PAVEMENT MANAGEMENT PROGRAM ROLLS AHEAD As the tulips and fresh grass sprout up around Lenexa, so will the orange cones. More than 40 lane miles of Lenexa streets are scheduled to receive surface treatments starting in early spring to help maintain a quality street network. Lenexa takes a proactive approach to road maintenance through its Pavement Management Program. Strategically applying new surface treatments improves the look and rideability of our roads and prevents costly, disruptive future repairs. Lenexa has budgeted $6.8 million for preventative maintenance in 2019. Work will occur across the city. Planned projects One of Lenexa's most well-known stretches of roadway is scheduled for mill and overlay work this year: 87th Street Parkway from Pflumm Road to Quivira Road. Half of this project will be funded by Johnson County's County Assistance Road System program.

About 11.5 lane miles of streets in business parks near I-435, plus a section of Clare Road between Prairie Star Parkway and 83rd Street, will also receive a new surface treatment. About 12 lane miles of residential streets in neighborhoods scattered throughout Lenexa will receive a coat of ultra-thin bonded asphalt surface (UBAS). Application of UBAS moves quickly, and you can drive on the new surface soon after it is applied. In addition to applying new surface treatments, crews will also repair deteriorated curb and sidewalks in the residential areas and upgrade curb ramps. Quick tips: Get an early start on outdoor home improvements Even before grass starts to sprout, there's still plenty to do outdoors to make sure your home is in top shape and compliant with City codes. Here are a few often-neglected early spring tasks that our Community Standards staff spot each year: • Complete any fall yard clean-up you didn't finish last year to prevent patches of grass from dying. • Pick up pet waste. It's not only unsightly and smelly — pet waste is also a major source of bacteria in streams. • Check gutters, exterior walls and windows for signs of wood rot and other damage. If your home needs repair work, get bids early, as many contractors book fast in the warmer months. • Check your driveway, walkway and sidewalk conditions to ensure there are no trip hazards like cracks or vegetation. People will be out walking soon.

HEALTHY YARDS EXPO April 6, 9 a.m.–2 p.m., Shawnee Civic Centre, 13817 Johnson Dr. If you're looking for greener, smarter or more eye-catching ideas for your lawn and garden, mark your calendar for the 10th annual Healthy Yards Expo!

Lenexa celebrates Arbor Day

At this one-stop learning event, you can get expert advice from tutorials and seminars, get a free soil test, shop at a native plant sale with more than 1,000 plants and win door prizes. Kids can also enjoy a free puppet show and crafts.

In addition to providing beautiful foliage and shade on warm days, trees play a vital role in our community. According to the National Arbor Day Foundation, trees increase property values, reduce energy consumption, improve air quality and provide crucial habitat for wildlife.

Don't forget to stop by Lenexa's booth to pick up helpful guides and ask for tips on healthy lawn and garden practices!

Plant a free sapling After the Mayor signs the annual Arbor Day proclamation at the April 16 City Council meeting, free redbud tree seedlings will be available in the lobby of City Hall, while supplies last. Take one and plant it in your yard!

Visit Johnson.K-State.edu to learn more about the event, find instructions on how to take a proper soil sample and view a schedule of free seminars.

Help us maintain the urban forest Be a good caretaker of the trees on your property by learning about proper tree maintenance, including pruning in the right of way, and identifying diseases and pests. Find useful tree care tips at Lenexa.com/ Parks or ArborDay.org/Trees/Tips.

The Healthy Yards Expo is a partnership between Johnson County K-State Research & Extension, Johnson County Stormwater Management and the cities of Lenexa, Olathe, Overland Park and Shawnee.

SPRUCE UP YOUR LANDSCAPE WITH OUR TOP TREE PICKS Are you planning to plant a sapling this spring? From stately street trees to backyard shade trees to stunning ornamental varieties, our stormwater staff have selected 10 favorite trees that are naturally adapted to the area to thrive in your landscape for many years to come.

DAWN REDWOOD H: 40–50' | W: 15–25' This fast-growing tree has a pyramidal shape, exfoliating bark and fine leaf texture. It's best used as an ornamental or street tree. Plant in moist soil.

KENTUCKY COFFEETREE H: 50–60' | W: 40–50' This tree is known for winter interest, with large, bean-like pods. It can be planted in any soil condition, wet or dry, but must receive full sun. Plant away from power lines, structures, sidewalks and sewers.

SWAMP WHITE OAK SHUMARD OAK H: 60–70' | W: 40–50' This is a great shade tree that tolerates drought, pollution and compacted soil. It displays vibrant redorange fall colors and produces acorns.

H: 60–70' | W: 30–40' This oak prefers sun and is good for acidic, moist, well-drained and wet soils. It is drought tolerant once established. Fall colors are yellow, bronze and red-purple. It produces acorns for wildlife.

REDBUD H: 20–30' | W: 25–35' This very adaptable tree produces pinkpurple flowers on bare branches in the spring, followed by heartshaped leaves. Plant in a more protected area; a good understory tree.

SUGAR MAPLE H: 50–60' | W: 50–60' This slow-growing tree is worth the wait! Known as the perfect shade tree, it has gorgeous fall color, is heat tolerant and is leaf tatter resistant.

FLOWERING DOGWOOD H: 12–15' | W: 20–30' Grown mainly for spring flowers, this tree can also have spectacular fall color. The horizontal branches give it a layered look. Use only in partial shade or as an understory tree.

BOX ELDER H: 35–60' | W: 30–60' This drought-resistant native is an easy-togrow, very adaptable maple. It helps to shelter wildlife and stabilize stream banks.

PAW PAW H: 20–30' | W: 15–25' This tropical-looking tree has thick, drooping leaves and reddish-brown flowers. Its edible yellow fruits taste like a banana. Plant in moist, rich soil in either sun or shade.

BALD CYPRESS H: 50–70' | W: 60–80' This stately tree likes water and will grow knobby "knees" at the base of its trunk in wet situations; it will tolerate dry locations, too. Its ferny leaves fall in autumn.

THINGS TO THINK ABOUT BEFORE PLANTING YOUR TREE Location: Where will the tree be planted? What is the sun/shade situation? Is the area wet or dry? Is the area windy or sheltered? What type of soil will the tree be planted in? Expectation: Do you want a tree that blooms? A shade tree? A tree with great fall color? What shape do you want? Future care: What are the watering and pruning requirements? Are you going to maintain the tree? Will a lawn care company care for the tree?

QUICK GUIDE TO OPEN BURNING Whether you're looking to burn a pile of winter storm debris or clear a field for fresh spring growth, you'll need a permit from the Lenexa Fire Department to help make sure you're protecting the safety of people and property. Some of our open burning regulations recently changed. We've highlighted the basics for three common types of burning permits below. For full requirements and restrictions, view Article 3-5-D of Lenexa's City Codes at Lenexa.com/CityCode.

The types of burn permits listed are for burning natural vegetation like branches and brush. No refuse (household trash) or construction lumber materials are allowed to be burned. AT RIGHT: Lenexa's stormwater crews use prescribed burning to manage native plants at sites like Lake Lenexa (pictured) and city parks.

RESIDENTIAL BURNING

PRESCRIBED BURNING

USE THIS PERMIT TO: Burn brush, branches, limbs and natural yard waste at home. Residential (one- and two- family dwellings) burning permits authorize the open burning of land clearance materials from the permitted property.

USE THIS PERMIT TO: Burn off plants like prairie grasses and wildflowers to promote fresh growth. A prescribed burning permit authorizes controlled open burning for the purpose of vegetation management of stands of prairie grasses and stormwater-related green infrastructure practices.

SIZE/DISTANCE RULES: The burn pile may not exceed 8 feet in diameter and 6 feet in height and must be located at least 50 feet from structures or combustible materials GET A PERMIT: Applicants must obtain a permit from the Lenexa Fire Department station closest to their house. Later this year, residential burn permits will be available online. Applicants must acknowledge and agree to the permit requirements and pay a $25 fee before the permit is issued. OTHER BURN PERMITS Burn permits are also required for bonfires, ceremonial fires and commercial burning. Go to Lenexa.com/Fire to learn more.

DISTANCE RULES: Prescribed burning may not be conducted within 25 feet of any structure.

DISTANCE RULES: Agricultural burning may not be conducted within 200 feet of any structure.

GET A PERMIT: Applicants must contact the Lenexa Fire Department Prevention Division at Fire Station #1, 913.888.6380, for permit application. These permits will only be issued to the landowner and burning must be supervised by an individual who has completed an approved training course.

GET A PERMIT: Applicants must contact the Lenexa Fire Department Prevention Division at Fire Station #1, 913.888.6380, for permit application. These permits will only be issued to the landowner and burning must be supervised by an individual who has completed an approved training course.

BURN BANS: The Lenexa Fire Department will not issue burn permits during the month of April due to a countywide burn ban established by the Johnson County Department of Health and Environment. Burn bans may also be issued by the Lenexa Fire Department due to high winds, extremely dry weather or when conditions are not favorable for open burning.

(Facing north toward Old Town) In place of the current Senior Center, the plan proposes creating a public plaza at the southeast corner of Walnut Street and Pflumm Road. It would feature flexible lawn space, pickleball courts connected with the Community Center, a dedicated area for drop-offs or food trucks and outdoor seating.

(Facing north over Scouting Park at 94th Street and Haskins Street) Ideas for Scouting Park improvements along 94th Street and Haskins Avenue include a relocated community garden, trellises and shelters for shade, more landscaping, sidewalks and public art.

PLAN FOR MAJOR UPGRADES TO OLD TOWN COMMUNITY AND SENIOR CENTERS PRESENTED In January, the Lenexa City Council reviewed preliminary plans from a study that, once fully realized, would transform the block of Old Town occupied by the Community Center, Senior Center and Scouting Park.

The resulting design concepts create more spaces both inside and outside that can be used by people of all ages. At full buildout, the plan would serve residents for 20–25 years. Proposed changes include:

Renovating the nearly 40-year-old Community Center could be an effective opportunity to reinvest in Old Town, improve accessibility and operations, and expand recreation programming — especially for a growing senior population. Revamping the Community Center/Senior Center site was identified as a top priority in the Parks Master Plan of 2012. The New Look at Old Town Study from 2015 recommended combining the two buildings and creating an outdoor gathering space for Old Town.

• Renovating the Community Center lobby, kitchen and restrooms, adding a flexible program room, and addressing accessibility issues.

Using federal Community Development Block Grant (CDBG) funds, the city hired SFS Architecture last fall to conduct a feasibility study to rehabilitate the Community Center/ Senior Center site. The consultants looked at how the current spaces are used, evaluated operational and accessibility challenges, and explored how to best address consolidation concerns while meeting community recreation needs.

10 • TOWNTALK

• Moving the Senior Center into space on the east side of the Community Center, with expanded capacity, updated amenities, a new entry, and parking and accessibility improvements. • Replacing the existing Senior Center building with a public plaza that features active green spaces and a food truck plaza. • Reconfigured parking lot. • Improvements to Scouting Park such as new shelters, trellises, landscaping and public art. Members of the Governing Body commented favorably on

The concept for a new senior programming recreation room in the Community Center is 300 square feet larger than the current Senior Center space. It seats more people, could be partitioned for different activities, and would have adjoining restrooms, better audiovisual technology and a more efficient kitchen.

(Facing north) The east side of the existing Community Center would be renovated to house senior recreation programming, with a separate public entrance, adjacent parking, and improved indoor ramp access to the west side of the building, which is at a higher elevation.

New RideKC microtransit available in eastern Lenexa Looking for an easy way to get around in eastern Lenexa? RideKC is now offering an on-demand service to connect you to work, school, shopping and more through its six-month microtransit pilot program. The microtransit program will allow you to use an app on your phone to request a ride anywhere in the service boundaries — Shawnee Mission Parkway to the north, Metcalf Avenue to the east, 119th Street to the south and Renner Boulevard to the west — Monday through Friday 6 a.m. to 8 p.m. This includes Johnson County Community College. Each ride costs $1.50. To book a ride, either use the microtransit app or call 816.512.5510. Be sure to allow ample time to arrive at your destination. This is a ridesharing program, so there may be others in your vehicle using the service.

the plan and said they looked forward to further studying and discussing these concepts. The study recommendations break the project into three phases. Community Center improvements would happen first, followed by a consolidation with the Senior Center, and then the surrounding parking and green space alterations. The estimated cost to construct all phases at the same time is around $5.2 million. This rehabilitation plan is on the city’s wish list to be considered as part of the Capital Improvement Program budget as early as 2020. If the project secures funding, the preliminary concepts will be refined into detailed final designs. In the meantime, the city intends to use CDBG funds to make minor facility accessibility improvements this year.

Using the microtransit app is simple: 1. Go to your app store and search “microtransit” in your app store to download the app. 2. Create a free account with the app (Your information will not be shared, but you will need to include your mobile phone number if you would like to receive text message notifications). 3. Confirm your pick-up location and select your drop-off location. These must be within the service's region parameters shown on the map. Change your pick-up time by tapping “ASAP” and selecting a new time and date to schedule your ride. 4. Select the number of passengers with you, and if you need a wheelchair-accessible vehicle. Tap "Request Ride" when ready. Get more information or download a coupon for four free rides at RideKC.org/microtransit.

Meet up at the

MARKET As the vision for our new downtown, Lenexa City Center, evolved, local leaders knew that private development would bring in residences, retail and office space. But a true city center is about more than geography — a thriving, iconic downtown unites and speaks to a community's identity. It's both the physical and cultural heart of a city. A downtown should bring people together. In short, it needs a third place. “What suburbia cries for are the means for people to gather easily, inexpensively and pleasurably...” sociologist Ray Oldenberg explains in “Our Vanishing Third Places.” “Most needed are those ‘third places’ which lend a public balance to the increased privatization of home life. Third spaces are nothing more than informal gathering places. The phrase ‘third places’ derives from considering our homes to be the ‘first’ places in our lives, and our work places the ‘second’.” While exploring other cities’ downtowns and city centers, city leaders were inspired by how community gathering spaces like the Milwaukee Public Market created public places for residents to meet and connect while shopping, eating and hanging out. The concept for Lenexa Public Market — a place where people could come together over food and shared experiences — became a key component of City Center driven by the city. Step into the Market today, and you'll see that vibrant social atmosphere coming to life as family, friends and co-workers gather to shop for local products, dine on an ever-changing array of dishes, celebrate at engaging events and build a thriving community together. Photo by Lauren Walke

Come together over food & a frothy latté Few activities bring people together like sharing a meal — or a cup of coffee. It's why some of the most iconic third places of yesteryear include pubs, taverns, meeting houses and diners. At the Public Market, a variety of anchor restaurants and food stalls cater to diverse tastes, by design. And the open food hall-style atmosphere encourages visitors to put down their phones and chat with someone. “From the very beginning, we wanted to be a part of building this community space with the City. Coffee is a connector, and really, the perfect vehicle for helping to create that sense of place whether you are meeting an old friend or someone for the very first time. “We strive to be approachable to all members of the community at The Roasterie, and truly want the experience to be extraordinary so you are comfortable grabbing a coffee and hanging out for a while.” - Mike Valent, Chief Culture Officer, The Roasterie

Celebrate community at unique events Here in the City of Festivals, we know that events play a key role in connecting a community. The Market offers an ever-evolving mix of activities from lively festivities to intimate gatherings. Two upcoming events you'll want to take note of:

Between families playing classic board games on the couch or a focused telecommuter working away in a quiet corner, there are always signs that the Market is becoming an established hangout. “The mission of the Market is to create a place where the community can connect, whether that is over a pizza or a cup of coffee, in costume at a Halloween event, or while enjoying an intense game of Uno. We’ve only been open about 17 months, but feel like we have started to become the community’s third place.” - Carmen Chopp, Lenexa Public Market Manager

2019 SEASON Saturdays April 27–Oct. 26, 8 a.m. to noon Tuesdays May 28–Aug. 27, 9 a.m. to 1 p.m. Lenexa civic campus

We're getting ready for a fruitful second season More than 20,000 people visited the Lenexa Farmers Market during our communityfilled first year in 2018. The Market featured more than 30 local vendors, the work of six artists and 12 musicians, and was supported by 10 sponsors. Your purchases had a ripple effect: boosting our local economy, supporting jobs, and strengthening the local food system. As we enter our second season, we're continuing our commitment to serving as a truly local farmers market by only allowing products sourced within 250 miles of Lenexa. You'll spot many new faces and products in addition to some of your favorite returning vendors. We've kept features you've loved — like music on Saturday mornings and artist of the week — and made changes based on your feedback — like adjusting our Tuesday hours.

Seasonal Produce Guide The availability of products is highly dependent on favorable weather conditions. Here's what you might expect during the first two months. We are excited to plant the seeds for continued growth and change this year. Here’s a way you can help! Have a business you think would thrive at our market on Lenexa’s civic campus? Like to perform music or share your passion for fine arts? Know a company that would like to engage with our shoppers? We are currently seeking vendors, musicians and artists, plus there are also sponsorship opportunities available. • All vendor products sold at our Farmers Market must be farm-grown or crafted by the vendor (no mass-produced resale items) within 250 miles. • Musical entertainment acts are paid and must be able to perform a two-hour set. • Featured artists are juried and must be located within 250 miles, and all items sold must be handmade by artist.

Napoleon Bonaparte, the First French Empire and the Limits of Glory (Ages 55+) Even today, Napoleon Bonaparte is a controversial figure. This course examines the Napoleonic era, beginning with his role as part of a three-man consular government, the reforms that protected the key elements of the French Revolution while limiting the excesses, which continue to this day. Why Napoleon, defeated and exiled to a speck of land in the south Atlantic, is considered one of the great commanders of all time, is the final aspect of this complex period that will be examined.
