Lord Mayor’s Message The year 2020 marks the 40th anniversary of the treasured Sister City relationship between the City of Newcastle, Australia and Ube City, Yamaguchi Prefecture, Japan. Established by Newcastle’s first female Lord Mayor, Joy Cummings, and the Mayor of Ube City, Mr Hideo Futatsugi, this important link steeped in history and culture celebrates our similarities and our differences as one people of two burgeoning port harbour cities, some 7,700 kilometres apart.

Past Lord Mayors and Councillors of the City of Newcastle, myself included, as well as members of the wider community such as local high school students and representatives of community and sporting groups, have had the opportunity to visit Ube and develop lifelong friendships, just as we have warmly welcomed Japanese delegates to Newcastle.

It was Joy’s vision, when the declaration was signed on 21 November 1980, for Newcastle and Ube to enjoy lasting friendship, good health and prosperity.

On 12 April 2010, to commemorate the 30th anniversary of the Sister City agreement, the City of Newcastle and Ube City signed a Proclamation of Sister City Interaction Recommitment, acknowledging the importance of Sister City interaction in light of rapid globalisation.

Four decades on, our Sister City ties remain as strong as ever, with connections in the areas of education, youth exchange, economics, sport and art.

The City of Newcastle recognises the ongoing significance of this mutually beneficial relationship as our cities continue to undergo growth and transformation.

While we are living through an unprecedented time due to the many challenges posed by the COVID-19 global pandemic, it is but another chapter in the history book of our Sister City relationship, as we rise together to overcome adversity as we have done in the past. The City of Newcastle congratulates Ube City on achieving this joint milestone and looks forward to the continuation of our cities’ friendship and goodwill over the years to come. Sincerely

01 Sister City Beginnings On 21 November 1980, Newcastle Lord Mayor, the late Joy Cummings, joined with the Mayor of Ube City Japan, the late Mr Hideo Futatsugi, at Lake Macquarie Municipal Council Chambers to sign the Sister City declaration – a mutual agreement of goodwill, understanding and trust between the two burgeoning cities. The ceremony began with the official party entering the chambers, led by Town Clerk, Barrie Lewis, and ended in an exchange of gifts and flags. The City of Newcastle presented Ube City with an inscribed plaque bearing the city’s coat of arms, while Ube City gifted Newcastle a Kabuto (Samurai Helmet) – a symbol of power and divinity. In Japan, a telephone call signified the document’s signing, and a banner was hung from the city administration building. A commemorative tree was planted in Newcastle’s Civic Park to herald the beginning of a new friendship.

The Sister City link was built upon the foundations of shared industrial backgrounds as port harbour cities. At the time, Ube imported about 1.5 million tonnes of coal a year through the Port of Newcastle in a joint venture with Howard Smith and Coal and Allied Industries. The two cities also had a similar population size in 1980: Newcastle, about 130,000, and Ube, in the Yamaguchi Prefecture in the south-west of the Japanese main island of Honshu, approximately 170,000. Today, our Sister City ties remain as strong as ever as both the City of Newcastle and Ube City undergo further transformation and revitalisation.

02 Government Relations Over the decades, the City of Newcastle has enjoyed a rich cultural relationship with Ube City, developing strong connections in the areas of education, youth exchange, economics, sport and art. Lord Mayors, Aldermen and Councillors have taken missions to Ube on several occasions and likewise welcomed Japanese delegations to Newcastle to strengthen Sister City relations between governments. Each exchange has provided mutual benefits for both cities, marked by civic receptions often accompanied by dance and music performances to celebrate our cultures and honour the ongoing significance of our Sister City relationship and the shared support offered. Both cities historically impacted by devastating earthquakes, Ube extended its support to Newcastle following the 1989 earthquake, which killed 13 people and injured hundreds more, with Japanese delegates attending the reopening of the Newcastle Workers Club on 2 July 1992. This friendship and goodwill is as evident today as it was the day of our Sister City proclamation. On 12 April 2010, to commemorate the 30th anniversary of the Sister City agreement, the City of Newcastle and Ube City signed a Proclamation of Sister City Interaction Recommitment, acknowledging the importance of Sister City interaction in light of rapid globalisation.

03 Youth Exchanges and Community Japanese culture is warmly embraced in Newcastle’s schools and universities. The University of Newcastle welcomed its first visiting fellow in Japanese culture, Mrs Yoko Nishimura, on 8 March 1982. An Associate Professor from Ube Junior College, Mrs Nishimura stayed in Newcastle for about a year, during which time she demonstrated various forms of Japanese culture to students, including calligraphy, flower arranging and koto music. Newcastle, Merewether, Kotara and Wallsend High Schools enjoy annual student exchanges with Ube City, which afford an immersive cultural experience and the opportunity to form lifelong friendships. Participating students experience first-hand Japanese and Australian culture, language,

cuisine, sport and art during homestays with their hosts. Tour highlights in Newcastle have included visits to local beaches, Fort Scratchley, Oakvale Wildlife Park and the University of Newcastle’s Language Centre. These exchanges not only strengthen the relationships between our cities and schools, but build language and communication skills and cultural understanding. Similarly, many local community and sporting groups, including the Marching Koalas band, Newcastle Judo Community and Newcastle Bonsai Society, have reaped the rewards of our Sister City relationship and developed strong bonds.

04 Cultural Gifts With 40 years of shared history and counting, the City of Newcastle and Ube City have exchanged many generous gifts to honour the ongoing significance of our Sister City relationship. In Newcastle, these items are on display across our cultural facilities, including Newcastle Libraries, Newcastle Museum and the Newcastle Art Gallery and the Lord Mayor’s Office. On 8 April 1982, a stainless-steel sculpture, titled Time-Space II, by Japanese sculptor Miss Minami Tada was unveiled at Newcastle Art Gallery as part of Ube’s 60th anniversary celebrations of the declaration of Ube as a city.

Newcastle Art Gallery is also home to a significant collection of Japanese ceramics, some of which were featured in the curated exhibition SODEISHA: connected to Australia in March 2019. It paid homage to the SODEISHA: Avant-Garde Japanese Ceramics exhibition the Gallery hosted in September 1979, featuring 32 members of the Sodeisha group of artists. The exhibition was an initiative of the Australian Gallery Directors Council in association with the Crafts Board of the Australia Council and toured six other capital city galleries until May 1981. At the conclusion of the tour, the Sodeisha group elected to gift 58 of the 62 works of art to Newcastle Art Gallery. Consequently, the Gallery holds one of the largest collections of Sodeisha ceramics outside of Japan. Original member and exhibiting artist, Satoru Hoshino, visited Newcastle for the 2019 exhibition. Other gifted items include the original Kabuto (Samurai Helmet), Renjishi dolls and the musical score from the acclaimed opera Madama Butterfly, which are part of a permanent interactive display at the City of Newcastle’s Digital Library to commemorate the 40th Sister City anniversary.
