BACKGROUND PROJECT DESCRIPTION: In association with the redevelopment of the Hub Shopping Center, the applicant seeks to install a new pylon sign, in the same location as the existing shopping center pole sign, reusing the existing foundation and steel support column. The existing multiple-tenant, pylon sign, located at the HUB shopping center, is 26-feet tall and lies 20-foot south of the right-of-way. (Where pole signs are allowed they may only be 25-feet in height). The applicant states that the sign is outdated and not supportive of the development’s proposed aesthetic look. The applicant would like the new pylon sign in place by February 2024. The HUB Shopping Center is located generally west of M-291 and south of 23rd Street. The current square footage of the HUB Shopping Center is approximately 165,000-square feet. It sits on 16-acres and includes retail shopping, restaurants and professional services.
The shopping center will be undergoing major site improvements that will include the reconfiguration of existing structures, the addition of new buildings and tenants, significant façade, parking, sidewalk and signage renovations and new high-impact landscaping and lighting.
The existing pylon/pole sign is 26-foot tall. The sign face is 100-square feet in area setting on a white pillar. The proposed pylon sign will also be 26-feet tall in height. The sign will consist of a prefinished fiber cement board pylon framed on one side by a 21-foot tall manufactured stone veneer column. The top of the sign face, above the column (approximately 11-square feet in area), will be the shopping center sign. Six additional 20-square foot sign faces will indicate tenant spaces. The sign permit for the pylon should show a landscaping plan with a planting area extending three feet in every direction from the sign.
Analysis Consistency with Independence for All, Strategic Plan: The redevelopment project will have a positive impact on this highly visible intersection along the M-291 corridor. The addition of this sign help ‘Grow retail and commercial business’ in the city. Comprehensive Plan Guiding Land Use Principles for the Current Designation: This sign will help promote quality in the design of new private development. The Guiding Principle most relevant to this proposal is that it could help to, “Adapt retail sector to marketplace trends”.

Recommendation Staff recommends APPROVAL of this Special Sign Permit application for a 26-foot tall pylon sign at the site of the existing shopping center pole sign, with dimensions and made with materials as provided in the submitted sign plan.
