LORD MAYOR’S MESSAGE If begging is done by professionals or involves violence or the threat of it, it is obviously a police matter and there are legal consequences. Begging is a criminal offence in Victoria. Of course it’s no crime to be homeless, mentally ill or down on your luck. However, those genuinely in need in Melbourne can always get a free meal and usually a bed to sleep in. Most beggars are either known to police or welfare agencies such as the Salvation Army. The money they collect usually funds drugs or alcohol. They need help.

In every project the City of Melbourne undertakes, we have our people in mind: our residents, our business owners, our workers, our students, our visitors, our tourists and our less fortunate. One issue that affects everyone in Melbourne is begging. There are three types: the aggressive, whose confronting and threatening approach is often to women; the assertive; and the passive, who sit with a little sign, motionless, for hours.
Around this time last year, after a flood of complaints, I convened two meetings of police, magistrates, the City of Melbourne, the Salvation Army and the Public Interest Legal Clearing House in which we initiated a new approach. It was clear we needed a new approach. We agreed on a plan. All beggars would be charged and required to attend court on a nominated day, but then be put on a compulsory diversion program by a magistrate. Legal representation would be available in a timely and effective way. The diversion program would be pretty basic: attend at the Salvos, and get a health check with some counselling and advice; take advantage of the available health, training and employment opportunities; and stay off the streets.
Last year, 11 people were diverted to the diversion program; six of them accessed support through the Salvation Army. A recent month-long operation of this kind in the City of Melbourne resulted in 24 people being referred to the diversion program. Of those, 15 people accessed support through the Salvation Army which has helped to provide them with a pathway to a better life. The program has achieved a 45 per cent success rate. This is an outstanding result. None of us likes to think there are people on our streets, in our city, who desperately need our help but get none - or, worse, get a criminal and legal response to a health and life problem. In this way, with all agencies working together, perhaps we can help those who need primary health or mental health services and basic support. Surely that is worth a try. This issue of Melbourne is dedicated to many other initiatives and projects which make Melbourne a better place for all people to enjoy. I hope you enjoy reading it.

A greener, better connected Melbourne that supports and inspires its residents, workers and visitors is at the heart of the second year of Council’s four-year vision for the city to be delivered through the draft 2014-15 Annual Plan and Budget. ‘Last year, Council unveiled its vision for a bold, inspirational and sustainable Melbourne. In 2014-15, we’re getting on with delivering on that vision,’ Lord Mayor Robert Doyle said.

Creating new and improved open spaces across the city, continuing the expansion of the city’s bicycle network, and completing new community facilities such as the Kathleen Syme Library and Community Centre are the highlights of a $99.3 million investment in infrastructure set out in the draft 2014-15 Annual Plan and Budget. ‘Street by street, we are greening our city by creating new parks and gardens and increasing tree cover. Block by block we are making the city safer for cyclists by installing new bike lanes, and suburb by suburb, we’re providing the very best community facilities,’ the Lord Mayor said. The City of Melbourne will deliver $374 million in services and almost $100 million in infrastructure in 2014-15 while paving the way for the largest investment in Council history, the renewal of the Queen Victoria Market.
Our draft 2014-15 Annual Plan and Budget will keep delivering quality infrastructure for a growing city and the services residents and ratepayers expect, while keeping spending growth below CPI. ‘In 2013, the City of Melbourne welcomed 11,000 new residents, making us the fastest growing municipality in Australia,’ the Lord Mayor said. ‘This is a disciplined budget that recognises the challenges and opportunities of providing for a booming population.’ To find out more about Council’s many programs and services go to page 10 and 11. We are on our way to developing a master plan for the Queen Victoria Market Precinct Renewal. Since late 2013, we have conducted two stages of community engagement. The second phase recently finished after four weeks of discussions that will shape the future of the market and surrounding precinct. Our aim is to preserve the market’s heritage and authentic atmosphere, while allowing the market precinct to evolve to meet the contemporary needs of traders, shoppers and the growing city. In the second phase of community engagement, we asked the community for their ideas on the market’s heritage, open space, car parking, access, retail, hospitality, events and activities.
WHAT ARE THE NEXT STEPS? We will release a report on the second phase of community engagement outcomes soon. These community discussions and ideas were shared on our Participate Melbourne website. REVITALISING CITY RETAIL Melbourne is fast becoming Australia’s pre-eminent shopping and entertainment destination with the recent announcement that retail trading hours are extending to 7pm nightly for an area covering two city blocks from Latrobe Street to the Bourke Street Mall. The initiative was driven by the Emporium Melbourne complex, and announced by the Lord Mayor.
The move allows shoppers to enjoy the city after work each weekday. With the inclusion of Emporium Melbourne (pictured), Melbourne Central and GPO, this retail precinct will be truly unique to Australia, boasting almost 1000 local and international retailers in a best-in-class shopping environment. Late night shopping until 9pm will continue on Thursday and Friday nights.

AIDS 2014 STEPPING UP THE PACE All eyes will be on Melbourne during July when we host the 20th International AIDS Conference, one of the biggest conferences ever held in Australia. Lord Mayor Robert Doyle said that being chosen to host such a prestigious conference cements Melbourne’s status as the preferred city for business events in Australia. ‘More than 14,000 delegates are expected to flood into Melbourne for the 20th International AIDS Conference, which will focus on the latest issues in HIV science, policy and practice.
‘Melbourne’s position as the host city highlights our commitment to ending HIV and supporting the many organisations working on the cause. Delegates and locals will also be able to enjoy the extensive range of cultural activities and events, created especially for the conference,’ the Lord Mayor said. Learn about the latest HIV and AIDS research and scientific initiatives on how the vision for an HIV-free generation can be realised.
Melbournian Emily Langridge has been cast in the beloved role of Cosette in Cameron Mackintosh’s Australian production of Les Misérables, premiering at Her Majesty’s Theatre. Emily is excited about her upcoming part in Les Misérables and sees the production as an important addition to Melbourne’s vibrant theatre scene. ‘Les Misérables is a dream show for a lot of performers, and is a show that also has a huge following with the public, so I feel incredibly lucky to be a part of something that has such a powerful effect on people. ‘Melbourne has a great theatre scene, there are some fantastic productions which have played here and 8

With a state-of-the-art library, community hub, world-class marinas and much more, Docklands is continuing to evolve into a top destination for visitors and residents alike. Docklands Coordination Committee Co-Chair Councillor Kevin Louey said that Docklands plays an important role in Melbourne being a global city. ‘We have put a lot of our innovative thinking and resources into Docklands, focusing on connecting spaces and places, and we continue to add to an already exciting program of community activities.

‘While Docklands continues to be one of the largest urban renewal projects in Australia, it still retains its strong sense of community and is becoming a place for people,’ said Cr Louey.

• Docklands currently has more than 7,000 residents, and by 2025 this is expected to grow to more than 20,000. • Docklands has 29,000 workers, and by 2025 this is expected to grow to 60,000.

LIBRARY AT THE DOCK OPEN FROM 31 MAY Our new world-class Library at The Dock offers so much and welcomes people into the new civic heart of Docklands. The three-storey design offers a traditional library collection, digital content, free Wi-Fi, a recording studio, creative editing suite, community meeting spaces, study areas, a performance venue for over 120 people, and a gallery space. There is also a public park next to the library.

People are at the centre of everything we do at the City of Melbourne. From newborn babies and young children, through to residents, workers, nightclubbers and restaurant goers. These are the people who inhabit our city, who make it tick and who keep it vital at all times of the day and night. Of the eight goals outlined in the City of Melbourne’s Council Plan 2013–17, the goal to create ‘a city for people’ is the largest and most ambitious. A lively, vibrant, 24 hour city with clean, well-designed public spaces contributes to increased use and safety, said People City portfolio Chair, Councillor Richard Foster. ‘Our goal is to make Melbourne an inclusive city. A place where everyone can access all

A snapshot of 24 hours in the City of Melbourne illustrates the broad remit of the organisation and how current strategies, plans and services combine to make Melbourne a great place to live, work and visit.
The city’s recreational centres open offering a broad range of programs and activities, in addition to the popular swimming pool facilities. All this activity is part of the Active Melbourne strategy, which promotes increased participation in sport, leisure and recreation activities for people of all ages. Commuters flood into the city and onto newly swept streets and footpaths, finished with smart bluestone pavers. The bins are empty and the baristas fire up the morning brew, while children are dropped at one of the nine council-owned childcare centres nearby. Chattering voices at the new Boyd Community Hub signal that the mothers’ groups have arrived. While pre-schoolers peruse the library shelves, upstairs maternal and child health appointments are underway to ensure the city’s newest residents are happy and healthy. City workers and uni students spill out into the streets and laneways in search of lunch. Food premises are regularly monitored and inspected by environmental health officers, while a smoke-free zone in The Causeway lane protects alfresco diners from passive smoking.

English conversation classes begin at the Multicultural Hub (opposite the Queen Victoria Market) and community groups use the free meeting space to plan upcoming festivals and events to celebrate their cultures. Round the corner at the Drill Hall, the city’s affordable housing centre, vulnerable members of the community access vital medical support and health services. Meanwhile, housebound residents are visited by volunteers from the Friendly Visitor Program. They bring library books and help their clients participate in and feel connected to their community. Residents get home and take their dogs for walks in nearby local parks. The City of Melbourne manages 550 hectares of parks, gardens and squares. The new Open Space Strategy ensures residents and workers remain within walking distance of open space as the municipality grows. City restaurants and rooftop bars start to fill up with the evening’s patrons. Late night activation programs keep people in the city longer and later, with an increased emphasis on cultural activities, in line with the 24 hour city policy.
On Friday and Saturday nights the City of Melbourne’s four safe city taxi ranks, part of the Strategy for a Safer City, start to get busy as visitors look for a safe way home. Staffed by security personnel and monitored by security cameras, violence is kept to a minimum. The city’s bars and nightclubs disgorge their patrons onto the city streets. Intelligent urban design in the form of broader footpaths, increased street trees and flowers, better street furniture and lighting, have a calming effect on late night crowds in Swanston Street. Nearby, the Salvation Army Youth Street Teams walk the streets to offer support and protection to young, tired patrons. Funded by the City of Melbourne, the teams help vulnerable people make their way home with care. As the city empties, the streets are left to the late night street cleaners. Their 24 hour roster ensures the streets of Melbourne are always well maintained. For others the day is just beginning. A FRIENDLY CHAT Local city resident Julie can’t stop smiling when talking about the City of Melbourne’s friendly visiting program. ‘For me it’s been such a worthwhile program with mutual benefits. I have made volunteer friends and my relationship with Paula, my client, has grown into a firm friendship.’ Julie started volunteering 12 months ago when she saw a friendly visiting program flyer. ‘I had recently moved to Melbourne and wanted to meet new people. After attending an information session I became part of a diverse group of 12 volunteers from all ages, lifestyles and backgrounds. The City of Melbourne gave us initial training on what to expect and our program responsibilities.
‘The great thing about the friendly visiting program is they work on making a good match for both parties. My main request was that my client was within walking distance since I live in the city.
‘I would encourage anyone thinking of volunteering in the friendly visiting program to find out more. It’s a really beneficial program for everyone involved,’ said Julie.
‘The City of Melbourne matched me with Paula, a local Italian lady. We come from different backgrounds but I have found during our weekly visits that we enjoy each other’s company and always have something to chat about. ‘Paula loves to hear about the new shows and exhibitions that I have seen. There is so much happening in Melbourne I use the City of Melbourne’s What’s On website to

WELCOMING For ten years, tour operator Fiona Sweetman of Hidden Secrets Tours has been revealing the surprises of Melbourne’s famous laneways to visitors. ‘I have travelled widely and remembered from my own travels wanting to find community and a sense of place when visiting somewhere new. I have brought this into my laneway tours, focusing on small businesses and showing Melbourne as locals know it.’ Fiona also has a sustainability flavour to her tours, highlighting local crafts and initiatives. ‘On one tour, we have a honey tasting. We sponsor an inner city beehive so that local products are supported. I am always amazed by the ingenuity of Melburnians. When I speak about Melbourne’s history and various enterprises it’s really about the people, their determination and enthusiasm over time that gives Melbourne its vibrancy.’

BETTER WAYS TO PAY Pay by phone technology is on its way to more than 12,000 parking bays in the city, making payment easier and more convenient. The city-wide rollout of pay by phone parking will begin mid-June, starting in Carlton, which has successfully trialled the technology since 2011. By the end of 2014, the technology will be in place across the municipality. Pay by phone parking gives drivers an alternative way to pay for parking by

using a smartphone app or by calling a customer service centre. Registration is simple and easy. Once drivers have created an account and added credit to their account using a credit card or debit card, they are ready to start using the service. To reduce the chances of getting a fine, for a small cost drivers can choose to get an SMS reminder that their parking time is about to expire. Every fee-paying parking bay will still be serviced by a parking meter or ticket machine, so drivers who prefer to pay with cash can do so. We will also be replacing ageing meters with new models that accept credit and debit card payments using touch and go technology.

LANEWAY LEARNING Ever wanted to learn about worm farming, phonetics, neuroplasticity or playing the ukulele? These are just a few of the weird and wonderful classes that Laneway Learning has hosted since 2012. Melbourne caught up with one of the organisers, Michael Patterson, to find out what makes Laneway Learning so different.

Our informal classes are taught by regular people who have a passion for a particular subject and want to share it with others. We also keep classes

small with a maximum of 24 people. We currently have two venues - Shebeen cafe and Little Mule cafe. This allows people to have a drink and meal if they want and the classes are all $12 which is affordable for most budgets. ‘It’s still early days for Laneway Learning but Melburnians love it with most classes booking out quickly. We are leading the way in providing a huge variety in our classes, our motto is anything and everything, and we have expanded Laneway Learning interstate into Sydney and recently Brisbane.’ Michael sees learning as a life-time activity rather than finishing after formal education. ‘It fills a gap that traditional educational venues don’t cover. The exciting thing is that people get to share their knowledge and they in turn encourage others, knowledge should be for everyone no matter what age.’ Michael and the other organisers are looking at more ways to build on partnerships and encourage people to get involved.
‘As the demand for classes increases, we are starting to explore partnerships with other venue owners. We also try to tie in our classes with what’s happening in the Melbourne events scene. ‘In 2013 we were part of City of Melbourne’s Knowledge Week and had a ‘new technology’ theme for all our classes during that time.’
‘It’s all about providing people with the opportunity to enjoy learning...’ Michael is enthusiastic about the future of Laneway Learning. ‘It’s all about providing people with the opportunity to enjoy learning for the sake of it and that will always be popular.’ FOR MORE INFORMATION, VISIT

YELLOW Curator Christine Eid’s latest exhibition Hello Yellow: Melbourne taxis - stories, colours and manners at City Gallery, is a personal labour of love – her father was a Melbourne taxi driver for many years.
‘I was so touched by this stranger’s generosity and looking back that a driver passenger connection could lead to something so wonderfully unexpected. It struck me that there must be many other shared experiences out there,’ said Christine.
‘I have lived in Melbourne all my life and really love this city, it always feels comfortable and safe, it’s an easy city to get around and taxis are part of this. I have always been fascinated by taxis and the stories about them. Personally they have touched my life in unexpected ways.
For her Hello Yellow City Gallery exhibition, Christine had access to the City of Melbourne’s art and heritage collection. With items sourced from the collection, Christine is exploring Melbourne’s rich taxi history as part of the exhibition.
‘I love Melbourne’s openness, its diversity. Taxis give people a chance to connect, share their everyday stories while travelling ...’ ‘My dad used to have this regular taxi passenger, an elderly woman who would travel from Ascot Vale to the city. When she found out that I had been born, she visited our home and gave me a handknitted cardigan. She even came to my christening. Her gift, a Babushka doll, was my most cherished possession. Many years later while pregnant with my son I bought him the same special gift.
‘In 1909, Melbourne was the first city in Australia to have motorised taxis. Taxis are also part of the Melbourne migrant story as many took up driving to support their newly arrived families, my family being one of them.’
