ADMINISTRATOR In December 2018, Lee’s Summit Parks and Recreation opened the newly renovated Longview Community Center. I’m happy to announce memberships have passed 3,000 and are quickly approaching our year-end goal of 4,000. I would like to highlight that when you purchase a membership at one facility you receive access to all of our facilities. I can assure you, whether you’re a pickleball player, swimmer, group exercise participant, weightlifter, general fitness enthusiast, or a little bit of everything, LSPR has you covered. Renovations have been a consistent focus for LSPR over the past few years and this year is no exception. In June, we completed construction on the Hartman Park Trailhead, which serves the Rock Island Trail. If you haven’t visited Hartman Park I would encourage you to do so. Over the past 18 months, LSPR has made significant improvements and it is truly a destination park. In addition, LSPR is currently renovating three parks: Summit Park, Howard Park and Lowenstein Park. You can read about the projects I have mentioned on page 17. Legacy Park Amphitheater season will wrap up in late August, but not before we host some outstanding musicians. On August 9, we have Gabriel Sanchez presenting the Prince Experience, country music star Sara Evans will entertain us on August 16, and world-renowned jazz artist Julian Vaughn will perform on August 24. I’m reminded weekly, if not daily, how special our team is. I have received several phone calls, emails, and comments over the past few months from patrons letting me know how great or awesome their experience was with our staff. WHAT’S HAPPENING in LSPR?

HARTMAN PARK TRAILHEAD Charles David Hartman Memorial Park is a 20-acre park off of Pryor Road and is primarily used as an adult softball complex. The Hartman Park Trailhead was unveiled in June 2019 as a rest-stop and connector to the Rock Island Trail. Currently 6.4 miles of the corridor has been completed from Jefferson St. in Lee’s Summit to Brickyard Rd. in Raytown. The full-service trailhead includes restrooms, water fountains, and a maintenance station.

HOWARD PARK Construction for this 22-acre park is currently underway. A Splashpad, 9 hole disc golf course, trail improvements, new shelter and year-round open restrooms will be installed in 2019. Stay up to date on this park and others on our webite at LSParks.net, or follow us on social media.

SUMMIT PARK You may have seen as you drive down 50-Hwy that Summit Park was cleared out earlier in 2019. LSPR’s master plan improvements and construction began soon after. Summit Park will showcase new tennis courts, lighting for night play, shelters, playground, practice area for baseball, trails and a new parking area.

LOWENSTEIN PARK Lowenstein Park will be undergoing construction through Fall 2019. The Park will remain open; however, there may be portions of the park that are not accessible during construction. Renovations will be completed by the developer for the Streets of West Pryor project as well as LSPR. The park will receive the following upgrades as part of the renovations: Improvements to and installation of additional parking, including parking lot lighting, 20 new trees, construction of a pond/water feature, installation of new park benches near the pond/water feature, realignment and reconstruction of existing park trails, 2 new shelters, a fully operational restroom open year-round, playground equipment and play areas for children, and an Lee’s Summit 17 outdoor fitness area. Celebrating our tenth year with LSPR, campers will experience a new wildlife adventure each day! Weather permitting, the campers go on daily nature hikes to explore the wildlife of Legacy Park. Bird watching data is entered on eBird so parents & campers can keep track of species observed at home. Campers also perform crafts related to each day’s subject and of course, all of your favorite scaled and feathered friends from Animal Wonders are there daily! Our curriculum is based on the Project WILD series and matches national science standards. New in 2019, age appropriate camps - allowing for the maximum experience for each group. The Youth Girls Basketball session consists of two hours of practice a week in various elementary schools with games on Fridays evenings or Saturdays. Fee includes team shirt. Participation, 1st & 2nd Place awards provided for 1st & 2nd grades. 1st, 2nd & 3rd place awards provided for grades 3-8. Practice space is provided to each team. This is a volunteer coached league so if you wish to coach, please indicate on your child’s enrollment form and contact Jacob Johnson. Cycle Meltdown

A credentialed course designed for first responders in the workplace, safety/security personnel, lifeguards, day-care providers, youth leaders and others who may handle emergency situations. Adult, child and infant CPR is covered along with choking management and use of the defibrillator. Following ample practice time on your own manikin, skills are evaluated. Location: Games: Harris Park Community Center | Practices: TBD-Various LSR-7 gyms LSPR does not take requests for coaches. This eight-week program practices two hours a week in various elementary schools with games on Saturday and Friday evenings if necessary. Fee includes team shirt. 1st, 2nd & 3rd place awards provided. Practice space is provided to each team. This is a volunteer coached league so if you wish to coach, please indicate on your child’s enrollment form and contact Jacob Johnson. All coaches must go through NAYS training before practices begin. Practice locations and times are determined by the coach at the coaches meeting. Practices will begin the week of September 3rd. Girls sign up individually and are placed by LSPR. The Gold Medal Award honors communities throughout the United States that demonstrate excellence in long-range planning, resource management and innovative approaches to delivering superb park and recreation services with fiscally sound business practices. Only two other Missouri cities have achieved this recognition—Columbia and Springfield.

CAPRA Accredited

The Commission for Accreditation of Park and Recreation Agencies (CAPRA) administers a rigorous program based on self-assessment and peer review using national standards of best practice to better promote the quality of agency services and delivery systems. LSPR was initially accredited in 2003, re-accredited in 2008, again in 2013, and now in 2018. Only five Missouri agencies have achieved this standard of compliance (Chesterfield, Clayton, Kansas City, Lee's Summit, and Springfield-Green County), and 174 nationally.

General Info & FAQ's IN CASE OF BAD WEATHER Call 816-969-1516 a half hour or less before your scheduled activity to see if it has been canceled. If the activity is scheduled at an R-7 school and school was canceled during the day, so are the activities for that evening. PROGRAM DISCLAIMER LSPR reserves the right to cancel, combine or divide classes. There may be a need to change dates, times, locations, instructors, fees or program outline revisions of any program offerings. We will give as much notice as possible for changes made. LSPR PROGRAM REFUND POLICY Satisfaction Guaranteed* In the case of a schedule conflict or inability to attend a program, a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned. Administrative fees withheld from team leagues may vary depending on time of withdrawal and schedule release. The amount withheld will be approved by LSPR’s Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. In order to receive a full refund, the participant may need to meet with the program supervisor. Refund checks or credits to credit cards will be processed within 14 business days. We are unable to refund Camp Summit enrollment fees, and activities/tickets that are provided by another organization or business. *We are unable to refund activities provided by other organizations or businesses (i.e., theme park tickets, etc.). 24 HOUR CANCELLATION POLICY A 24 hour notice of cancellation or change in contracted services, like massage therapy, personal training and private swim lessons, is required. If an appointment is canceled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

FINANCIAL ASSISTANCE In order for LSPR to ensure all residents have an opportunity to enjoy the benefits of the many programs offered, a special work program has been developed. The Work Program offers a trade in service hours to the department for financial assistance to participate in programs and activities. If circumstances prevent a patron from participating in the Work Program, a request can be made to utilize funding from the Angel Program, which is made possible through private donations and grants. INCLUSIVE STATEMENT LSPR provides recreation programs which are open to all residents in the city and seeks and supports participation by all citizens with a variety of interests and abilities. If you or a family member needs accommodations or support to participate in LSPR programs, please contact us during the enrollment process. WHY KEY FOBS? For your convenience! The Key FOB is easy to carry with you, as it slides onto your key ring. In addition, the Key FOB allows LSPR to better track attendance, to know who is using the facilities and saves time when registering for programs or swiping in at facilities. Stop by anytime to pick up your free Key FOB at any of our facilities so you can start carrying your Key to Fun! Replacement FOBs are $1. SAY, “CHEESE!” LSPR staff may take photos of activities. These photos may be used in future issues of Illustrated, on the website, social media pages, brochures, articles, ads, etc. Thanks for saying cheese! Camera Policy: No person shall use a camera, cell phone, or PDA in any changing room or washroom in LSPR facilities. Please report any actions to the contrary. USE OF DRONES IN PARKS The operation of radio-controlled motorized aircraft in a park within LSPR jurisdiction is not permitted without prior approval from the Lee’s Summit Parks and Recreation Department. Permission to use a radio controlled motorized aircraft may be granted on a case by case basis if request demonstrates a specific public need for the radio controlled motorized aircraft usage and does not constitute an infringement on the public’s use of the parks, a danger to patrons within the parks, or violates park user privacy. The operator of the aircraft will be expected to follow all FAA guidelines including contacting the Lee’s Summit airport. LSPR is committed to providing a safe environment for patrons who choose to enjoy the park system.

Dog Park Rules 1. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters, and rollerblades). 2. To create a positive experience for you and your dog, make sure your dog knows how to appropriately socialize with other dogs before using the park. 3. Dogs that exhibit aggressive behavior are not allowed in the park. 4. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression. 5. Handlers are responsible for any injuries caused by dog(s) under their control. 6. Park users and dog owners assume all risk related to this use of the dog park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area. 7. All animal-to-human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of Lee’s Summit Ordinance # 5.53. 8. All users of the park shall obtain and display a City of Lee's Summit dog license. Dog license and vaccination tag shall be on a collar or harness. City of Lee’s Summit Ordinance # 5.82. 9. No dogs under 4 months of age are allowed. 10. All dogs visiting the park must be spayed or neutered. 11. Female dogs in heat and dogs with fresh wounds are not allowed in the Park. 12. Dogs must be under voice control of their handler and in view of their handler at all times. 13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area. 14. No dogs are allowed within the off-leash area while restrained by a leash. 15. Spiked collars are not allowed. 16. Children under the age of 5 are not allowed in the off-leash area. 17. Children between ages 5-8 must be supervised by an adult. 18. Handlers must be a minimum of 16 years old. 19. Handlers must have possession of the dog leash at all times. 20. Only two dogs are allowed per handler. 21. Handlers must “scoop the poop” and dispose of waste in designated park provided container. 22. Handlers must repair all holes and damage done by their dog under their control. 23. No animals other than dogs shall be permitted in the area. 24. Dog Park Hours of Operation 5 AM to 9 PM (or sunset, whichever occurs first).

Public Participation Park Board meetings are the fourth Wednesday of each month, 6:00 p.m. at City Hall, 220 SE Green St. The public is permitted to speak during the “Comments from the Public” portion of the meeting by following this procedure: 1. Fill out a public participation form (available at main office or at LSParks.net);

• Shelter Reservations can be made in person at the Main Office in LS City Hall, M-F. 8 :00 a.m. - 5:00 p.m., or online at LSParks.net • Reserving a shelter does not give exclusive use to playgrounds or other amenities, only the shelter. • Garage sales are not permitted in the parks. • Petting Zoos, Horses, Carnivals, Personal Water Slide, Pools, and Music Concerts are NOT allowed. • Electrically amplified music is not allowed. • Motorized vehicles are allowed in designated parking areas only.
