed with them. If this is unsuccessful, contact the City of Greater Bendigo, the Police or the Environment Protection Authority. For noise complaints after hours from entertainment venues or late night parties, contact the Police on 5448 1300. Pollution Concerns over noise, water, air or soil pollution should be directed to the Environmental Health and Local Laws Unit. Contact the Environment Protection Authority on 5438 1000 if you have concerns about commercial operations. Recreation lakes water monitoring Water quality of recreational lakes is regularly monitored. The City of Greater Bendigo will advise residents of any water quality issues should the need arise. Tobacco reforms The State Government’s tobacco reforms are administered by the Environmental Health and Local Laws Unit, and include: • • • • • •

Under the Local Government Act, the City of Greater Bendigo introduces Local Laws to maintain order and public safety. These local laws cover many issues; some include parking, environment, streets and roads. Abandoned vehicles City of Greater Bendigo will remove any vehicles abandoned in public areas. Such vehicles should be reported. Activities in trading areas/mall Permits are required for any public meetings or displays. Building refuse The containment and disposal of building refuse is covered by law, and builders must obtain a Protection of Public Assets and Control of Building Sites permit. Consumption of liquor The consumption or possession of liquor in an open container is not allowed in any public place, including shopping areas defined by the City of Greater Bendigo. Dangerous or unsightly land Owners must not allow properties to become unsightly, dangerous or detrimental to the neighbourhood. Itinerant traders Nobody can engage in itinerant trade on public land without a City of Greater Bendigo permit. Litter prevention People dropping litter can be prosecuted and residents are encouraged to report offenders.

Overhanging branches Residents must ensure that trees do not overhang footpaths or roads to create a hazard, or they may be required to remove them. Pest control - wasps/bees City of Greater Bendigo will try to get rid of any nests on land it owns or controls. Contact us if such nests are found. European wasps or bees on private land are dealt with by commercial pest controllers. Property numbers Each property must have its number prominently displayed. Sale of vehicles on roads and road reserves Residents are advised that they cannot sell or display a vehicle for sale on a road or road reserve. Skateboards/roller-skates/rollerblades The riding of skateboards, rollerskates, rollerblades or similar in the Mall is banned. An authorised officer may impound the object and fine the offender. Car parking options There are more than 6000 public car parking spaces in and near the Central Business District, both on and off street. Colour coded signs are located at major entrances to the Central Business District, and other signs identify the location of car parks, time limits and the number of spaces. Multi-storey car park complex - Edward Street Construction of the multi-storey car park complex in Edward Street, adjacent to Target, is due in mid 2012. Disabled parking The state-wide Disabled Persons Parking Scheme covers two categories with varying concessions based on the applicant’s need for assistance. Category 1 allows permit holders with significant intellectual or physical disabilities to park a vehicle in a reserved bay marked for disabled motorists only. Category 2 allows permit holders, who require rest breaks when walking, to park a vehicle for twice the normal specified time. Category 2 permit holders cannot park in designated Disabled Persons parking bays. A disabled parking permit must be displayed at the left side of the front windscreen. Application forms are available from the Customer Service Centre. All application forms must be completed by a doctor. Special arrangements can be made for applicants to collect their permits. Meters and machines Parking meters and ticket machines are prominently located throughout the Central Business District. Please report faulty meters to the City of Greater Bendigo. Parking fines Fines are incurred for a range of offences, and infringement notices are given in person, left under a windscreen wiper or sent in the mail. Contesting fines Failure to pay parking fines within 28 days will result in additional costs. Those contesting a fine should send a letter or email to the City of Greater Bendigo including contact details, the infringement number, the offence as stated on the infringement notice, car registration number, and an explanation of the objection. School crossings We maintain supervised school crossings across Greater Bendigo. Supervisors are employed and trained by the City of Greater Bendigo. Hiring of our parks, gardens, sporting reserves and halls There are a number of facilities managed by the City of Greater Bendigo which are available for hire for functions such as wedding ceremonies, reunions and birthday parties. Bushcare incentive program This program encourages private land-holders to protect native vegetation on their properties, and is backed by rate incentives. Native vegetation removal The removal of native vegetation including trees, shrubs and grasses may require a planning permit (please contact the Planning Unit for more information). Street trees We are responsible for planting, removing, pruning and maintaining trees in public areas including nature strips. Heritage Restoration Loan Assistance Scheme Financial help is available for all buildings listed as having local, state or regional heritage significance, or which fall within the municipality’s designated heritage precincts. This provides incentives for the preservation of historically significant places. The scheme offers a no-interest loan for half the cost of the project, repayable over a five year period in equal installments. Paying your rates Full payment of the City of Greater Bendigo rates is due on or before 15 February each year. Reminder notices are not sent prior to the due date. Hardship Ratepayers experiencing hardship should contact our Customer Service Centres to discuss their circumstances. Payment of rates cannot be avoided, however we will work with you to achieve a satisfactory outcome for both yourself and the City of Greater Bendigo. While interest will continue to accrue on outstanding amounts, contacting us can prevent expensive follow up action being taken for collection of the rates. Your payment options include: • Arranging direct debit from your cheque or savings account. • Using BPay from your cheque, savings or credit card account. • In person at any Australia Post Office or Bendigo Bank Branch. • Over the telephone or internet direct from your credit card account. • Fortnightly deduction from your Centrelink benefit using Centrepay. • Using our Easyway cards (min payment $20) at our Customer Service Centre, over the phone or the internet. Pensioner rebates The State Government indexes the concession amount annually to CPI. Those entitled to a rebate not shown on the rate notice should contact the Customer Service Centres for assistance in completing the necessary form. It should not be necessary to lodge subsequent forms in future years. Proof of entitlement is required via an eligible concession card (not the Health Care Card). The concession applies only to the principal place of residence of the pension card holder. The maximum concession amount in 2011/12 is $193.40. Garbage charges Still paying for a big bin? Why not join the 24,000 residents who have already swapped their 240 litre garbage bin for a smaller 140 litre bin. Those ratepayers are paying $81.50 less in 2011/12 for garbage collection, you could save too. Interest on overdue rates Ratepayers paying in full get an interest-free period of approximately six months from the date of receiving their notice. Rates unpaid under the full payment method after February 15 incur interest charged and back dated to the date the rates were declared, usually in July. Those paying by instalments who do not meet the due date, pay interest back-dated to the day the instalment was due. Avoiding or reducing the amount of interest charged Interest will be avoided if rates are paid by their due dates. Part payments can be made at any time including payment in advance. If payment in full cannot be made by the due date, the amount of interest charged can be reduced by one of the following: a. Ensure that the first instalment is paid by 30 September; this will qualify your rates for the instalment program. Interest on late second, third or fourth instalments is only charged back to the due date of the instalment rather than back to July when the rates were declared. b. If you have elected to pay in full by 15 February and realise that you cannot pay in full, make a part payment of as much as you can afford before 15 February. Rates
Change of mailing address Property owners and ratepayers must notify the City of Greater Bendigo of changes of residential and postal addresses in writing via online notification, email, mail or fax. Non-receipt of rate notices, or delays in postal delivery, are not acceptable excuses for late payment of rates. If a rate notice has not been received by the end of August, it may be that we have not received a change of address notification. To change your mailing address online or download a form, go to www.bendigo.vic.gov.au/rates Change of ownership Notification is usually received from the purchaser’s solicitor by law, but vendors’ solicitors can also provide notification. Owners can also advise changes by providing a current copy of the Title. Residents should ensure that their correct details and forwarding address are provided. Street and road numbering Residents and businesses must prominently display their street number on their properties to ensure quick identification of the correct address. Numbers should be reflective and not obscured. All rural properties have been allocated a number, based on the distance travelled along each rural road. This helps people, including emergency services, to find properties, and for mailing addresses. Please contact us if you are unaware of your property number.

Understanding rates Why do I pay rates? Rate revenue helps fund community services, and is collected from the owners or occupiers of every property in our municipality. In setting rates we use property values to ensure an equitable distribution of charges. To find out how to calculate the rates you pay, visit our website. Valuations Property values are assessed by way of a general valuation, a process whereby the value of all properties is assessed on the same date. Properties were most recently revalued on 1 January 2010 by qualified valuers. What is a valuation? A valuation is an assessment of the market value of a property as at a specific date, in accordance with relevant legislation. Valuing a property Property values are determined by an analysis of market sales and rents, and comparison with properties to be valued. Data on each property is collated from inspection, building and planning permits, and other sources. Sales information is obtained under property sales law - we must be notified of property sales - and data on property rentals and expenses is obtained from owners and tenants. Legislation permits valuers to obtain additional relevant information by request or by entry onto a property ‘at any reasonable time’. Supplementary valuations Supplementary valuations are sometimes performed between general valuations, when properties are altered, demolished or erected, or when they are amalgamated, subdivided, portions are sold off, rezoned, or affected in some way that the value is incorrect. Supplementary valuations assume the same valuation date as the current valuation in force to ensure equity between properties. It may be made at anytime during the year and may result in additional rates being levied. Objecting to a valuation A person aggrieved by a valuation, may within two months of the date of the notice containing the valuation (eg. rates notice) object to the value or other matters as detailed in the Valuation of Land Act. 58

An objection must contain the prescribed information as detailed on an objection form available from our Customer Service Centres. Before this stage it may be beneficial to hold discussions with a staff member from the Valuation unit. After receiving an objection the valuer must discuss it with the objector and advise the objector of the outcome in writing. If an amendment is recommended this must first be approved by the Valuer General Victoria. If not satisfied with the decision, the objector may appeal to the Victorian Civil and Administrative Tribunal (VCAT), or the Supreme Court. Objectors must still pay rates by the due date, and failure to do so will result in interest being imposed. State Revenue Office The State Revenue Office uses site valuations to assess land tax under the Land Tax Act 2005. A person aggrieved may object to the Site Value as shown on the Land Tax notice, provided they have not objected to the Site Value on any other rate notice issued in the last 12 months. An objection to Site Value in relation to a Land Tax notice must be made to the State Revenue Office. Skate parks Heathcote Skate Park Camp Street, Heathcote The equipment includes two quarter pipes, transition platform and slide rails. Axedale Skate Park Mitchell Street, Axedale The equipment includes two quarter pipes with a grind rails and transition platform. Bendigo Skate Park Corner of McIvor Road and Kennedy Street The equipment includes two quarter pipes, curved and multilevel grind poles, fun box and curved pyramid. This park has been designed for beginners to intermediate skaters. McKern Skate Park Canterbury Park, Simpsons Road, Eaglehawk The equipment includes split level quarter pipes, flat banks, hubba ledge, spine, euro gap and grind rails to challenge skateboard and BMX enthusiasts at all levels. This is an international class skate park. Elmore Skate Park Hunter - Raywood Road, Elmore A small local fully concreted Skate Park offering five items of equipment for beginners. The equipment includes a single level quarter pipe with coping rail, basic fun box with hubba ledge, low set flat bar and a curved grinding pole. Indoor sports centres The City works in partnership with a range of organisations to provide indoor sporting facilities. Indoor facilities can be found at Bendigo Stadium (seven courts), Kangaroo Flat Leisure Centre (one court) and Bendigo South East Secondary College (three courts). 62

Portsea Camp The Recreation unit coordinates and raises funds for a week-long beach camp for primary school students who may not have had previous opportunities to go on a school camp. Support for community organisations Allocation of facilities Each year, the City of Greater Bendigo allocates seasonal use of sporting reserves and facilities. This allocation assists to maximise use while maintaining the best possible playing surface quality. Grants and funding The City provides small grants to sporting and community organisations each year. These grants aim to support volunteers to undertake small projects which increase participation and support volunteer development. Swimming pools There are 13 swimming pools in Greater Bendigo. Most outdoor pools open between November and March at varying hours. The Peter Krenz Leisure Centre is open all year and the outdoor heated pools located at the Bendigo Aquatic Centre (Barnard Street) and Bendigo East (Lansell Street) are open September - May. Where fire hazard exists, a ‘Fire Hazard Notice’ may be issued to property owners requiring clean up works to be undertaken and completed within 14 days. If works are not carried out, a City of Greater Bendigo contractor will remove the hazard. The owner of the property will incur the contractor’s costs and administration fee, and may be issued with a Penalty Infringement Notice. Open air burning - outside the Fire Danger period A Local Law controlling open air fires in the municipality outside the Fire Danger period is in place. For all information relating to what can and can’t be done, under this Local Law please refer to Local Law number three. Declared Fire Danger period When the Fire Danger period is declared by the CFA (ie. during the summer) fires in the open air are restricted, unless a Total Fire Ban has been declared, (which means no fires in the open Air). This is specifically relative to camp fires, barbecues, welding, grinding, soldering or gas cutting, for which certain precautions are required to be taken. Details of these precautions are available from CFA at www.cfa.vic.gov.au A written permit, available from the Municipal Fire Prevention Officer, is required to light a fire, during a declared fire danger period, in the open air, to burn grass, stubble or other materials. Note: It is not always appropriate for permits to be issued at the beginning of the Fire Danger Period. Total Fire Bans Total Fire Bans are declared by the CFA in consultation with other relevant authorities, when the fire danger is extremely high, indicating that fires could develop rapidly and be difficult to control. Drainage The City of Greater Bendigo clears blocked pipes, pits, culverts, and drains. Storm water drainage, from buildings to the connection point into the drainage system, is the responsibility of property owners, as are crossovers at the entrance to private property. The latter should be maintained regularly. All buildings must install adequate storm water drainage.

Works in the road reserve All works within the public road reserve require consent from the responsible road authority. Unless you are conducting works on an arterial road (in which case enquiries go to VicRoads) you will need to apply to the City of Greater Bendigo. The works program includes grading of gravel roads, maintenance of guide posts, repairs to and resealing of sealed roads, and repairs to guard rails.

Rubbish left beside your bin will not be collected. Foodstuffs, ash, sawdust, offensive matter or vacuum cleaner dust should be bagged or wrapped, and bin lids should be completely closed. Please place your bin near the kerbside with the wheels facing away from the kerb. Keep at least half a metre space between bins and other objects. Your rubbish bin should not be placed outside the property boundary except within 24 hours either side of the day of collection. Bins should be placed before 6am on the day of collection. The collection maps are available online. Public holidays Garbage will be collected on all public holidays except Christmas Day and Good Friday. Downsize your bin and save Since the introduction of the Down size your Rubbish Bin program in 2009, over 24,000 ratepayers have chosen to down size and save. In 2011/2012 there was an annual saving of $81.50 when you swapped your 240 litre rubbish bin to a new smaller 140 litre household rubbish bin. Not only will you save money but a smaller household rubbish bin also helps reduce waste to landfill and encourages the use of existing recycling services. How do I downsize? Send a request to requests@bendigo.vic.gov.au or contact our Customer Service Centre on 5434 6000. Recycling collection Your bin with the yellow lid is for all recyclables and is collected fortnightly. Please place your bin near the kerbside with the wheels facing away from the kerb. Keep at least half a metre space between bins and other objects. Your recycle bin should not be placed outside the property boundary except within 24 hours either side of the day of collection. Bins should be placed before 6am on the collection day. The collection maps are available online. Ensure your bin is not overflowing and the bin lid is properly closed so its contents cannot fall out. Excess recyclables placed beside your bin will not be collected. A free drop off service for large quantities of recyclables is available at the Eaglehawk Eco Centre.
