MESSAGE FROM MAYOR ROBERT E. MAGEE
What comes to mind when you think of Lake Elsinore? The Lake? The Diamond Stadium? Off-Road Motorsports? The City of Lake Elsinore is that and so much more! Several years ago your City Council set a course by proclaiming Lake Elsinore the “ACTION SPORTS CAPITAL OF THE WORLD!” and with this we “DREAM EXTREME” in the way we work, live, and play. Today, our fair City has seen a resurgence on Main Street, new developments by Diamond Stadium, and new construction and rehabilitation of parks throughout the community. In 2017 we continue down our path of health with encouraging our residents to “GET HEALTHY LAKE ELSINORE” (HLE) and “GET OUT THERE” in our community to see the beauty and opportunities right outside our door. When it comes to good, clean, and dirty fun, THE LAKE ELSINORE GRAND PRIX IS BACK! The 49th running of this historic race is already being planned to be bigger and better than previous years. Mark your calendars for Veterans Day Weekend (November 11th & 12th) when dirt bikes, UTV’s, and fans from all over invade Lake Elsinore to celebrate our history known as LEGP 49! - Walk-in registration is offered at the Lake Community Center during our regular hours of operation. We accept cash, checks and credit/debit cards. - To register online, visit the recreation page at: www.lake-elsinore.org/classes and click on REC1 logo. You will need to create an account and form of payment is by credit or debit card. - Classes may be canceled if the minimum number of students is not met. Popular classes may require walk-in registration and the date of registration will be listed with the class information. - NON-RESIDENT FEE an additional $5 per session, per student and applies to all students who do not reside within the City limits of Lake Elsinore for all classes offered. This fee will be added onto the class fee at the time of registration. REFUND POLICY - A handling fee of $5 is charged for all refunds. Refunds must be requested in person at the Lake Community Center with the original receipt within 30 days of the class start date. - Refunds may not be issued to participants who have taken 2 or more classes. Any classes attended will be subtracted from the refunded amount. - Refunds less than $10 will be credited to a family account. - For activities that are noted as “No Refunds� there will be no monies refunded. RENTALS/RESERVATIONS The Lake Community Center is available for private rentals including birthdays, anniversaries, receptions, banquets and special events. Fees and restrictions apply and a minimum of sixty (60) days notice is required for all private use. The City of Lake Elsinoreʼs Ballet Folklórico program has a rich tradition in “Increasing Pride through Dance.” Ballet Folklórico is a story through dance; it teaches teamwork, poise, and confidence. Learn all the beautiful steps and traditions of this Mexican folk dancing style. Participants are required to bring their own practice gear and shoes. Kids will challenge their curiosity in this series of Pre-K classes. Language, reading and math skills will be explored. This class begins as a parent and me, then transitions to a student only class. Students will get a strong foundation of math and reading concepts to better prepare for kindergarten. Classes are divided by age groups and held two days a week for four weeks. Classes are two hours in length. For Ages 3-7 years.
*All students must be potty trained or parents must remain at center in case of accident. Non-refundable material fee of $10 due at registration. Please send a snack with your child each day.

The Learning Center has expanded class time to include sensory activities and academic enrichment classes. Classes are three hours a day and four weeks in length. Ages 4 and 5 years old. Students must be successfully potty trained.
*Registration for Fabulous 4's and 5's is based on current participant priority. Any open participant spots will be released for online registration the Friday before the next session at 5 p.m.

Not all skills taught, instruction will be based on the gymnasts level. Gymnasts will improve their strength, flexibility, agility, balance and self-confidence. Each session concludes with an awards ceremony where students are rewarded for accomplishing goals. Ages 5 years to 16 years old. Classes are divided by skill level. *There will be a $5.00 insurance fee and waiver payable to My Varsity Gym on the first day of class. This is a one-time fee per session.

Course Descriptions Infant and Pre-school Aquatics Program (IPAP) – Ages 6 months to 3 years. Parent/adult accompaniment in the water is required. This program is designed to give parents information and techniques to help orient their child to the water and to supervise water activities in a safe manner. Skills taught will include water adjustment, bubble blowing, underwater exploration, front and back floats, and kicking. No diapers allowed, swim pants are preferred. Level I (Water Exploration) Water Exploration will help children feel more comfortable and safe in the water. Course introduces swimming and water safety skills. Students must be able to listen and follow directions. Skills taught include water adjustment, bubble blowing, underwater exploration, front and back floats, glides with support, kicking and alternate arm strokes and age-appropriate safety topics. Students must be three (3) years old at start of class. Students six (6)years or older recommended to start in Level II. Level II (Primary Skills) Primary Aquatic Skills marks the start of basic swimming skills. Designed for the child who has no fear of the water, but cannot yet swim independently. Child must be four (4) years old by the first day of class to enroll. This course teaches participants elementary skills that enable the swimmer to move comfortably through the water and improve upon skills learned in Level I. The front crawl will be taught and the back crawl will be introduced. Students will also learn basic water safety rules and become familiar with ways to get help in a water emergency. Level III (Stroke Development) Stroke Development marks the start of coordinating arms and legs in strokes, and of swimming distances of up to 15 yards, along with preliminary diving skills. Child must be four (4) years old, comfortable in deep water, and be able to swim five yards unassisted by the first day of class to enroll. This program is designed to give students success with the fundamental skills that they learned in the Level II course and to introduce new skills such as rhythmic breathing, elementary backstroke, and treading water. Level IV (Stroke Improvement) Stroke Improvement develops child’s confidence in their skills. More strokes are introduced with distance of swims increased up to 25 yards. Child must be five (5) years old and able to swim 15 yards unassisted by the first day of class to enroll. This program reinforces the skills learned in Level III.

ADAPTIVE These lessons are designed specifically for students that have trouble learning in a group environment due to physical and developmental challenges. Lessons will focus on water comfort and skills to become “water safe”. To participate in these lessons interested parents should download the application and additional materials at www.lake-elsinore.org/swim. PRIVATE Private lessons NEW this summer are offered on Fridays from 11:00am-11:25am for four consecutive weeks. Any level, ages 3 and older, may register for private lessons. The instructor and participant, or guardian, will discuss desired skills for lesson and custom tailor the lesson. Private lessons are $75 for four lessons. Family discount of 50% for each additional child. New classes started each Friday of the summer. All course instruction could be modified to accomodate skill level of class.

Each month, the City of Lake Elsinore partners with the County of Riverside to offer hazardous waste and e-waste disposal at no cost to Lake Elsinore residents. Collections are held on the first Saturday of each month from 9:00 a.m. to 2:00 p.m. at the Public Works Yard located at 521 N. Langstaff. Restrictions apply: chemical load of 15 gallons or 125 pounds per transport. NO business waste allowed. All paints, bleaches, cleaners, pesticides, etc. are accepted. Liquid waste must be in sealed, marked containers. Computer towers, computer monitors, microwaves, TV’s, radios, fluorescent lighting, light bulbs and batteries are all accepted e-waste products. DID YOU KNOW? STORMWATER POLLUTION Many City residents are unaware of the storm water pollution problem and don’t realize that storm drains connect to the local waterways, so whatever ends up in the storm drains ends up in our rivers, lakes, and streams, much of it untreated. What can you do? Throughout the year pollutants such as motor oil, antifreeze, trash, and pet waste build up on streets and parking lots. When it rains, the rain water washes these pollutants into the storm drain. Even common activities such as over watering lawns and landscaped areas, car washing and hosing down driveways or pet waste droppings cause pollutants to make their way into the storm drain. What Can You Do? Before you throw something away or clean outside areas, ask yourself, Will the waste end up in the storm drain? If the answer is yes, we recommend you; • Use dry cleanup methods on motor oil, grease, antifreeze etc.(kitty litter, baking soda, absorbents, sweep, rags); • Stop vehicle drips – fix them or use drip pans or absorbent beneath your vehicle. Clean up drips immediately; • Direct water runoff to landscape/grassy areas, including pool flushing and filter cleaning; • Use bio-degradable cleaners, and • Dispose of cleaners, paints, yard care products, household chemicals at the City Household Hazardous Waste drop-off, call (951) 674-5170 for the schedule or visit www.lake-elsinore.org/Public Works Department web page for dates. FLOOD DAMAGE PREVENTION Did you know, Lake Elsinore is the largest natural lake in Southern California? Adjacent to the lake, and streams and channels in the City are natural beneficial low-lying areas know as floodplains and floodways. These areas are used to store and discharge flood waters and have a one-in-100 chance of becoming flooded in any year. Sources of flood waters include Arroyo del Toro, Outlet Channel, Leach Canyon, and Lime Street Channels, Lake Elsinore, McVicker Canyon, Ortega Wash and Channel, Rice Canyon, San Jacinto River, Temescal Wash, and Wasson Canyon Creek. The chance for flooding is greatest from October through April during the rainy season. To help prevent flood damage, the City is always looking for ways to help prevent flood damage. The City has adopted Zoning, Building Codes, and Ordinances that protect and preserve flood storage areas in the City and require review of development projects for compliance with City, State and Federal floodplain regulations. The regulations require new construction and improvements or significant reconstruction of an existing structure to build using flood safety measures. For example, City Ordinance 1105 requires a minimum 1267 ground floor elevation for structures in the area around the lake; Ordinance 1208 requires the ground floor elevation to be a minimum of 2 feet above the flood elevation for all other properties in FEMA mapped special flood hazard areas. What can you do to help prevent flood damage? 1) Newer homes are constructed to drain to the street; do not alter the existing drainage pattern without providing another method to drain the lot. For older homes, grade your yard to force rain water to the street; 2) Build responsibly – get a permit and follow regulations and guidelines for flood damage prevention; 3) Pick up yard waste and dispose of it properly; do not leave it in the street or gutter to clog storm drains; 4) In advance of rain events, place sandbags to detour rain water away from your property and structures (available for free at the Public Works Yard, 521 Langstaff Street); and 5) When it rains, if you see any flooding, please contact the Public Works Department at (951) 674-5170.
