It is nice when fall reaches us after a hot summer. School is back in session and we are continuing to focus on the exciting things happening in our city. We just celebrated the Grand Opening of the Baptist Health Family Clinic – Rose City and the Blaze Fire Station, both in the east part of our city. We are making progress on the renovation and expansion of the Animal Shelter and the new Central Fire Station in Mid City. All of our community centers are being updated and we are hosting an Unveiling Ceremony on Tuesday, October 8th at 120 Main Street. National Night Out is Tuesday, October 1st and I encourage everyone to get out and meet your neighbors. North Little Rock continues to be a great place to live, work and play. All of our city employees work hard to make our city great. Thanks for everything you do.

The City of North Little Rock proudly celebrated the opening of the Baptist Health Family Clinic – Rose City on September 4. The full-service medical clinic is a partnership between the City of North Little Rock and Baptist Health.

“In addition to advancing Baptist Health’s mission of providing quality services with Christian compassion, we believe this clinic will help improve health care access for residents in the Rose City neighborhood so they can get the care they need closer to home,” said Troy Wells, president and CEO of Baptist Health. “Baptist Health continues to provide quality health care and we are pleased they have partnered with our city in creating this health clinic for our residents,” Hartwick said. “The east part of North Little Rock is the fastest growing part of our city. We have three new factories, new homes, and are excited for this clinic to support our growth. The location of this clinic is vital for North Little Rock.” The 6,500-square-foot clinic is located at 4200 East Washington Avenue. Taggart Architects of North Little Rock designed the clinic and Alessi Keyes Construction of Maumelle led construction on the approximately $5 million project. Baptist Health Family Clinic-Rose City will serve patients Monday through Friday from 8:00 a.m. to 5:00 p.m.

Youth Council Mayor’s

Jan Scholl:A public servant and teacher for over 55 years has dedicated her life to teens in North Little Rock. Jan Scholl taught in public schools locally for 30 years. She was named North Little Rock Teacher of the Year and the Arkansas Teacher of the Year in 1990. Over 25 years ago after Jan retired, Mayor Patrick Hays appointed her to serve as the Director of the newly-formed North Little Rock Mayor’s Youth Council. Jan organized and grew the Mayor’s Youth Council and has worked fiercely and considers it a blessing to serve the community and watch our youth grow through service. Jan shared recently that her work with the Mayor’s Youth Council has been her greatest joy in life. While Jan is not quitting the Council, she is slowing down as Jill Mills steps into the director’s role.

Jan met Jill Mills when her son, Reece, joined the Council. Jan could immediately see that Jill possessed the same passion for working with and making investments in our youth as she did. Jan shared, “Jill is full of fun and energy and loves kids as much as I do. Jill has volunteered with the Council and The Ronald McDonald House monthly. Jill will do a great job as the new Director of the Mayor’s Youth Council. Jill believes in helping children and their families achieve success by providing support services

and coordinating effective community and program supports.” I am grateful to have the opportunity to be a part of it, while at the same time investing in our teens. I am incredibly humbled and honored that Jan wanted to pass the torch to me,” said Jill. Jan and Jill are both excited about the continued success of the Mayor’s Youth Council. Jan will still be around and very much involved to support Jill in her new role.

About the North Little Rock Mayor’s Youth Council

The North Little Rock Mayor’s Youth Council is a service learning program for teens 14-18. Metro area students who enjoy public service are eligible. Members provide volunteer support for nonprofits, schools, city events, and local organizations. Students must serve four hours per month and undertake a community project of their own each semester. There are presently 75 members for the 2024-2025 Council, and applications are available upon request at jillmillsnlrmyc@yahoo.com.

Airshow coming in October

The North Little Rock Airshow is coming to the North Little Rock Municipal Airport at 8200 Remount Road Friday night, October 11 and Saturday, October 12. The airshow will feature award winning aerial performances by the Slayer Jet Car, Nexgen Eagles, Mini Jet, Bulldog Flight Formation Team, and many more! There will be static aircraft displays, a car show by All ‘Bout Carz, and a FREE kids zone with inflatables and STEAM activities. Options to ride in helicopters, monster trucks, and Lamborghinis will give attendees a chance to be a part of the action! The North Little Rock Police Department has officially launched its latest public safety initiative–a Real Time Crime Center (RTCC) designed to provide critical and actionable information that speeds up investigations and emergency response and keeps residents and businesses safer. This advanced center is set to become a cornerstone in the city’s strategy for enhancing public safety. The RTCC employs cutting-edge technology to monitor and analyze real-time data, allowing officers to respond swiftly and effectively to incidents as they occur.

One of the key features of the RTCC is its ability to integrate various data sources such as high-definition cameras including traffic cameras. This holistic approach enables the center to identify patterns, predict potential

criminal activity, and deploy resources where they are needed most. For example, if a vehicle is reported stolen, the system can immediately flag it across multiple cameras, significantly increasing the chances of recovery. As North Little Rock steps into this new era of crime fighting, the RTCC stands as a testament to the city’s dedication to leveraging technology for the greater good. With its promise of enhanced safety and more efficient policing, the RTCC is poised to set a new standard for urban crime management and serve as a model for other communities seeking to modernize their approach to public safety.

Rock Police Department. Property owners and businesses are invited to register their security cameras with Connect North Little Rock at www.connectnorthlittlerock.org. By setting up a voluntary camera registration process, the need for door-to-door canvassing is eliminated and valuable time can be used elsewhere. Residential / Business Cameras: Camera registration does not give live video access to NLRPD. If a crime occurs in a particular area, investigators will know almost immediately if video evidence might be available at a particular location and who to contact to retrieve it. Business Cameras: In addition to the camera registry, NLRPD is offering business owners the option to integrate their video security systems to include live video feeds to the department. By installing a small CORE device on their network, businesses can share live video feeds with the police department in emergencies to improve employee safety and police response. To preserve privacy, a business can choose what cameras they would like the RTCC to have access to. This option can also be found at www.connectnorthlittlerock.org.

New FIRE STATIONS

Central Fire Station 1

Construction has begun on the new 22,000-square-foot Central Fire Station located at 1301 Main Street. The project has a total cost of $13.8 million which includes the land, demolition of the existing building, architecture and design fees, construction, furnishings and information technology related costs. The new station, funded by the half-cent sales tax, is expected to be completed at the end of 2025.

Opening September 26 ...in construction

The new, 7,600-square-foot fire house is located off Arkansas Highway 165 and will serve residents and businesses in the east part of North Little Rock. The site was selected because it will provide quick access to Highways 165 and 391 as well as U.S. Interstate 440. This will enable the North Little Rock Fire Department to quickly respond to all parts of Ward 2. The new, modern two-bay fire station will allow room to grow as the east part of our city continues to develop. Initially, one engine and three firefighters will occupy the new station with plans of adding an aerial truck in the future. The new station includes: five bedrooms, watch office, ready room, kitchen, dining area, two pull-through apparatus bays, decontamination corridor, safe room, and gym. The modern industrial design of the new station will match its location and will help encourage further commercial and residential growth in Ward 2. Funded by the half-cent sales tax, the estimated cost is $4.6 million. Bunny Brown with Jackson Brown and Palculict Architects designed the station and CBM Construction is the construction manager.

The North Little Rock Animal Shelter received a $40,000 grant earlier this year from Best Friends Animal Society to implement the North Little Rock Animal Shelter’s Community Cat Program. The Community Cat Program, known as the Trap-Neuter-Vaccinate-Return (TNVR) Program began in the 1950s in Great Britain and made it’s way to the United States when the state of Florida piloted the program. TNVR is now popular in both large and small communities throughout the United States, urban and rural. The TNVR, or NLR Community Cat Program includes four steps: 1) cats are humanely trapped and evaluated by staff, 2) spayed or neutered, 3) vaccinated for rabies, and 4) returned to where they were trapped. Studies have shown that targeted TNVR programs can reduce community cat populations. The Community Cat program in North Little Rock is a modern approach to the management of outdoor cats and is planned to result in the reduction of shelter euthanasia and population stabilization. The expansion and renovation of the North Little Rock Animal Shelter will be completed in late 2024. The new exterior, with an additional entrance for adoptions and a party room are exciting changes as well as the new interior painting and flooring throughout the facility. The Animal Shelter is located inside Burns Park at #1 Championship Drive. Look for a grand opening announcement soon.

Public safety officials in North Little Rock, Arkansas are urging residents to take a proactive step towards enhancing emergency response efforts by signing up for Smart911. This free service enables individuals and families to create a safety profile, providing crucial information to 9-1-1 dispatchers. Smart911, available in all 50 states and utilized by over 3,500 municipalities nationwide, empowers residents to share vital details that can make a significant difference during emergencies.

By creating a Smart911 Profile at www.smart911.com or through the Smart911 App, residents can ensure that first responders have access to key information such as emergency contacts, medical history, property layouts, and the number of individuals and pets on the property. The Hub Celebrates a Decade of INNOVATION

In the heart of North Little Rock, Arkansas, a beacon of innovation has been shining bright for a decade. The Arkansas Regional Innovation Hub is celebrating its 10th anniversary. Since its inception in September 2014, the Hub has been an integral part of revitalizing the Argenta district, dedicated to improving the lives of youth and adults in Arkansas by inspiring innovation and expanding opportunities for all. “Programs are supported by generous donors and partners. Without them, The Hub would not be here. They are a 90% grant-funded nonprofit, and the support from our donors enables us to empower the dreams of those we serve. Community Gardens

Baring Cross Community Garden

The Baring Cross community garden has been transformed over the last year in appearance and popularity. The garden is located near 13th Street and Pike Avenue. Many neighbors pick fresh vegetables weekly from the garden. This year, the garden has produced almost 4,000 pounds of produce that has been distributed to the community. The garden contains six unheated greenhouses or high tunnels which extend the growing season. The garden has an automated drip irrigation system, along with weed suppression techniques in the high tunnels which allows workers to focus on maintaining and harvesting produce rather than spending hours pulling weeds. Pear, apple, and plum trees as well as four bee hives were added to the garden throughout the year. Members of the nearby Acts Church have served as great partners by assisting with the distribution of produce directly to homes.

Dark Hollow Community Garden

The Dark Hollow Community Garden in North Little Rock is alive and thriving! It has been such a great experience to assist in bringing the garden back to a productive state where it can now benefit nearby residents. The revitalization of the garden did not happened overnight. Many in the Dark Hollow community volunteered their time and hard work to develop the garden into a thriving and producing part of the community! All produce grown is available to anyone in the Dark Hollow community. This fall, peach, apple, and pear trees will be planted behind the raised beds. Everyone in the community is excited and appreciative of the work that has been completed. This garden has had a positive impact on the Dark Hollow Community.

NLR's Hero...Veteran Dub t oombs

William C. “Dub” Toombs, a longtime North Little Rock resident, flew his first mission for the United States Air Force on D-Day, June 6, 1944. Mr. Toombs, an 85 year resident of the Amboy neighborhood, graduated from North Little Rock High School in 1942. Mr. Toombs was a flight engineer in the U.S. Air Force, stationed in Debach, England. He flew 20 missions in the B-24 and eight missions in the B-17. He was in the 8th Air Force/493rd Bombardment Group. He was shot down during flight over Belgium and rescued by the French Marquis resistance.

Mr. Toombs recently returned from the 80th anniversary of D-Day in Normandy, France as an honored guest of the Best Defense Foundation and Delta Airlines. He was one of 48 American veterans honored on a nine-day commemorative trip in June to honor veterans for their service in World War II. The veterans were greeted and honored by the French and treated like royalty. President Biden and French President Emmanuel Macron participated in the ceremony.

Mr. Toombs has received several awards for his service: the Distinguished Flying Cross, an Air Medal with four oak leaf clusters, the French Legion of Honor for service on D-Day, and the Jubilee Freedom Medal for service in the Normandy Campaign. Mr. Toombs was also inducted into the Arkansas Military Hall of Fame. Mr. Toombs along with other World War II veterans, was featured in a movie, The Cold Blue, in 2019 which is now streaming on Max. Mr. Toombs, who turned 100 earlier this year, has been a member of Amboy Methodist Church for 60 years, is a 32nd Degree Mason at the Crescent Masonic Lodge, and is retired from Union Pacific Railroad. He was married to Faye Toombs for 74 years until her passing in 2022. He is most proud of his daughter, Nancy, of Park Hill and son, Clay, of Carrollton Texas. Logan Campbell, Mr. Toombs’ neighbor of 58 years, says “Dub can be found on his front porch several times a week happy to discuss whatever is on your mind. He has a lot of technical knowledge and enjoys sharing. He uses his friend ‘Siri’ to make phone calls for him on his smartphone and route the audio to his hearing aids. He talks to his television remote to change channels and uses his iPad to read the paper.” Dub enjoys watching westerns on television, the Razorbacks, and most anything to do with golf. Logan has a word of warning for his neighbors in Amboy: “Watch out on Sunday mornings because when Dub feels up to it, he still drives himself to church!”.

NEHEMIAH HOUSE

The Patrick Henry Hays Senior Citizens Center has developed a wonderful partnership and friendship with the men from The Nehemiah House, a part of Union Rescue Mission. By their acts of service, kindness, and respect for others, these men have proven themselves to be an asset to our community. For years, the Master Gardeners have taken great care of a portion

of the flowerbeds at the Hays Center, however, a large portion of the flowerbeds were left unattended. The men spread four loads of mulch and planted 50 plants within a couple of hours. They were extremely respectful and worked hard until everything was completed. Thanks to the men of The Nehemiah House the remaining flowerbeds received much-needed attention and now provide a welcoming entrance to the Hays Center. Thanks to the Recovery Director Tim Lawson and the staff of The Nehemiah House for the dedication they pour into the men. They truly make a difference.

Volunteers recognized in our city

The Mayor’s Office of Volunteer Service held an awards luncheon for North Little Rock Volunteers. The luncheon is held annually for the previous year’s volunteers. During 2023, volunteers reported almost 62,000 hours of volunteer work. The Mayor’s Office of Volunteer Service would like to thank everyone who turned in hours and volunteered their time throughout our city in 2023. Your contribution is priceless to our city. The Lakewood Property Owners Association (LPOA) received the Program of the Year Award. Evan Blake, Director of LPOA, is pictured with his team and Mayor Hartwick. LPOA volunteered more than 11,000 hours during 2023 and recently started a community garden in addition to the many other projects in the Lakewood area.
Phyllis Killeen, a longtime volunteer at the North Little Rock Animal Shelter was named the recipient of the Volunteer of the Year Award. Mrs. Killeen, pictured with friends, family and NLR Animal Shelter Director Adam Tindall, volunteered over 900 hours at the shelter as well as the mobile adoption unit.
Marleene Calvin was named the “500 and Above Award” winner. Marleene volunteers most of her time at the Patrick Henry Hays Senior Center. She teaches line dancing, step aerobics, Henry Hawk and Body Strong classes. Marleene is also a member of the Senior Citizens Commission at the Patrick Henry Hays Center.

What is the Christmas season without a local parade? The North Little Rock Christmas Parade brings the community together to celebrate the holiday season.

Summer Youth Program

Mayor Terry Hartwick hosts a Summer Youth Program (MSYP) each summer which begins in June for high school and college students. Twentythree young adults were hired during the summer of 2024. Participants were ages 16-24 years old, lived in North Little Rock and worked in various departments throughout the city. Applications will be available on the city’s website in April for the 2025 program.

There are more than 25 miles of paved and natural surface trails in North Little Rock city parks. They are perfect for family outings, casual walking and bicycling, avid mountain bikers, and trail runners. The unpaved trails are great for equestrian use.

Disc Golf is a growing sport in central Arkansas and around the country. You can start playing with just a regular Frisbee and upgrade to specialty discs. Either way, disc golf is a fun sport for family, friends, and competitors. North Little Rock has one course at Stone Links Park, and two courses at Burns Park.

The Burns Park Pickleball Complex opened in late 2023 with 12 lit courts. The courts stay busy with recreational play and tournaments. This exciting sport is great for families, friends, and groups.
Burns Park has 17 soccer fields perfect for practices, games, and tournaments with views up and down the Arkansas River.
Burns Park Golf Course offers 36 holes: a driving range, event space in the Heritage Room, and a separate, fully-stocked golf pro shop. The golf course is a wonderful venue for tournaments.
Burns Park is host to numerous baseball and softball leagues, games, and tournaments with a seven-field youth baseball complex, a fivefield softball complex, and a two-field high school baseball complex.
