Lenexa City Center Library opens June 2 The newest branch of the Johnson County Library completes the Lenexa civic campus Lenexa City Center Library is the newest member of the Johnson County Library family. When it opens on Sunday, June 2, the two-story Lenexa City Center Library will occupy a wider footprint and house a larger collection than the Lackman branch, and it will host some new features for patrons. The June 2 event will be focused on the building and its amenities, said outgoing Library Board chair Nancy Hupp. “This is a really striking and beautiful facility,” Hupp said, “and we are eager to invite our patrons in so people can start using their new library right away.” A ribbon-cutting will open the doors promptly at 1 p.m. There will be remarks from public officials, and a recitation of a work commissioned for the occasion from the emerita poet laureate of Kansas, Wyatt Townley. Activities will include tours conducted by Library staff of the new building and an opportunity to see award-winning children’s book illustrator Stephen T. Johnson’s new work of public art.

The afternoon event takes place during what will be regular Sunday service hours, confirming that Lenexa City Center joins five other branches that are open on Sundays. “We’re excited to show patrons our new branch and all it has to offer,” said branch manager Ken Werne. “I promise that you’ll get the same great services you know and love from our other 13 locations!” The 2015 Comprehensive Library Master Plan called for expansion or relocation of the Lackman branch to meet the needs of the growing Lenexa population. In 2016, the City of Lenexa invited Johnson County Library to join the development at the Lenexa civic campus on west 87th Street at I-435. The Library Board approved the move later that year. Hollis + Miller Architects, partnering with Holzman Moss Bottino Architecture, designed the roughly 40,000-sq.-ft. facility to seamlessly fit into the Lenexa civic campus. Turner

Construction Company managed construction of the new building. The Library features two entrances — the Lenexa Commons (Garage level) providing easy paths to the outdoor stage, Lenexa Rec Center and City Hall; and the Lower Commons (Market level) entrance right across from the Lenexa Public Market. Lenexa City Center Library features: • Holds Lobby with opportunity for self-check. • Drive-thru in the parking garage for pick-up and return. Hours will vary from building service schedule. • Kids’ area with a lively new Storytime house. • Easy-to-reserve study and conference rooms, free of charge. • Open on Sundays. BE READY FOR SEVERE STORMS Follow these tips from Lenexa's emergency management staff to help ensure your safety during severe weather.

Warmer spring temperatures also bring storm season, and this year could bring more severe weather risks than normal. AccuWeather’s U.S. tornado forecast shows a higher frequency of severe weather risks in the traditional Tornado Alley, and the most impacted states include Kansas. This means more potential for tornadoes and severe storms than the past three years.

Have a plan, and practice the plan

The best thing you can do to prepare for an active spring storm season is to have a plan, make sure everyone in your family knows the plan, and practice it often. Identify a safe location you and your family can easily get to in the event of a tornado. The best option is an underground space like a basement or storm cellar. If you don’t have a basement, look for a small room in your home that is close to the ground, far inside the building, and away from outside doors, windows and walls.

before a tornado hit their community in 2011, but 162 people were killed. In Beauregard, Ala., earlier this year, officials were able to send out warnings 12 minutes before the tornado hit, but 23 people were killed.

In Lenexa, sirens are typically tested the first Wednesday of every month, depending on the current weather conditions. A good practice when hearing the sirens during a test is to think what you would do if severe weather were to happen right then. Are you driving or at work or at home? Know what you would do in each situation. So, when severe weather comes, make sure you heed the warnings and take shelter immediately.

Take advantage of the variety of weather information we have at our fingertips – seek out information from sources such as: • Local news stations • App-based weather prediction services • RADAR apps on your smartphone • The National Weather Service’s Facebook and Twitter accounts

Modern weather equipment typically gives us the longest warning time for tornadoes in history, but news reports show that people often become complacent when they hear severe weather sirens. Officials in Joplin, Mo., were able to sound the sirens for about 20 minutes

Deadline to file for 2019 local election is June 3 Five positions on the Lenexa Governing Body are up for election in 2019. If you are interested in filing for election, you must do so by noon on June 3. Positions up for election are currently held by Mayor Mike Boehm and council members Steve Lemons (Ward 1), Tom Nolte (Ward 2), Dan Roh (Ward 3) and Andy Huckaba (Ward 4). If three or more people file for election for one position, a primary election will be held Aug. 6. The general election will be held Nov. 5. HONORING 35 YEARS OF LEADERSHIP, VISION AND PUBLIC SERVICE Lenexa City Manager Eric Wade can celebrate a long and distinguished career in local government when he retires in June. At the time of his retirement, Wade will have completed a 15-year tenure with the city, having been appointed in June of 2004. He is only the third person to hold the position. Wade’s career in public service has spanned 35 years. Prior coming to Lenexa, he served the public as deputy county manager in Johnson County, Kansas; city administrator in Merriam, Kansas; assistant city administrator with the City of Blue Springs, Missouri and a budget analyst with the City of Kansas City, Missouri. He has a bachelor’s degree in political science and master’s degree in public affairs from Park University in Parkville, Missouri. As city manager, Wade implements the policies of the City Council, submits a budget to the City Council and directs and coordinates the city’s departments. Under Wade’s leadership, the City of Lenexa has: • Attained AAA bond rating status from Moody’s and Standard and Poor’s, indicating strong financial management.

• Opened a new City Hall and Recreation Center, upgraded the Municipal Services Service Center and Parks Service Center and built two new fire stations.

• Provided the highest-rated city services and gained recognition both regionally and nationally for the quality of community and the work of Lenexa employees.

• Implemented Vision 2020, which included development of the nationally recognized Rain to Recreation Program and significant progress on Lenexa City Center.

• Established and continuously improved innovative employee compensation, benefit and retirement programs, which allow Lenexa to compete for the best and brightest employees. Employees now determine the city’s values and recognize those values through an annual awards luncheon.

• Made major investments in the city’s parks and transportation infrastructure, including the interchanges at I-35 and 87th Street and I-35 and 95th Street, completion of Prairie Star Parkway, the current construction of Ridgeview Road from K-10 to Prairie Star Parkway, the development of Black Hoof Park and the renovation of SarKo-Par Trails Park. • Utilized a new 3/8-cent sales tax to provide better street maintenance and reinvestment in all city parks. • Achieved record levels of private development, in part due to the establishment of sophisticated economic development policies and practices, as well as successful revitalization. • Earned accreditation and/or reaccreditation of the Municipal Services and Fire departments.

“I cannot say enough about the quality and commitment of both the elected and professional people who serve Lenexa,” Wade said. “None of the achievements listed above would have happened without extraordinary teamwork and an unwavering dedication to public service.” “Eric has had a tremendous impact on the organization as a visionary leader and public servant,” said Mayor Mike Boehm. “He has always been one to put the organization and community first.” Wade announced his intent to retire in August 2018 to allow ample time to select and train a successor. A national search was held to fill the city manager position. The Governing Body’s selection will be announced soon.

Playground Passport Are you up for the challenge? Kids will love discovering Lenexa’s fun playgrounds while figuring out the secret puzzle on the Playground Passport! To participate, visit the 27 playgrounds on the list and look for a Playground Passport sign. These signs list a letter and a number that is specific to each park. Fill in the letter for each numbered blank space on the passport. When complete, the puzzle reveals a mystery phrase about Lenexa parks.

Ways to Participate • Use the I Like Lenexa App to complete the Playground Passport on a mobile device. • Print a paper copy of the passport from Lenexa.com/GetActive, or pick up a copy at the Lenexa Community Center or Lenexa Rec Center. After solving the puzzle, turn in your passport at the Rec Center by Oct. 31, 2019. Kids ages 13 and under who complete a passport will receive a prize and be entered to win an outdoor prize pack.

Safety tips for traveling around town this summer Summertime brings more people to our streets, trails and sidewalks. Follow these tips help keep yourself and others safe! FOR DRIVERS • Before making a turn, look for pedestrians and bicyclists. • Don’t drive distracted. • Yield to pedestrians and cyclists in crosswalks, whether marked or unmarked. • Treat bicyclists as slow-moving cars. Slow down and pass when it is safe to do so, leaving at least 3 feet of space when passing. • Use caution when driving near children or pedestrians. They may not see you. Be prepared to stop. FOR BICYCLISTS • Ride with traffic. • It's OK to ride on sidewalks in Lenexa. • At driveway and street crossings, watch for turning traffic.

• Obey all traffic signs, signals, lane markings, etc. • When on trails, watch for walkers. • Always wear a helmet. FOR PEDESTRIANS • Walk defensively. • Always walk on the sidewalk. If no sidewalk is available, walk as close to the edge of the road as possible, facing traffic. • Wear bright-colored clothing. • Don’t assume vehicles will stop for you. • Cross the road at marked crosswalks or intersections. • Look before you cross the road. • Obey traffic signals — Walk and Don’t Walk signs. • Watch for turning vehicles. Make sure the driver sees you and will stop for you. • Never jump out in front of cars, even at a marked crosswalk. Wait for an acceptable gap before crossing the street.

CREATING A NETWORK FOR SAFER TRAVEL Lenexa has been working on a Complete Streets plan that will make our transportation network safer for all users, including drivers, cyclists, pedestrians and transit users. PROTECT YOUR PROPERTY FROM CAR BURGLARS The Lenexa Police Department has seen an uptick in car break-ins around the city, especially at fitness centers, public parks and daycares. The most common items stolen in these burglaries are women’s purses, which include cash, credit cards and checks. These are crimes of opportunity, taking place when a burglar sees valuable items inside the passenger compartment of a car. Simply putting the item on the floorboard or hiding with a jacket may not be enough to conceal it. These burglaries occur in a matter of seconds, with the burglar usually smashing a car window and reaching in to take the items. These burglars do not appear deterred by daylight, since most are occurring during the day, nor by the presence of others, since these parking lots usually have people coming and going. We recommend you take your purses

If stowing valuables in your trunk, we recommend doing that in advance of arriving at your destination, since burglars could be watching for people putting valuables in the trunk.

This free program will be offered twice this summer: June 10–14 and June 17–21.

In the most recent crimes, we have found the suspects to be from outside of the Kansas City metro area. The suspects are usually driving rental vehicles with out-ofstate license plates. They usually operate in pairs or small groups, with one person driving around a parking lot and another on foot, peering inside vehicles for items to steal. Once items are stolen, suspects typically go immediately to area retailers to purchase items with the stolen credit cards and checks. Do your part to help prevent these crimes by not leaving valuable items like purses and wallets inside your car and immediately reporting suspicious activity.

Participants must be 13–17 years old and live or attend school in Lenexa or have a parent/guardian who works in Lenexa. Applicants must have a minimal record of school discipline and limited/ no police and criminal contact. The applicant’s school resource officers may be contacted as part of the screening process. Make sure you’re using your fire pit safely & legally Are you planning to light up a woodburning fire pit or chiminea this summer? Recreational burning and the use of portable outdoor fireplaces do not require a permit for use at one- and two-family dwellings, provided that you follow these requirements: • Recreational burnings must be contained in an above-ground or below-ground fire pit, or otherwise protected by a metal, stone or concrete barrier.

• You may only burn traditional firewood.

• Refuse, land clearance materials or similar items may not be burned. You cannot use flammable liquid to ignite the fire.

FLAT ROCK CREEK POOL

City considering ways to improve aquatics facilities Lenexa Parks & Recreation is studying the city’s aging and heavily subsidized outdoor pools and their ability to serve community needs in a fiscally responsible way. After working with an aquatic design consultant to assess various approaches to improve the pools, draft recommendations were proposed to city leadership earlier this year. Based on City Council feedback, city staff and the consultant are researching some additional options. No final decision has been made yet about the future construction of aquatics facilities. But Ad Astra Pool will close permanently after the 2019 summer season due to its poor condition, low attendance, large size, lack of amenities and close proximity to Indian Trails Aquatic Center. The city will seek input from neighborhoods and stakeholders for repurposing the pool site at Ad Astra Park.

People feel connected because of the many social offerings, festivals, fun activities and places. They feel welcome because Lenexa is a community that is open to new ideas and new people. People are drawn to Lenexa’s interesting places, history and natural beauty. They live in safe neighborhoods with quality housing, good schools and nearby shops and services. Thousands of people participated in the Vision 2040 process over the last year. We hosted events, popped up at places residents gather and conducted surveys to gather input from every corner of the community. You can see

a map of where each participant lives below. On the following pages, you’ll see five big themes that emerged — Healthy People, Inviting Places, Vibrant Neighborhoods, Integrated Infrastructure & Transportation, and Thriving Economy. What more is there to do? To maintain what we love about Lenexa, action is needed. To take what we love about Lenexa to the next level, it will involve the entire community. The vision process was convened by the city but Lenexa’s vision for 2040 will be realized through strong community partnerships. The City Council will consider the final Vision 2040 plan in May. REGISTERING FOR CLASSES & PROGRAMS: To sign up for programs, go to Lenexa.com/GetActive. New users will need to create a household account listing each household member. All participants need to sign a release from liability form before participating in any program. Children need to have the form signed by a parent or legal guardian prior to attending a class. CANCELLATION POLICIES: All program cancellations will be determined two business days before the class is scheduled to begin. All registrations are required before the 48-hour deadline. You'll be notified if a program has been canceled or changed. If you need to cancel, call at least five business days before the program begins.
