The City of Lenexa’s Exterior Grant Program helps owners of older residential properties with lower home values to invest in improvements that enhance their property and surrounding neighborhood. It’s designed to strengthen our existing neighborhoods and assist homeowners who may not be able to make needed repairs.

Homeowners must invest at least $2,500 and are eligible for a 50% reimbursement up to $5,000.

You’re eligible if your home was built in or before 1977 and is countyappraised at or below $328,000.

HOW TO APPLY

Applications must be submitted to City Hall, 17101 W. 87th St. Pkwy., by mail or in person between March 1 and April 15. Complete application packets must include:

• A completed application form. Download the PDF at Lenexa.com/ExteriorGrant

• Bids from a contractor, or, if you’re doing the work yourself, a detailed project cost estimate.

• Proof of current homeowners insurance.

• Color photos of the areas where you are proposing to make improvements. City staff will review submissions after all applications are received. A limited amount of funds are available each year.

Applications are prioritized based on property age, condition, neighborhood enhancement and whether a housing voucher is accepted. If you’ve applied in the past but weren’t awarded funds, you can apply again.

Everyone who applies will be notified of preapproval or denial. You must be preapproved before starting work on improvements, or you will not be reimbursed.

2025 PROJECT PREVIEW

Interested in what projects are lined up across the City? The Lenexa City Council approved the 2025–2029 Capital Improvement Program (CIP) in December 2024. This annually reviewed plan outlines which major projects the City plans to build over the next five years, and how they’ll be funded. Here’s a look at which projects will be under construction in 2025.

ONGOING PROGRAMS

The budget amounts for each of these projects are for the full duration of the 2025–2029, not an individual year.

PAVEMENT MANAGEMENT

PROGRAM | $47.03 MILLION

Prolongs the lifespan and quality of the City’s streets using a proactive, data-driven approach to road maintenance. Work includes road resurfacing and curb, gutter and sidewalk repair or replacement. Lenexa.com/PMP

STORMWATER INFRASTRUCTURE

$13.8 MILLION

Analyzes existing pipes and replaces or lines them before they fail in order to reduce the risk of flooding.

PAVEMENT RECONSTRUCTION

Reconstructs failed roads where typical pavement maintenance strategies are no longer viable. Projects may also include replacement of sidewalks, curb and gutter, new sidewalks, replacement of streetlights and stormwater improvements. Ensures necessary repairs and maintenance are carried out regularly to prevent small problems from becoming larger, more expensive issues.

Replaces older streetlights with energy-efficient LED lights.

BRIDGE MAINTENANCE PROGRAM | $2.27 MILLION

Routine maintenance keeps bridges safe and extends their useful life.

IT INFRASTRUCTURE | $2.2 MILLION

Maintains and replaces foundational IT infrastructure to limit downtime due to hardware failure or avoid risking unsupported security vulnerabilities.

SIDEWALK AND TRAIL REPAIR PROGRAM | $2.1 MILLION Makes repairs to deteriorated sidewalks and trails; connects sidewalk gaps.

FIBER OPTIC NETWORK | $1.7 MILLION

Provides fiber to underserved areas; replaces or upgrades outdated equipment.

COMPLETE STREETS PROGRAM | $1.35 MILLION

Improvements designed to better accommodate all modes of transportation and include signage, pavement marking, filling missing sidewalk gaps, crosswalks, and other recommendations of the Complete Streets Plan.

SUSTAINABILITY PROGRAM | $250,000

Initiatives designed to enhance energy efficiency, reduce waste and promote self-sustainability in municipal operations and systems.

STREET AND TRAFFIC PROJECTS

95TH STREET PROJECT | $5.8 MILLION | 2025–2026

Heavy preventative maintenance is planned for 2.25 miles of 95th Street between Renner Boulevard and Noland Road. The project will include stormwater pipe replacement and lining; streetlight replacement; island beautification; spot replacement of deteriorated sidewalk, trail, curbs and gutters; asphalt mill and overlay; and new pavement markings.

SANTA FE TRAIL DRIVE IMPROVEMENTS | $3.8 MILLION

This project will add new curb, gutter, streetlights, stormwater and trail to Santa Fe Trail Drive and make upgrades to the traffic signal at 95th Street and Pflumm Road.

QUIVIRA ROAD BRIDGE OVER I-35 | $1.6 MILLION | 2025–2026

This project will replace the streetlights and fencing and remove, paint and replace the handrails.

RECREATION & TRAILS

LENEXA OLD TOWN ACTIVITY CENTER

| $12.2 MILLION

Renovations to the former Lenexa Community Center building and site improvements, including sport courts and outdoor gathering areas, will continue into early 2025. See page 16 for details.

FLAT ROCK CREEK BRIDGE REPLACEMENT | $1.2 MILLION

The bridge over Flat Rock Creek on 103rd Street will be replaced and incorporate pedestrian lanes. The City of Overland Park will fund half the project.

GATEWAY MONUMENT PROGRAM | $850,000

Existing outdated metal gateway signs will be replaced with stone monuments in the same style as Lenexa’s park signs at major entry points into the city.

83RD STREET AND LACKMAN ROAD TRAFFIC SIGNALS

$769,500 | 2024–2025

Work will continue into 2025 on a new traffic signal and pedestrian access improvements.

LACKMAN ROAD RIGHT TURN

LANE ONTO I-435 | $760,898

Work will continue into 2025 to build a northbound right-turn lane at the I-435 entrance ramp.

CENTRAL GREEN PLAYGROUND |

$713,750 | 2025–2026

The project will include new play equipment, a fitness park, trail connections and complementary amenities at Central Green Park.

FUTURE TRAILS ALIGNMENT STUDY

| $602,500

Trail expansion and filling gaps in the trail system were identified as priorities in the Parks and Recreation Master Plan. To determine the most effective connections and additions, a trail design study will evaluate grades, assess environmental impacts and ensure a more sustainable design.

OLD CITY HALL/FIRE STATION 6

PHASE 1 DESIGN | $400,000

Work is underway to assess the mechanical and structural systems of the old City Hall building at 87th Street Parkway and Monrovia Street, develop site plan recommendations and cost estimates for a future Fire Station 6.

SALT STORAGE AND FUELING STATION | $4.5 MILLION

An enlarged salt structure and new fueling station near Freedom Fields will allow Lenexa crews to serve growing areas of the city more efficiently.

LIVEWELL RELOCATION | $1.6 MILLION

The City’s employee health clinic must be relocated to the current City Hall building for the Fire Station 6 project to move forward. The former Park University space will be renovated for this use.

MUNICIPAL SERVICES CAMPUS PLAN | $300,000

The Municipal Services Center and its surrounding buildings are approaching capacity and are in need of space, utility service and security upgrades. This project will develop a plan to optimize the site for future use.

neighborly BEING

Neighbor nuisances are often unintentional. The person next door may not realize that a habit or action is negatively impacting you. The same could be true for you, too! Take a look at these common sources of frustration and see if there are any behaviors you could change to be a better neighbor. If your neighbor is guilty of any of these, a friendly heads-up could help resolve the issue.

Neighborly pet owners

Never leave pet food or water out overnight or for long periods of time. It can attract opossums, raccoons and other wildlife. Leaving food out for stray or feral cats can have negative impacts on your neighborhood and other animals.

Is your dog friendly and often off-leash in your own yard or while walking near you? Even a typically happy dog can become aggressive toward other people or pets walking on a leash. Even if your dog is nice, other people or animals may be scared of dogs. Keep your dogs leashed or inside a fenced area.

If you know your neighbor and their dog or cat, you’re more likely to recognize the animal and help it get back home if it’s loose.

It’s a good idea to check your fence from time to time to ensure that it will keep your dogs in. Dogs tend to dig under the fence or find small openings to escape.

Be sure to clean up and properly dispose of animal waste, even in your own yard. During the summer months, the odor can travel. Pet waste contains bacteria that can also become a health hazard and is harmful to water quality. We suggest you clean up your own yard at least weekly, if not more. If you don’t have the time or ability to do regular pickup, there are many pet waste cleanup services in the area.

TIPS FOR WORKING WITH THE PEOPLE NEXT DOOR

Parking problems

Inoperable vehicles must be parked in an enclosed garage or other building. You cannot park an inoperable vehicle in a driveway or on a road. They can be towed from the street.

If you have a boat, motorhome or RV, you can only park in your driveway for up to four days a month. You need to get a Temporary Parking Permit to park longer than that.

Parking your vehicle in certain areas is a ticketable offense. Don’t block neighbor’s mailboxes or driveways or park on the grass.

Water you doing about drainage?

Do you have a sump pump? Make sure your discharge location slopes away from your house while taking your neighbors into consideration. By City Code, your sump pump cannot be within 4 feet of the property line. Sump pumps that discharge over sidewalks can also make the path slippery and hazardous for neighbors walking by.

Water runs downhill and is a common problem for everyone. Any change you make to the topography of your yard — including installing a fence, shed, playground equipment or landscaping — can change the way water runs off your property. It isn’t illegal for water to run onto a neighbor’s property, but it’s always a good idea to work with your neighbor to solve and prevent drainage problems.

Swales look like shallow ditches running through your yard, often along a back lot line or between homes. They’re designed to carry water during the heaviest rain events. Don’t block swales with construction or landscaping, which could cause drainage issues in your yard or next door. Keep common larvae habitats like bird baths and pet water bowls fresh or empty when not in use to keep the mosquito population down.

When it’s time to drain your pool for the season, make sure the water is draining at the right speed and in the right direction. Don’t let it flow onto a neighbor’s property.

Establish a 9 p.m. routine

Ring in the new year with a resolution to stay safe! Establish a nightly routine for your family to ensure your home and cars are not easy targets for thieves. Make it a habit every evening to take these basic crime prevention steps around your house:

• Turn on porch lights.

• Bicycles, lawn equipment and power tools should be put in the garage or moved to the back yard.

• Close garage doors.

• Bring in valuables from your car such as electronics, purses/bags and firearms. These items are highly targeted by thieves.

• Lock car doors and activate alarm, if equipped.

Set an alarm on your phone or put a sign on your refrigerator to remind you of this routine every night. Better yet, turn it into a family activity that could teach some basic principles of safety and crime prevention to younger ones.

Come learn about the inner workings of the Lenexa Police Department! This popular 12-week program starts every January and September.

Applications are open for the next class, which begins Jan. 8 and runs weekly until April 2. Classes are held Wednesday evenings from 6–9:30 p.m. at the Lenexa Justice Center.

Winter weather driving safety: the basics

Driving in winter weather can present unique challenges. While conditions like snow and ice can contribute to car crashes, the primary cause is typically driver error.

One such error is driving too fast for the road conditions. In some cases, it is safer and more prudent to drive under the posted speed limit if the road or weather conditions are hazardous, such as ice or snow.

Another common cause of car crashes during inclement weather is following too close, which often leads to rearend crashes. When conditions such as snow or ice are present, allow for extra stopping distance between your car and the one in front of you.

Teach new drivers how to navigate winter conditions

It is understandable to feel anxious about your teen driver navigating winter conditions for the first time. Take advantage of winter conditions to get your teen some experience driving on snow or ice in a controlled environment.

Find a safe, open space such as an empty parking lot, where a new driver can get a feel for how the vehicle handles on snow or ice. Have the driver practice slow-speed braking, gentle acceleration and general handling of the car.

This practice can build confidence in your new driver and help them feel less anxious behind the wheel.

Keep pets comfortable during the winter months

Don’t neglect the comfort and safety of your furry loved ones during extreme conditions. Lenexa City Code requires that pets left outside have access to a sound, weatherproof enclosure such as a doghouse. They must also have access to clean, unfrozen, drinkable water.

For extra warmth, doghouses can be lined with straw, hay or blankets. If possible, try to position the doghouse away from prevailing winds, ideally next to a larger structure like your home. Also, consider investing in a heated water bowl. This will keep your pet’s water from freezing over in the cold.

SUMMER CAMP COUNSELORS

New Activity Center will serve all ages and stages of life

The new east side of the Lenexa Old Town Activity Center (formally the Lenexa Community Center) is complete. This addition, known as the Haskins Wing, will serve as a space for community building, enrichment and education. Programing that once took place at the Lenexa Senior Center has moved into this new space and the Senior Center was demolished to make space for outdoor amenities that will bring new life to Old Town.

What to expect next

Work on the west side of the building, the main entrance, is now underway. Staff are currently exploring new program offerings for early childhood, school-age youth, families, seniors and people 50-plus. Once renovations are complete later this year, the center will expand its operating hours and add additional programs.

We’ve made a few changes to make it easier for customers to find the activities they’re looking for and to discover other programs you may find interesting.

• Early Childhood is for kids ages 5 and younger. Sections under this category include Aquatics, Enrichment and Sports/Fitness.

• School-Age Youth includes Aquatics, Camps, Enrichment and Sports/Fitness.

• Adult includes Aquatics, Education, Enrichment and Sports/Fitness.

• 50 Plus includes Education, Enrichment, Sports/Ftiness and Trips. This category includes all the programs from the previous Senior category, plus expanded activities for active adults.

For every sales tax dollar collected in Lenexa, nearly 40% comes from visitors, not residents.

FUNDING FOR PAVEMENT, PARKS & TRAILS

In 2008, Lenexa voters approved the 3/8-Cent Sales Tax to fund pavement maintenance, park improvements and recreational opportunities. The tax raises about $10 million a year, or about 20% of the City’s budget for major capital projects.

Nearly every Lenexa street has been resurfaced through the Pavement Management Program, including resurfacing, spot sidewalk repairs and curb and gutter replacement. This program extends the useful life of streets efficiently and economically. 3/8-Cent Sales Tax dollars are leveraged with Johnson County CARS program funds to make maintenance dollars stretch even further.

If the Sales Tax is renewed, this funding would help Lenexa maintain its aging, growing street network. The resurfacing techniques we use extend the useful life of a street by 8–10 years. Regular street maintenance prevents expensive, disruptive future repairs. Future Sales Tax funding could also be used for street reconstruction projects and pedestrian and cycling improvements identified in the Complete Streets Plan.

About 60% of the Pavement Management Program’s funding comes from the 3/8Cent Sales Tax.

Playground Replacement Program

The Playground Replacement Program has replaced playground equipment in nearly every city park.

Lenexa Rec Center and civic campus

The Lenexa Rec Center, a top community goal from Vision 2030, opened in 2017. This facility at Lenexa’s civic campus was designed to meet the needs of Lenexans of diverse ages, interests and abilities. The last debt payment for the building’s construction will be in 2028. Lenexa.com/RecCenter

Pool projects

Sar-Ko-Par Aquatic Center opened in 2024. The former Indian Trails Aquatic Center was rebuilt with water slides, a lazy river, climbing and interactive features and other attractions chosen by the community. Lenexa.com/Pools

Ad Astra Pool will be reconstructed in 2025–2026. This aging pool had ongoing structural problems since it opened in 1988 and needed to be rebuilt to stay in operation. A robust community engagement process shaped final designs for the pool. Lenexa.com/PoolProject

Trail improvement projects

The 3/8-Cent Sales Tax will fund about 70% of the Ad Astra Pool project.

The Little Mill Creek Trail, Lenexa’s most popular trail, was reconstructed in 2024 with 3/8-Cent Sales Tax funding. New trails along 79th Street, 95th Street and Lackman Road were built with Sales Tax dollars. These new connections filled critical gaps in Lenexa’s multiuse trail network, connecting parks, neighborhoods, schools and business districts. Trail renovation and resurfacing projects funded by the Sales Tax (not pictured on the map) include those at Wild Bill Hickok Park, Parkhurst neighborhood and Oak Valley Trail.

If the Sales Tax is renewed, it would be used to expand and improve the multiuse trail network throughout the community. The Parks and Recreation Master Plan and Comprehensive Plan (adopted in 2024) identified a map of future trail locations to enhance connectivity and provide more recreational opportunities.

Future Parks & Recreation opportunities

If the Sales Tax is renewed, it could help fund many recommendations of the Parks & Recreation Master Plan approved in 2024. These include improvements to existing parks, development of new parks and new amenities like sport courts, dog parks and splash pads. This communitydriven plan — funded by the 3/8-Cent Sales Tax — provides direction on future program offerings, facility construction and management, park amenities and budgeting. Private and Semiprivate Swim Lessons

Our swim instructors create a program to help each student reach their personalized swimming goals. Each lesson includes four 30-minute sessions. Semiprivate lessons are available for two students at a similar level. Classes are held on Sunday mornings and Monday and Wednesday evenings. Private lessons: $115 for members; $125. For February’s event, Marla Day, curator of Kansas State University’s Historic Costume and Textile Museum, will present “Dress for Success: Nelly Don and American Fashion.” Nelly Don, a Parsons native, built a fashion empire on the vision that women deserved affordable, stylish clothing regardless of means or status.
