FOR A BETTER LENEXA | 2022 YEAR IN REVIEW

If you navigated orange cones through a long work zone, clapped as dirt flew in the air at the Justice Center groundbreaking or watched drone footage of a gaping trench forming across 87th Street Parkway, you know big things were happening in Lenexa in 2022.

While they didn’t have the pizzazz of a parade’s return after a multi-year hiatus or the impact of dynamite blasting rock for new sewer pipes, some of the most exciting stories of 2022 happened behind the scenes. Designs are being honed for new recreation buildings, public safety facilities and park amenities. Departments developed strategies for providing even better public service. Teams worked on a guide for how land uses will shift in Lenexa over the next 25 years. In this special edition of TownTalk, we’ve highlighted some of the top success stories from 2022 — a year when exciting long-planned projects took shape both on the ground and on paper.

Construction began on two disc golf courses at Black Hoof Park in 2022. Learn more on page 19.

Wednesday, Feb. 15, Hyatt Place & Lenexa Conference Center, 8741 Ryckert St. Lenexa Mayor Mike Boehm will give his State of the City speech in person for the first time since 2020 on Wednesday, Feb. 15, 2023, during the Lenexa Chamber of Commerce’s luncheon.

Registration begins at 11:30 a.m. Doors open at 11:50 a.m. with lunch served at noon. Mayor Boehm’s speech will begin at 12:15 p.m.

The Lenexa Fire Department was again honored as one of the nation’s top fire agencies when it was reaccredited by the Commission on Fire Accreditation International (CFAI) in 2022. This was the Department’s fifth consecutive accreditation. The Lenexa Fire Department was first accredited in 2002 and was the first department in Kansas to earn this distinction. Just 301

Lenexa’s Fire Department is one of just 114 accredited fire agencies in the United States to also earn an ISO Class 1 rating. This is the top rating awarded by the Insurance Services Office, which measures the quality and effectiveness of municipal fire protection.

Through the accreditation process, organizations examine their past, current and future service levels and internal performance, then compare them to current research and industry best practices. This process helps agencies become more efficient and effective in protecting health, lives and property.

The City is installing four ports in the southwest corner of the first floor of the Lenexa civic campus parking garage and two ports in the northeast corner of the Old Town Lenexa parking lot. All six ports are L2 chargers — the current standard for public sites. These six ports are eligible for up to $15,000 in rebates from Evergy. Drivers will pay charging fees. Several other public sites for EV charging were evaluated for the pilot program and will be considered for a future phase.

FUN FACT: The EV charging station in Old Town was installed in front of the building that once housed Lenexa’s first gas station.

On Jan. 1, 2023, the City of Lenexa officially took over operations and property at the Lenexa Cemetery.

Covering more than 4 acres southeast of 87th Street Parkway and Pflumm Road, the 150-year-old cemetery has long been owned and managed by the Lenexa Cemetery Association. Lenexa Parks & Recreation will manage the cemetery’s maintenance, plot purchases and burials — there are about 1,000 unoccupied plots.

LENEXA DOUBLES GRANT FUNDING FOR EXTERIOR HOME IMPROVEMENTS

The 2022 Exterior Grant Program helped upgrade the exterior appearance, quality and safety of nine older Lenexa homes and their surrounding neighborhoods.

The City of Lenexa awarded $36,118 to grant recipients, which resulted in nearly $100,000 in investment in these homes. All the homes were built between 1900 and 1955 in Old Town. One is a rental property.

After a tornado touched down in Lenexa over the summer, Lenexa’s crews quickly arrived on the scene to clear streets and help make way for utility repair vehicles. But our staff’s work continued many days after the storm, with a week of curbside debris pickup and weekend drop-off events.

The Exterior Grant Program incentivizes reinvestment in aging neighborhoods. Recipients may receive a 50% match in funds up to $5,000 for improvements to homes in the 25th percentile of appraised value and year built.

For 2023, applicants must have a property valued less than $292,700 and built in 1977 or earlier. Applications must be submitted in person or by mail to Lenexa City Hall, 17101 W. 87th St. Pkwy. Applications will be accepted March 1 through April 15.

Interested in a City Council topic but can’t make it to the meeting? Lenexans will be able to easily view City Council meetings online in 2023 using an interactive video recording system.

The City of Lenexa signed an agreement with Swagit Productions in fall 2022 to provide the equipment and production services needed to post recordings and provide closed captioning for Council meetings, starting with the January 3, 2023, meeting.

Lenexa City Council meetings are held on the first and third Tuesday of each month in the Community Forum at Lenexa City Hall, 17101 W. 87th St. Pkwy. Agendas, minutes and recordings for these meetings are available at Lenexa.com

High productivity and access to accurate data are critical for any public safety team. Lenexa Fire Department staff will be able to document calls more efficiently thanks to more streamlined software. Transitioning to a new records management system will improve the Department’s access to analytics.

Viewers can take in a whole Council meeting or simply skip to the discussion that interests them. The recordings will integrate with Lenexa’s digital meeting agendas, so viewers can watch sections related to specific agenda topics. The videos will incorporate media shown in the meeting, like digital presentations, maps and images.

In December, Lenexa signed a contract with a new website provider. Lenexa.com will get a fresh new look — but more importantly, we’re looking for ways to make it easier for you to find the City news and information you need. Whether you want to find the date of your favorite festival, apply for a building permit or learn about fire pit safety, we’ll work in 2023 to make the new Lenexa.com a site that serves you well.

Last fall, the Lenexa Police Department started using a new tool called SPIDR Tech to provide helpful, efficient follow-up information to callers.

Through this system, certain callers to the dispatch center receive automated follow-up text messages with pertinent information about their call, including status of the officers on their way to the incident, steps they need to take before officers arrive and the case report number.

In the days following an incident, callers can receive further texts or emails updating them on the status of the investigation, the final resolution of the case or even safety resources related to the incident.

“Incorporating SPIDR Tech enhances our communication and transparency with the community we serve,” said Lenexa Police Chief Dawn Layman. “Message recipients will receive timely, helpful information about their case. I believe this tool will further strengthen the trust and credibility our community has come to expect from our department.”

Automated messages will not be sent to calls reporting violent crimes in progress, crimes involving domestic violence, or if the caller has requested not to be contacted.

Lenexa is the first agency in Kansas and the Kansas City metro area to use SPIDR Tech.

The City of Lenexa hosted its first budget open house in 2022 to help residents and business owners better understand how we’re investing their tax dollars. Attendees could visit a series of stations and talk about the City’s financial plans with staff who create the budget and Capital Improvement Program.

Lenexa’s smart budgeting practices, “robust and growing economy” and healthy tax base will help the City save when issuing debt for projects. The City of Lenexa received AAA(Aaaa)/Stable ratings from Moody’s and Standard & Poor’s when issuing bonds in summer 2022.

2023–2027 CAPITAL IMPROVEMENT PROGRAM

Lenexa budgeted conservatively over the last several years due to the financial disruptions of the COVID-19 pandemic. But the City’s actual revenue collections were better than expected. In 2023, Lenexa will use some of these accumulated funds to finance new projects in the Capital Improvement Program (CIP).

The Council approved the 2023–2027 CIP in December. This five-year plan for major capital investments includes 41 projects totaling $245.5 million dollars — many are highlighted on the following pages.

Big, enthusiastic crowds returned to the City of Festivals in 2022 as we welcomed back Lenexa’s full schedule of major events. Whether they were taking in musical performances, browsing local art, feasting on chili samples or admiring holiday lights, the year was full of fun — often free — opportunities for Lenexans and visitors to enjoy the vibrant spirit of the city. Even when there wasn’t an event on the calendar, Lenexa’s popular gathering places brought people together for fun, food, the outdoors and company. Owner/Chef Kate Smith of Butterfield’s Bakery & Market was named a “Young Entreprenuer of the Year” by the Kansas Department of Commerce, Office of Minority and Women Business Development, and a winner of NextGen Under 30 through the Department of Commerce.

Smith started out at the Market in early 2019 selling French macarons from a day cart. She opened a specialty confections stall, Kate Smith Soirée, in June 2019 and launched a full restaurant concept, Butterfield’s Bakery & Market, in 2020.

“The Public Market’s purpose is to provide opportunities for new entrepreneurs to grow their businesses, and Kate is doing just that,” said Market Manager Tessa Adcock. “Her accomplishments signify the strong support of the Lenexa community for our local, small business owners.”

WORKSHOPS AND NEW BOARD STRENGTHEN CONNECTION BETWEEN POLICE AND PUBLIC

The Lenexa Police Department strives to build partnerships with the community that reduce crime and enhance the quality of life Lenexa is known for. Educational workshops help build trust and confidence in local law enforcement while offering smart safety advice.

Police use-of-force workshops are hosted several times each year to educate the public about this complex, often-misunderstood topic. Attendees learn about Lenexa’s policy and practices related to this topic, how we train and equip officers for force encounters and more.

Internet safety workshops help adults and parents learn how to keep themselves and their kids safe from online dangers and protect their personal data.

Citizens’ Police Academy is offered each January and September. This popular 12-week course gives attendees an inside look at Police Department operations and includes hands-on activities.

Actively seeking the knowledge and perspectives of involved, informed citizens enhances community spirit and increases accountability for efficient, equitable service. The Police Community Advisory Board held its first meetings as a formal City board in 2022. These seven appointed volunteers help analyze department strategies, facilitate community relationships, share constituent perspectives and create an avenue for great understanding between the police and the community.

Lenexa Parks & Recreation is working with a consultant team to create a new Parks and Recreation Master Plan. Watch for opportunities in early 2023 to weigh in on future programs, park locations and amenities, trail locations and more. Stay up to date at Lenexa.com/ParksMasterPlan

SAFETY INFORMATION

Fire Department staff enjoyed sharing critical fire prevention messages in person once again in 2022. After going digital with their Fire Prevention Month education for the last couple of years, staff were back in schools teaching kids fire safety basics. The Department’s annual Fire Station Open House brought big crowds in September. Fire station tours and other public programs also returned last year to the delight of participants. These public events aren’t just fun: they help connect people with fire and life safety resources and information that can protect themselves, their families and their property. Fire Department staff are already exploring ways to expand community programs for 2023, including special outreach opportunities for seniors.

Educating, training and recruiting future first responders is critical to maintaining excellent public safety services. Both the Lenexa Fire and Police departments support the Shawnee Mission School District’s Project Blue Eagle Signature Program when opportunities arise. Students enrolled in this program explore careers in fire science, law enforcement and emergency medical services.

A recently retired Lenexa firefighter joined the Blue Eagle staff as a fire science instructor. He helped train a student who joined the Lenexa Fire Department in 2022. It’s the first time Lenexa Fire has hired a graduate of the Blue Eagle program.

The Lenexa Fire Department donated an out-of-commission fire engine to Project Blue Eagle in 2022 to help prospective firefighters get hands-on training.

Lenexa Mayor Mike Boehm was honored with the E.A. Mosher Excellence in Local Government Award by the League of Kansas Municipalities in October 2022.

This award is designed to honor excellence and leadership at the highest level. It is presented to elected city officials who have demonstrated outstanding dedication to the city they serve, an active commitment to strong local government and service to the League of Kansas Municipalities.

“Mayor Boehm is a visionary leader and is well deserving of

this recognition,” said Lenexa City Manager Beccy Yocham. “Lenexa has experienced unprecedented growth and consistently high citizen satisfaction ratings during his tenure as mayor. He has given generously of his time and talent to the City of Lenexa and numerous other worthy causes which have shaped Johnson County and the state of Kansas.”

Mayor Boehm is a lifelong resident of Lenexa. He was elected mayor in 2003 and has been reelected continuously since his first term. Prior to becoming mayor, he served on the Lenexa City Council and Lenexa Planning Commission.

The City of Lenexa has long taken pride in providing employees competitive pay and benefits and an exceptional work culture. But that didn’t shield the City from nationwide hiring challenges in 2022. We started the year with 50 vacant full-time positions: a record high for the City.

Strategic enhancements to Lenexa’s compensation and benefits packages were enacted early in the year to help attract and retain excellent employees. First, several changes were made to the City’s pay plan based on a study of comparable agencies’ compensation plans.

New benefits added in 2022 include additional vacation accrual for prior service, additional personal leave during first year, six weeks paid parental leave, partial payout for unused sick leave at retirement, and free individual membership to the Lenexa Rec Center. These join existing benefits such as low-cost premiums for medical, dental and vision insurance, generous retirement options, tuition reimbursement, City-paid short-term and long-term disability plans, paid sick and personal leave and a free or low-cost on-site medical clinic.

A climate-controlled structure behind the Public Safety Complex (former City Hall building) will allow the Lenexa Fire Department to continuously provide emergency services from a sixth fire station, enhancing response times in northeast Lenexa.

Operations at this site had been limited during extreme weather conditions, as fire apparatus staged outside had to be moved from the site to prevent damage to pump equipment and medical supplies.

Staff and architects are honing designs that will transform the Lenexa Community Center/Senior Center campus. The planned improvements will create spaces for new and enhanced programs for the whole community, address functionality and accessibility issues and beautify this prominent location in Old Town.

Plans call for the two buildings to consolidate into the expanded and renovated Community Center. Senior program areas will grow, and accessibility improvements will help visitors navigate the building. Restroom and locker room updates are among other upgrades planned for the new building, which will be called the Lenexa Old Town Activity Center.

Outside the Activity Center, replacing the aging building façade materials will give the facility a fresh look. Pickleball courts, gathering spaces, and public art will make the campus an inviting gathering space in the heart of Old Town.

LENEXA JUSTICE CENTER

Construction kicked off on the future Lenexa Justice Center in fall 2022. This new facility at the corner of Prairie Star Parkway and Britton Street will serve as the headquarters for Lenexa’s Police Department and Municipal Court operations.

Features planned for the new Justice Center include:

• A public lobby and plaza area with a secure, welcoming atmosphere.

• A training facility that will allow Lenexa to develop new officers and offer continuous training opportunities for current staff.

• A safer, more streamlined layout for Municipal Court operations.

• A state-of-the-art communications center for dispatchers.

• A community room to host public events like educational workshops.

• Efficient working spaces that facilitate collaboration between officers with flexibility to add staff and new specialized units.

• Appropriate spaces for mental health co-responders to conduct outreach and follow up with citizens in crisis.

• A separate, modern space for victims and citizens to meet detectives in a safe and comfortable environment.

Disc golf is coming soon to Black Hoof Park!

An 18-hole course for both professional-level and amateur players winds through the woods north of the lake. Families will be able to enjoy a quick game at a nine-hole course just southwest of the new parking lot near the Oak Shelter entrance.

Both courses will open with a tournament on April 1, 2023.

Starting in spring 2023, visitors will be able to rent kayaks from lockers at Lake Lenexa.

Cedar Station Park is prized for great fishing at Mize Lake and a paved trail system for exploring picturesque natural areas. Design finished in 2022 for new amenities at the northwest corner of the lake that will further improve this park near Canyon Creek Boulevard and Kansas Highway 10. The first phase of construction will be built in 2023 and include a parking lot, restrooms and trail connections and improvements. A future phase will add a playground and shelter.

STREETS & STORMWATER

Prairie Star Parkway/Kansas Highway 7

The northbound and southbound exit ramps were realigned, new traffic signals were installed at the ramps, a new median was built at Hedge Lane, and bridge approaches were replaced. The improvements will help the interchange operate more efficiently while the City waits for funding to become available to reconstruct the entire interchange.

I-435/87th Street Parkway

Improvements at this busy interchange stretched from Renner Boulevard to Maurer Road. Additional turn lanes and through lanes on the I-435 ramps and a new traffic signal at the northbound I-435 exit ramp help drivers get on and off the highway more easily. New turn lanes and through lanes on 87th Street Parkway help alleviate congestion during peak hours. Trails along both sides of 87th Street Parkway make pedestrian traffic safer, and a new storm sewer system prevents rainwater from pooling on the street.

City Center North

Lenexa coordinated construction of Elmridge/86th Street from Central Green Park to Renner Boulevard and Scarborough Street north of 87th Street Parkway. The new streets and stormwater network will serve the future AdventHealth Wellness Campus at the northwest corner of Renner Boulevard and 87th Street Parkway.

Quivira Road from 75th Street to 87th Street Parkway

Infrastructure upgrades will help ease congestion at intersections and improve drainage. Lenexa replaced deteriorated curbs, stormwater pipes, medians and ADA ramps; resurfaced the street and installed new LED streetlights. Traffic signals were improved at each signalized intersection. Right-turn lanes were built at Quivira and 83rd Street, and the northbound left-turn lane onto 83rd Street was widened.

Lenexa also partnered with the City of Shawnee on improvements at 75th Street and Quivira Road. Upgrades include new traffic signals and turn lanes.

STREET RECONSTRUCTION PROGRAM

When the base of a road is bad, surface treatments aren’t an effective or financially sound option for fixing cracking, crumbling pavement. Lenexa worked with a consultant in summer 2022 to evaluate candidates for a new street reconstruction program that will overhaul the City’s worst roads.

With the lowest pavement condition rating, Falcon Valley Drive between Prairie Star Parkway and Woodland Road will be the first street fully rebuilt through the program. Construction is expected to begin in early summer 2023 and last several months. Residents in this area should watch for invitations to a project open house in early 2023.

In 2022, Lenexa resurfaced more than 47 lane miles of streets and 9,000 square yards of parking lots to help maintain their useful life. INDIAN TRAILS AQUATIC CENTER

Indian Trails Aquatic Center will undergo a major transformation next year. Extensive renovations will address the aging pool’s structural and mechanical issues and add an exciting mix of new features requested by the community.

The pool will be closed for construction through 2023, with plans to complete the project before Memorial Day 2024. It will open with a new name selected in a fall 2022 resident poll: Sar-Ko-Par Trails Aquatic Center.

Visitors can look forward to new amenities including:

• Zero-depth entry pool with interactive features for younger children.

• Climbable play feature with dump bucket.

• Lazy river with a variety of flow currents and features.

• Competition/lap pool, a deep-water alcove and several diving boards.

• Water slide complex featuring an inner tube slide and a speed slide.

• Shade features.

• New family restrooms and open-air admissions area.

A new parking lot will be built with more than 100 spaces near Indian Trails Aquatic Center. Existing parking areas will be reconfigured and extended to include a drop-off loop at the Aquatic Center entrance, bicycle parking and other improvements.

New connections and realignments will enhance the park’s namesake trail network near the new park amenities.

A new skate park is in the works just east of the existing skate park, which has deteriorated significantly. Users have been enthusiastic about the project — design workshops drew some of the biggest audiences staff has seen at an open house. The park’s new design has been shaped by this input, incorporating features that will appeal to visitors who want to enjoy skateboarding, BMX, scooters, wheelchairs or inline skating.

When the existing skate park is removed, additional parking will be built along Greenway Lane. The new skate park will be built to the east of its current location.

LITTLE MILL CREEK TRAIL TUNNEL

COMPLETED FALL 2022

Trail travelers are enjoying a safer, shorter connection between the Little Mill Creek Trail and Sar-Ko-Par Trails Park, thanks to a new pedestrian tunnel. In just five days in early August, crews dug a trench across 87th Street Parkway just east of Greenway Lane, lowered precast tunnel pieces into the hole, then buried the tunnel pieces and rebuilt the road on top. The tunnel opened to the public in November and has already been a popular destination. Tall arched entrances welcome visitors on either side of the tunnel. Safety features include an emergency call box, round-the-clock lighting and security cameras.

CHAMBER OF COMMERCE ANNOUNCES LEADERSHIP CHANGES

The City of Lenexa works closely with the Lenexa Chamber of Commerce on economic development issues. In late 2022, the Chamber’s Board of Directors announced the retirement of its longtime CEO and appointed a successor.

Chamber of Commerce CEO and Director of Economic Development Blake Schreck announced he will retire in February 2023 after serving the Chamber since 1999. In his time with Lenexa, the City gained more than 20,000 new residents, billions of dollars in new capital investment and thousands of new jobs.

The Chamber’s experienced Vice President, Ashley Sherard, will succeed Shreck. She joined the Chamber in 2002 as its Vice-President and Director of Legislative Affairs.

2022 saw major progress on a new Comprehensive Plan, which will guide growth and development in Lenexa over the next 25 years.

After an early spring visioning workshop, the project team finished the Existing Conditions Report. This analysis forms the foundation of the new Comprehensive Plan by outlining key current issues, opportunities, challenges and assets in Lenexa.

The vision statement, goals and policies were finished in August. They will form the future outline of the Comprehensive Plan and guide the project team’s work moving forward.

The project team is busy creating and analyzing different land use scenarios for Lenexa. These scenarios feature mixes of residential, commercial, industrial and other land uses with varying degrees of density. Each would have a different impact on total population, future infrastructure, vibrancy of the community and other important considerations.

The Steering Committee will recommend a preferred land use scenario in early 2023. This scenario will help design an updated Future Land Use Map — a key component of the new plan.

All program cancellations will be determined two business days before the class is scheduled to begin. All registrations are required before the 48-hour deadline. You’ll be notified if a program has been canceled or changed. If you need to cancel, call at least five business days before the program begins. Refunds only made if cancellation does not affect minimum participant number. There will be a $5 processing fee. Refunds take 3–6 weeks and are not granted after the activity begins. Some senior trips and programs have their own cancellation policies.

Whether you’re a current or future high school tennis player, this two-day mini-camp will take you to the next level. Our instructor is a certified instructor with 30 years of teaching experience and a member of the Missouri Valley USTA Hall of Fame as a coach/instructor. Buddy Pegs: Learn to Pedal Spring Break Camp (Ages

Studies have shown that strength training and other exercises done regularly not only build up bone and muscle but counteract the weakness and frailty that come with aging.
