Bond Sale, Refinancing Saves City Additional $51 Million Over Time Combined with the November 2021 refinance of $60 Million, the City of Irving saved over $110 million this fiscal year by refinancing existing liabilities at a lower interest rate. On April 21, the City of Irving sold $80 million in Fire Pension Obligation bonds, which City Council approved at its Aug. 19, 2021, meeting. By refinancing the majority of the pension fund’s outstanding liability, the city will save $48 million over the next 25 years. Additionally, the city refinanced $19 million in 2012 Solid Waste Revenue bonds, which will save the city $2.8 million over 10 years by locking in a fixed interest rate. City leaders anticipate interest rates will continue rising through the end of 2022, which necessitates the sale of bonds as early as possible. n

FREE RABIES, MICROCHIP CLINIC AT IRVING ANIMAL CARE CAMPUS Irving residents can get free rabies and distemper vaccinations and microchip services for dogs and cats on May 14 from 10 a.m. to noon at the Irving Animal Care Campus, 4140 Valley View Lane. Proof of residency is required. Services are provided by the Texas Coalition for Animal Protection. No appointment is necessary. Irving Animal Services (IAS) reminds residents that microchips and chip registration are now required for all dogs and cats 4 months and older. Prevent litter from escaping trash and recycling bags by securing the bags closed using a knot, twist tie or other method to keep refuse contained. Bags must be of sufficient strength to move materials from curb to collection vehicles without tearing or spilling. The most effective way to deter animals from scattering the waste is to place bags at the curb before 7 a.m. on the morning of your collection day. If taking bags to the curb the night before collection, then place a paper towel soaked with ammonia inside the bag to help deter animals.
