LETTER from the LETTER from the ADMINISTRATOR PARK BOARD We have much to be grateful for here in Lee’s Summit. Over the last year or so, I have shared in a weekly email to a small list of subscribers some of the things I am thankful for. Among them were vacations, co-workers, sunrise bike rides, volunteers, friendships, pets, nature blooming in spring, and many more.

But there is something I am grateful for that you may not realize. I am grateful for you! You are unique and bring something of great value to our community; something that no one else could bring: you! Without you, there would be no Legacy Park Community Center. Without you, there would be no Summit Waves. There would be no Splashpad at Miller J. Fields, no skate park at Lea McKeighan Park. There would be no Lee’s Summit Parks & Recreation. Because without you, we would have no purpose. But there is a you. And for that, I am incredibly grateful. I am honored that we can serve you, your friends, your family. You have brought significant meaning to the lives of the staff and board of LSPR. And when we see you enjoying Lee’s Summit’s parks, facilities, activities, events, and programs, it fills our hearts with pride to be part of such a wonderful community. And do you know something? A community wouldn’t be a community without one crucial ingredient... You guessed it. You. J. The Lee’s Summit Parks & Recreation Board wishes to announce the retirement of our Administrator, Tom Lovell. Tom has served Lee’s Summit Parks & Recreation for nearly 38 years and is now ready to pursue some of his many other interests and passions (including his four grandchildren). While we are sincerely happy for Tom in this new season of life, it is also with heartfelt sadness to not have him as a part of the LSPR team. Under Tom’s leadership, the Lee’s Summit Parks & Recreation system grew from 12 employees to 42 full-time employees, hundreds of part-time and seasonal employees, and an equal number of contractors. We have also grown our volunteer support to over 3,300 volunteers providing 98,324 hours of service each year. Our open space inventory has grown from 250 acres to over 1,200 acres. There are now 77 miles of trails, 30 neighborhood parks, three community centers, and a water park. The attendance in these parks and facilities is now over 1 million a year and growing. We all share the pride in having won the prestigious National Gold Medal Award for Park and Recreation Excellence. Only three cities in the State of Missouri have received this award. Additionally, we have maintained 14 years of full national accreditation through three rigorous on-site reviews. In the state of Missouri, only three other cities have achieved this distinction. Finally and most important, the staff and Board have built an engaged, skilled, passionate team of volunteer leaders and staff that are second to none. The real measure of this accomplishment will be our ability to pursue “The Legacy for Tomorrow... Continues” with the same vigor and diligence that brought us to this juncture in the history of Lee’s Summit Parks & Recreation. God Speed, Tom Lovell! You’ll be missed, but not forgotten.

Warm summer air, the smell of fresh popcorn, and relaxing in your lawn chair tapping your toes to the best local bands around. That’s what you experience when you attend Lee’s Summit Parks & Recreation’s Summer Concert Series. Each summer, LSPR hosts three free concerts for the community to experience some of the metro’s most talented performers.

This year, LSPR is excited to announce that the Summer Concert Series will be moving to Legacy Park Amphitheater. Not only will this be a great venue because of the beautiful lake as a backdrop, there is ample parking and concert goers will have a concession stand and REAL restrooms to use. How can you not love that?

The Summer Concert Series was started in 1996 as a free way for the community to enjoy the outdoors with their families on a Friday night. The concerts began on Main Street in front of the Chamber of Commerce. Once construction of the new City Hall was completed, they moved to Green Street and LSPR purchased a portable stage to set up on one end of the street as concertgoers lined up along the other end and on the steps of City Hall Plaza to enjoy several different genres of music over the years. Country, bluegrass, folk, reggae, classic rock, blues, and jazz have all shared their time on the stage.

The lineup this year includes the June concert “Flashback to Folk” featuring Peter, Paul, Mary Alive! one of the best tribute bands in the country performing all the songs you remember from the protest rock era. In July, the popular “Jamaican Jam” is scheduled as Kansas City’s best reggae bands perform. The series will conclude in August with “Blues Fest.” ¢

Something seems

FISHY TWO DECADES! That’s how long it’s been since the first annual Kids’ Fishing Derby. In those 20 years this event has seen a few changes. Originally held at the old Sportsman’s Outfitter & Marina, after six years the event was moved to the newly constructed Legacy Park Lake in 2004 and has reminded there for 14 years. Since that first fishing derby in 1997, attendance has grown to an average registration of 90 kids. Typically taking place the second Saturday of May, this year’s event will occur on Saturday, May 13. The Kid’s Fishing Derby provides kiddos an introduction to the sport of fishing and the responsibility of caring for our natural resources. ¢ 6

A fishing license is NOT required for kids fishing in the derby. Adults over 16 must have a valid Missouri fishing license to fish the lake. Bring your own rods and reels! Registration will include a free container of worms. All participants will be fishing from the shore or the dock! Your preregistration is requested. Derby prizes will be awarded biggest fish and smallest fish. You must be present to win awards. Tour de LAKES “There’s nothing like a good bike ride…” And Tour de Lakes is just that.

The annual memorial ride began in 2002 as a way to honor avid cyclist, Tom Logan who passed away the year before. His wife, Diane Logan, along with a few of Tom’s friends came up with the idea to organize a bike ride in his memory. The ride began with one route and 100 riders. Annually, over 900 riders from 15 states participate in the ride. Happening on the last Saturday in June, Tour de Lakes is one of the premier bike rides in the Kansas City area. Many sponsors plus over 100 volunteers help to make it a memorable experience.

Riders choose from four routes to enable all levels the ability to take part. We’ve seen entire families riding together. Toddlers are buckled in the bike trailer as parents peddle around the lake with grandparents right behind on their own set of wheels. Talk about a multi-generational activity! Tour de Lakes participants have been on tandem bikes, recumbent bikes; one year we even had a rider on a unicycle! This ride is designed for anyone at any level to strap on a helmet, get on their bike, and just ride. ¢

Many working parents face a common challenge when summer arrives and the kids are out of school... Where’s the best place for my kids to go while I’m at work? These parents want a safe environment their kids can enjoy. You’ll find exactly that at Camp Summit. A recreational day camp for kids ages 5-11, Camp Summit has you covered during summer break. Campers have time to swim every day at Summit Waves Aquatic Center. Plus they will experience the sites of Lee’s Summit and the Kansas City area with two field trips each week. “We want campers to have so much fun that they don’t want to leave,” says Camp Summit Director, Ryan Gibson. “It’s nice to hear a camper telling their parents how much fun they had. When a camper has fun and their parents are confident their child is safe, then we’ve done a good job.” Camp Summit hosts some of the kindest and most fun-loving teen and young adult counselors in the area. Each of these counselors have one goal: to make sure the campers have a great time! Playground, games, swimming, crafts, dancing, talent shows, field trips and more! These add up to make Camp Summit the place to be this summer! ¢

Enrollment Info

Enrollment for Camp Summit began 3/1/2017 for Lee’s Summit Residents ONLY. Starting on 4/1/2017, enrollment will be open for all patrons – Residents and Non-Residents. It’s first come, first serve… there will be enrollment forms online at campsummit.net and they can be submitted online, or printed off and brought into a LSPR facility. Important note: Enrollment is NOT complete until the form has been submitted and the one-time, non-refundable enrollment fee of $90.00 has been paid. The enrollment fee of $90.00 holds the campers spot in Camp, gets them 3 camp t-shirts, a pass to Summit Waves and two free single visits to Summit Waves

Weekly Fees

Weekly fees: $120.00 per week, per camper. The fee is not prorated in any way. Only have to pay for the weeks that the camper will attend – payment for each week is due the Tuesday prior to the week the camper will attend. Any payment made after that Tuesday will incur a $7.00 per day late charge. The fee includes daily snack and all field trips (excluding Worlds of Fun). PLUS daily swim at Summit Waves.

INCLUSION IS KEY at Legacy Park

Lee’s Summit Parks & Recreation has been awarded a $25,000 grant from EITAS (Empowering Individuals Through Advocacy and Support) for upgrades to the existing inclusive playground, the Joseph A. Dyke Playground at Legacy Park. Jodi Bell (Inclusion Coordinator), Steve Casey (Superintendent of Park Construction), and Andy Holmes (Strategic Communications and Administration Manager) worked together to write a proposal for this project in the fall of 2016. Staff received word in December of the same year that the project was chosen for the grant. The vision for the playground came from the grassroots community level and from individuals who have been touched or have loved ones who have accessibility issues. The playground is constructed in a way that allows expansion in multiple phases as funding becomes available. New innovations and more creative solutions to inclusive play hit the market almost daily, and thus it is important for our department to provide the highest level of quality, safe, and accessible play equipment. The new playground expansion concept proposed for the site continues some of the theme already established with the existing features and imaginative, adaptive play. In addition, the same equipment manufacturer (Landscape Structures) has proposed several unique inclusive play features for the new site that have recently hit the market and meet or exceed all ADA guidelines for accessibility. The upgrade project could begin as early as this summer. It’s anticipated that the project may be completed within 3-4 months utilizing in-house and contract services and be ready for opening by the end of this year. ¢ Did you know approximately 1/5 of the Kansas City Metro area population have functional and/or access needs? LSPR staffs an inclusion coordinator to help assist with the special needs of our community.

DOG PARK RULES

1. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters and Rollerblades). 2. To create a positive experience for you and your dog, make sure your dog knows how to appropriately socialize with other dogs before using the park. 3. Dogs that exhibit aggressive behavior are not allowed in the park. 4. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression. 5. Handlers are responsible for any injuries caused by dog(s) under their control. 6. Park users and dog owners assume all risk related to this use of the dog park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area. 7. All animal to human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of Lee’s Summit Ordinance # 5.53. 8. All users of the park shall obtain and display a CITY OF LEE’S SUMMIT dog license. Dog license and vaccination tag shall be on a collar or harness. City of Lee’s Summit Ordinance # 5.82. 9. No dogs under 4 months of age are allowed. 10. All dogs visiting the park must be spayed or neutered. 11. Female dogs in heat and dogs with fresh wounds are not allowed in the Park. 12. Dogs must be under voice control of their handler and in view of their handler at all times. 13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area. 14. No dogs are allowed within the off-leash area while restrained by a leash. 15. Spiked collars are not allowed. 16. Children under the age of 5 are not allowed in the off-leash area. 17. Children between ages 5-8 must be accompanied by an adult. 18. Handlers must be a minimum of 16 years old. 19. Handlers must have possession of the dog leash at all times. 20. Only two dogs are allowed per handler. 21. Handlers must “scoop the poop” and dispose of waste in designated park provided container. 22. Handlers must repair all holes and damage done by their dog under their control. 23. Preventing Injuries in Your Young Athlete

Matthew Daggett, DO Advanced Orthopedics & Sports Medicine

Sports play an important role in staying active and healthy, especially for young athletes. As the weather gets warmer and kids begin to hit the playing fields, it’s important to remind them that aches and pains might signal an undiagnosed sports injury, and “playing through the pain” could make an undetected injury even worse. Oftentimes the initial aches and pains felt during the progression of an injury are overlooked by young athletes. It’s essential to teach them about the importance of informing a coach, athletic trainer or parent of their pain, because undiagnosed injuries become more severe in the long run. Signs that an athlete is playing too hard and should talk to a physician include: • Inability to put weight on injured body part, such as ankle or knee • Experience severe joint or muscle stiffness • Pain when running or walking • Persistent swelling of injured body part such as ankle, knee, foot or shoulder Taking some precautions can help keep kids safe on the field or on the court. In addition to not ignoring the pain, young athletes should follow these safety tips: • Don’t skip the warm-up or cool-down • Make time for low impact exercises before or after practice • Practice strength training and stretching • During stretching, be safe and effective—hold the pose for 10-12 seconds and don’t push the body beyond the point of resistance • Staying hydrated is key to minimizing muscle cramps. If the athlete feels thirst, they’ve waited too long to consume fluids. • If possible, play more than one position or try new sports during the off-season. This will help prevent overuse injuries • If the pain continues or worsens, consult a physician. Youth Sports and Parks & Recreation go together like peanut butter and jelly. Did you know LSPR has agreements with four Youth Sports Associations? These agreements allow Lee’s Summit Soccer, Lee’s Summit Baseball, Lee’s Summit Girls’ Softball, and Lee’s Summit Football to oversee the operations and management of their respective sports venues. Some of these agreements have been in place for over twenty years and have served as models for many other metro area communities as well as throughout the nation. This is one of the ways we represent best practices in our industry. Included in the agreements with each Youth Sports Association (YSA) are requirements for use which include (but are not limited to) background checks, financial reporting and audits, verification of non-profit status, participant surveys, maintenance and care of facilities, and coaches training. LSPR provides maintenance and repair for restrooms, concession buildings, fences, landscape, parking lots & walkways, and turf, as well as winterizing buildings. The old adage, “The whole is greater than the sum of the parts” couldn’t be more true. The YSA’s and LSPR make a great combination. Why the Lee’s Summit Historical Cemetery Matters to Our Community

The Lee’s Summit Historical Cemetery (located at 806 SE 3rd St) was originally founded in 1865 when William B. Howard donated land to the then town of Strother.

Previously the city’s Public Works Department managed the cemetery, but maintenance and management was entrusted to the Parks Department in 1993.

The cemetery continued to grow throughout the years as more land was donated until reaching its current size of 20 acres. Many of Lee’s Summit’s historical resident— including the infamous Cole Younger—are buried within the cemetery.

Lee’s Summit Parks & Recreation strives to maintain the cemetery to the highest standards out of respect for its history and our patrons.

The cemetery also contains the graves of approximately 125 Civil War veterans. Brochures for a self-guided walking tour which highlights historical grave locations are available at the cemetery office and the bulletin board in the northeast corner of the cemetery. 26

Sweep the

SUMMIT The City of Lee’s Summit, the Beautification Commission, and Lee’s Summit Parks & Recreation invite you to take part in Sweep the Summit. This annual event will begin at 9:30am on Saturday, April 22 and end around noon. We invite residents of all ages to help clean up some of our city’s greatest treasures— our parks! The parks scheduled for cleanup this year are Lea McKeighan Park (South), Lowenstein Park, and Harris Park. Events held at the designated parks include: 1. A trash contest between our three high schools’ Science classes*; 2. A tree planting and dedication by our Mayor or City Council member to commemorate Arbor Day; and... 3. A pizza lunch to end the event.

Walking Group Regular physical activity increases quality of life by lowering risk for cardiovascular disease, Type 2 Diabetes, and obesity while improving mental acuity, functional strength, endurance, and balance. Walking is the most common form of physical activity in the world. It allows for individuals of all skill levels to take part in physical activity with minimal risk for injury. Walking requires little-to-no equipment and can be performed almost anywhere. Our walking group will meet twice weekly at various parks in Lee’s Summit. Call 816.969.1516 a half hour or less before your scheduled activity to see if it has been canceled. If the activity is scheduled at an R-7 school and school was canceled during the day, so are the activities for that evening.

PROGRAM DISCLAIMER

LSPR reserves the right to cancel, combine or divide classes. There may be a need to change dates, times, locations, instructors, fees or program outline revisions of any program offerings. We will give as much notice as possible for changes made.

LSPR PROGRAM REFUND POLICY

SATISFACTION GUARANTEED* In the case of a schedule conflict or inability to attend a program, a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned. Administrative fees withheld from team leagues may vary depending on time of withdrawal and schedule release. The amount withheld will be approved by LSPR’s Assistant Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. In order to receive a full refund, the participant may need to meet with the program supervisor. Refund checks or credits to credit cards will be processed within 14 business days. We are unable to refund Camp Summit enrollment fees, and activities/tickets that are provided by another organization or business. *We are unable to refund activities provided by other organizations or businesses (i.e., theme park tickets, etc.).

24 HOUR CANCELLATION POLICY

A 24 hour notice of cancellation or change in contracted services, like massage therapy, personal training and private swim lessons, is required. If an appointment is canceled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

FINANCIAL ASSISTANCE

In order for LSPR to ensure all residents have an opportunity to enjoy the benefits of the many programs offered, a special work program has been developed. The Work Program offers a trade in service hours to the department for financial assistance to participate in programs and activities. If circumstances prevent a patron from participating in the Work Program, a request can be made to utilize funding from the Angel Program, which is made possible through private donations and grants. USE OF DRONES IN PARKS

The operation of radio-controlled motorized aircraft in a park within LSPR jurisdiction is not permitted without prior approval from the Lee’s Summit Parks and Recreation Department. Permission to use a radio controlled motorized aircraft may be granted on a case by case basis if request demonstrates a specific public need for the radio controlled motorized aircraft usage and does not constitute an infringement on the public’s use of the parks, a danger to patrons within the parks, or violates park user privacy. The operator of the aircraft will be expected to follow all FAA guidelines including contacting the Lee’s Summit airport. LSPR is committed to providing a safe environment for patrons who choose to enjoy the park system.

The Commission for Accreditation of Park and Recreation Agencies (CAPRA) administers a rigorous program based on self-assessment and peer review using national standards of best practice to better promote the quality of agency services and delivery systems. Concessions, free face-painting, balloon artists, and bounce houses for kids 12 and under. Access to Legacy Park will be closed at 9:20 PM to allow all vehicles to park prior to the show.
