Welcome The City of Joondalup is delighted to present the second edition of Joondalup Business Edge, a publication dedicated to the world of business, investment and innovation happening right here in the City. The City continues to develop and evolve as the primary centre for Perth’s northern growth corridor with high levels of investment experienced in all major industry sectors. Its strong, strategic position generates interest from across the world with skilled migrants, internationally focused companies and leading edge research attracted to the City which boasts an unrivalled quality of life. As the City continues to spread the word about Joondalup’s success, it will rightly earn its place on the world stage attracting the best minds and the best businesses.

Introduction The summer issue of Joondalup Business Edge demonstrates how diverse Joondalup is and how innovation and creativity can happen across all business sectors and in all parts of the City. This edition will provide an update on the Billion Dollar City investments that are happening right now and those planned for the future. It will also profile the latest on the Joondalup: Digital City initiative which is starting to attract interest from far and wide, including Silicon Valley. The City completes the picture with a focus on our growing health sector which provides employment for thousands of people across the public, private and education sectors. Some of the cutting edge research and teaching in areas such as exercise science and oncology are regarded as world class and are putting Joondalup on the map.

City Update

Pinnaroo Point, City of Joondalup

The City of Joondalup has raised global environmental awareness through hosting the International BiodiverCities Conference in September 2013 at Joondalup Resort. The 2007 Australian of the Year, Professor Tim Flannery, delivered a passionate speech to open the international event. Overseas speakers and delegates came from across the world including Taiwan, India, Sweden, South Africa, Mexico, Indonesia, Africa and New Zealand putting Joondalup on the world stage of environmental leaders. The conference was hosted by the City of Joondalup in partnership with ICLEI Local Governments for Sustainability and the Western Australian Local Government Association (WALGA).

The City has commenced an Expression of Interest (EOI) process for the development of a cafe/ kiosk facility at Pinnaroo Point, one of the finest beach side locations on the Sunset Coast. This exciting opportunity will lead to the identification of a preferred respondent to develop and operate a new cafe/kiosk at Pinnaroo Point. Congratulations to Woodvale Secondary College for being named winner of the Asia Ready Impact Award and receiving $60,000 as part of the NAB Schools First scheme. Recognised for its community partnership with the City of Joondalup and its role in strengthening links between Joondalup and its sister city Jinan in Shandong, China, the relationship has produced positive and rewarding benefits for both regions.

Joondalup business scoops innovation award Joondalup based business, SEQTA Software, has been recognised as a leader in innovation at a top State awards ceremony. The company has developed an online, real-time collaborative teaching and learning ecosystem for schools

which engages teachers, students and parents in an interactive, supportive online community. SEQTA won the Mitsubishi Corporation Growth Category in the Western Australia Innovator of the Year 2013 Awards, administered by the Department of Commerce.

Billion Dollar City Update In 2013, the City of Joondalup was recognised as Perth’s Billion Dollar City with major projects either approved, committed, underway or completed in the 2012/13 financial year totalling approximately $1billion.

The submission from the UK owned group Seven Capital addressed the City’s objectives for the development to be state of the art, iconic in appearance, and provide a strong statement for the City.

This record level of investment highlights the growing importance of Joondalup as the commercial heart of the North West Metropolitan Perth region.

The proposal from Seven Capital delivers a place for residents and visitors alike with greater opportunities for social interaction and will stimulate significant economic opportunities. The proposed development would encompass both sites and will include commercial/office accommodation, residential units and hotel accommodation.

Here the City provides an update on the progress of the key Billion Dollar City projects with an eye on what is around the corner.

Proposed New Civic and Commercial Heart for Joondalup City Centre The City of Joondalup has commenced negotiations with Seven Capital (Perth) Pty Ltd for an urban development including residential, retail, mixed use, commercial and office accommodation in the heart of the Joondalup City Centre. Late in 2012 the City advertised for Expressions of Interest for a commercial office development at the site of the City’s Administration Building and car park (11,347m2), the Lotteries House building and car park (10,087m2), or a combination of both.

“This is a significant milestone for the Joondalup City Centre commercial office development project” – City of Joondalup Mayor Troy Pickard said. “It will also enhance the vitality and vibrancy of the City centre by vastly increasing the number of people who visit Joondalup for work, retail and commercial purposes.” It is hoped the State Government would become a major tenant in the proposed development after announcing that a government department or agency would relocate approximately 600 public sector workers to Joondalup. The proposed development would retain Lotteries House, Joondalup Library, Civic Centre and Administration Building, with the creation of a civic square to link the buildings. A multi-storey car park is also planned. The proposed development would encompass both sites and will include commercial/office accommodation, residential units and hotel accommodation.

The Joondalup Resort has launched its extensive, new 450 seat function centre and ballroom. This facility, with spectacular golf course views, brings an exciting new dimension to conferences and events in northern Perth.

The National Electrical and Communications Association of WA (NECA) has opened the doors of its new state of the art electrician training centre in Joondalup. This facility leads the way in providing dedicated training for new electrical professionals from across the State and this is the first electrical blended training centre of its kind in Western Australia.

Joondalup’s new commercial and bulky goods centre at the Quadrangle, Joondalup Drive is really taking shape with the opening of a new 13,500m2 Masters store and the construction of what will be the biggest Bunnings store in Western Australia.

The soon to be completed Joondalup Square, also at the Quadrangle, is an exciting new mixed use development, grouping large format retailers and home improvement stores with offices, central food precinct, piazza and playground.

Around the Corner •

Joondalup will soon be home to the State’s largest shopping centre through the expansion of Lakeside Joondalup Shopping City. The final phase, including the addition of a major new Myer department store, is due to be completed in 2014. Watch this space as the City will bring you a feature on ‘Perth’s retail capital’ in a future issue.

The City proposes to develop a new five-level car park providing more than 400 parking bays off Boas Avenue within the heart of the City Centre. Joondalup Council voted to accept a tender submitted by Hames Sharley (WA) Pty Ltd for the provision of architectural and specialist consultancy services enabling the project to progress. Construction is expected to be completed in late 2015.

Funding has been approved by Joondalup Council towards the redevelopment of Arena Joondalup. The Council has agreed to the provision of a total of $4million contribution for the expansion project. This is in addition to the $16million of funding committed by the State Government. The development of Arena Joondalup will significantly expand the already large multi-recreational and aquatic facility and continue to provide the major sporting hub for Perth’s northern growth corridor.

Digital City Update A new and exciting plan to help position Joondalup as a leading ‘Digital City’ has been officially launched. It is believed that the City of Joondalup is the first Local Government in the Perth metropolitan area to have produced a Digital Strategy which aims to provide direction to the City so the local community and businesses can maximise the benefits from the growth of online and digital activity and other new communication infrastructure and technologies. The City consulted closely with the local business community, Joondalup Learning Precinct members, Joondalup Health Campus and the State Government in the creation of the Strategy resulting in a number of exciting potential projects which aim to support business and employment growth and enhance community life in the City.

City of Joondalup Mayor Troy Pickard said the City is investing in its digital future to help strengthen its position as the major CBD for the north-west region of Perth.“As a result of the digital economy, many businesses have already changed the way they interact with their customers, their suppliers and staff,” he said. The new strategy was officially launched at the Joondalup: Innovation City Business Forum event at the Joondalup Resort in June 2013 to 150 delegates from business, government and education. The strategy can be viewed online under the Business section of the City’s website.

Tech Talk: Silicon Valley to Joondalup The City of Joondalup, West Coast Institute and Business Foundations hosted a visit by U.S. tech entrepreneur Chad Kruse who addressed an audience at a ‘Tech Talk’ event in Joondalup. The topic ‘Founding a Company in the U.S. – Silicon Valley and Beyond’ profiled Chad’s extensive experience from Fortune 500 companies to small start-ups in Silicon Valley, giving a unique insight into the world of innovation and technology. This event was sponsored by the City of Joondalup as part of its Joondalup: Digital City initiative.

Joondalup’s Digital Animation Hub The City of Joondalup is at the cutting edge of digital technologies, multimedia and 3D animation. Home to the established Academy of Digital Technologies, part of the West Coast Institute in Joondalup, there is a growing community of creative talent and new digital enterprises. West Coast Institute’s Academy of Digital Technologies has a reputation for achieving excellence in delivering high quality training and producing award winning graduates. The Academy houses eight state of the art computer labs, a motion capture and animation studio and a sound recording studio. In particular, the Academy is leading the field in animation but is planning to branch out further in the acting and film industry with Western Australia already emerging as the hot bed of creative talent for the movie and specialist film industry in the country. The Animation Studio offers a wide a range of services covering 3D modelling and animation, mining and industrial visualisations, cine ads, corporate info graphics and advertisements, video editing and effects and motion capture.

This Animation Studio is widely regarded as being unrivalled in Perth and presents significant opportunities for local businesses and organisations to benefit from this unique facility. Growing areas of specialist activity, such as Augmented Reality (AR), present exciting opportunities for Joondalup in the future. The Academy of Digital Technologies is already working on a couple of major AR based projects. In addition, the Academy is also a recognised trainer of industry standard software and hardware technologies and is an official Microsoft IT Academy and a CISCO Networking Academy. Also recently launched is a new Pearson Testing Centre, the only one of its kind in northern Perth. Pearson provides education and assessment services in more than 65 countries worldwide. The new centre at West Coast Institute offers assessment for 76 qualifications across a range of business sectors and professions boosting an industry ready workforce.

$1Trillion Global Cyber Crime Challenge Cyber crime is estimated to cost the global economy over $1trillion each year and the rapid growth in popularity of personal mobile devices, social networking sites and cloud-based services means that individuals and organisations are exposed to increasing levels of security threats. Edith Cowan University in Joondalup is already home to a leading Security Research Institute however a new bid to establish a Cyber Security Cooperative Research Centre (CRC) in Joondalup will put the City firmly on the world stage, leading the way in tackling this global challenge. The City of Joondalup is one of the supporting organisations backing the bid to the Australian Government and the ‘CyberCRC’ will bring together

the expertise and skills of national and international partners in industry, government and academia. The goal of the CyberCRC’s research program is to ensure that Australia’s cyber infrastructure, supply chains and communication networks are adequately protected and resilient to compromise through cyber attacks. These systems are essential to Australia’s economic growth, national security and prosperity. The CRC program is one of the principal means by which the Australian Government encourages and assists universities, other research organisations and Australian companies to conduct applied research which provides direct benefit to participants and value to the Australian economy.

In the Hot Seat This regular feature focuses on some of Joondalup’s innovative entrepreneurs and in this issue the City is pleased to profile one of Joondalup’s most successful and creative business leaders – Patrick Vuaillat. The City met up with Patrick at his new enterprise located in Joondalup, an exciting new patisserie training centre called ‘Sweet Artist Academy’. Launched in 2013 the Academy is a very unique business and the only training centre of its kind in Western Australia. It provides a range of specialised patisserie courses for the leisure or corporate market – from European bread and Christmas Treats to Chocolate Fantasia and French Desserts – literally mouth-watering works of art. What’s your background? I was born in France in a small village near Lyon. My whole family are winemakers, except for my Grandpa, who was a baker, so I think I have inherited his genes. I started my apprenticeship at the age of 14 years old as a pastry chef and since then pastry is all that I’ve done. After honing my skill in different places in France, I decided to travel the sweet world and learn more about food and cultures. I worked a few years in the USA, Japan, Korea, New Caledonia and finally Australia, where I decided to call home for the last 23 years.

How would you describe yourself in five words or less? G : Giver O : Open minded A : Achiever L : Listener S : Simple life What are your greatest achievements in life? I have to admit that my life has been blessed and I have accomplished a lot – from my multitude of travels to all of my career success. Some of my proudest moments would include being part of Western Australia’s Olympic culinary team representing WA in Singapore, winning Australia’s Best Bakery in 2010 and in that same year, Australia’s Best Small Business (started and ran Sugar and Spice Patisserie successfully in Joondalup for 16 years). It takes more than one person to achieve and win, and I am lucky that I always had great employees or people supporting me, since all those achievements are only due to team work. I’m only a reflection of my team’s power. Where do you see your business in five years? With the always advancing technologies, part of our training will most likely be done live on the internet. One branch of our school will be more specialised with longer training to target interstate and overseas markets.

With the Government’s help or sponsors, hopefully we will have one truck fully equipped to bring our training to those from the country who cannot come to us. We’d like to provide free training to the under privileged to pass on the knowledge of this beautiful trade and inspiring some real cooking talent. Five years goes by quickly, but we’ve already put in motion some of these ideas. How do you like to spend your free time? I try to exercise every day, a fit body equals a fit mind. I relax by watching action movies, where there are a lot of explosions and not much thinking. I also like going to the Swan Valley and walking amongst the vineyards, it reminds me of where I grew up. Why choose Joondalup? Twenty-two years ago, I was living in Scarborough, working for the Rendezvous Hotel. One Sunday afternoon I decided to drive up Marmion Avenue. I passed Whitfords Avenue and the road became narrower but I kept going. I literally got lost in the middle of the bush in Joondalup which was then known as the City of Wanneroo. I walked inside the lobby of the City Council and there it was – the perfect model of Joondalup City – next to it was a man (Mr Labouchere), who was working for Landcorp and passionately explained to me what Joondalup would become. He was so convincing that the following Sunday I was back and bought one of the first blocks (house and land package for $74,000) in what is now Joondalup, the Jewel of the North. BlondGorilla Wins National Award In the last issue of Joondalup Business Edge, Ryan Malone of Joondalup based digital agency BlondGorilla was in the hot seat. The City is pleased to report that BlondGorilla have won a 2013 Australian Mobile Award for best app in the category of Entertainment: Performances, for the City of Perth Video JukeBox iPhone App. Congratulations to Ryan and the team at BlondGorilla.

The City of Joondalup is one of Western Australia’s leading education and research hubs with a wide range of nationally and internationally acclaimed activities in many exciting areas of research, innovation and education. This regular feature profiles some of this activity and demonstrate the smart thinking which is putting Joondalup firmly on the map.

Joondalup’s Healthy Future The City of Joondalup now has one of the highest concentrations of health professionals in the State with almost 8,000 people employed in the growing sector and covering a range of hospital and GP clinics, health and social services as well as leading edge research activity. Nationally the healthcare and social assistance sector is forecast to grow strongly over the next three years with a 13% increase in projected employment. This is positive news for Joondalup as it is the main centre for the health sector in northern metropolitan Perth.

The City has a broad range of healthcare services resulting in skilled service jobs such as general practitioners, nurses and dentists providing vital medical services to the growing regional population. The City is recognised for leading edge research and education including areas such as chronic disease prevention, cancer, mental health, exercise and sports science and telehealth.

Joondalup Health Campus Transformation There is a major focus on the Joondalup Health Campus, in the heart of the Joondalup City Centre, which has an extensive range of public and private facilities. The Campus has recently undergone a major $393million transformation, primarily funded by the WA State Government and Ramsay Health Care, and 2013 saw the completion of: •

ECU/Genesis Cancer Care and Exercise Clinic – the only onsite exercise therapy clinic in Australia designed to complement radiation and chemo therapies. Research and teaching is regarded as world class.

Interprofessional Ambulatory Care Unit (IpAC Unit) – Located at ECU Joondalup and supported by Commonwealth Government, the focus includes a community clinic (IpAC Unit) that promotes chronic disease self-management through an interprofessional learning environment. Clinical placements are offered for undergraduate students from all health disciplines at Edith Cowan University (ECU) and University of Western Australia (UWA).

Huntington Exercise Research Optimisation (HERO) study – A Lotterywest grant of $592,511 (October 2013) to Huntington’s WA supports a world-first study for the treatment of Huntington’s disease. Huntington’s WA will undertake the ground breaking research in partnership with Edith Cowan University at Joondalup.
