PUBLIC CONSTRUCTION UPDATE Driving through Lenexa, you’ve probably noticed a lot of orange cones and road construction signs recently. Here’s a rundown on what major construction projects are happening now, and what improvements you can look forward to in the future!

HAPPENING NOW (OR SOON) ON CITY STREETS Ridgeview Road construction between K-10 and Prairie Star Parkway is on schedule to be completed in November 2019. Expect minor traffic impacts later this summer and early fall at the intersection of Prairie Star Parkway and Ridgeview Road as a new traffic signal is installed. In addition to the roadway project, adjacent property owners have begun grading operations in preparation for future development. Work will begin on storm sewer improvements near the Lakeview neighborhood in the vicinity of 87th Street Parkway to 93rd Street and Pflumm Road to Acuff Lane in the coming weeks. The project includes replacing and lining deteriorated corrugated metal pipe, and improving street lighting and drainage issues. The City continues to work with BNSF Railway to install wayside horns at the

two crossings in Old Town. The project will require railroad infrastructure modifications performed by BNSF, as well as improvements at Pflumm Road and Noland Road constructed by the City of Lenexa. Plans have been approved by BNSF, and the agreement between the parties will soon go to the City Council. Installation of the wayside horns is pending BNSF’s scheduling of the railroad upgrades. Work is underway on storm sewer improvements in the Cedars neighborhood generally from 87th Street Parkway to 83rd Street between Lackman Road and Mill Creek. Work includes replacing and lining deteriorated corrugated metal pipe and improving drainage issues in the area. The project should be done by winter.

DESIGN UNDERWAY Improvements to the Quivira Road corridor between 75th Street and 87th

Street Parkway are scheduled to begin in the spring of 2020. Recommendations from the Quivira Road Corridor Study will be incorporated into the project, which will include pedestrian improvements, pavement resurfacing, storm drainage improvements, new LED street lighting, traffic signal improvements and construction of new turn lanes. Design work is underway for intersection improvements and a new traffic signal at the entrance to Shawnee Mission Park at 79th Street and Renner Boulevard. Plans will be completed by the end of the year, and construction is expected to begin in the spring. Capacity improvements to the 95th Street and Santa Fe Trail Drive intersection are scheduled to begin next spring and will include new turn lanes and traffic signals. The improvements will extend northeast along Santa Fe Trail Drive to Pflumm Road in Old Town and include new curb and gutter, storm sewers, street lighting, bike lanes and a multi-use trail.


Recycling the right materials: Why it matters when the wrong plastics get put in your bin The traffic volumes at the ramp terminal intersections at K-7 and Prairie Star Parkway indicate that it is time to install traffic signals at these intersections to better manage demand. Design is scheduled to begin this fall. We anticipate that the signals will be installed during the summer of 2020 and be operational by fall of 2020. Improvements to the 87th Street Parkway and I-435 Interchange were originally identified in a study completed in 2002. Recent development surrounding the interchange has increased traffic volumes to a level where additional traffic capacity is now needed. The improvements will include additional through lanes along 87th Street Parkway and additional left turn lanes onto I-435. This project is currently under design, and final design, utility relocations and property acquisitions will occur in 2020. Work is anticipated to start early in 2021 and last through most of 2022. Related to the project — and currently under construction — is a westbound 87th Street Parkway right turn lane

to northbound I-435. The turn lane is anticipated to be complete this year and will provide improved traffic flow in the westbound and northbound directions in the interim.

KDOT HIGHWAY PROJECTS The Kansas Department of Transportation has closed the southbound I-35 to southbound U.S. 69 ramp to replace the bridge deck, rehabilitate the bridge and reconstruct pavement on U.S. 69 from the southbound I-35 to southbound U.S. 69 exit through the southern approach slab of the bridge. Work is expected to be completed by December. There will also be intermittent road closures on I-35 in both directions in the vicinity of the bridge due to overhead work. KDOT will also perform repairs on the northbound and southbound bridges on K-7 over K-10. Traffic will be reduced to one lane in both directions near the bridges through the duration of the project with accompanying ramp closures. The project is expected to be completed by mid-November.

Recycling has been in the news quite a bit over the last few months. Changes in the international recyclables market have put additional focus on the quality of your recyclables. One way you can ensure your recyclables don’t end up in the landfill is by keeping plastic film, wrap and bags out of your curbside bin. Plastic film gets caught in the machinery at the recycling facility and contaminates other recyclable materials, lowering their value. While plastic film can’t be recycled in your curbside bin, if it is clean and dry, it can be taken to several dropoff locations including many grocery stores. When recycled correctly, plastic film is processed into composite lumber or small pellets which can be made into new bags, pallets and more! SOLVING STORMWATER PROBLEMS This spring’s heavy rains brought water into places many residents have never seen it before — both inside and outside their homes. Fall is a great time to tackle drainage issues across your property. These tips from our stormwater staff can help you stay dry during next season’s downpours.

FIND THE SOURCE OF BASEMENT FLOODING How you address water in your basement depends on where the water is entering. Floor drain: Contact a plumber or Johnson County Wastewater at 913.715.8600. Walls: This is groundwater. Check your downspouts and sump pump discharge to ensure they’re draining away from the foundation. Also check the grading around your foundation to ensure that it slopes properly away from the house. You could simply need to add a few inches of soil. If these conditions seem to be in order, contact a foundation repair company. Window: Make sure windows are sealed, installed correctly and have no gaps. If you don’t have a window well cover, installing one is simple and inexpensive. Some homes also have a drain in the window well, which could become plugged.

PICK A SMARTER SPOT FOR SUMP PUMP DISCHARGE Select a discharge location that slopes away from your house and takes your neighbors into consideration. We recommend your sump pump discharge at least 10 feet from your foundation. With city permission, you can tie your sump pump drainage into adjacent city stormwater pipes and boxes directly. You may also be able to discharge sump pump drainage at the back of the curb so it drains into the street with city permission. To request a review, contact Community Development staff at 913.477.7500. By code, your sump pump discharge cannot be within 4 feet of the property line. Along roadways, due to right of way, 4 feet inside the property line typically equates to 15 feet behind the back of the curb. Moving your sump pump discharge can redirect drainage problems but may not get rid of them entirely. Even if you follow the code, you may still have some issues. Other things to take into consideration: • Having a battery backup for your sump pump is a good idea. • It isn’t uncommon for some homes to have multiple sump pumps.


KNOW YOUR FLOOD RISK AND BE PREPARED Helpful maps Check to see if you live in a Special Flood Hazard Area at RainToRecreation.org. You’ll also find a link to the Flood Insurance Rate Map and other useful information. Get insured Ask your insurance agent if your policy includes flood damage. If you rent, make sure your renter’s insurance covers flood damage. Ask for advice If you have questions on flood insurance, flood depths at your property, rules for building in the flood plain and how to protect your property against flood damage, contact our staff at 913.477.7500.

KNOW YOUR SWALES

KEEP YOUR GUTTERS TIDY Make sure your gutters are clear. If you live in an area with lots of trees, you may look into gutter guards to prevent leaves and debris from entering your gutters.

You may notice a shallow ditch running through your yard, often on the back lot line or between homes. This is a swale, designed to carry water during the heaviest rain events. During and after larger rainstorms, you may notice deeper standing or rushing water in your swale — it may even look like a creek! This is by design and prevents water from entering your home. Swales are the homeowner’s responsibility to maintain. Don’t block them with fences, sheds, playground equipment or landscaping. Swales may stay moist for a longer period than the rest of your yard. This is expected, and there isn’t much that can be done about it. To minimize dampness, make sure there are no low spots in the swale. Water runs downhill and is a common problem for everyone. It isn’t illegal for water to run onto a neighbor’s property – but it is always a good idea to work with your neighbor to solve drainage problems.

Habitat for Humanity ReStore

New and gently used, non-stained upholstered furniture in good condition, lighting accessories and rugs will be collected by Habitat for Humanity’s ReStore on Oct. 5. There is no charge to donate your items to ReStore if they can use them.

Most of the windows in this Lenexa home weren’t functioning properly, with broken glass, locks and seals. The Minor Home Repair Grant Program helped the homeowner to replace the old windows with new ones that enhanced the safety and comfort of the home.

Grant program helps residents make key exterior home improvements Lenexa’s Minor Home Repair Grant Program has helped low- to moderate-income residents make more than $126,000 in exterior repairs to their homes over the last three years. Applications are now being accepted for 2019. Eligible exterior updates include wood rot repair, paint, window replacement, door repair and/or replacement, gutter repair and/or replacement and accessibility modifications. Since this is a grant program, there is no repayment or homeowner investment required if you qualify. You may be eligible for the program if: • You qualify as low-to-moderate income (see income guidelines table below). • You have owned your home for a minimum of one year. • Your property taxes and mortgage payments are current. See application packet for additional qualifications and guidelines. Applications are due Oct. 10, 2019, and are available at Lenexa.com/TownTalk or the City Hall lobby. FIRE ESCAPE CHECKLIST Do you have working smoke alarms in your home? Is there a smoke alarm in every sleeping room and outside every sleeping area? Is there a smoke alarm on each level of the home, including the basement? Do you test your smoke alarms at least once a month?

Do you know the sound of your smoke alarms?

A hero can be a person who is courageous, performs good deeds or comes to the aid of others, even at personal risk. But a hero can also be someone who takes small, important actions to keep themselves and those around them safe from a fire. When it comes to fire safety, you can be a hero by making a home escape plan. In a typical home fire, you may have as little as one to two minutes to escape safely from the time the smoke alarm sounds. Escape planning and practice can help you make the most of the time you have, giving everyone enough time to get out.

MAKE A PLAN

Does your family have a home fire escape plan? Do you know two ways out of each room in your home? Do you know what to do when you hear your smoke alarm? (Get out and stay out.) Are all the exits in your home clear of trash and toys?

First, draw or map out the layout of your home, marking two exits from every room (typically a door or window) and a path from each exit to the outside.

Navigating a new golf cart ordinance Golf carts can be a quick and easy way to zip over to your neighborhood pool or a friend’s house — but be aware of some updated rules before you get behind the wheel. A new city ordinance was recently adopted that sets some clear rules for golf cart owners and drivers. Golf carts are only permitted on public roads where the speed limit is 25 miles per hour or less. The following regulations also apply: • Your golf cart must be equipped with headlights, taillights and

brake lights. • The operator must have a valid driver’s license. • The owner must maintain insurance for the golf cart in the same amounts set forth for motor vehicles according to Kansas law. • Golf carts cannot be driven on public sidewalks, jogging paths, or other locations normally used for pedestrian traffic.

Employee of the Year: Jeff Carlson Jeff Carlson has worked for the City of Lenexa’s Parks & Recreation Department for more than three decades. Being selected as Lenexa’s Employee of the Year in 2019 honored Jeff’s enduring contributions to our community. Today, his department maintains more than 30 parks, 34 playgrounds, 14 shelters, 12 restroom facilities, 11 buildings, as well as multiple fountains and pools. In this Q&A, we asked Jeff how his job has changed over time, and which recreation events are his favorites.

As the parks facilities supervisor, what does your job entail? The parks facilities supervisor is responsible for the design, construction, maintenance and repair of park-related structures and properties. I direct a staff of 12 and prioritize daily maintenance of our parks and amenities. Every day is a new adventure and our staff must be flexible to handle surprises, but we do our best to be proactive with maintenance. Vandalism is a factor we often deal with. What was your first job at the city of Lenexa? I started working for Lenexa in 1981 as a summer job while I was in high school. At that time, there were only three full-time employees and five high-school kids to mow and maintain everything. The city had only eight parks. Most of my time was spent mowing, which was mostly done with push mowers, along with maintaining the softball fields. How has Lenexa changed over the three decades you have worked for the city? Well, obviously, it has grown a lot! When I first started, there wasn’t much west of Lackman Road besides empty fields. The one thing that has stayed constant is the desire by city leaders, citizens and staff for Lenexa to be exceptional. We always wanted to be above and beyond our neighboring cities. Throughout the years, we have continued to ask what can we do to be different, better or offer what others don’t. What was it like when you used to live in the house at Sar-Ko-Par Trails Park? How did it happen? The city had already acquired several acres from Bob and Dorothy Rose for Sar-Ko-Par Trails Park. When the Roses decided to move, the city acquired the house and the rest of the property. I was offered the opportunity to rent the house and serve as after-hours caretaker of the park. I lived in the house for more than 15 years. At first, the house was a lot more isolated because the park was not as developed as it is today. All three of my children were raised in the house. My

kids and their friends always thought it was great to live in the middle of the park! What’s the most rewarding part of your job? The best part of my job is being part of something many people get to enjoy. Most people who use the parks are there to relax and enjoy, either by themselves or with family or friends. Every day I see people walking their dogs, kids laughing and playing on the playgrounds, in the pools, or just hanging out in the parks. It’s always been great to be a part of that. We hear Enchanted Forest is a favorite event of yours. What do you like about it? Our goal is to entertain the kids, and I think this event allows us to be creative and use our imagination in different ways. I always try to create or provide something a little different from the year before to keep it interesting. Our department works hard to make subtle changes in the hayride, displays, decorations and volunteer skits to keep it interesting for everyone to enjoy. I also think the Sar-Ko Aglow event is special. With all the different holiday lights spread out across the park, there is a lot to see. We try to add more every year, with more than 60 decorated trees and buildings. I encourage my staff to use their imagination when installing the lights and to add their individual style to make it unique. What would surprise people to know about the work of park maintenance? I am fortunate to work with a very talented staff whom I believe can do most everything. I really think people would be surprised to know how many different trades my staff and I are capable of doing. We have done everything from constructing 60-foot-long bridges to building furniture for the Rec Center. We do everything from electrical, plumbing, metal and woodworking, building playgrounds and picking up trash in the parks to maintaining the varied fitness equipment at the Rec Center.

Why is Lenexa known as the Spinach Capital of the World? In the 1860s, Charles Bradshaw, Lenexa’s founder, deeded part of his land to the railroads, specifying the irrevocable inclusion of a train depot. In the early 1930s, spinach buyers discovered rich and abundant crops in Lenexa and were willing to purchase all the spinach that could be harvested. Truck farmers brought their spinach to the Lenexa Depot, where it was loaded onto rail cars and shipped east. Thus, Lenexa became known as the Spinach Capital of the World.

How to use the new Lenexa City Center Library drive-thru Want quick access to Lenexa City Center Library materials without having to leave your car? You can return materials and pick up holds via a convenient drive-thru outside the Library in the adjacent public parking garage on Lenexa’s civic campus. You’ll need a Johnson County Library account to pick up your holds at the drive-thru. Sign in to your account and select “Lenexa Library Drive-Thru” as your Holds Pickup Location. The parking garage has two entrances, but for the drive-thru, it’s easiest to enter from 88th Street and take an immediate right into the drive-thru lane. After entering the drive-thru lane, you’ll first encounter the automated return kiosk. To pick up materials you’ve placed on hold, pull up to the staffed window beyond the return kiosk. When preparing to leave the drive-thru lane, stop first to check for oncoming traffic. Then turn left to exit the parking garage onto 88th Street.

All participants need to sign a release from liability form before participating in any program. Children need to have the form signed by a parent or legal guardian prior to attending a class.
