Statement of Work: The scope of work for the City of Independence, Blue Valley Power Station Ash Impoundment Closure is to close three former ash impoundments, containing Coal Combustion Residuals (CCR), in accordance with Section 257.100 of CFR 40 Part 257. The Blue Valley Power station contains three ash impoundments totaling approximately 38.5 acres. The original impoundments, built in 1978, consisted of the South Fly Ash Pond (13.9 acres) and the Bottom Ash Pond (7.9 acres). In 1978, the North Fly Ash Pond was built. The 16.7 acre North Fly Ash impoundment is located to the north of the other ash ponds, and is separated from the south ponds by a drainage ditch that drains storm water from a portion of the power plant site and from properties to the west of the power plant through outfall 004 at the eastern edge of the facility boundary. Storm water and sluice water from the ponds is discharged to the Little Blue Valley Sewer District (LBVSD) through a discharge structure (i.e., outfall 002) located in the southeast corner of the Bottom Ash Pond. The original depth of the ash impoundments was approximately 15 feet, and the depth of ash in the impoundments varies from approximately 2 to 15 feet. To close the CCR impoundments in accordance with Section 257.100: • •

the ash and any liner soils must be removed from the impoundments (Clean Closure), or the ash impoundment can be closed in place by: 1) capping the ash in a manner that minimizes post closure infiltration of liquids into the ash or the release of CCR, leachate, or contaminated runoff to the ground, surface waters, or air; 2) preventing the probability of future impoundment of water; 3) includes measures to prevent a slope failure or movement of the cover system; and 4) minimizes the need for further maintenance of the CCR unit. 5) Prior to installing the cap, a. free liquids must be eliminated by removing liquid waste and solidifying the remaining wastes, and b. the remaining waste must be stabilized sufficiently to support the final cap system. 6) The cap must meet the following requirements:

The permeability of the cap must be less than or equal to the bottom layer or underlying natural soil (1x10-7 cm/sec), The thickness of the compacted soil in the barrier soil layer must be a minimum of 18 inches of earthen material, An erosion layer capable of sustaining native plant growth must be a minimum thickness of 6 inches, and The cap must be designed to minimize settlement and subsidence.

7) An alternate cap meeting the requirements of item 6 above may be used. Alternate caps may include a bentonite geocomposite liner (GCL), a bentonite backed geomembrane liner or other materials, if approved by the owner. The Blue Valley Power Station Ash Impoundment Closure Design and technical specifications were developed to achieve the closure of the ash ponds in accordance with Section 257.100 while minimizing the required regrading of CCR (CCR cannot be moved from the pond in which it is currently located to another on site pond) and providing the Closure Contractor the latitude to construct the cap in accordance with the federal regulations in the most cost effective manner possible given the equipment and capabilities of each contractor. The Contractors can choose between the earthen cap or one of the alternate caps. No earthen materials for construction of the cap are located on the site, and the Contractor will be responsible for securing the barrier soil (if applicable), topsoil, and riprap from an offsite source. The existing berms will be cut down as part of the cap grading plan, and excavated soil can be used as general fill, or as barrier soil or Sed Basin liner, if it meets the permeability and soil characteristic requirements for the barrier soil layer or Sed Basin liner. Non-impacted berm soils can be used at any location for any purpose if the berm soil meets the requirements of the area of intended use. The non-impacted soils can be moved into any of the CCR impoundments or disposed off site if unneeded in the closure. CCR, the Sed Basin liners (if applicable), and soil impacted by the CCR cannot be moved outside of the impoundment footprint in which the materials are currently located or disposed off site. The gravel on the existing roads may be removed and stockpiled for reestablishing access roads on the cap as shown on the drawings. The design drawings show the bottom of cap grades for the impoundment cap. The slope of the cap is generally one percent (1%). The technical specifications and this scope of work are written to provide latitude in the

elevation of the cap as long as the slopes are generally in the 1% range, the cap drains to the discharge points, potential ponding is eliminated, and obvious high points in the cap are not visible. The existing CCR is expected to be variable in strength, grain size, and moisture content, and the bidders are expected to conduct sufficient testing to evaluate the stability of the CCR under the loads imposed by the equipment to be used to construct the cap and the need for dewatering of the CCR as necessary to complete construction of the cap. The ash impoundments are located on alluvial soils of the Little Blue River and generally consist of 30 to 50 feet of silty clay and clay overlying shale bedrock. Boring logs and geotechnical testing from the design of the 1978 ash ponds is available to the bidders. Installation of a dewatering system may be necessary to stabilize the CCR sufficiently to allow for construction of the cap. If dewatering is necessary, the well points shall not penetrate into the clay soils underlying the ash, and the dewatering system shall be removed before construction of the cap. No portion of the Contractor dewatering system shall penetrate the final cap. Water generated by the dewatering system and plant discharge water will be discharged to the LBVSD through either the existing storm water pond (currently the bottom ash pond), the new sedimentation basin, or temporary sedimentation tanks provided by the Contractor. The installation of a well point system in the areas of the cap excavated is shown on the drawings. The well point hydrostatic pressure control system will be required to control hydrostatic pressures on the underside of the cap following completion of the cap construction which may develop due to water remaining in the CCR. A riprap layer has been located above the cap drainage areas to prevent erosion and to provide additional weight of the cap to resist hydrostatic uplift pressure on the underside of the cap. The south portion of the bottom ash pond will be closed under the “Clean Closure” rule so the Contractor can build a new storm water sedimentation basin (Sed Basin) for the plant. The clean closure will require the relocation of ash from the new basin area to the north end of the bottom ash pond. The Contractor will remove the ash from the footprint of the new Sed Basin down to the underlying clay soil. As the ash is removed to expose the underlying soils, the Design Professional will sample the underlying clay soils to determine if a liner is present, and to what depth, the underlying clay liner will be excavated and stockpiled for testing by the owner. The Contractor should anticipate a delay of approximately two (2) weeks in the schedule between the removal of the ash from the footprint of the Sed Basin and the start of the removal of the liner/impacted clay process.

Following the removal of the ash, liner (if present), and soils impacted by the CCR, the Contractor shall begin construction of the new Sed Basin. The new Sed Basin will have a six inch liner system constructed from the clay soil present in the bottom of the Sed Basin after the completion of the clean closure, from excavated soil (tested by the owner by the owner and determined to be clean, or from other berm soils that meet the liner requirements (existing berm soils). As part of the Sed Basin construction, the Contractor shall make repairs to the inlet pipe to the existing discharge structure, relocate the coal yard pipe inlet to the Sed Basin, remove the existing concrete structure and the piping in the southwest corner of the Sed Basin as part of the clean closure and extend the existing pipe into the Sed Basin after the clean closure, and seal the piping from the Bottom Ash pond discharge structure in the north end of the pond and demolish the structure as shown on the Drawings. The Contractor shall seal the remaining pipes in the former pump house, demolish the building if present, and fill in the foundation to create a gravel parking area as shown on the Drawings. Presently, the bottom ash pond is used as a settling basin for plant runoff and storm water falling on the CCR impoundments. The storm water flows by gravity to the LBVSD from the ponds. During the construction of the Sed Basin and the ash grading, the Contractor will be required to handle, including pumping if necessary), all storm water, including the plant discharge water, either in the north portion of the bottom ash pond, via temporary storage in frac tanks, or by alternate means selected by the contractor. Water that contacts ash must either be treated or pumped to the LBVSD discharge pipe. The Contractor is responsible for obtaining the required permit for the capping of the site and for complying with the terms of the of the Missouri Department of Natural Resources (MDNR) Non-Point Discharge Elimination System (NPDES) Land Disturbance General Permit. As part of the Land Disturbance General Permit, the Contractor will be required to update the project Storm Water Pollution Prevention Plan (SWPPP) describing the procedures and best management practices (BMPs) the Contractor will employ to prevent impacted storm water runoff from the site or a Project Erosion Control Plan (PECP). Compliance with applicable permits, including documentation, and reporting is the responsibility of the Contractor. E. 3.

Project will be constructed under a single prime contract. USE OF PREMISES

General: Contractor shall have full use of ash pond areas for construction operations during the construction period. IPL will mow and maintain areas of the ash ponds not affected by the construction. The Contractor shall

cooperate with IPL maintenance crews. Contractor's use of other portions of the plant will be as approved by the Owner’s Representative. SPECIFICATION FORMATS AND CONVENTIONS

Specification Format: The Specifications are organized into Divisions and Sections using the 49-division format and the Construction Specifications Institute’s "Master Format" numbering system. 1.

Division 01: Sections in Division 01 govern the execution of the Work of all Sections in the Specifications.

Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows: 1.

Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate. Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.

Imperative mood and streamlined language are generally used in the Specifications. Requirements expressed in the imperative mood are to be performed by Contractor. Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted. a.

SECTION 012010 MEASUREMENT AND PAYMENT PART 1 – GENERAL 1.1

SUMMARY A. This Section includes requirements for measurement and payment for items listed on the bid. The bid form includes line items for unit prices and lump sum prices.

DEFINITIONS A. Unit price is an amount stated on the Bid Form, as a price per unit of measurement for materials or services added to or deducted from the Contract Sum by appropriate modification, if estimated quantities of Work required by the Contract Documents are increased or decreased. B. Lump sum is an amount stated on the Bid Form, as the total price for the materials or services described in the measurement and payment item description, specified in the project manual, and indicated on the Construction Drawings.

MEASUREMENT AND PAYMENT ITEM DESCRIPTIONS General 1. Mobilization/Demobilization includes: materials, equipment, and labor

required for equipment mobilization/demobilization, project management, submittals, construction reports, field office, sanitary facilities, waste services, utilities (e.g., water, electricity, phone), temporary roads and paved areas, site enclosure fence, barricades and warning signs, protection of vegetation, dust and pollution control, final cleaning, project closeout, and record documents. Payment for Mobilization/Demobilization will be lump sum, with 40% of the fee after mobilization, 30% after earning 25% of the original contract amount and 100% after achieving substantial completion. 2. Storm Water/Erosion Controls includes: Provide controls (silt fence, mulch,

socks) as determined necessary to comply with the General Permit, SWPPP or project erosion control plan. Additionally, includes inspections and maintenance of controls. Payment for Storm Water/Erosion Controls will be lump sum on a percent complete basis. 3. Provide Construction Quality Assurance includes: materials, equipment, and

labor required to conduct testing, and submit reports specified. A separate

payment for Construction testing will not be made. B.

Final Cover System 1. Provide and Install the bid cover system includes: materials, equipment, and

labor required to grade the CCR to the required contours, provide and install the barrier layer including placement, tie-in to existing berms, regrading existing berms, seaming and repairs, the vegetative layer, and seeding, but not riprap. Payment for the final cover system will be lump sum, and the riprap and cap roadways will be the unit price for each square foot of riprap or roadway. PROJECT MEETINGS General: Schedule and conduct meetings and conferences at Project site, unless otherwise indicated. 1.

Attendees: Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify Owner’s Representative and Design Professional of scheduled meeting dates and times.

Agenda: Prepare the meeting agenda. Distribute the agenda to all invited attendees.

CQA refers to the measures taken by the Contractor or installer is in compliance with the CCR Closure rules and construction drawings and technical specifications for a project. Services do not include contract enforcement activities performed by the Design Professional.

CQA Manager: A professional engineer retained by the Contractor to provide on-site construction oversight, quality assurance testing, and a final report demonstrating that the requirements of permit requirements and construction drawings and technical specifications have been met.

Construction Quality Control (CQC): A planned system of inspections that is used to directly monitor and control the quality of a construction project. Preconstruction Testing: Tests and inspections that are performed specifically for the Project before products and materials are incorporated into the Work to verify performance or compliance with specified criteria.

This Section includes requirements for temporary erosion and sediment controls to ensure protection of adjacent and downstream surface water and drainage facilities. The Contractor shall provide all labor, materials, tools, equipment, and services necessary for the placement of temporary, biodegradable Type I and II Erosion Control Material (ECM) for side slopes, non-biodegradable ECM for swales, etc. as required to comply with the required permits.

B.

Contractor is responsible for complying with the storm water discharges associated with construction activity under Missouri National Pollutant Discharge Elimination System (NPDES) General Permit No. MO-RA.

C.

The Contractor is responsible for determination of the controls to use and compliance with the SWPPP and the NPDES General Permit for Storm Water Discharges Associated with Construction Activity.

1.2

SUBMITTALS

A.

Submit a Project Erosion Control Plan (or updated SWPPP) detailing the scope and procedures to be implemented to comply with the MDNR NPDES permit and to prevent ash from entering water courses.

B.

Submit six copies of manufacturer data, specifications, dimensions and installation instructions for erosive soils and high runoff velocities.

C.

Submit six copies of an affidavit certifying that each ECM furnished complies with all requirements specified herein.

D.

No ECM shall be shipped until the affidavit is submitted to CQC Manager.

SPECIAL REQUIREMENTS In addition to appropriate permit and/or SWPPP requirements, construction procedures shall include protection of the environment in accordance with all pertinent federal, state, and local regulations. Prohibited construction procedures in the undertaking of work associated with this Project include, but are not limited to:

Discharging storm water that has contacted ash or water from dewatering operations.

Disposal of trees, brush, and other debris in any stream corridors, any wetlands, or within the 100-year floodplain of any surface waters.

5.

Dumping of spoil material into any stream corridor, any wetlands, any surface waters, or at any unspecified or unapproved locations.

6.

Open burning of any debris.

B.

Upon acceptance by the Owner of the PECP or updated SWPPP, the Contractor shall implement, maintain and update the PECP or SWPPP, as necessary.

C.

The Contractor shall not be permitted to begin construction activities in any area until erosion and sediment control measures have been installed for all areas potentially affected by said construction.

PART 2 - PRODUCTS 2.1

GENERAL A.

The Contractor shall provide all necessary supervision, labor, equipment and materials as needed to perform the specified work.

B.

Materials shall include silt fence, straw bales, or other manufactured products to reduce erosion and control siltation as specified in the Contract Documents.

C.

Stakes shall not be used in any area where installation of the stakes will damage underlying materials (e.g., underground utilities, geosynthetics). Any damage caused by the installation of stakes shall be immediately reported to the Owner’s Representative and the damage shall be remedied to the satisfaction of the Owner’s Representative at no additional cost to the Owner.

SILT FENCE A.

Posts shall be steel or 1.5-inch square hardwood: 1.

Hardwood and 6-foot spacing, if wire fence backing is not used.

2.

Steel and 10-foot spacing, if wire fence backing is used.

B.

Wire fence backing for reinforced silt fence shall be woven wire, 14 gauge, with 6-inch maximum mesh opening.

C.

Geotextile filter cloth sizing shall be as recommended by the manufacturer. The material shall have a tensile strength of 120 pounds if wire fence backing is used and 200 pounds if wire fence backing is not used.

STRAW BALES A.

Straw bales shall be bound with wire or nylon.

B.

1.5-inch square wooden stakes (two per bale) at least 4 feet long, shall be driven through the straw bale and into the underlying soil.

C.

Straw bales shall be free from noxious weeds and shall weigh approximately 40 pounds with a moisture content of not greater than 15 percent when delivered to the Site.

PART 3 - EXECUTION 3.1

INSTALLATION, GENERAL A.

Locate erosion and sediment controls where they will serve Project adequately and result in minimum interference with performance of the Work. Relocate and modify controls as required by progress of the Work.

B.

Do not remove until controls are no longer needed or are replaced by completed permanent site stabilization controls.

3.2

EROSION AND SEDIMENT CONTROLS A.

Clearing and Site Preparation - Only those portions of the Site necessary and essential to be cleared for Work shall be cleared. Clearing schedules shall be formulated to provide minimum particle exposure of soils, and shall include sufficient detail for performance by the Contractor in separate construction areas. Local storm water run-on/run-off control measures shall be implemented as conditions warrant. The Contractor shall make every reasonable effort so as to not unduly disturb the ecological or environmental quality of the area.

B.

Erosion and Sediment Control 1.

During the land disturbance life of the Project, the following order related to implementation of erosion and sedimentation controls shall be adhered to: a.

Clearing and grubbing for those areas necessary for installation of perimeter erosion and sediment controls.

b.

Installation of perimeter erosion and sediment controls.

c.

Remaining area clearing and grubbing.

d.

Perform construction work, providing temporary stabilization/ erosion/run-on/run-off controls as required.

e.

Final grading and installation of permanent erosion and sediment controls.

f.

Removal of perimeter erosion and sediment controls.

Sediment and erosion control measures may include straw bale dikes, silt fences, earth dikes, stone outlet sediment traps, construction entrances, riprap, seeding/sodding, properly anchored mulch, and/or other measures as required.

3.

Sediment and erosion control measures shall be properly maintained and adequately functioning. Any existing measures that are damaged shall be immediately repaired.

4.

Excavated material shall be protected from erosion by using appropriate devices or stabilization.

5.

Trapped sediment shall be removed from the area of deposition and returned to its point of origin.

6.

As soon as possible after disturbance of a graded area, slope stabilization through the use of mulches (wood chips or straw anchored appropriately) or matting shall be provided.

C.

Silt Fence - Where reinforced silt fence is not used, filter fabric shall be stapled to the posts. In all areas, fabric shall be keyed six inches into a trench. The trench shall be backfilled with material reserved from excavation, after installation of the silt fence has been completed.

D.

Straw Bales and Straw Wattles - Where straw bales and straw wattles are used, they shall be placed in a trench 2 inches deep. If placed in a drainage way to prevent migration of sediment, the first bale shall be placed in the center. Two stakes shall be used for each bale and a minimum of 10 stakes for each wattle. The first stake shall be placed at a 30 degree angle with the stake driven towards the adjacent bale. The Contractor shall not drive stakes closer than 12 inches to any geosynthetic, underground utility or other feature sensitive to penetration. 1.

Hold the number and size of areas of bare soil or waste exposed at one time to a minimum.

2.

Provide temporary control measures such as mulch socks, silt fences, etc., as specified in the SWPPP and as directed by the Owner’s Representative.

E.

Maintain erosion and sediment control measures to the satisfaction of the Design Professional and remove them only when the site is appropriately stabilized, as determined by the Owner’s Representative.

F.

Periodically inspect earthwork to detect any evidence of the start of erosion, and apply corrective measures as required to control erosion.

G.

Erosion and sediment control structure locations may be added and adjusted at the discretion of the Contractor throughout the construction period.

H.

At minimum, the qualified inspector shall inspect all erosion and sediment control practices to ensure integrity and effectiveness, all permanent storm

water control features already constructed, all areas of disturbance that have not achieved final stabilization, and all points of discharge from the Site. I.

Inspect erosion and sediment control structures in accordance with one of the following schedules, as per the Missouri General Permit: 1.

At least once every 7 calendar days

2.

At least once every 14 calendar days and within 24 hours of the end of a storm event of 0.50 inches or greater (a rain gauge must be installed and maintained onsite).

J.

Within one business day of the completion of an inspection, the Contractor (or Contractor’s subcontractor) shall begin implementing the corrective actions within one business day of this notification and shall complete the corrective actions in a reasonable time frame.

K.

All inspection reports shall be signed by the Contractor. The Contractor shall maintain the inspection reports on-site with the SWPPP and shall submit them electronically on the day prepared to the Owner and Design Professional.

L.

Remove excess, accumulated sediments from the control structures and transport the sediment to its original location.

M.

Remove temporary erosion and sediment controls:

MAINTENANCE

A.

Silt fences shall be maintained as needed throughout the life of the Project to control sediment migration to the satisfaction of the Owner’s Representative. Sediment materials shall be removed when bulges develop in the silt fence as directed by the Owner’s Representative.

B.

Straw bale dikes shall be inspected weekly and cleaned and/or replaced promptly as directed by the Owner’s Representative throughout the life of the Project.

C.

As required by the Owner’s Representative to control erosion and/or sedimentation, erosion control devices in addition to those specified in the SWPPP shall be installed by the C during construction at no additional cost to the Owner.

D.

Sediment shall be removed from sediment traps or sediment basins whenever their capacity has been reduced by fifty (50) percent from the design capacity. Prior to demobilization, storm water basins including swales or channels that lead into the storm water basins must be restored to their pre-construction condition or better, as established in the pre-construction Site assessment, and as specified in the Technical Specifications. SECTION 015719 TEMPORARY ENVIRONMENTAL CONTROLS PART 1 - GENERAL 1.1

SUMMARY

A.

This section specifies the control of environmental pollution and damage the Contractor must consider for air, water, and land resources. It includes management of visual aesthetics, noise, solid waste, radiant energy, and radioactive materials, as well as other pollutants and resources encountered or generated by the Contractor. The Contractor is obligated to consider specified control measures with the costs included within the various contract items of work.

B.

Environmental pollution and damage is defined as the presence of chemical, physical, or biological elements or agents which: 1.

Adversely affect human health or welfare,

2.

Unfavorably alter ecological balances of importance to human life,

3.

Effect other species of importance to humankind, or;

4.

Degrade the utility of the environment for aesthetic, cultural, and historical purposes.

C.

Waste Materials: No waste or eroded materials shall be allowed to enter natural or man-made water or sewage removal systems. Eroded materials from excavations, borrow areas, or stockpiled fill shall be contained within the Work area.

D.

Definitions of Pollutants: 1.

Chemical Waste: Petroleum products, bituminous materials, salts, acids, alkalis, herbicides, pesticides, organic chemicals, and inorganic wastes.

2.

Debris: Combustible and noncombustible wastes, such as leaves, tree trimmings, ashes, and waste materials resulting from construction or maintenance and repair work.

3.

Sediment: Soil and other debris that has been eroded and transported by runoff water.

Waters that are surface discharged may terminate in drainage ditches, storm sewers, creeks, and/or "water of the United States" and would require a permit to discharge water from the governing agency.

Rubbish: Combustible and noncombustible wastes such as paper, boxes, glass and crockery, metal and lumber scrap, tin cans, and bones.

A. Employ and utilize environmental protection methods, obtain all necessary permits, and fully observe all local, state, and federal regulations including those related to documentation of environmental compliance.

B. Land Protection: 1.

Except for any work or storage area and access routes specifically assigned for the use of the Contractor, the land areas outside the limits of construction shall be preserved in their present condition. The Contractor shall take care that construction equipment does not track ash onto roads outside of the pond foot print.

2.

Contractor shall confine his construction activities to areas defined for work within the Contract Documents.

3.

Manage and control all borrow areas, work or storage areas, access routes and embankments to prevent sediment from entering nearby water or land adjacent to the work site.

4.

Restore all disturbed areas including borrow and haul areas and establish permanent type of locally adaptable vegetative cover.

5.

Protect all side slopes and backslopes immediately upon completion of final grading.

6.

Plan and execute earthwork in a manner to minimize duration of exposure of unprotected soils.

7.

Except for areas designated by the Contract Documents to be cleared and grubbed, the Contractor shall not deface, injure or destroy trees and vegetation, nor remove, cut, or disturb them without approval of the Owner’s Representative or Design Professional. Any damage caused by the Contractor's equipment or operations shall be restored as nearly as possible to its original condition at the Contractor's expense.

A. Surface Water Protection: 1.

Utilize, as necessary and specified, erosion control methods to protect side and backslopes, minimize the discharge of sediment to the surface water leaving the construction site as soon as rough grading is complete. These controls shall be maintained until the site is ready for final grading and seeding or until they are no longer warranted and concurrence is received from the Design Professional. Physically retard the rate and volume of run-on and runoff by: a. Implementing structural practices such as diversion swales, terraces, straw bales, silt fences, berms, storm drain inlet protection, rocked outlet protection, sediment traps and temporary basins. b. Implementing vegetative practices such as temporary seeding,

permanent seeding, mulching, vegetative buffers, hydroseeding, anchored erosion control blankets, vegetated swales or a combination of these methods. c. Providing Construction sites with graveled or rocked access entrance and exit drives and parking areas to reduce the tracking of sediment onto public or private roads. 2.

The Contractor shall prevent erosion of excavated areas, embankments, stockpiled earth materials, and other erodible areas, and shall provide control of runoff sediment from siltation and pollution of the drainage systems.

3.

Prevent erosion of excavated areas, embankments, stockpiled earth materials, and other erodible construction areas, and prevent pollution of drainage systems by diversion of storm runoff around construction activities or by trapping or retaining sediment delivered by storm runoff.

4.

Provide control of construction operations so excessive sediment or siltation shall not be introduced into the drainage systems from storm runoff.

5.

Discharges from the construction site shall not contain pollutants at concentrations that produce objectionable films, colors, turbidity, deposits or noxious odors in the receiving stream or waterway.

B. Solid Waste Disposal: 1.

Collect solid waste on a daily basis.

2.

Provide disposal of degradable solid waste to an approved solid waste disposal site.

3.

Provide disposal of nondegradable solid waste to an approved solid waste disposal site or in an alternate manner approved by Design Professional and regulatory agencies.

4.

No demolition or construction materials wastes or unused materials shall be burned, buried, dumped, or otherwise disposed of on the site.

C. Fuel and Chemical Handling: 1.

Store and dispose of chemical wastes in a manner approved by regulatory agencies.

2.

Take special measures to prevent chemicals, fuels, oils, greases, herbicides, and insecticides from entering drainage ways.

3.

Do not allow water used in onsite material processing, cleanup, and other wastewaters to enter a drainage way(s) or stream.

The Contractor shall provide containment around fueling and chemical storage areas to ensure spills in these areas do not reach waters of the state. Containment shall be constructed and operating in accordance with applicable local laws

D. Control of Dust: 1.

The control of dust shall mean no construction activity shall take place without applying all such reasonable measures as may be required to prevent particulate matter from becoming airborne so that it remains visible beyond the limits of construction. Reasonable measures may include paving, frequent road cleaning, planting vegetative groundcover, application of water or application of chemical dust suppressants. The use of chemical agents such as calcium chloride must be approved by the Owner’s Representative. a.

At a minimum, Contractor shall apply water to all Work area roads daily when rain is not imminent.

b.

During all grading and soil work activities, Contractor shall maintain a minimum of one water truck on-site for dust control.

c.

Cost for dust control shall be incidental to all other Work.

d.

Contractor shall also be responsible for maintaining dust control when hauling materials to the construction site.

2.

Contractor shall implement dust control measures if wind and dry soil conditions reduce visibility or cause nuisance dust on adjacent roads or property.

3.

Utilize methods and practices of construction to eliminate dust in full observance of agency regulations.

4.

The Design Professional will determine the effectiveness of the dust control program and may request the Contractor to provide additional measures, at no additional cost to Owner.

E. Burning: 1.

Do not burn material on the site. If the Contractor elects to dispose of waste materials by burning, make arrangements for an off-site burning area and conform to all agency regulations.

Existing Utility Information: Furnish information to local utility and Owner that is necessary to adjust, move, or relocate existing utility structures, utility poles, lines, services, or other utility appurtenances located in or affected by construction. Coordinate with authorities having jurisdiction.

Benchmarks: Establish and maintain a minimum of two permanent benchmarks on Project site, referenced to data established by survey control points. Comply with authorities having jurisdiction for type and size of benchmark. 1.

Record benchmark locations, with horizontal and vertical data, on Project Record Documents.

Certified Survey: On completion of subgrade layer, barrier soil layer, and final cap, prepare a certified survey showing dimensions, locations, angles, and elevations of construction and sitework.

Final Property Survey: Prepare a final property survey showing significant features (real property) for Project. Include on the survey a certification, signed by a Missouri-licensed land surveyor, that principal metes, bounds, lines, and levels of Project are accurately positioned as shown on the survey. 1.

INSTALLATION

A.

General: Locate the Work and components of the Work accurately, in correct alignment and elevation, as indicated.

A.

General: Provide final cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and antipollution regulations.

Cleaning: Employ experienced workers for final cleaning. 1.

Complete the following cleaning operations before requesting inspection for certification of Substantial Completion for entire Project or for a portion of Project: a.

Clean Project site, yard, and grounds, in areas disturbed by construction activities, including landscape development areas, of rubbish, waste material, litter, and other foreign substances.

b.

Sweep paved areas broom clean. Remove petrochemical spills, stains, and other foreign deposits.

c.

Remove tools, construction equipment, machinery, and surplus material from Project site.

d.

Leave Project clean and ready for occupancy.

Comply with safety standards for cleaning. Do not burn waste materials. Do not bury construction debris or excess materials on Owner's property, except in areas specified in the Contract Documents or approved by Design Professional. QUALITY ASSURANCE A. The Contractor shall conduct Quality Assurance/Quality Control testing as necessary to document compliance with the Technical Specifications. The Owner may conduct additional Quality Assurance/Quality Control testing; however, such testing or lack of testing does not relieve the Contractor of the responsibility to comply with the Technical Specifications. B. The Contractor shall be responsible for reworking or removing and replacing nonconforming soil and other construction materials that do not meet the requirements of the Technical Specifications and the Construction Drawings as directed by the Design Professional. C. The Contractor shall be responsible for all survey work required to complete construction in accordance with the required lines and elevations as described in the Technical Specifications and as shown on the Construction Drawings. D. Unless specifically superseded by these Contract Documents or approved plans submitted by the Contractor, the barrier soil layer, Sed Basin liner, and erosion layer shall be prepared, placed, compacted, processed, tested, and protected as described in EPA/600/R-93/182. PART 2 PRODUCTS 2.1

2.2

GENERAL A.

All barrier soil, Sed Basin liner soil, and topsoil will be purchased by the Contractor, and the soils must be approved by the Design Professional prior to transporting to the site.

B.

If the Contractor elects to install the soil cover alternative, the barrier soils in the cover shall consist of clay (CL or CH) which the Contractor can compact to achieve the 1x10-7 cm/sec requirement of the barrier soil layer. Clean clay excavated from the existing embankments may be used as barrier soils or Sed Basin liner soils if the Contractor can compact the clay to achieve the 1x10-7 cm/sec requirement of the barrier soil layer and Sed Basin liner.

C.

The topsoil in the all of the cover alternatives (except for a synthetic turf option) shall consist of friable sandy loam suitable to support the cover vegetation.

D.

Excavated materials from the project construction area may be used as general fill material as directed by the Design Professional.

E.

The final surface of all excavated areas and all areas designated to receive the final cover will be prepared and accepted in accordance with the Technical Specifications. The final surface will also be free of loose material, clods and any other debris including grade stakes and hubs that may impact the integrity of the final cover system.

F.

Natural subgrade soils or compacted fill softened by frost, flooding, weather, or any other natural or man-made events will be removed and replaced or re-compacted in accordance with the requirements specified herein.

G.

Fill will not be placed on snow, ice, or frozen ground surfaces.

STRUCTURAL FILL A.

Structural fill materials will refer to materials used for subgrade construction, the construction of berms, and backfilling trenches.

B.

Structural fill shall be tested for laboratory compaction by ASTM D698 prior to construction in locations where compaction specifications are applicable.

C.

Structural fill materials for the Sed Basin divider berm shall be obtained from the existing ash impoundment embankments or other source obtained by the Contractor.

D.

The bottom ash pond liner, if present, can be used as structural fill within the north half of the Sed Basin divider berm or as structural fill in the bottom ash pond. The clay excavated from the Bottom Ash Pond will be stockpile by the contractor and tested by the Owner to determine if the the soil is non-impacted and can be used as liner or barrier soils.

E.

Ash can only be moved within the pond in which the ash is currently located and cannot be moved from one pond to another pond.

F.

Structural fill materials will be free of debris, roots, organic matter, frozen matter, roots, wood, peat, cinders, rubbish, stones having any dimension greater than two (2) inches or any other deleterious materials.

BARRIER SOIL AND SED BASIN LINER MATERIALS A.

Barrier soil materials will refer to materials used for the construction of the infiltration barrier soil layer in the soil cap alternative. Sed Basin liner soil refers to the clay liner to be installed on the base and side slopes of the new Sed Basin.

B.

Barrier soil and Sed Basin liner materials will be moisture conditioned and installed by the Contractor and tested to verify compliance with the Technical Specifications.

C.

It is anticipated that Contractor will be required to purchase all of the barrier soil and Sed Basin liner soils from an offsite source.

D.

Barrier Soil Fill and Sed Basin Liner Fill: Soil Classification: Groups ML, CL, or CH according to ASTM D 2487, or a combination of these groups. Rock/gravel fragments larger than 1/2-inch in diameter may not be used as barrier soil fill. Barrier soil fill shall have fines content of soil (material passing a #200 sieve) greater than 70 percent. Soils shall have a Plasticity Index (PI) greater than 25, and material greater than the #4 sieve must compose less than 7 percent of soil by weight. Soil clods must be less than 4 inches.

E.

Required Performance: Hydraulic Conductivity less than or equal to 1x10-7 cm/sec (ASTM D5048).

A test pad shall be constructed for purposes of demonstrating level of compaction and moisture content required to achieve specified hydraulic conductivity.

TOPSOIL MATERIALS A.

Topsoil shall consist of friable sandy loam with soil particles within the following percentages: clay 0-25; silt 25-50; sand 40-60; decomposed organic matter 5-10 and reasonably free of grass, roots, weeds sticks, stones and other foreign materials. 1. No rocks larger than 1-inch in diameter 2. Maximum sand content of 60 percent. 3. Classified as CL, ML, or OL. 4. Maximum liquid limit of 40 percent. 5. pH range of 5.4 to 7.9.

It is anticipated that Contractor will be required to purchase all of the topsoil from an offsite source.

SOURCE QUALITY CONTROL A.

Testing and Analysis of Structural Fill: Perform in accordance with ASTM D698.

B.

Testing and Analysis of Barrier Soil and Sed Basin Liner Soil 1. Barrier and Liner soil fill taken at the borrow source during preconstruction testing shall be tested at the rate of one test per every 20,000 cubic yards of material, or more frequently if visual observations indicate a change in material characteristics, or deemed so by the geotechnical technician. Soil from the borrow source shall be tested before transportation to the landfill site. 2. Bulk sample testing shall include: a. Moisture Content (ASTM D854) b. Particle Size (ASTM D1140, D442)

Testing and Analysis of Topsoil Material: Perform in accordance with ASTM D422 and testing by an agricultural testing laboratory for nitrogen, phosphorus, potash, soluble salt content, organic matter content, and pH.

PART 3 EXECUTION 3.1

SITE EXCAVATION AND GRADING A.

Call Local Utility Line Information service not less than three working days before performing Work. Perform preparation and protection of utilities in accordance with Section 311000 – Site Clearing.

B.

Access to poles for the transmission line crossing the area to be maintained throughout the project.

C.

The clean closure of the south end of the bottom ash pond will be completed in the general manner described below: 1. The contractor shall establish a method to treat (sedimentation) the water currently treated in the Bottom Ash Pond and discharged to the LBVSD. The method may include using one of the other ash ponds, a portion of the Bottom Ash Pond, sedimentation tanks, or an alternate method proposed by the Contractor. 2. The bottom ash within the footprint of the proposed Sed Basin shall be removed down to natural soil and either placed in the north end of the Bottom Ash or stockpile if the north end of the Bottom Ash Pond is used as a temporary sedimentation basin. 3. After the native soil is exposed and the ash removed from the soil surface, the contractor will excavate a total of ten test pits to a depth of 4-feet to allow the Design Profession to determine if there is a clay liner under the pond that requires removal under the CCR regulations. The Design Professional will collect samples of the native soil to determine the additional excavation depth and whether the

excavated soil can be used as structural fill or if the soil must be disposed in the north end of the bottom ash pond. 4. The test pitting will begin as the ash is removed and the underlying soil is exposed; however the contractor should plan on a two week delay following the complete exposure of the clean closure surface and the decision on whether a liner is present and if additional soil excavation is required. 5. If additional soil excavation is required, the contractor will stockpile the native clay soil for possible additional testing to determine if the soil is impacted or can be used as liner material for the Sed Basin. 6. A divider berm between the bottom ash to be cap and the proposed Sed Basin will be constructed as shown on the drawings. The south half of the berm must be constructed with clean clay while impacted clays can be placed in the north half of the berm. 7. A six inch clay liner will be installed on the base and side slopes of the proposed Sed Basin. If the soils under the proposed Sed Basin are suitable for liner material, the Contractor can .deep disc the soils to a minimum depth of 8 inches, moisture condition the soil as necessary, and compact the soil to meet the liner density and permeability. Alternatively, the Contractor can use clean stockpiled soils or other on-site or off-site soils to construct the Sed Basin liner. 8. The Sed Basin will be constructed in a manner to utilize the existing discharge structure to gravity feed Sed Basin water to the LBVSD outfall as shown on the Drawings. 9. The contractor shall extend the inlet piping into the new Sed Basin as shown on the Drawings. 10. Gravel removed from the existing roads around the ash ponds will be used to construct a new road around the Sed Basin as shown on the Drawings. D.

Grading of the existing ash to the final contours will be performed using equipment suitable for the strength of the disposed ash. The ash shall be graded such that the final surface generally has a 1 per cent grade to the discharge points to be created by excavating a portion of the existing embankments. As indicated in the scope of work, the final surface of the

ash pond cover shall allow storm water falling on the cap to flow to the discharge points without ponding and without visible high points in the cap. E.

The Design Professional and the Owner will be notified at least forty eight (48) hours prior to Contractor placing any fill.

F.

Compact each layer, when required, to the required thickness, density and moisture content prior to placing additional fill.

G.

Compaction densities of the various materials and layers shall comply with the following requirements: 1. Barrier Clay Layer and Sed Basin Liner: As required to achieve specified hydraulic conductivity, in no instance less than 90 percent, ASTM D698. 2. Erosion layer: not less than 85 percent, ASTM D698. 3. Structural fills: not less than 90 percent, ASTM D698. 4. Compacted clean clay for the Sed Basin divider berm: not less than 95 percent, ASTM D698 5. Compacted backfill for northern half of divider berm: not less than 90 percent, ASTM D698

H.

Compact by sheepsfoot-style soil compactors and pneumatic rollers or by other equipment as required to obtain specified density. 1. Compaction of the barrier soil layer and Sed Basin liner shall be accomplished with a sheepsfoot roller with fully penetrating feet. 2. Length of feet should be adequate to penetrate entire lift including scarified portion of lift below.

I.

Ensure each layer of the barrier soil layer and Sed Basin liner is fully bonded to adjoining layers. This may be accomplished with compaction equipment and by disking between adjoining layers.

J.

Work shall commence and progress in a manner to ensure rain events, which contact ash, are contained within the boundary of the existing ash ponds. A excavation and cap construction plan is to be submitted to the Design Professional and Owner’s Representative for approval, prior to commencement.

1. No ash contact water is to be discharged directly from the ash impoundments. All ash contact water is to be discharged through Outfall 002 or treated and tested in a manner approved by the Owner. 2. See J below regarding testing and handling of storm water discharge. K.

The work includes all operations in connection with excavation, borrow, construction of fills and embankments, rough and fine grading in connection with the preparation of the site for construction of the proposed facilities.

L.

Provide dewatering systems where necessary to successfully complete excavation, compaction, and other construction requirements. 1. Provide pumping of accumulated storm water, as required, to allow for excavations to allow construction access, and as needed in other construction. 2. Prior to initial pumping of storm water, Contractor must conduct testing for total metals (RCRA-8). Results must be under LBVSD Pretreatment Discharge Limits. a. If testing indicates compliance, Contractor will be allowed to discharge storm water to the on-site settling basin or the LBVSD sewer. b. If testing indicates non-compliance, Contractor will be required to containerize and dispose of storm water off-site or to treat the storm water to comply with the LBVSD pretreatment requirements. c. The use of a silt bag on outlet end of pump will be required for all pumping and dewatering applications. M. Protection of finish grade: 3. During construction, shape and drain embankment and excavations. 4. Maintain ditches and drains to provide drainage at all times. 5. Provide temporary drainage where necessary to prevent water from entering excavations or damaging construction. 6. Protect graded areas against action of elements prior to completion and acceptance.

7. Reestablish grade where erosion or sedimentation occurs. 8. Contractor is encouraged to develop a sequencing plan that diverts storm water away from the ash pond to limit dewatering. N. The Contractor has the responsibility to maintain all soil layers intact in all respects including: 1. Thickness, moisture content, density, free of waste, free of rill erosion, and free of weather related damage. 2. Freeze-thaw cycles on the barrier soil layer or the Sed Basin liner should be minimized. If freeze thaw cycles are encountered, Contractor will be required to confirm, by retesting hydraulic conductivity, that the barrier soil layer meets the requirements of the specifications. If testing indicates permeability greater than specified, Contractor will be responsible to rework the barrier soil layer, at no additional cost to the Owner. 3.2

PLACEMENT AND COMPACTION OF BARRIER SOIL, LINER SOIL, AND STRUCTURAL FILL A.

The Design Professional and Owner will be notified at least forty eight (48) hours prior to Contractor placing any fill material.

B.

The Contractor shall place and compact fill in accordance with industry standard construction practices and procedures.

C.

Hauling and spreading equipment will not be considered compaction equipment.

D.

Exposed areas to receive the cover, backfill, or embankment shall be proof-rolled to detect localized zones of excessively wet, unstable, organic, or low bearing capacity materials to the extent as follows: 1.

Proof roll as a single-pass operation with conventional compaction equipment during subgrade preparation and prior to placement of fill, and as a spot check process without the need for complete coverage per unit area of tire. Soft spots shall be over excavated, backfilled, and compacted with suitable material.

The Contractor shall perform a Test Fill of the barrier soil layer in accordance with the Specifications. The Test Fill results must be accepted by the Design Professional before beginning construction of the Barrier Soil layer.

F.

Borrow soils used in the barrier soil layer or Sed Basin liner shall be processed to achieve required moisture content prior to compaction. Maintained in a range established by acceptable zone but in no instance outside the range of optimum moisture to less than or equal to 6 percent above optimum moisture as defined by ASTM D698

The Contractor shall be responsible for maintaining proper lift thickness. The maximum loose lift thickness shall not exceed eight (8) inches.

H.

Soil utilized for structural components shall be compacted to the minimum percent of the maximum dry density as indicated in Part 3.1.C. of this Section as determined by field testing performed in accordance with ASTM D6938.

I.

Barrier soil fill and Sed Basin liner soil taken at the borrow source during construction testing shall be tested at the rate of one test per every 5,000 cubic yards of material, or more frequently if visual observations indicate a change in material characteristics, or deemed so by the geotechnical technician. Soil from the borrow source shall be tested before transportation to the landfill site. 1.

Compaction shall be field tested at a rate of one test per 10,000 square feet in accordance with ASTM D6938.

K.

The compacted barrier soil layer and Sed Basin liner must achieve a hydraulic conductivity of 1 x 10-7 cm/sec or less as determined on an undisturbed soil sample by ASTM D5084. Tests shall be conducted at a rate of one test per 100,000 square feet.

If the compacted barrier soil layer or Sed Basin liner soil is not protected or instrumented while the ambient air temperature drops below 27 degrees F at the nearest national weather station observation point, the top lift of the compacted clay material shall be repaired by removing the vegetative layer, exposing the barrier soil layer, re-compacting the clay damaged by the freeze thaw cycle within the “acceptable zone”, and recertifying the construction of the barrier soil system or Sed Basin liner system in accordance with this plan.

M.

Each accepted lift will be left rough or scarified at least two (2) inches before placing the next overlying lift.

N.

If a failure in moisture or density requirements is detected, after placement of any part of the barrier soil layer or Sed Basin liner is detected, this material, in the area of the failure, shall be over excavated, the failure repaired and the full depth of the layer replaced in lifts and compacted as specified.

O.

Desiccation of Sed Basin liner or barrier soil layer will be corrected by Contractor at no additional expense to the Owner.

P.

No surveying grade stakes or other penetrations shall be made in the Sed Basin liner or barrier soil layer. If such penetrations occur, entire area is subject to removal and replacement at no additional cost to the Owner.

Q.

Final surfaces will be graded to the lines shown on the Construction Drawings plus the thickness of the final cover system. Completed fill shall correspond to shape of cross section or contour indicated.

R.

Final surfaces will be smooth drum rolled free of loose material, clods, and other debris including grade stakes and hubs.

PLACEMENT AND COMPACTION OF VEGETATIVE TOPSOIL A.

The owner will be notified at least forty eight (48) hours prior to Contractor placing any soil material

BARRIER SOIL LAYER TEST PAD A.

The construction of test pad(s) or test fill(s) is required to verify that the materials and methods of construction proposed for production will produce a barrier soil layer as shown on the Drawings with the required, in-situ hydraulic conductivity.

The minimum size of the test pad shall be 30 feet by 40 feet in plan area and the methods and equipment shall be identical to those utilized in actual construction. The test pad shall be conducted on undisturbed ash.

Test pad may be part of proposed construction and remain in place provided all compaction tests pass specified moisture and density requirements.

SUBMITTALS A.

Prior to procurement of the geotextile, the Contractor shall submit to the Design Professional the following information for approval: 1.

Origin and identification of the raw materials used to manufacture the geotextile (including polymer density and type, and ultraviolet radiation (UV) stability).

2.

A copy of QC certificate regarding the raw materials issued by the producer of the raw materials.

3.

A copy of QC certificate issued by the manufacturer of the geotextile that the geotextile is continuously inspected for uniformity, damage, imperfections, and foreign materials. A history of the nature and frequency of repair, the method of repair and remediation, and results of re-testing of the geotextile shall be reported. In addition, the manufacturer recommended method of transportation, loading, and unloading of the geotextile should be submitted.

4.

Samples of the proposed material. The material samples shall, at a minimum, consist of a piece of material three feet in length, by the whole width of the roll.

Bill of Lading indicating the rolls were delivered to the Site.

The Contractor shall provide samples of material from actual material delivered to the site to the Design Professional for independent QA Testing as required by the Design Professional.

A sample of the proposed sewn seam to be tested by the QC Geosynthetic Laboratory in accordance with ASTM D4884 - Test Method for Strength of Sewn or Thermally Bonded Seams of Geotextiles. The sample shall include at least five feet of seam and three feet of width, such that five specimens of the seam for ASTM D4884 testing can be obtained from the sample.

8.

Certified minimum values (i.e., values equal to the mean value minus two standard deviations obtained from routine testing on the product) by the QC Geosynthetic Laboratory for the properties listed in Parts 2.2, 2.3 and 2.4.

The frequency of testing shall be as specified in Part 3.3 of this Section. The manufacturer shall submit his proposed testing program to the Design Professional for approval.

Provide wrapping to protect geotextile during shipping and storage and should not be removed until just before installation.

Geotextile materials shall be stored such that they are not in direct contact with ground and ponded liquid. Any materials that become saturated by storm water runoff, ponding, or direct precipitation will be evaluated by the Design Professional for possible rejection. Rejected materials will be removed from the site and replaced at no additional cost to the Owner.

D.

Deliver, store, and handle in accordance with the manufacturer’s recommendations.

E.

Geotextile shall be lifted off the ground when moving.

F.

Contractor shall use a front end loader fitted with a tapered pole for loading and unloading geotextile.

PART 2 PRODUCTS 2.1

MATERIALS A.

Contractor shall demonstrate that the properties (excluding seam strength) of the geotextile specified in the table below do not deviate more than the specified percentage from values of average test results obtained from the manufacturer testing program and NOT compared to the values listed in these tables. Acceptable evidence may consist of comparing average values of at least five tests before and after exposure or any other method proposed by the Contractor that is acceptable to the Design Professional. In any case, values shall not fall below the values listed in the table in this Section.

PART 3 EXECUTION 3.1

INSTALLATION A.

The non-woven geotextile shall be installed under rebuilt roadways and at all locations where riprap is to be installed, as indicated on the Construction Drawings and/or by the Design Professional.

B.

For placement of non-woven geotextile used as part of the final cover system, the geomembrane surface shall be cleared of sharp objects, or any materials that may contribute to geosynthetic punctures, shearing, rupturing or tearing.

C.

During periods of high winds, sandbags or other methods approved by the manufacturer shall be used to secure any exposed fabric in place.

D.

Prior to deployment, the geotextile shall be protected from UV exposure, precipitation, mud, dirt, puncture, cutting or any other damaging or deleterious conditions. The rolls shall be shipped and stored in opaque and watertight wrappings. The wrappings shall be removed just before the installation but no more than one hour prior to installation. After installation, the geotextile shall not be exposed to sunlight for more than 30 days. Geotextile exposed to sunlight for more than 30 days will be removed from the site and replaced at no additional cost to the Owner.

E.

The geotextile shall be unrolled in overlapping strips as recommended by the manufacturer and directed by the Design Professional.

F.

The geotextile shall not be placed on top of alternate barrier layer, if applicable, until the geotextile has been inspected and approved by the Design Professional.

G.

Care shall be taken in installing geotextile to avoid excessive stretching and tearing of the material.

H.

All non-woven geotextile seams for final cover systems shall be overlapped a minimum of 6 inches and sewn according to manufacturer’s recommendations and procedures, and as approved by the Design Professional. The woven geotextiles for roadways shall be overlapped a minimum of 1 foot. Seams on side-slopes shall be oriented perpendicular to the slope contours. End-of-roll seams shall be offset a minimum of 5 feet between adjacent rolls ends. Cross-slope seams shall be avoided as much as possible. All geotextile seams shall be sewn, not layered.

I.

Any fabric damaged during its installation or during placement of cover materials shall be replaced by the Contractor at no additional cost to the Owner, as specified in Part 3.4 of this Section.

Upon complete installation of geotextile fabrics, and prior placement of overlying materials, the CQA Manager shall inspect the installed geotextile fabrics for physical damage, satisfactory sewing of seams and/ or proper seam overlap in accordance with the installation instructions.

The Contractor shall mark any damaged area requiring repair.

L.

The Contractor shall inspect all repairs prior to overlying material placement.

PRODUCT QUALIFICATION TESTING A.

3.3

Quality Control Testing: 1.

The Contractor shall perform the initial QC Testing specified herein for each manufacturer and model of geotextile material prior to approval of material for use.

2.

The Contractor shall perform testing for each manufacturer and model of geotextile materials for the parameters listed in Parts 2.1 of this Section.

3.

The Contractor shall submit a three-foot long by the total roll width sample to Design Professional for QA testing.

QUALITY CONTROL DURING CONSTRUCTION A.

Quality Control Testing: 1.

The Contractor shall perform the QC Testing specified herein at the frequency specified for each manufacturer and model of the geotextile material.

2.

The Contractor shall collect representative samples from geotextile materials delivered to the Site and test them at a rate of one sample per 100,000 square feet or one sample per lot, whichever is more frequent for the parameters listed in Part 2.1 of this Section.

3.

Each sample shall be a minimum of 2 feet long by the roll width and representative of geotextile installed. The Contractor shall mark the sample with the roll number and lot number from which the sample was taken

4.

The QC Geosynthetics Laboratory shall forward copies of all material test results to both the Design Professional and the Contractor.

PROTECTION A.

Any geotextile damaged during its installation or during placement shall be repaired or replaced at the discretion of the Design Professional and at no additional cost to the Owner.

B.

If non-woven geotextile for service roadways should be damaged during any step of the installation, a piece of geotextile material shall be cut and placed over the damaged area with a 2 feet minimum overlap.

C.

The Contractor shall protect the work described in this Section before, during, and after installation, and shall protect the installed work covered by other Sections.

D.

Any damage mark, hole or tear in non-woven geotextile fabric for the final cover system construction shall be repaired as follows: 1.

A fabric patch shall be sewn into place using a double sewn lock stitch (¼-inch to ¾-inch apart and no closer than 1-inch form any edge) or as directed by the Design Professional.

2.

On slopes with a grade less than 10 percent, the Contractor may use a fabric patch spot lystered in place with a minimum of 12 inches overlap in all directions.

3.

Should any damaged area exceed 10 percent of the width of the roll, the roll shall be cut and overlapped to form a new seam.

4.

Any defects in a fused seam will be covered a minimum of one foot on all sides with a new piece of geotextile and temporarily bonded in-place, as approved by the Design Professional. END OF SECTION

DELIVERY, STORAGE, AND HANDLING A.

Delivery: Delivery, storage, and handling of GCL shall be in accordance with ASTM D 5888. The QC Geosynthetic Inspector shall be present during delivery and unloading of the GCL. Rolls shall be packaged in an opaque, waterproof, protective covering and wrapped around a central core. Tears in the packaging shall be repaired to restore a waterproof protective barrier around the GCL. Unloading of rolls from the delivery vehicles shall be done preventing damage to the GCL and its packaging.

B.

Storage: Field storage shall be in flat, dry areas where water cannot accumulate and the GCL rolls can be protected from damage. Storage of the rolls on blocks or pallets will not be allowed unless the GCL rolls are fully supported as approved by the Design Professional. Stacks of GCL rolls shall be no greater than three high. Rolls shall be covered with a waterproof tarpaulin or plastic sheet if stored outdoors. Rolls shall be stored in a manner that prevents sliding or rolling.

C.

Handling: Rolls shall not be dragged, lifted by one end, or dropped to the ground from the delivery vehicle. A pipe or solid bar of sufficient strength to support the full weight of the roll without significant bending shall be used for all unloading and handling activities. The diameter of the pipe shall be small enough to be easily inserted through the core of the GCL roll. Chains shall be used to link the ends of the core pipe or bar to the ends of a spreader bar. The spreader bar shall be wide enough to prevent the chains from rubbing against the ends of the GCL roll. Alternatively, a stinger bar protruding from the end of a forklift or other equipment may be used. The stinger bar shall be at least three-fourths the length of the core and also must be capable of supporting the full weight of the GCL without significant bending. If recommended by the manufacturer, a sling handling method utilizing appropriate loading straps may be used.

D.

Bagged bentonite, to be used for seaming, penetration or repairs, shall be stored and handled in accordance with the manufacturer recommendations. Bentonite shall be stored in a manner that provides complete protection from the weather so that the bentonite does not come into contact with moisture at any time prior to installation.

QUALITY ASSURANCE/QUALITY CONTROL A.

Quality Assurance (QA) and Quality Control (QC) shall be performed in conformance with these Specifications and the Construction Drawings.

Manufacturer: GCL shall be the product of a GCL Manufacturer who has produced the proposed GCL using the same bentonite, polyethylene geomembrane and/or geotextile and adhesive for at least 5 completed projects and shall have produced a minimum of 1,000,000 square feet of the proposed GCL.

B.

Installer: The installer shall have installed GCL at a minimum of 5 projects of comparable scope and complexity and shall have installed a minimum of 1,000,000 square feet of the proposed GCL

WARRANTY A.

The manufacturer's warranty shall state that GCL material meets all requirements of the Contract Documents and that for the intended use the GCL is warranted for 20 years against deterioration.

B.

The Geosynthetics Installer's warranty shall state that the GCL shall not fail due to improper installation within 5 years.

PART 2 PRODUCTS 2.1

General A.

Single Source: All GCL material shall be obtained from a single material supplier and all GCL rolls shall be manufactured by a single GCL manufacturer. Any accessory bentonite used for sealing seams, penetrations or repairs shall be the same granular bentonite used in the production of the GCL itself.

The GCL shall be reinforced with high strength fabric thread similar to the carrier geotextile to provide internal shear strength reinforcing. The internal shear reinforcing mechanism shall resist failure due to thread pullout over long-term creep situations.

The geotextiles shall allow sufficient bentonite flow-through such that the permeability of the overlap seams is equal to or less than the permeability of the body of the GCL sheet without the addition of granular or paste bentonite.

MANUFACTURING QUALITY CONTROL A.

The GCL shall be subject to quality control and conformance testing to assure that the materials provided meet the minimum performance requirements. In most cases, sampling can be carried out on a sacrificial portions of the material. Consequently, repair of sampled locations should not be required. 1. Quality Control Tests a. Manufacturer shall verify that the geomembrane backing of the GCL meets the corresponding manufacturer’s specification for that product. b. Manufacturer shall verify the proper mass per unit area of bentonite has been added to the product. c. All materials shall be tested in accordance with Manufacturer’s quality control program. The Manufacturer shall perform testing. Samples not satisfying the Manufacturer’s specifications shall result in the rejection of the applicable rolls. At the Manufacturer’s discretion and expense, additional testing of individual rolls may be performed to more closely identify the non-complying rolls and/or to qualify individual rolls. d. The Manufacturer shall certify the quality of the rolls. The quality control certificate shall include: 1) roll number and identification 2) sampling procedures 3) results of all quality control tests, including a description of test methods used

PART 3 EXECUTION 3.1

INSTALLATION A.

GCL shall be installed as soon as practical after delivery to Site.

B.

GCL shall not be deployed if it is frozen or at temperatures below 32°F.

C.

Rolls shall be delivered to the work area in their original packaging. Immediately prior to deployment, the packaging shall be carefully removed without damaging the GCL.

D.

GCL which has been hydrated prior to being covered by an overlying geomembrane or a minimum of 12 inches of cover soil shall be removed and replaced. Hydrated GCL is defined as material which has become soft as determined by squeezing the material with finger pressure or material which has exhibited swelling, and as determined by the Design Professional. 310519.23 - 7

Method of Placement: 1.

Use no equipment that could damage the GCL by handling, trafficking, leakage of fluid, or other means;

2.

Prohibit all personnel on the GCL from smoking, wearing damaging shoes, or engaging in other activities which could damage the GCL;

3.

Use methods to unroll the panels that do not cause tears, folds or crimps in the GCL and do not damage the underlying layers;

4.

Use methods to place the panels that minimize wrinkles (especially differential wrinkles between adjacent panels);

5.

Place adequate loading (e.g. sand bags) not likely to damage the GCL, to prevent uplift by wind; and

6.

Equipment and materials which can damage the GCL shall not be allowed to travel directly on the GCL.

F.

The Geosynthetic Installer shall use an appropriate material as a slip sheet to protect the GCL as approved by the Design Professional.

G.

Deployed GCL panels shall lie flat on the subgrade surface, with no wrinkles or folds.

H.

Only as much GCL as can be covered at the end of the covering day shall be deployed. The GCL shall not be left uncovered overnight and the edges of the GCL shall be protected from moisture.

I.

Weather Conditions:

GCL placement shall not be done during any precipitation, in the presence of excessive moisture (e.g. fog, dew or frost) in an area of ponded water or in the presence of excessive winds.

The Contractor shall verify that the above conditions are fulfilled. Additionally the Contractor shall verify that the supporting subgrade has not been damaged by weather conditions.

Damaged panels or portions of panels which have been rejected shall be marked and removed from the work area. The damaged materials shall become the property of the Contractor. The Contractor shall remove damaged GCL from Site at its own expense.

SEAMS PREPARATION A.

Prior to seaming, confirm that the seam area is clean and free of moisture, dust, dirt, debris of any kind, and foreign material; clean area as necessary to permit seaming.

B.

Overlap panels as specified by the manufacturer or by a minimum of six (6) inches, if not specified. End of roll overlapped seams shall have a minimum overlap of 24 inches, if not specified by manufacturer.

C.

Seams shall be aligned with the fewest possible number of wrinkles.

SEAMING EQUIPMENT AND PRODUCTS A.

General: Use only processes for field seaming which have been recommended by the manufacturer and approved by the Design Professional.

B.

Weather Conditions for Seaming:

Field seaming in prohibited during precipitation, in presence of moisture, or in the presence of high winds as determined by the Design Professional.

In all cases, the GCL shall be kept dry and protected from wind and moisture damage.

General Seaming Procedure: 1.

Extend seaming to the outside edge of panels to be placed in the anchor trench.

2.

Wrinkles at the seam overlaps shall be cut along the ridge of the wrinkle in order to achieve a flat overlap. The cut wrinkles shall be seamed and patched with an oval or round patch of the same GCL extending a minimum of 24 inches beyond the wrinkle in all directions.

3.

Seams at the ends of the panels should be constructed such that they are shingled in the direction of the grade to prevent the potential for runoff flow to enter the overlap zone.

4.

Bentonite-enhanced seams shall be constructed by overlapping the adjacent panels, exposing the underlying edge, and then applying a continuous bead or fillet of granular sodium bentonite along a zone defined be the edge of the underlying panel and the 6-inch overlap. The minimum application rate at which the bentonite is to be

applied is ¼ pound per linear foot (i.e., 0.4 kg/m) or as recommended by the GCL manufacturer.

Cutting the GCL should be performed using a sharp utility knife. Frequent blade changes are recommended to avoid irregular tearing of the geotextile components of the GCL during the cutting process.

6.

The GCL shall be sealed around penetrations and structures embedded in the subgrade in accordance with the Construction Drawings. Granular bentonite or bentonite mastic shall be used liberally (approximately 2 lb/linear foot or 3 kg/m) to seal the GCL to these structures.

7.

A secondary collar of GCL should be placed around the penetrations. It is helpful to first trace an outline of the penetration on the GCL and then to cut a “star” pattern in the collar to enhance the collar’s fit around the penetration.

DEFECTS AND REPAIRS A.

Sweep the GCL surface prior to inspection. Inspect all seams and nonseam areas of the GCL for defects, holes and any sign of contamination by foreign matter. Mark and repair each location which requires corrective actions.

B.

Repair procedures should be agreed upon between the Design Professional and the Contractor CQA Manager. Unless otherwise agreed, the procedures shall be as follows: 1.

Defective seams shall be repaired by reconstruction as described below.

2.

Tears shall be repaired by patching.

3.

Larger holes and contamination by foreign matter shall be repaired by patches.

4.

Patches shall be round or oval in shape, and made of the same GCL and extended a minimum of 24 inches beyond the edge of defects in each direction.

5.

Patches shall be applied using approved methods only.

6.

Any cold rudded areas shall be patched.

DEWATERING SYSTEM A.

Furnish a self-jetting type wellpoint dewatering system of adequate size and capacity to lower and maintain the water level in the ash at the specified level. The system shall include standby pumps and power source for continuous operation. 1.

Dewatering system shall consist of wellpoints, riser pipes, swing joints, header lines, valves, pumps, discharge lines, and all other necessary fittings, accessories and equipment for a complete operating wellpoint system. Furnish hole punches, sand backfill, and clay plugs as required by soil conditions.

B.

Observation Wellpoints: Furnish sufficient wells or piezometers to monitor the water level in the ash. Furnish approved measuring equipment complete with all required piping and accessories as required for accurate measurements.

C.

Sand: Clean concrete sand conforming to ASTM C 33.

PART 3 EXECUTION 3.1

PREPARATION A.

Install the observation wellpoints at locations indicated on approved shop drawings or where directed. Install observation wellpoints in accordance with manufacturer’s printed instructions and in accordance with approved shop drawings. Place sand backfill around wellpoint. Test each observation wellpoint to verify that the installation is performing properly. 1.

PART 2 PRODUCTS 2.1

MATERIALS A.

General 1.

Individual rock fragments shall be dense, sound, and free from cracks, seams, and other defects conducive to accelerated weathering. The rock fragments shall be rounded to subrounded in shape. The least dimension of an individual rock fragment shall be not less than one-third the greatest dimension of the fragment.

Except as provided below, the rock shall have the following properties:

Bulk specific gravity (saturated surface-dry basis) not less than 2.3.

b.

Absorption not more than four percent.

c.

Soundness: Weight loss in 5 cycles not more than 20 percent when sodium sulfate is used or 25 percent when magnesium sulfate is used.

The bulk specific gravity and absorption shall be determined by ASTM Method C 127. The test for soundness shall be performed by ASTM C88 for coarse aggregate modified as follows: a.

The test sample shall not be separated into fractions. It shall consist of 500 to 300 grams of rock fragments, reasonably uniform in size and shape and weighing approximately 100 grams each, obtained by breaking the rock and selecting fragments of the required size.

After the sample has been dried, following completion of the final test cycle and washing to remove the sodium sulfate or magnesium sulfate, the loss of weight shall be determined by subtracting from the original weight of the sample the final

SUBGRADE PREPARATION A.

The subgrade surfaces on which the riprap or bedding course is to be placed shall be cut or filled and graded to the lines as required, it shall consist of approved materials and shall conform to the requirements of the specified class of fill.

B.

Riprap shall not be placed until the foundation preparation is completed and the subgrade surfaces have been inspected, surveyed, and approved by the Owner’s Representative.

EQUIPMENT PLACED RIPRAP A.

The rock shall be placed by equipment on the surfaces and to the depths specified. The riprap shall be constructed to the full course thickness in one operation and in such a manner as to avoid serious displacement of the underlying materials. The rock shall be delivered and placed in a manner that will insure that the riprap in place shall be reasonably homogeneous with the larger rock uniformly distributed and firmly in contact to one another with the smaller rocks and spalls filling the voids between the larger rocks.

B.

Riprap shall be placed in a manner to prevent damage to structures. Hand placing will be required to the extent necessary to prevent damage to the permanent works.

HAND-PLACED RIPRAP A.

The rock shall be placed by hand on the surfaces and to the depths specified. It shall be securely bedded with the larger rocks firmly in contact one to another. Spaces between the larger rocks shall be filled with smaller rocks and spalls. Smaller rocks shall not be grouped as a substitute for larger rocks. Flat slab rock shall be laid on edge.

FILTER LAYER AND BEDDING A.

Filter fabric (geotextile) shall be placed on properly graded and compacted subgrade when a final cover options includes a geosynthetic (exempt for soil only cover system). The fabric shall be laid such that the lateral seams run up and down the slope. All seams shall be lapped according to the manufacturer’s recommendation.

Deliver grass seed mixture in sealed containers labeled with producer's name and seed analysis. Seed in damaged packaging is not acceptable. Remove from the site seed which has become wet, moldy or otherwise damaged in transit.

Deliver fertilizer in waterproof bags showing weight, chemical analysis, and name of manufacturer.

MAINTENANCE SERVICE A.

PART 2 PRODUCTS 2.1

SEED MIXTURE A.

After application, apply water with fine spray immediately after each area has been hydroseeded. Saturate to 4 inches of soil and maintain moisture levels two to four inches.

SEED PROTECTION A.

Identify seeded areas with stakes and string around area periphery.

B.

Cover seeded slopes where grade is 3H:1V or greater with erosion fabric. Roll fabric onto slopes without stretching or pulling.

C.

Lay fabric smoothly on surface, bury top end of each section in 6 inch deep excavated topsoil trench. Overlap edges and ends of adjacent rolls minimum 12 inches. Backfill trench and rake smooth, level with adjacent soil.

D.

Secure outside edges and overlaps with stakes at 36 inch intervals.

Lightly dress slopes with topsoil to ensure close contact between fabric and soil.

At sides of ditches, lay fabric laps in direction of water flow. Lap ends and edges a minimum 6 inches.

MAINTENANCE A.

Mow grass at regular intervals to maintain at maximum height of 2-1/2 inches. Do not cut more than 1/3 of grass blade at each mowing. Perform first mowing when seedlings are 40 percent higher than desired height.

Do not let clippings lay in clumps.

C.

Water to prevent grass and soil from drying out.

D.

Control growth of weeds. Apply herbicides. Remedy damage resulting from improper use of herbicides.
