GREETINGS FROM THE ADVISORY BOARD CHAIRMAN AND THE MUSEUM DIRECTOR November 2017 The Lynchburg Museum at the Old Court House and Point of Honor (POH) continues to draw more and more visitors each year. From July 1, 2016 through June 30, 2017, the Museum and POH served 24,628 visitors from 50 states, the District of Columbia, and 42 foreign countries.

Three very successful exhibitions are currently in place at the Lynchburg Museum at the Old Court House.

Of special interest is the exhibition called, It was My Privilege and My Duty: Lynchburg in World War I. Many residents and their families generously shared their family memorabilia from this period. Another very special exhibition is on Firefighting in the Hill City. Early fire fighting tools belonging to the local Fire Department are on display. The third is exhibit entitled Seven Hills of History.

Lectures on such topics as “Disastrous Fires of Lynchburg,” “Architecture of the Seven Hills,” and “Lynchburg in World War I” drew large crowds. In some cases, the attendance was so large that not all who came could be accommodated in the space that was available.

Space has been an issue at both the Museum and especially at POH for some years. Point of Honor has nothing that currently meets the requirements of Americans with Disabilities Act, lacks sufficient meeting space, and sufficient bathroom facilities. Currently we are serving over 3,000 children from our partnership with the Lynchburg City Schools. Children, teachers, and parents from five grades come to learn about life in the early 19th century in Lynchburg. In addition, there is the annual Easter Egg Hunt in April and Day at the Point in October which both draw between 2,500 and 3,500 attendees each year.

After a number of years of consideration and planning, the Board of Advisors for the Lynchburg Museum System and Foundation has launched a campaign to raise the funds to build the Point of Honor Education Center. This building will adjoin the Carriage House at POH. There will be an elevator from the Carriage House ground floor and a new walkway that will offer easy access to the main level of the new Education Building. The new building will be large enough to provide shelter for the school students in inclement weather, space for lectures, meetings and other events, a catering kitchen, and adequate bathrooms.

Construction will begin once the funds to build are in hand or are firmly pledged.

The Lynchburg Museum System Foundation continues to support the Museum and POH. It helps fund exhibits, special events, and continues to add fine period objects to the furnishings at POH. We are grateful for the support of the City Council and City staff and for all who give their time, family treasures, or financial donations to support the preservation of Lynchburg’s history.

The Lynchburg Museum System Advisory and Foundation Board is appointed by City Council. The Board advises the City Council, City Manager, and Museum Director on the growth and development of the Museum System and acts as the Board for the Lynchburg Museum Foundation. The Board meets a minimum of four times during the fiscal year.

ENHANCEMENT PROJECTS The Point of Honor Education Center: After four years of planning and design, the Lynchburg Museum Foundation began the silent phase of a capital campaign to raise $1,000,000 during the year to build the Point of Honor Education Center. Point of Honor has been open to the public since 1978 and visitation has more than doubled in recent years, from 6,000 to over 13,300 in FY 2017. The current meeting space holds about 40 people and there are only two small restrooms and one water fountain for the entire site. School groups now often come with over 100 students and events such as Day at the Point and the Easter Egg Hunt draw 2,500 to 3,800 each.

Lynchburg City Schools now send five full grade levels of students on field trips and the Museum System serves a number of regional schools, homeschoolers, and assisted living facilities as well.

Tourism is also on the increase with Point of Honor and the Lynchburg Museum serving a total of 24,628 people in FY 2017 with visitors from all 50 states and 42 countries.

The current facilities cannot serve the numbers that are now being seen, none of the three buildings are handicap accessible, and storage is at capacity. With large school groups during inclement weather, we have difficulty getting everyone under roof and one can imagine 100 kids trying to use one water fountain and two small restrooms.

The purpose of the project is to add a 1,700 square foot addition to the Carriage House at Point of Honor to better serve visitors. The Education Center will provide 6 Lynchburg Museum System

space for school programs, community meetings, adult programs, and rentals for 100 people, create an elevator and at-grade pathway to provide access for those with physical limitations, and add restrooms and amenities to serve the large increases in visitor traffic. The Center will serve thousands of local students each year, help preserve and share the rich history and culture of Lynchburg and Central Virginia, and provide program and meeting space for the community.

Project estimates from two Lynchburg construction firms came in at approximately $750,000. To cover architectural fees, furnishings, landscaping, and the unforeseen, the Board set a goal of $1,000,000 for the campaign.

Point of Honor Rear Garden Project: The Garden Club of Virginia Restoration Committee (GCV), the City, POH, Inc., and the Advisory and Foundation Board agreed to a rear garden enhancement project that the GCV will fund. Work should begin in 2018.

Desmond Doss and Cary Langhorne Historic Markers: Museum Director Doug Harvey worked with local veterans groups to fund and create a Virginia Historic Highway Marker and interpretive marker for Desmond Doss. Since excess funds were raised, the group added a Historic Highway Marker for Cary Langhorne, Lynchburg’s second Medal of Honor recipient that will be erected at his boyhood home on Washington Street later this year.

Visitor Origin: Approximately 38% of visitors to the Museum and Point of Honor are from the local region, excluding special event and program audiences who are predominantly local. The remaining 62% came from other areas of Virginia, other states, and foreign countries. Each visitor is asked how they heard of the facility, where they are from, and other questions that aid programming and marketing planning.

Lynchburg City and Regional School Tours:

In FY 2017, four grade levels of students from City schools visited the Museum or Point of Honor. Grades 2, 3, 4 and 7 came for hands-on activities and tours with a total of 2,548 visiting. Five full grade levels are expected next year.

Field trips from regional county schools, private schools, and others totaled 636 students during the year.

VOLUNTEERS (total hours: 2,059) The Volunteers of the Lynchburg Museum System provided 2,059 hours of service with a value of $49,704 based on the Federal volunteer rate of $24.14 per hour. Last year, total hours were 1,855. FACEBOOK The Museum System Facebook site had 3,010 active followers currently compared to 2,606 followers at the end of last year.

TWITTER The Museum System has 557 followers currently, up from 441 last year.

INSTAGRAM The Museum System created an account in April 2017 and now has 114 followers.

SIGNIFICANT MAINTENANCE PROJECTS OR NEEDS Regular preventive maintenance was done to the mechanical systems in all buildings.

The Museum roof continues to leak during periods of ice and snow. Contractors worked again on the flashing during the year.

The columns on the front of the Museum date to 1855 and portions have rotted or cracked over time. Work is underway and will be completed this fall.

The Museum has ongoing issues with moisture buildup in the attic which has generated mold growth in vents and wall areas and spalling paint on the exterior. Buildings and Grounds has contracted with a firm to correct this problem in fall/winter 2017.

Museum Educator Whitney Roberts coordinates a teacher recertification program for a week in July each year.

Teachers earned 30 points toward teacher recertification and in FY 2016 came from Amherst, Bedford, Lynchburg, and private schools.

Each month, the Museum participates in First Fridays with free admission from 5:00 p.m. to 8:00 p.m. A special topic is chosen each month such as Lynchburg Foundry, WWII, or local tobacco history with objects and photographs on display.

FINANCIAL REPORTS: CITY BUDGET AND LYNCHBURG MUSEUM FOUNDATION: The budget is part of the City’s general fund and supports the total Museum System operation. Funds received from the Diggs Trust and the POH Capital Campaign account at The Trust Company of Virginia are deposited as revenue in the general fund to help support Museum System expenses.

As the City pays utilities, building and grounds maintenance, and related expenses on a City-wide basis, that support is not itemized in the Museum budget. See attachment A Lynchburg Museum Foundation: Enclosed is the most recent 990 tax statement for the Foundation. See attachment B

Analysis of the Data: Museum visitation is a function of many variables--weather, gas prices, tourism promotion, and others. The Lynchburg Museum began free admission on Memorial Day 2015 and this program has helped generate increases at the Museum. The Experience The James exhibit saw 13,155 visitors over its 18 month run. However, Day At at Point of Honor was rained out in October 2015 which will decrease visitors to that site by 2,000 to 3,000 people for the year. This will be offset to some degree by the dramatic increase in Lynchburg City School students with four full grade levels visiting in 2016.

Goal 2: Provide opportunities for the community to participate in Lynchburg's history.

Objective: Acquire a broader base of volunteer support for the Museum System's mission by increasing volunteer hours.

Using the federal hourly rate for volunteer service ($23.07/hour), these volunteer hours equal $51,192 in services for the Lynchburg community. Volunteerism is declining as a national trend but the museum staff will continue to make volunteer recruitment and retention a priority.

Goal 3: To provide quality experiences for visitors (local, regional, and traveling) who tour the Lynchburg Museum and Point of Honor.

Objective: To achieve at least a 90% satisfaction rating on visitor surveys completed by those who visit either site.
