Our beautiful Run-Walk is along the scenic shore of Lake Elsinore on the levee adjacent to the Diamond Stadium on sand, gravel and dirt, making this a challenging course but accessible to all. Pre-registration is recommended with a deadline of April 1, 2014. You can download the form from the city website or pick up an entry form at local LEUSD schools, City Hall offices, Lake Community Center or the EVMWD offices. Pre-registration fees $25 per adult 18+ $10 per student 9-18 yrs. $5 Fun Run ages 3-8 yrs.

Families are encouraged to bring your leashed family pet for our 3rd annual event just for them! Play Pet Trivia for prizes and as you walk you’ll earn raffle sticks for some great prizes!

Parks Make Life Better and 2014 is your year to visit one or more of the many parks in Lake Elsinore. Many improvements are planned in our older parks but we also have some great new parks too! We want to encourage families to explore each park and beginning May 1st through Sept 1st your family can play PARK BINGO! Pick up your Bingo Card at the Lake Community Center and for every activity you accomplish on your own you can self stamp. For those events and programs hosted by the Recreation Division, get your Bingo Card stamped at the park event or program. Bingo prizes while supplies last ,so be sure to bring your completed Bingo Cards in. After you pick up your prize, get another card and start all over!

Message from the Mayor and City Council Spring and summer are fast-approaching. This is always the best time of year in the City of Lake Elsinore as the weekends fill with family fun events and boaters and fishermen once again flock to our beautiful lake. Boating season officially begins each year in April. The City Council plans to look closely at our lake use fees this year to make sure they align with other top recreational destinations on behalf of our residents and visitors. While we look forward to another busy summer, the drought raises some serious concerns for our community and our precious lake. We are facing one of the driest years on record. As a result, our lake level has fallen below the ideal operating range of 1240’ above mean sea level (aMSL). Without much needed rain, our lake level will continue to drop due to evaporation. Historically, Lake Elsinore has done relatively well during drought conditions compared to some other lakes and reservoirs. We remain optimistic that once again we can survive this drought until, hopefully next year. As you read this guide, we encourage you to take a look at the many recreational programs available for you and your family. From swimming lessons, to dance to art, the City aims to provide our residents with quality recreational programs for all ages. Recently the City was awarded a grant to start offering aquatic programs on our lake. Until now, we have not had the opportunity to offer fun activities on the water such as kayaking or paddleboarding. Stay tuned for more information about these programs as they become available. Finally, several annual and new events are coming to the community. Once again, the City will package up thousands of eggs for the Children's Fair and Egg Hunt, residents will flood our parks each month for Summer Nights and Movies in the Park, volunteers will join forces for Clean Extreme and we will celebrate 4th of July on and around our lake. With so much going on, we encourage residents to sign up for e-notification to receive emails about upcoming events at www.Lake-Elsinore.org, or to “like” us on Facebook at www.Facebook.com/CityofLakeElsinore. For two (2) members of the City Council- Full terms of four (4) years each THE NOMINATION PERIOD for these two offices opens on Monday, July 14, 2014, and closes Friday, August 8, 2014 at 4:00 p.m.

The Southwest Communities Animal Shelter is offering complete shelter services to the City of Lake Elsinore. This facility, located at 33751 Mission Trail in Wildomar, offers services that include pet licensing , housing strays, reuniting lost pets with owners, low cost vaccinations and pet adoptions. Visit their website at www.animalfriendsofthevalleys.com for fees and pet services available in the community.

Each month the City of Lake Elsinore partners with the County of Riverside to offer hazardous waste and e-waste disposal at no cost to Lake Elsinore residents. Collections are held on the first Saturday of each month from 9:00 a.m. - 2:00 p.m. in front of the Public Works Yard located at 521 N. Langstaff. Restrictions apply. No business waste accepted. All paints, bleaches, cleaners, pesticides etc., are accepted. Liquid waste must be in sealed marked containers. Computer towers, computer monitors, microwaves, TV's, radios, fluorescent lighting, light bulbs, and batteries are all accepted e-waste products. Did you know, the last 100-year flooding events occurred in the early to mid 1980’s? After those events: FEMA conducted mapping to help identify the areas in the City prone to flooding; these areas are known as Special Flood Hazard Areas (SFHA’s) and are shown on the map. The City, United States Army Corps of Engineers and other local agencies teamed together to construct improvements to the lake designed to conserve water, improve water quality, and reduce flood risk. The City adopted Zoning and Regulatory Ordinances that require review of development projects for compliance with City, State and Federal floodplain regulations prior to issuing a grading or building permit. These regulations include enforcement of FEMA’s requirements for construction in SFHA’s, City Ordinances to safeguard the flood storage capacity of the lake area, requiring minimum ground floor elevation of 1267 feet for structures in the area around the lake and ground floor elevation of 2 feet above the flood elevation for all other properties in FEMA mapped SFHA's. Did you know, the City will help in determining if your property is in a FEMA Special Flood Hazard Area, as well as provide information on Mandatory Flood Insurance Requirements, FEMA’s construction requirements, information on flood zones/flooding including levee or dam failure inundation zones, has your property flooded before, Elevation Certificates, and revising a FEMA Flood Insurance Rate Map. Many City residents are unaware of the storm water pollution problem (polluted runoff) and don’t realize that storm drains connect to the local waterways, so whatever ends up in the storm drains flows directly – untreated- to our rivers, lakes, and streams, which includes Lake Elsinore. What can you do? Throughout the dry part of the year, pollutants such as motor oil, antifreeze, trash, pet waste, and grease accumulate on streets and parking lots. When rain finally does fall, the rain water carries these pollutants into the storm drain. Even common activities such as over watering lawns and landscaped areas, car washing and hosing down driveways or pet waste droppings cause pollutants to make their way into the storm drain. Before you throw something away or clean outside areas, ask yourself, will the waste end up in the storm drain? If the answer is yes, we recommend you; • Use dry cleanup methods on motor oil, grease, antifreeze etc. (absorbents, sweep, vacuum, rags) • Wash over or direct water runoff to landscape/grassy areas, including pool flushing and filter cleaning • Use biodegradable cleaners, and • Dispose of cleaners, paints, yard care products, household chemicals at the City Household Hazardous Waste drop-off, call 951-674-3124 Ext. 245 for the schedule or visit www.lake-elsinore.org/ Engineering Division web page for dates. Park Permits are required if you plan to have 20 or more in attendance or want to use a jumper and permits require a minimum of 3 days notice. Restrictions may apply; parties of 60 or more may be considered a special event requiring 60 days notice.

Walk in registration is taken at the Lake Community Center during our regular hours of operation, and we accept cash, check or money orders.

To mail in registration and payment, you can download the registration form by visiting our website. On the home page, click the top menu item “Documents” and click on “Recreation Center”. The Class registration form may be printed and sent in with check or money order, madee payable to “City of Lake Elsinore”.

To register online, go to the web site and visit the Recreation Page. There you will find a link to ACTIVE, our online service provider. You will need to create an account and each online transaction is charged an additional convenience fee; please note that not all classes are available for online registration. Form of payment is by credit or debit card.

Many classes require pre-registration and may cancel if a minimum number of students do not sign up. Popular classes may require walk in registration and the date registration begins for that class will be listed.

NON-RESIDENT FEE is $5 per session per student and applies to all students who do not reside in Lake Elsinore for all classes offered. This fee will be added on to the class fee at the time of registration. Class fees listed are the rate for residents; non-residents add $5 to the cost.

A handling fee of $5 is charged for all refunds. Refunds must be requested in person at the Lake Community Center with original receipt within 30 days of class start date. This is an excellent class for kids who want a well rounded introduction to several dance styles including tap, jazz and ballet. Please register a minimum of 3 days prior to class start date. Let’s get messy, gooey, muddy and sticky in the art class for kids and their parents. Kids will challenge their curiosity in this series of Pre-K classes; language, reading, and math skills will be explored. This class begins as a parent and me, then transitions to student only. Students will get a strong foundation on math and reading concepts to better prepare for kindergarten. This class has expanded and students may choose the Mon & Wed OR Tues & Thurs option. This facility features extreme ramps, rails, stairs and fly boxes for BMX, Scooters and Skateboards. Sessions separate park users, and anyone entering the park must wear a helmet. We do not allow spectators inside the park gates. Cross use is not allowed unless indicated on the posted schedule. Participants must have a Skate Park Member ID Card to enter the park. ID Cards are issued free and require participants to sign a waiver and copy of park rules; if the participant is a minor, parent permission is required. Replacement of lost cards is $5. Participants must wear all safety equipment and follow all rules. Residents are free to play everyday and non Lake Elsinore residents pay $5 per day. The minimum age for riders is 6 years and a parent must accompany kids to park under 10 years of age.

If you are looking for a unique party idea, this facility is available for party rentals, fund raising, team practice and special event use. Call (951) 245-0442 for information. The Senior Activity Center offers daily activities, services, special events and programs that provide for the health and well-being of seniors in the community. Most programs are recommended for those 60+ with some programs and services having age or income restrictions. Stop in and pick up the monthly publication SENIOR NEWS, which highlights the programs and the activities planned each month, including an activity calendar and daily meal menu. Registration for monthly programs begin at “Coffee Club” conducted on the first Monday of the month at 10:00 a.m. Registration for programs and activities are accepted until filled and many have limits on the number of participants. 32040 Riverside Drive The La Laguna Resort & Boat Launch overlooks the beautiful waters of Lake Elsinore and the picturesque Ortega Mountains. A six-lane launch, 270 parking spaces, and two 400-foot long floating docks have been constructed at the site, located at 32040 Riverside Drive. This boat ramp will enable boats to be launched at a wide range of lake elevations, from 1,235’ to 1,255’ above mean sea level, and will remain usable year round. In addition, the launch includes an adjacent picnic area, fish-cleaning station, and restrooms.

Headfirst entries into shallow water cause about 850 catastrophic neck/head/spinal injuries each year in the U.S. Most occur from diving into shallow open water areas. WARNING! No swimming permitted from public property! Wading waist deep is permitted at designated beaches. WARNING! Watch your children! CAUTION - High WIND speeds can sink a boat. Afternoon winds on Lake Elsinore can be hazardous. The pilot of a boat is responsible for comparing weather conditions against the seaworthiness of their boat prior to launching.

A specially trained team of officers from the Riverside County Sheriff’s Department functions as Lake Patrol on Lake Elsinore. Duties include the enforcement of California Boating Laws, City Ordinances, Sport Fishing Regulations and Health & Safety concerns. Sergeant Nava supervises the Lake Patrol, and coordinates efforts with the Lake Elsinore Marine Search & Rescue (LEMSAR); a group of dedicated volunteers who assist in maintaining safety on the Lake. The Sheriff’s Lake Patrol may call on LEMSAR members to help disabled boaters, aid in emergencies and help patrol the waters during busy peak periods.

It is PROHIBITED to launch a boat with less than six inches of freeboard on to Lake Elsinore when the wind speed equals or exceeds 39 mph (Gale Warning) per LEMC 9.96.180. Western Riverside County weather forecast phone (858) 675-8700
