The cold and snowy season is upon us, but that doesn’t mean it is time to only be indoors. We love our slogan, “Every Age, Every Season” especially this time of year because there is still so much to do within Lee’s Summit Parks and Recreation. This October, Summit Ice opened LSPR’s ice rink at Lea McKeighan Park. The rink offers public skating, pond hockey, skating lessons, and much more! Patrons might also grab some hot cocoa at Lea McKeighan and take a walk on the trail or check out Winterset Nature Area in the autumn or winter to enjoy nature’s beauty. If you would like to stay indoors and are setting resolutions for a new year, we provide fitness opportunities at our four community centers: Legacy Park, Harris Park, Gamber and the newly renovated Longview! With many fitness amenities including indoor tracks, indoor aquatics, spin classes, and exercise equipment, Longview Community Center is our state-of-the-art facility on the western side of Lee’s Summit opening this December. There’s always plenty to do at Lee’s Summit Parks and Recreation for Every Age, Every Season and for every one in your family to enjoy. We hope to see you soon at one of our parks or facilities this winter!

ADMINISTRATOR

Welcome to our winter edition of the Illustrated. I’m excited to announce the outdoor ice rink at Lea McKeighan Park is open and patrons of all ages are enjoying the ice. For more information on programs, hours of operation, and costs please turn to pages 16 and 17. In addition to opening our ice rink, LSPR has added another facility to our already impressive list of amenities: Longview Community Center (LVCC). The Parks and Recreation Board purchased LVCC in September, and our staff has been working with contractors to rehabilitate the facility to better serve our community. We are excited to provide a 60,000-square-foot facility on the west side of Lee’s Summit to complement Legacy Park Community Center (LPCC). In addition to adding LVCC we have adjusted our membership structure to provide more flexibility and opportunities for our patrons. Our memberships are now “all-inclusive” meaning if you purchase a membership at LPCC or LVCC you will have access to all of our community centers including Gamber Community Center (GCC) and Harris Park Community Center (HPCC). LSPR has your fitness needs covered, and with access to four locations, fitness has never been more convenient.

As we near the end of 2018 we will also close out our year-long celebration of LSPR’s 50th anniversary. We have enjoyed celebrating with our community and look forward to another 50 great years. As we move into 2019, LSPR will introduce a new logo that has been included on the back cover of the Illustrated. In addition, as we reflect on our past we thought it appropriate to include the departmental logos used since 1968. Finally, I was reflecting on our past year’s accomplishments in preparation for our annual staff and Parks and Recreation Board retreats. My list was extensive. Although I don’t have enough space in my column to share each success, I do think the following are worth mentioning: • Completed renovations to and successfully opened Lea McKeighan Park • Purchased and renovated Longview Community Center (in progress) • Successfully completed our national re-accreditation with a score of 100% • Installed shade structures at the Legacy baseball venue • Partnered with Spectrum to install free WiFi in the following parks and facilities: Lowenstein, Miller J. Fields, Lea McKeighan south/north, LPCC, GCC, HPCC, Summit Waves, Harris Park, Happy Tails, Legacy Park Amphitheater, and the Legacy Park sports venues • Constructed and opened eight new baseball practice skins and hitting/ pitching tunnels at Legacy Park • Constructed a new softball field at Legacy Park • Completed park master plans for Summit Park and Howard Park • Record attendance at LPCC (326,739) and GCC (86,925) • 2nd highest attendance at Summit Waves (85,649) and HPCC (167,944) • Most ever participants in Tour De Lakes (860) representing 14 states • 3,387 volunteers logged 98,730 hours providing a value of $2,336,063 back to our community • Served over 1,000,000 visitors and participants at LSPR facilities, parks, programs, and special events It has been a great year! Lee’s Summit Parks and Recreation Board Earns National Reaccreditation The Lee’s Summit Parks and Recreation (LSPR) Board was notified on August 31, 2018 of its renewed status as a nationally accredited agency from the Commission for Accreditation of Parks and Recreation Agencies (CAPRA). CAPRA accreditation assures policy makers, department staff, the general public and tax payers that an accredited park and recreation agency has been independently evaluated against established benchmarks as delivering a high level of quality. Accreditation is based on an agency’s compliance with the 151 standards for national accreditation. To achieve accreditation, an agency must comply with all 37 Fundamental Standards, and at least 95 percent of the remaining 114 standards. The three-member CAPRA visitation team concluded, “All 37 Fundamental Standards were met and all of the 114 additional standards were met; an outstanding level of achievement.” “I’m very proud of our staff and department for their efforts to earn reaccreditation with a perfect review,” Joe Snook, Administrator for Lee’s Summit Parks and Recreation, said. “Accreditation is formal validation that LSPR is committed to the best practices of our profession, continuous improvement, and serving our community at its highest level. I would especially like to thank David Dean, Superintendent of Recreation, for his leadership on this project.”

CAPRA accreditation is on a five-year cycle and includes three phases: Development of the agency self-assessment report, the on-site visitation, and the Commission’s review and decision. The on-site visitation follows the agency’s development of its self-assessment report. The Commission is comprised of representatives from the National Recreation and Park Association, the American Academy for Park and Recreation Administration, the National Association of County Park and Recreation Officials, the International City/County Managers Association, American Association for Physical Activity and Recreation, the Armed Forces Recreation Society, and the Council of State Executive Directors. The LSPR Board first achieved accreditation in 2003 and was reaccredited in 2008, 2013 and now in 2018. This is the second time LSPR has been reaccredited with a perfect review from CAPRA. The official announcement was made at the 2018 National Recreation and Park Association Conference held in September in Indianapolis, Indiana. A greedy new owner takes over and everything costs more. The customers plot to get even. Deadline for registration and payment is Friday, March 1st. • April 4th - Gamber Community Center proudly presents the Senior Barn Players starring in “Phenomenal Women!” Short skits about women in history who have made a difference. The wives of past presidents to Amelia Earhart, Maya Angelou and others. This play offers a bit of humor mixed with history. Deadline for registration and payment is Friday, March 29th. Annual Holiday Celebration - Thursday, Dec. 13 Enjoy good food and a festive atmosphere. The menu includes smoked brisket, cheesy potatoes, mixed vegetables, Watergate salad, rolls and assorted desserts for $9. Deadline for registration and payment is Friday, Dec. 7th. Entertainment will be provided by the Sixth Grade Strings Orchestras from Mason Elementary and Sunset Valley Elementary.

Increase Your Water Intake

If you are not properly hydrated this can lower your blood volume, meaning your heart must work harder to pump the reduced amount of blood and get enough oxygen to your cells, which makes everyday activities like walking upstairs, as well as exercise, more difficult. You can prevent this issue by aiming to drink half your body weight in ounces of water per day. Also adding water rich foods into your diet will also prevent dehydration. Some top picks include cucumber (96% water), zucchini (95% water), watermelon (92% water), and grapefruit (91% water).

Schedule Workouts on Your Calendar

Instead of trying to hold yourself to a mental promise to work out, put it on your calendar as a way to stay accountable. “It is an appointment— with yourself,” If holding yourself accountable is something you may have difficulty doing, join a program! Our RevUp program provides accountability for individuals on a weekly training basis. RevUp also encourages and challenges it’s participants to take part in other group fitness classes provided throughout the department. Regularly participating in group training events may give you just the drive you need to stay on track.

Make Your Plates Colorful

When preparing a meal apply foods from every color of the rainbow. Before you check out at the grocery store, take a good look at your shopping cart. Are you missing a color? Fruits and vegetables are always colorful snacks and can easily be added to meals and smoothies. They require no cooking and can easily be consumed during a time crunch. RevUp provides a Healthy Eating Every Day instructor for participants to learn nutrition tips and guidelines.

Track Your Fitness

Wearable technology was the number 3 fitness trend in 2018. Activity trackers, heart rate monitors and smart watches are all tools that allow individuals to track their calories, steps and activity level for the day. These devices not only allow you to track but also store and compare data from previous days, weeks or months. These devices can even link to your phone and allow you to compete against fellow friends and compare activity level.

Bodyweight Exercises

Bodyweight activity was also a top 5 fitness trend for 2018. If you can’t make it to the gym aim to take part in at least 10-15 minutes of bodyweight exercise for that day, this can be done at any location and during any time. This can be done at one of our Lee’s Summit Parks or even at home during a halftime show. Applying at least 10 minutes a day can go a long way.

Set up Mini-Goals to Hit Each Month

Setting short term goals will help keep you on track with your long term goal. If you want to lose 30 pounds, break that up into 3 to 5 pounds per month. This allows you to tackle daily/ weekly goals one by one keeping you focused and on pace. MyFitnessPal is a great app which allows you to monitor your nutritional goals as you go along.

Hire a Personal Trainer

A trainer provides a powerful level of support to keep you motivated year-round. American Society of Training and Development says that “having a trainer or regular workout buddy will increase your likelihood of reaching your fitness goal by 95%.” Having a solid support system will alter your mood about skipping the gym and cheating yourself of success. LPCC/LVCC/GCC offers a wide variety of knowledgeable personal trainers!

Signing up for fitness classes can benefit you in a handful of ways. Not only are they a motivation boost but these classes also offer a form of accountability between you and your instructor. Fitness classes are a wonderful place to meet people who have similar lifestyle goals and needs. Make friends, socialize and discover solutions to problems as you talk with other participants before and after class. Lee’s Summit Parks & Recreation offers approximately 150 free fitness classes to all active members. Classes are hosted at Legacy Park Community Center, Longview Community Center and Gamber Community Center.

Schedule your Sleep

Rest is a key component to health and even more important once you include physical activity. Your body rebuilds muscle fibers and recovers from physical activity during sleep, giving it time to repair itself. Getting enough sleep may also be helpful for managing our food intake. When people are only allowed to sleep for short periods of time, they are more likely to choose snack food, particularly sweet snacks to receive fast energy from glucose. Each individual varies but for most healthy adults need between 7 to 9 hours of sleep per night to function at their best.

Residents of Lee’s Summit and the surrounding area will have the opportunity to create new holiday memories and traditions at Summit Ice, the new outdoor ice rink located at Lea McKeighan Park. Summit Ice is open and will host multiple events throughout the winter season. Conveniently located on the corner of Chipman and Douglas, Lea McKeighan Park is one of the area’s most popular gathering spaces. The new outdoor ice rink is part of Lee’s Summit Parks & Recreation’s $4.7 million renovation project, which included a new concession building as well as other park features. From October through March, the new pickleball courts transform into a beautiful winter wonderland offering brilliant white ice for public skating, figure skating, pond hockey, broomball and special events. The Concessions and Skate Shop, managed by KCIce, is a mini convenient store, providing patrons with unique upscale hospitality by including a Park Wait Staff that delivers food, beverages and other requested items to patrons on the patio and throughout the park.

Visitors can experience the magic of skating under the open sky or simply relax and enjoy some hot chocolate and s’mores by one of the fire pits. Ken Morrow, KCIce President, is a 1980 ‘Miracle on Ice’ Gold Olympian, four-time Stanley Cup Champion and member of the NY Islanders Hall of Fame. His mission is to grow ice-based sports with outdoor ice rinks. “Our ice rinks and special programming create new skaters and introduce them to ice sports,” Morrow said. “New skaters become new players who become fans.” Summit Ice will offer Learn to Skate, Learn to Play Hockey for all ages.

Crazy Chemistry (Ages 7-12)

In this workshop we investigate chemical reactions happening all around us every day, in the kitchen, the laundry, the garden, even the walls! Spring Youth Volleyball (Grades 4-8)

This eight-week session practices twice a week in the various elementary schools with games on Fridays evenings or Saturdays. Fee includes t-shirt, small award and facility usage fee for use of R-7 facilities. This is a volunteered coached league so if you wish to coach, please indicate on your child’s enrollment form and contact Jacob Johnson. New coaches must go through NAYS training before practices begin. Practice locations and times are determined by the coach at the coaches meeting. Practices will begin the week of March 4th. CAPRA Accredited

The Commission for Accreditation of Park and Recreation Agencies (CAPRA) administers a rigorous program based on self-assessment and peer review using national standards of best practice to better promote the quality of agency services and delivery systems. LSPR was initially accredited in 2003, re-accredited in 2008, again in 2013, and now in 2018. Only five Missouri agencies have achieved this standard of compliance (Chesterfield, Clayton, Kansas City, Lee's Summit, and Springfield-Green County), and 166 nationally.

If the activity is scheduled at an R-7 school and school was canceled during the day, so are the activities for that evening. PROGRAM DISCLAIMER LSPR reserves the right to cancel, combine or divide classes. There may be a need to change dates, times, locations, instructors, fees or program outline revisions of any program offerings. We will give as much notice as possible for changes made. LSPR PROGRAM REFUND POLICY Satisfaction Guaranteed* In the case of a schedule conflict or inability to attend a program, a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned. Administrative fees withheld from team leagues may vary depending on time of withdrawal and schedule release. The amount withheld will be approved by LSPR’s Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. In order to receive a full refund, the participant may need to meet with the program supervisor. Refund checks or credits to credit cards will be processed within 14 business days. We are unable to refund Camp Summit enrollment fees, and activities/tickets that are provided by another organization or business. *We are unable to refund activities provided by other organizations or businesses (i.e., theme park tickets, etc.). 24 HOUR CANCELLATION POLICY A 24 hour notice of cancellation or change in contracted services, like massage therapy, personal training and private swim lessons, is required. If an appointment is canceled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

FINANCIAL ASSISTANCE In order for LSPR to ensure all residents have an opportunity to enjoy the benefits of the many programs offered, a special work program has been developed. The Work Program offers a trade in service hours to the department for financial assistance to participate in programs and activities. If circumstances prevent a patron from participating in the Work Program, a request can be made to utilize funding from the Angel Program, which is made possible through private donations and grants. INCLUSIVE STATEMENT LSPR provides recreation programs which are open to all residents in the city and seeks and supports participation by all citizens with a variety of interests and abilities. If you or a family member needs accommodations or support to participate in LSPR programs, please contact us during the enrollment process. WHY KEY FOBS? For your convenience! The Key FOB is easy to carry with you, as it slides onto your key ring. In addition, the Key FOB allows LSPR to better track attendance, to know who is using the facilities and saves time when registering for programs or swiping in at facilities. Camera Policy: No person shall use a camera, cell phone, or PDA in any changing room or washroom in LSPR facilities. Please report any actions to the contrary. USE OF DRONES IN PARKS The operation of radio-controlled motorized aircraft in a park within LSPR jurisdiction is not permitted without prior approval from the Lee’s Summit Parks and Recreation Department. Permission to use a radio controlled motorized aircraft may be granted on a case by case basis if request demonstrates a specific public need for the radio controlled motorized aircraft usage and does not constitute an infringement on the public’s use of the parks, a danger to patrons within the parks, or violates park user privacy. The operator of the aircraft will be expected to follow all FAA guidelines including contacting the Lee’s Summit airport. LSPR is committed to providing a safe environment for patrons who choose to enjoy the park system.

Dog Park Rules 1. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters, and rollerblades). 2. To create a positive experience for you and your dog, make sure your dog knows how to appropriately socialize with other dogs before using the park. 3. Dogs that exhibit aggressive behavior are not allowed in the park. 4. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression. 5. Handlers are responsible for any injuries caused by dog(s) under their control. 6. Park users and dog owners assume all risk related to this use of the dog park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area. 7. All animal-to-human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of Lee’s Summit Ordinance # 5.53. 8. All users of the park shall obtain and display a City of Lee's Summit dog license. Dog license and vaccination tag shall be on a collar or harness. City of Lee’s Summit Ordinance # 5.82. 9. No dogs under 4 months of age are allowed. 10. All dogs visiting the park must be spayed or neutered. 11. Female dogs in heat and dogs with fresh wounds are not allowed in the Park. 12. Dogs must be under voice control of their handler and in view of their handler at all times. 13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area. 14. No dogs are allowed within the off-leash area while restrained by a leash. 15. Spiked collars are not allowed. 16. Children under the age of 5 are not allowed in the off-leash area. 17. Children between ages 5-8 must be supervised by an adult. 18. Handlers must be a minimum of 16 years old. 19. Handlers must have possession of the dog leash at all times. 20. Only two dogs are allowed per handler. 21. Handlers must “scoop the poop” and dispose of waste in designated park provided container. 22. Handlers must repair all holes and damage done by their dog under their control. 23. No animals other than dogs shall be permitted in the area. 24. Dog Park Hours of Operation 5 AM to 9 PM (or sunset, whichever occurs first).
