Rock Hill saw some initial changes in the types of crimes encountered by law enforcement with COVID-19 community response actions, most notably a decrease in property crime.

System Average Interruption Duration Index (SAIDI) measures the system-wide average power February 2020 outage duration per SAIDI customer. 133.86 Minutes The SAIDI target is less than 160.18 minutes. Crews are mobilized to lessen the duration of issues and equipment automation is deployed to minimize the impact of events.

Recreation, Education and Community (REC) in a Box began in FY2019. COVID-19 has February 2020 greatly impacted 0 Participants all Parks, Recreation & Tourism (PRT) programs including REC in a Box. REC in a Box restarted programs after the initial COVID-19 shutdown in June 2020.
Engaging Rock Hill Piedmont COVID-19 Vaccine Clinic In February 2021, the City of Rock Hill, Piedmont Medical Center, continued to vaccinate those that qualify for the 1a phase. This phase includes 70+ year olds, regardless of health status or preexisting conditions, which was dropped to 65+ year olds, on February 8. COVID-19 Vaccine Clinic Dashboard A dashboard, seen below reflecting February 26th data, has been created by York County to report out on the vaccines administered in the community clinic.
COVID-19 & Tax Revenue February 2021 revenues continue to reflect recovery from the impact of the coronavirus response in South Carolina. Revenues improved slightly over January performance. Rock Hill Finance continues to carefully monitor revenue numbers and adjust expenditures as necessary to stay within budget. Utility collections continued at a 99% collection rate again in February 2021. The number of customers requiring payment arrangements rose from 259 in January to 361 (1% of total customers) in February with 67% citing COVID 19 as a reason for experiencing financial hardship. This increase in likely related to higher Winter season bills. During the mild weather months of Spring collections staff will work to get customers back on track before the hotter months of Summer when utility costs tend to be higher. Revenue from Sports Tourism continue to be impacted by COVID. Overall Hospitality tax fund collections are about 92.6% of the prior year, with restaurant tax at 97.4% and hotel tax at 73.0%. Pre-COVID, the expectation in the Hospitality Tax Fund was 8% due to the opening of the Sports and Event Center. H-Tax expenses are being adjusted accordingly, primarily through reduced seasonal staff expenses, to stay within budget overall. The City will continue to monitor the changing circumstances of the public health response and its impact on the City finances.

Scentsy East Coast Distribution Center In February, it was announced that the Scentsy, a fragrance products distributor, will add hundreds of jobs to the area when it locates it’s East Coast distribution center in Rock Hill. This facility is scheduled to begin operation in Summer 2021. 4
