Letter from the Administrator

LEGACY PARK was recognized for its work in environmental sustainability by the Mid America Regional Council at their 2015 Sustainable Success Stories event held on Dec. 4 at the Kauffman Foundation. Sustainable Success Stories is part of an ongoing community dialogue focused on building a better understanding of sustainable practices that have the potential to transform our community. The design of Legacy Park by BBN Architects, from the beginning, focused on effective use of the land to maximize service for recreational needs, increase the land’s contribution to environmental sustainability, and achieve it with minimal disruption to the natural environment and maximum cost efficiency for construction and operations. The use of bioswales and sheet draining instead of curbs, gutters, drop inlets and storm water piping, extensive use of native grasses and no-mow zones, as well as the construction of the 25-acre storm water detention lake, all contributed to achieving these goals and this recognition by the MARC. It should be noted that the lake is used for fishing, kayaking, canoeing, and irrigation of the 39 natural turf athletic fields and even fire suppression. HISTORY AND VISION FOR THE DEVELOPMENT OF THE PARK • Purchase and development of park began in 2001 and was funded through a 3/8 cent sales tax for parks approved by LS voters in 1998. • Since 2001, $23 million in investment for improvements have been made to the park. • It was designed as a community park to be environmentally sensitive, but also serve the recreational needs of a growing Lee’s Summit with a population that is now over 96,000. • 15 years after its development, the park continues to serve the community and be a representative example of best practices in environmental stewardship for the region in the following areas: • Water quality protection • Storm water management • Water conservation by multi-use and re-use for irrigation and fire suppression • Native and wildlife habitat preservation • Energy efficient, high quality Sports Field Lighting with beam control and minimal spillage from Musco Lighting Systems • No-mow zones that save maintenance costs, reduce pollution, and fuel consumption • Native grass plantings that improve soil stabilization and ground water purification PARK FACTS • 700 acre park-the centerpiece of the Lee’s Summit Parks System • Home to: 39 natural turf athletic fields-soccer, football, baseball, softball (some of the best in the Midwest) serving 21,000 players and

their parents 10 weekends a season with league play for 7 seasons. • 25 acre lake stocked with fish and used for paddleboarding, canoeing and kayaking • 5 mi. of multi use trails for walking, hiking, jogging, and bicycling • 58,000 SF Community Center with 7,000 members & 350,000 visitors/yr. • 3 playgrounds (one of which is designed as an all-inclusive play area) • 3,000 seat outdoor amphitheater • 18 hole Disc Golf course • Park shelters • 15,000 SF Early Childhood Development Center through a partnership with Lee’s Summit R-7 School District OUR GREEN APPROACH MAKES SENSE... AND CENTS! What does Legacy Park do for the environment? • While the 700 acre park is heavily programmed with activities, only 30% is actively managed and maintained. 70% remains managed but undisturbed native areas. Having no mow areas by utilizing native plants saves over $5,000 in cost per year, saves on fuels and reduces air pollution. Some even consider the native look very appealing. • Sports venue parking areas utilize sheet drainage into bioswales and grass medians with no curbs, gutters or storm water piping, thus significantly reducing infrastructure development and maintenance costs, as well as reducing the volume and velocity of storm water runoff. • Runoff from park areas are designed to recharge the 25 acre lake, which, in turn, is used to irrigate sports fields, provide fire suppression and serve as a detention lake for protection of downstream lakes. • Repurposing of storm water runoff saves LSPR $370,000 annually in potable water utility costs. • Preservation of native habitat and lake management functions to serve as a waystation for over 100 species of migrating birds. • Fuel savings by users of the parks, not having to travel to other communities for their recreation, is a real, but difficult calculation to quantify. WHAT DOES LEGACY PARK DO FOR COMMUNITY HEALTH, WELLNESS, AND RECREATION? Legacy Park hosts numerous special events and is home to four local youth sports associations hosting 9,000 players and their families every year. Total participants of the soccer, girls softball, baseball and football areas exceeds 400,000 per year. Think of the fitness benefits for all of these participants and the community building that occurs with all of these families. WHAT DOES LEGACY PARK DO FOR ECONOMIC DEVELOPMENT? • LSPR partnered with private and public entities to leverage infrastructure costs for Legacy Park (roadways, gas and electrical service, sewer and water service, and parking lots) saving over $200,000. • State, national, and regional tournaments and sporting events hosted at Legacy generate significant tourism revenue for the community each year. For example, one 100 team soccer tournament will generate over $1.5 million in economic activity in restaurants, hotels and shopping areas. • $23,000,000 was injected into the design and construction industry to build this park, creating numerous jobs. • This park provides over 300 part-time jobs and 20 full-time jobs each year, resulting in $2,300,000 in wages and benefits all year. • For all of these reasons, the RETURN on INVESTMENT for “smart” projects like this makes sense and cents.


THE SPLASHPAD

Lee’s Summit Parks & Recreation was thrilled in 2015 to announce the opening of the Splashpad at Miller J. Fields Park at the intersection of 3rd Terr and Circleview in Briarcroft subdivision. The Splashpad was a huge hit with kids and adults alike. We’re pleased also to announce that this year the Splashpad will have a new floor surface which will help to prevent slips & falls. Water orientation and FUN are the keys to success for any child learning to swim. Each child must be accompanied by a participating adult in the water and wear a swimsuit and swim diaper. LSPR is kicking up fun with our Fall Futsal program! Futsal is indoor soccer game which is, essentially, a scaled down version of outdoor soccer played indoors. It is a small sided game (5v5) played on a smaller field (roughly basketball sized) with no walls. Practices and games are held at elementary schools in the area. This triathlon is designed to teach kids to set fitness goals, and in working toward those goals to hopefully discover that Fitness is Fun! You need not have experience as a triathlete to participate in the race. Our emphasis for this event is to treat all participants, not just the top finishers, as winners. Singles 10 years & under or Teams with a combined age of 24 & under will swim 100 yards, bike 3 miles and run 1 mile. Lee’s Summit Parks and Recreation is excited to bring a top quality amphitheater to area residents. Manipulating the Moment (Ages 18+)

Debra Lawrence shows how to manipulate images in Photoshop from opening an image to creating a collage from scratch. We will take each student through the entire process in a hands on teaching environment. You must own a version of Photoshop to get the most from this class. You can download a free trial for the class. Bringing a laptop is highly recommended. DOG PARK RULES

1. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters and rollerblades). 2. To create a positive experience for you and your dog, make sure your dog knows how to appropriately socialize with other dogs before using the park. 3. Dogs that exhibit aggressive behavior are not allowed in the park. 4. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression. 5. Handlers are responsible for any injuries caused by dog(s) under their control. 6. Park users and dog owners assume all risk related to this use of the dog park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area. 7. All animal to human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of Lee’s Summit Ordinance # 5.53. 8. All users of the park shall obtain and display a CITY OF LEE’S SUMMIT dog license. Dog license and vaccination tag shall be on a collar or harness. City of Lee’s Summit Ordinance # 5.82. 9. No dogs under 4 months of age are allowed. 10. All dogs visiting the park must be spayed or neutered. 11. Female dogs in heat and dogs with fresh wounds are not allowed in the Park. 12. Dogs must be under voice control of their handler and in view of their handler at all times. 13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area. 14. No dogs are allowed within the off-leash area while restrained by a leash. 15. Spiked collars are not allowed. 16. Children under the age of 5 are not allowed in the off-leash area. 17. Children between ages 5-8 must be accompanied by an adult. 18. Handlers must be a minimum of 16 years old. 19. Handlers must have possession of the dog leash at all times. 20. Only two dogs are allowed per handler. 21. Handlers must “scoop the poop” and dispose of waste in designated park provided container. 22. Handlers must repair all holes and damage done by their dog under their control. 23. No animals other than dogs shall be permitted in the area. 24. Park Hours of Operation 6 AM to Sunset or 9 PM whichever occurs first.

In the case of a schedule conflict or inability to attend a program, a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned. Administrative fees withheld from team leagues may vary depending on time of withdrawal and schedule release. The amount withheld will be approved by LSPR’s Assistant Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. In order to receive a full refund, the participant may need to meet with the program supervisor. Refund checks or credits to credit cards will be processed within 14 business days. We are unable to refund Camp Summit enrollment fees, and activities/tickets that are provided by another organization or business.

A 24 hour notice of cancellation or change in contracted services, like massage therapy, personal training and private swim lessons, is required. If an appointment is canceled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

The operation of radio-controlled motorized aircraft in a park within LSPR jurisdiction is not permitted without prior approval from the Lee’s Summit Parks and Recreation Department. Permission to use a radio controlled motorized aircraft may be granted on a case by case basis if request demonstrates a specific public need for the radio controlled motorized aircraft usage and does not constitute an infringement on the public’s use of the parks, a danger to patrons within the parks, or violates park user privacy. The operator of the aircraft will be expected to follow all FAA guidelines including contacting the Lee’s Summit airport. LSPR is committed to providing a safe environment for patrons who choose to enjoy the park system.
