Our beautiful Run-Walk starts at the Diamond Stadium and meanders along the scenic southern shores of Lake Elsinore. The course is challenging, but very accessible. Views of the Lake, mountains, and wildlife from the earthen levee system provide inspiration to encourage runners. Pre-registration is recommended with a deadline of April 1, 2012. You can download the entry form from the City’s website or pick up an entry form at local LEUSD schools, City Hall offices, or the Community Center. s the weather warms and the long sunny days of summer approach, we look forward to a variety of outdoor activities that are available to us in Lake Elsinore. The City will be providing programs and events at locations throughout the community this spring and summer.
In April, the Unity in the Community Walk/Run will take place on the levee. Come out with your family and friends for an early morning walk or compete in the 5k or 10k run. You might even win a medal! Staging for the event will be at the Diamond Stadium. The “Clean Extreme” program started in January and the response to this program has been overwhelming. This positive response from the community made the first clean-up event at the Naval Academy and surrounding areas a huge success. There were over 300 community volunteers that participated. Church groups, service organizations, scout troops, students and businesses from the community came together to volunteer their time to improve the appearance of Lake Elsinore. Future clean-up events are being planned for later this year, contact the City Manager’s office at 674-3124 ext. 204 if you would like to get involved.
Along with summer will come the completion of several new projects in the City. The Canyon Hills Community Park will open this summer. This new park will boast a water splash area for children, lit baseball fields, soccer fields, a trail system, a basketball court, picnic areas and an open turf area. The new boat launch project will be completed and be open for business this summer. This $8 million facility will have six boat launch lanes, two 400 feet courtesy docks, a 270 space parking lot, a fish cleaning station and a great view of the lake!
I hope you will use this Activity Guide to find out what is going on in Lake Elsinore. I encourage you to visit your local parks, take a stroll on the levee, spend a day on the lake, then take in a baseball game with the California League Champions and enjoy the amenities that are all around you. Pottery Court is a 113 unit housing development under construction in the Downtown area, which will be completed this summer. This new residential project is located adjacent to the Downtown Riverwalk, which extends from the Swick and Matich Park at the lake edge to Riverside Drive.

COMMUNITY EMERGENCY RESPONSE TEAM Community Emergency Response Team training is now available to Lake Elsinore residents. You’ll receive 20 hours of hands on emergency training to include basic management of disaster situations, assisting in your search and rescue and basic medical training to help save lives. Please bring lunch, snacks and plan to dress comfortably. This training is free to anyone that is 18

COMMUNITY INFORMATION Pet Adoption and Services Take a trip to the new Southwest Animal Shelter now servicing the City of Lake Elsinore, located at 33751 Mission Trail in Wildomar. Services at the shelter includes pet licensing, housing strays, reuniting lost pets with owners, low cost vaccinations and pet adoptions. Visit their web site at www. animalfriendsofthevalleys.com for fees and pet services available in your community. Low cost vaccinations are available on the third Saturday of each month at City Park in Lake Elsinore located at 243 Main Street from 1:00 p.m. to 4:00 p.m. Pet owners can get vaccinations, licenses and micro chips to protect their pets. Reunite With Your Lost Loved Ones! License your pet to enable their return back home. If a good samaritan brings your pet to the shelter, and the animal is wearing its license tag, you can be contacted right away. When an Animal Control Officer finds your lost pet in the neighborhood, the Officer may be able to bring your pet right home if identified by a license. If your pet is found injured and wearing its license, Animal Control Officers will obtain emergency medical attention and contact the owner. If your pet is impounded and licensed, then the impound fees are much less compared to an unlicensed animal. Buying a license for your dog or cat isn’t just the law – it can save your pet’s life. State laws and City ordinances mandate that all dogs be vaccinated against rabies and licensed at the age of four months or within thirty days of moving into a city. The City of Lake Elsinore also requires that all cats be licensed. Licensing Fees Are Lower For an Altered Pet! Spaying or neutering can save you money on pet licensing fees. Spaying or neutering also prevents certain cancers and diseases, and can help your pets live longer, healthier lives. Licensing fees are much higher for unaltered pets because they are usually the unclaimed strays, involved in more bites or hit by cars, contribute to the pet over-population, and cause the majority of shelter expenses.

Did you know, Lake Elsinore is the largest natural lake in Southern California and adjacent to the lake you’ll find streams, wetlands, FEMA and channels in the City that are natural beneficial low-lying areas know as floodplains and floodways. The City and other local FLOOD agencies work to maintain and preserve these areas; they are SAFETY used to discharge and contain flood waters and have a one-in-100 chance of becoming flooded in any year (100 year). Sources of flooding include Arroyo del Toro, Channel H, Elsinore Spillway, Leach Canyon, and Lime Street Channels, Lake Elsinore, McVicker Canyon, Ortega Wash and Channel, Rice Canyon, San Jacinto River, Temescal Wash, Stovepipe Canyon Creek, Murrieta Creek and Wasson Canyon Creek. The City is always looking for ways to help prevent flood damage and the last 100-year flooding events occurred in the early to mid 1980s. After those events, FEMA conducted mapping to help identify the areas in the City prone to flooding; these areas are know as Special Flood Hazard Areas (SFHA’s) as shown on the map. In the early 1990’s, the City, United States Army Corps of Engineers and other local agencies teamed together to construct improvements to the Lake designed to conserve water, improve water quality and reduce flood risk. The City has also adopted Zoning and Regulatory Ordinances that require review of development projects for compliance with City, State and Federal floodplain regulations prior to grading and building permit issuance. These regulations include enforcement of FEMA’s substantial damage rule which states: “…if the cost necessary to fully repair the structure to its before damage condition is equal to or greater than 50% of the structure’s market value before damages, then the structure must be elevated (or flood-proofed if it is non-residential) to or above the Base Flood Elevation…” (FEMA’s Increased Cost of Compliance (ICC) program helps pay for the repair!), prohibiting import of dirt and requiring a minimum ground floor elevation of 1267 feet for structures in the area around the lake and requiring the ground floor elevation of 2 feet above the flood elevation for all other properties in FEMA mapped SFHA’s. The Lake Community Center is now available for private rentals including; birthdays, anniversaries, receptions, banquets and special events. Fees and restrictions apply and a minimum notice of 60 days is required for all private use as available. The Recreation Division located at the PARK PERMITS: Community Center may issue Park Permits for use of Lake Elsinore parks; Monday through Friday during our regular hours of operation. Park Permits are required if you plan to have 20 or more in attendance or want to use a jumper and permits require a minimum of 3 day notice. Restrictions may apply; parties of 60 or more may be considered a special event requiring 60 days notice. RENTALS:

Walk in registration is taken at the Lake Community Center during our regular hours of operation and we accept cash, check or money order.

To mail in registration and payment, you can download the registration form by visiting our web site. On the home page click the top menu item, “Documents” and click on “Recreation Center”. The Class Registration Form may be printed and sent in with check or money order payment, made payable to “ City of Lake Elsinore” .

To register online provider. You will need to create an account and each online transaction is charged an additional convenience fee; please note that not all classes are available for online registration. Form of payment is by credit or debit card.

Many classes require pre-registration and may cancel if a minimum number of students do not sign up. Popular classes may require walk in registration and the date registration begins for that class will be listed.

NON-RESIDENT FEE is $5 per session per student and applies to all students who do not reside in Lake Elsinore for all classes residents add $5 to the cost. REFUND POLICY
Classes may be refunded with the following restrictions: •
A handling fee of $5 is charged for all refunds for classes not cancelled by the City.

Refunds must be requested in person at the Lake Community Center with original receipt within 30 days of class start date. Refunds will not be issued to participants who have taken 2 or more classes; any classes attended will be subtracted from the refunded amount.

Refunds of less than $10 will be credited to family account.
•
For activities that are noted as “No Refunds” there will be no monies refunded.

SKATE PARK INFO: This facility features extreme ramps, rails, stairs, and fly boxes for BMX, Skateboard, and Scooters. Sessions separate park users and we do not allow spectators inside the park gates. Cross use is not allowed unless indicated on the posted schedule above. Participants must have a Skate Park Member ID Card to enter the park. ID cards are free and require participants to sign a waiver and copy of park rules. If the participant is a minor, parent permission is required. Replacement of lost cards is $5. Participants must wear all safety equipment, including helmets, and follow all rules. Residents are free to play every day and non Lake Elsinore residents pay $5 per day. The minimum age for riders is 6 years and a parent must accompany kids to the park under the age of 10 years.

SUMMER EXPLORERS DAY CAMP
$40 per session (8 classes). No refunds after the first day of class. Request refunds directly at the Lake Community Center. Aquatic schedule is subject to change without notice. Classes are 25 minutes in length and students should be pool ready upon arrival as there are no dressing rooms available.
Kids get “Back in Action” this summer as day camp returns with all new themes and activities. Program includes sports, crafts, games and contests. Space is limited so plan to register in advance as field trips and activities are planned for the number of registered participants. Kids need to bring lunch every day. This is not a drop in program; advance registration is required and restrictions may apply.

LAKE INFORMATION Saturday, April 7th, 2012 Free Lake Use! The Lake is open seven days a week from sunrise to sunset, and is open for boats, personal watercraft and non-motorized vessels. All vessels must have current registration and be safe for operation. For information on lake rules and regulations, including new laws that apply, please obtain the brochure entitled “Lake Use Regulations”, available in the lobby of City Hall, or your local boat launch facility.
The Lake Elsinore Recreation Area & Campground overlooks the beautiful waters of Lake Elsinore and the picturesque Ortega Mountains. A six-lane, 270 parking spaces, and two 400-foot long floating docks are currently being constructed at the site, located at 32040 Riverside Drive. The new boat ramp will enable boats to be launched at a wide range of Lake elevations, from 1,235’ to 1, 255’ above mean sea level, and will remain usable year round. In addition to the launch, the project includes the creation of an adjacent picnic area, fish-cleaning station, and restrooms. This project is being funded with a grant from the State Department of Boating & Waterways, Redevelopment funds and money earmarked for park improvements. The $8.3 million investment will pave the way for development of the City Campground and the City expects to issue an RFP for campground improvements in the near future. This development will benefit everyone coming to enjoy the bountiful recreation offerings of Lake Elsinore and will bring new tourism dollars into the City for years to come.

DANGER! Sudden drop offs, hidden underwater hazards. The low water clarity of Lake Elsinore may hide hazards. DANGER! No Diving. Headfirst entries into shallow water cause about 850 catastrophic neck/head/spinal injuries each year in the U.S. Most occur from diving into shallow open water areas. WARNING! No swimming permitted from public property! Wading waist deep is permitted at designated beaches. WARNING! Watch your children! All children should be accompanied by an adult at all times near the water. Keep small children within arms reach. CAUTION! Water & Alcohol Do Not Mix! Alcohol consumption is often linked to drowning, diving injuries, boating accidents and lack of supervision over children. Think before you drink!
Largemouth Bass are the lion of freshwater fish. This spring the City is stocking 700 pounds of adults, 1,667 juveniles (10-12”), and 5,000 fingerlings (4-6”) Largemouth Bass into Lake Elsinore. In total, that’s over 7,000 Largemouth Bass stocked. Be sure to fish Lake Elsinore this summer to land these beauties. This aggressive predator can be tempted to strike at practically any kind of bait, either artificial or natural. Spinners, spoons, crankbaits, surface plugs, and plastic worms are particularly effective. Fishing Regulations for Largemouth Bass requires “keepers” to have a total length of at least 12 inches and a bag limit of five per day. The local bass clubs recommend practicing “Catch & Release”. Releasing the smaller fish today increases the chance of catching more and larger fish in the future.

CAUTION- High WIND speeds can sink a boat. Afternoon winds on Lake Elsinore can be hazardous. The pilot of a boat is responsible for comparing weather conditions against the seaworthiness of their boat prior to launching. It is PROHIBITED to launch a boat with less than six inches of freeboard on to Lake Elsinore when the wind speed equals or exceeds 39mph (Gale Warning) per LEMC 9.96.180. All boaters are required to have a Lake Use Pass when on the lake. Daily Lake Use Passes are $15 and can be purchased at all boat launch facilities. A separate fee may be charged for boat launching and day use, which varies by facility. Annual Lake Passes, are good for the calendar year, and available only from the Cashier at City Hall during regular business hours. Current vessel registration is required to purchase an Annual Pass. Address verification is required to obtain the resident rate. A specially trained team of officers from the Riverside County Sheriff’s Department functions as Lake Patrol on Lake Elsinore. Duties include the enforcement of California Boating Laws, City Ordinances, Sport Fishing Regulations and Health & Safety concerns. Sergeant Nava supervises the Lake Patrol, and coordinates efforts with the Lake Elsinore Marine Search & Rescue (LEMSAR); a group of dedicated volunteers who assist in maintaining safety on the Lake. The Sheriff’s Lake Patrol may call on LEMSAR members to help disabled boaters, aid in emergencies and help patrol the waters during busy peak periods. For emergencies on the Lake call 911. For non-emergencies call Sheriff’s dispatch at 1.800.950.2444 or access Lake Patrol and LEMSAR on VHF Marine Radio Stations #16 and #68.
