Violent Crime October 2019 to October 2021
The local rate of violent crime follows the national trend of increased violent crime at began in 2020. While incidents of suspected murder get significant Media coverage, “aggravated assault” charges drive the violent crime number. In 2020, nearly 80% of Rock Hill’s violent crime count was made up of aggravated assaults incidents.

Resource Education & Development Initiative (REDI) target specifically neighborhoods Catawba Terrace and Sunset Park with additional resources appropriate to neighborhood needs. Sunset Park was added for FY2022. Voluntary compliance is a measure of what percentage of property owners bring their property back to compliance after a citation.

System Average Interruption Duration Index (SAIDI) measures the system-wide average power outage duration per October 2021 customer. The SAIDI target is less SAIDI than 145.87 minutes. 56.07 minutes Crews are mobilized to lessen the duration of issues and equipment automation is deployed to minimize the impact of events.
‘REC in a Box’ Participants • •

Recreation, Education and Community (REC) in a Box began in FY2019. COVID-19 has October 2021 greatly impacted 390 Participants all Parks, Recreation & Tourism (PRT) programs including REC in a Box. REC in a Box restarted programs after the initial COVID-19 shutdown in June 2020.
Engaging Community Vaccine Clinic After over 50,000 vaccines administered, the Rock Hill Piedmont Community clinic ceased operations on October 15. The clinic operated for nearly eight months, offered COVID-19 vaccines to residents across York, Chester and Lancaster counties; but recipient s came from all over the country. In all 40 U.S. States and Territories were represented. While the Community Clinic may have begun as the primary vaccine provider for Rock Hill residents, as time has gone on, other providers are now able to meet the need for City employees, volunteers and community partners worked tirelessly to enable all eligible persons to do their part in slowing the COVID-19 pandemic. Therapeutic Recreation in October 2021 97 Program Participants Boo-Ha-Ha Superheroes and princesses descended on Fountain Park on October 30 to participant in Rock Hill’s 38th Boo-Ha-Ha festival. Trick-ortreating, a costume contest, fun decorations and costumed special guests awaited Rock Hill’s children at the decked out park to provide a safe event to celebrate Halloween. Boo-Ha-Ha is a successful collaboration between the City, businesses and community partners that brings the community together. 3

Planning Permits
Herald Site Redevelopment On October 14, White Point broke ground on the former Herald site. Restaurants, residential and retail spaces, amphitheater and a playground are envisioned for the downtown site. Redevelopment of the site represents one more step in the modernization of downtown Rock Hill. 4
