During the calendar year of 2017, the Rock Hill Police Department worked diligently to initiate proactive policing strategies to prevent crime, continued partnerships with businesses and citizens, investigated cases to make arrests, and responded to citizen calls for service in a timely manner. The data analysis annual report details in statistics, maps, charts, and graphs, what occurred in the City of Rock Hill, SC in 2017, from a policing perspective. In 2017, the Department continued to provide quality services within its four main divisions: Patrol, Criminal Investigations, Technical Services, and Professional Standards. The Department will continue to maintain citizen contact through social media, over the telephone, through email, and most importantly face to face interaction. The Department will also continue to use technology to better serve citizens, from exploring new information databases, social media options, and officer body cameras.

HOMICIDE There were eight (8) homicides committed in 2017, which is slightly higher than the average of five (5) a year. Drug related shootings were the primary reason for five (5) of the homicides. Two (2) incidents were arguments and one (1) was domestic violence related. Homicides are one of the most difficult crimes to predict. From 2001 to 2017, homicides have been the highest southwest of downtown and in the northeast area of the city.

RAPE Reported rapes were slightly lower in 2017 than in 2016, but still 7.8% above the median when compared over the last sixteen years. Rapes are very difficult for the Department to predict, and most occur between two people that know each other. Very few are stranger or suspect unknown rapes and in 2017, a high percentage of victims were under the age of twenty-one (21).

ROBBERY Reported robberies increased for the first time since 2012, with one hundred four (104) reported in 2017. However, robberies were still down 15.4% over the last 16 year median. The continued focus on repeat offenders, gangs and locations that have a higher risk of being victimized, along with detective investigations has helped some in reducing this number. Patrol Zone 10 had the highest number of reported robberies at fifteen (15), and 24% of all robberies occurred on the street. Almost one out of five robberies occurred at a single family residence (19%) and almost one out of five robberies occurred at a convenience store or gas station (18%). There were two (2) main hot spots in 2017: the Patriot Parkway/Cherry Road area and the Galleria Mall area. Guns were most often used by suspects as the weapon of choice (43 incidents), and twenty-six (26) incidents had multiple suspects. January thru March 2017 had the highest percentage of robberies reported (34%), with the number of reports decreasing throughout the remainder of the year. Black and white males under the age of thirty were most often the victim of robberies and black males under the age of twenty-two were most often the suspects of robberies.

AGGRAVATED ASSAULTS Reported aggravated assaults were slightly reduced in 2017 (290 total) and are down 21.2% compared to 2001-2017 averages. Aggravated assaults can involve everything from violent domestic assaults to shootings. The Violent Crimes Unit has been tasked with helping the Department focus on the most violent offenders and gangs to help reduce shootings, robberies, and murders. The Department uses data, along with information collected by officers, to determine where the next violent encounters may occur and between whom. In 2017, guns were used in one hundred nineteen (119) incidents. Forty-four (44) incidents involved knives, seventy-one (71) assaults were domestic violence related, twenty (20) shots were fired into an occupied home, eighteen (18) victims were shot, thirteen (13) victims were stabbed, and ten (10) shots were fired into an occupied vehicle in 2017. Black males and females had the highest victimization rates, with those in their twenty’s the most victimized. Black males were the majority of the suspects in aggravated assaults during the 2017 calendar year. Patrol Zones 5 and 7 saw the highest amount of aggravated assaults (55 and 43 incidents). These zones are located just south and east of downtown. The majority of aggravated assaults occurred at single family residences. The highest density area in the city for assaults where a gun was used was in the Spruce/Walnut Street area. Sunset Park (12 incidents), South Central (9 incidents) and the Triangle (12 incidents) were other neighborhoods with the highest reported areas of assaults.

VIOLENT CRIME Overall, violent crime increased slightly in 2017 compared to 2016 due to an increase in robberies (428 in 2016 compared to 447 in 2017), but the Department still experienced a decrease of 17.1% when comparing the median of all violent crime over the period of 2001-2017. A total of 65% of all violent crimes were aggravated assaults. Homicides made up only 2%. Out of the entire Rock Hill Police Department jurisdiction, only 7% of street blocks in the entire city had at least one (1) violent crime and fifty (50) street blocks accounted for 32% of all violent crime in the 2017 calendar year.

AUTO THEFT Auto thefts decreased slightly in 2017 compared to 2016. A total of one hundred sixty (160) auto thefts were reported in 2017 compared to one hundred sixty-seven (167) in 2016. Auto thefts have continued to decrease 25.2% compared to the median number of the time frame from 2001-2017. Trucks were a popular target for auto theft suspects in 2017, along with older model Honda Civic and Accords. Scooters, mopeds, and motorcycles were also targets. 58% of the vehicles stolen in 2017 were made within the last decade. White males and black males were both the most victimized and the majority of Auto theft suspects in 2017. Thefts were geographically spread throughout Rock Hill, with 39.4% occurring at residences and 15.5% at apartment complexes. The Dave Lyle Boulevard/I-77/Galleria Mall area, downtown, and the area near Rock Hill Auto Auction on Cherry Road had the highest number of incidents. December had the highest number of reported auto thefts (21 incidents), which carried over into the beginning of 2018. Keys left in vehicles overnight and vehicles left running unattended were the biggest contributors to Auto Theft in 2017.

COMMERCIAL BURGLARIES Commercial burglaries continued to increase in 2017 with one hundred sixteen (116) incidents reported. This was the highest since 2011, but still well below the median for the 2001-2017 timeframe at a 30.5% decrease. Storage buildings were a popular target at commercial businesses in Rock Hill, which includes storage unit facilities. Twentythree (23) storage buildings/units were broken into in 2017. Commercial office buildings were the most targeted (17%) but restaurants were also a targeted 16.1% of the time. The ages of commercial burglary suspects varied, but black males were most often the suspects in 2017. The months of April thru June accounted for 35.7% of all burglaries for the 2017 calendar year.

VEHICLE BREAK-IN’S

Vehicle break-ins were the stand out crime issue again in 2017, and continued the upward trend of break-in’s since 2012. Thefts from vehicles were up 60.8% compared to the 2001-2017 median and saw the highest amount since 2002. A total of 1,078 incidents of larceny from vehicles were reported in 2017 alone. Vehicle break-ins were noticeable throughout the City, but crime sprees of multiple vehicle break-ins in neighborhoods and hotel parking lots near the interstate continued to be a problem. Purses, wallets, Id’s and computers/electronics were the most popular items stolen. Honda Accords were the vehicles that were broken into the most often (46 incidents), however, full-size trucks were often targeted as well. Four hundred forty-three (443) vehicles were left unlocked. The Department continues to try and work with neighborhoods, businesses, and apartment complexes on reminders to lock vehicles and to bring valuables inside at night. White males and white females were most often victimized, with white males and black males most often the suspects. The majority of the suspects in 2017 were under twenty-nine (29) years old. Vehicle break-in’s started out high at the beginning of the year and peaked in July and August with a combined total of two hundred seventy-two (272) incidents. A couple of key arrests allowed break-in numbers to generally fall back down into the 50-80 incident range the last few months of the year. Patrol Zones 1 and 3 had the most reported vehicle break-in’s (210 and 150) in 2017. Patrol Zone 6 only had a total of forty-two (42) for the same time period. Highest neighborhoods in 2017 were Catawba Terrace (52 incidents) and Oakwood Acres (26 incidents) especially in early 2017. Areas just off the interstate exits were often hot spots as well.

RESIDENTIAL BURGLARIES Reported residential burglaries increased slightly in 2017 compared to 2016. A total of two hundred sixty (260) incidents were reported in 2017 compared to two hundred eighty-two (282) in 2016. However, the total number of residential burglaries is down 29.7% compared to the median from 2001-2017. Great work by detectives working these investigations along with data analysis has really limited repeat offenders from committing multiple crime sprees of break-ins. Most often, electronic items, tools, and jewelry are what is stolen from residential burglaries. The most usual method of entry is kicking in the front door (32 incidents). Storage buildings were broken into twenty-three (23) times in 2017. Black females were victimized one hundred twenty-one (121) times in 2017 and were the most victimized demographic and we have been for the last several years. Black males were most often the suspect and the ages of suspects varied from 16-17 years old to those in their 30’s. Patrol Zone 7 had fifty-four (54) reported burglaries which was the highest area within the jurisdiction. Other hotspots include the Sunset Park, the Triangle, Mill Hill, and Catawba Terrace neighborhoods.

OTHER CRIMES SHOPLIFTING Reported shoplifting incidents were another major concern for the RHPD in 2017. A total of seven hundred seventy (770) shoplifting incidents were reporting in 2017 compared to five hundred forty-five (545) in 2016, which is the highest since at least 2001. Compared to the 16-year median, there was a 41.5% increase in shoplifting incidents. The top locations for Shoplifting incidents in 2017 were the Walmart in Newport (106 incidents), the Walmart at the Galleria Mall (83 incidents) and the Belk at the Galleria Mall (55 incidents).

PROPERTY CRIME Property crime increased significantly in 2017 compared to 2016 due to shoplifting and vehicle break-in’s. In addition, property crime has increased 2.9% over the last 16 years. A total of 32.88% of property crimes in 2017 were larceny from auto/accessories and 23.48% from shoplifting. Only 3.54% were commercial burglaries and 4.88% were auto thefts. The Catawba Terrace neighborhood had the most property crimes in 2017 with ninety (90) incidents. Innsbrook Commons had the most property crime for apartment complexes with twenty-one (21) incidents. The Galleria shopping area had the most for shopping centers with three hundred one (301) incidents for the 2017 calendar year. FRAUD Forgery/Counterfeiting decreased slightly in 2017 (down 23.5% compared to the 16 year median). However, the RHPD saw an increase in counterfeit bills in December. Credit card fraud, impersonations, and internet/phone scams all continued to rise in 2017.

DRUGS Drug violations were up significantly in 2017 compared to the last few years (92.2% compared to the 16 year median 2001-2017). Weapon violations were also up 42.6% over the last 16 years. DUI’s decreased slightly in 2017 compared to 2016. There were a total of three hundred thirty-one (331) DUI’s in 2017 compared to two hundred seventy (270) in 2016, and an 11.5% decrease compared to the 16-year median. A majority of weapon and drug violations come from officer initiated traffic stops in day to day normal patrol.

CRIME PREVENTION STRATEGIES • • • • • • •

Community Policing: Officers attend almost every neighborhood, crime watch, and HOA meeting. Social Media: Photos of suspects are displayed in order for the community to help make arrests and information is shared in order to engage positively with the community. Hot Spot Policing: Police resources are focused where crime is the highest. Problem Oriented Policing: Focusing on crime issues by using all possible resources and non-traditional crime prevention strategies. DDACTS: Data Driven Approach to Crime and Traffic Safety CrimeView Initiative: Partnership with local mental health and substance abuse organizations. Coffee With A Cop: Officers and Department members provide the community with an informal atmosphere to discuss issues and concerns.

CALLS FOR SERVICE Citizen calls for service have increased from 48,505 in 2014 to 58,263 in 2017. Call volume is generally highest in the warmer months of May thru August and slower in the months of November thru February. A typical day in Rock Hill experiences peak call volume from 3 pm to 6 pm (evening rush hour). Saturdays had the most calls last year (8,897 incidents) and Mondays had the least (7,064 incidents). On the north side of Rock Hill, the most frequent calls were for motor vehicle collisions and on the south side was disorderly conduct. On Fridays thru Sundays, call volume is usually higher later into the night than Mondays thru Thursdays. The top ten citizen call types in 2017 made up over 54% of all calls. The top call types were: follow-up calls which are officers speaking with citizen regarding previous issues such as complaints or investigations, vehicle collisions, alarms, disorderly conduct, unknown incidents/investigations, harassment, suspicious person, 9-1-1 hang-ups, welfare checks, and juvenile calls. Officer initiated calls and activity decreased from 33,629 calls in 2012 to 27,752 calls in 2017 due to an increase in citizen initiated calls. There are ten (10) police patrol zones and each tends to have slightly different types of calls with some zones having more of a certain type of call than others. Compared to 2016, the 2017 calendar year saw an increase in calls for service for property crimes in the Newport Walmart area and the Galleria Mall area and a decrease in drug and disorderly conducts incidents in the Riverview Rd/Cherry Rd area. Overall, the RHPD saw a reduction in vehicle collisions, alarms, disorderly conduct, and reckless driver calls in 2017, but an increase in welfare checks, domestic violence and suspicious person calls for service.

Call volume was the highest in 2017 between 8 am and 4 pm at the shopping areas, the hospital, the downtown area, and the areas near Cherry Rd./Riverview Rd./Mt. Gallant Rd. Between 4 pm and midnight, calls were still high in the shopping areas, hospital, and Riverview Rd./Cherry Rd. areas. After midnight until 8 am, call density shifted primarily to the Riverview Rd/Cherry Rd. area and the hospital, with scattered calls throughout the city at various times

ARRESTS Arrest charges were similar to the past eight (8) years. There were a total of 5,160 adult arrest charges made in 2017. A total of 70% of individuals arrested by RHPD last year were males. This is consistent with recent years. A total of 50% of those arrested were Black, 43% were White, and 5% were Hispanic. Black males made up 37.3% of arrests, compared to 27.3% white males. 38.7% of those arrested were in their 20’s. These numbers were consistent with recent years. The total number of adult arrests were similar to 2015 and 2016 arrests. As with calls and crime, July and August were the busiest months for arrests with 19.4% of arrests being made in those two months. Generally, the later the time of day, the more arrests officers made, peaking at three hundred eleven (311) arrest charges in the 11 pm hour during 2017. The most common charges are possession of marijuana 1st offense (312 incidents), driving under suspension 1st offense (273 incidents), shoplifting 1st offense (226 incidents) and public disorderly conduct (188 incidents). The majority of those arrested by RHPD are from Rock Hill, with some individuals from Charlotte and nearby towns in York County.

CITATIONS The RHPD wrote 11,159 citations in 2017 which is a decrease from 12,658 in 2016 but an increase compared to 2015 with 10,058 citations written. Similarly to crimes and calls, officers wrote the most citations in July (1,082 incidents) and August (1,263 incidents). Speeding citations (all types) were the most often written citation. A total of 1,479 speeding citations were written in 2017, which is consistent with most other years. However, speeding citations decreased compared to the past sixteen years and only accounted for 13% of all citations written. Officers wrote the most citations in the following areas: Heckle/Wade Hampton for complaints and serious accidents, Heckle/Crawford Rd. area for complaints, Main/Albright Rd. area for complaints, Cherry/Finley Rd. area for complaints, and the Fieldcrest Circle area for cut-thru traffic during rush hour.
