Rockwall is a wonderful place to live for a lot of reasons. As we begin preparations to celebrate Rockwall's 162nd birthday at the annual Founders Day Festival on Saturday, May 21st, we are going to build upon our successes while continuing to invest in our future. Rockwall is the Live Music Capital of North Texas. In 2015, the City hosted over 110 live music opportunities. The downtown improvements that voters approved in the 2012 bond election are almost complete. As part of the enhancement, the City introduced another music series on the San Jacinto Plaza on Friday and Saturday evenings. All live music events offered by the City are free. The City received $800,000 in grant funds from the Texas Parks & Wildlife Department that will contribute to the construction of The Park at Breezy Hill and The Park at Stone Creek. Fees and park land dedication from the developer of these two neighborhoods will fund the remaining portion of the construction. In 2015, improvements were made to Phelps Lake, which included a kayak launch and fishing pier. The project ties two premier outdoor recreation destinations together with a trail connection from Raymond Cameron Lake to the amenities at Phelps Lake. Yellowjacket Park was redeveloped as an all-inclusive, barrier free recreational area that offers amenities designed for those with and without disabilities and special needs. These projects are investments in our community's quality of life. An exciting program that will be launched this year is the GO OUTSIDE AND PLAY campaign. This program will allow for easier registration of programs and venues for our citizens and provide an interactive new website that will help you find any type of activity the City offers. Rockwall has a variety of opportunities for you to GO OUTSIDE AND PLAY, and we want you to know about them. TABLE OF CONTENTS SCHOLARSHIP POLICY The City of Rockwall provides quality programs at affordable prices, but also believes that no resident should be deprived of participating in a program due to the inability to pay. Any City of Rockwall resident may request financial assistance from the scholarship fund. Assistance levels may be up to 90% of the program cost. The maximum scholarship award per household is $200 per calendar year. Please contact us if you would like to discuss financial assistance.

RESIDENT DISCOUNTED FEE (RDF) Program participants that reside within the Rockwall city limits and pay City of Rockwall taxes are eligible for the resident discount rate. Residency status is verified using a valid Texas Driver License or ID and property tax records from the Rockwall Central Appraisal District.

The Department values customer satisfaction and maintains a high level of customer satisfaction. Our goal is to not only meet the customer’s needs but to exceed them. The City of Rockwall Parks and Recreation Department has a 100% Satisfaction Guarantee Policy. If at any time you are not completely satisfied with a program you are enrolled in, our department will either refund your fees or issue a Household Credit on your account.

V.I.P. – VOLUNTEERS IN PARKS

The VIP Program welcomes civic organizations, schools, clubs, Boy and Girl Scout troops, and interested citizens who wish to help clean, maintain and upgrade our city parks. We also assist corporations and businesses looking for employee service projects. Lend a hand in a neighborhood park near you! Volunteers will pitch in to help with spring maintenance activities such as spreading mulch, planting trees, clearing trails, minor projects, repairing or painting benches, and cleanup. THE BENEFITS OF PLAY Playing is at the heart of being a kid, and the opportunities to play especially during school recess are trending in the wrong direction. This is where a tremendous value can be found in your community parks and local Parks & Recreation Departments. Finding ways to play and opportunities to play with other children is integral to many aspects of development and overall mental health. Here are a few benefits of play.

PLAY HELPS FORM THE BRAIN.

Play has many positive neurological benefits especially in developing executive functions in kids. Playing games helps provide opportunities to solve problems and learn to control emotional responses.

PLAY DEVELOPS SOCIAL SKILLS.

Play helps form the methods by which we interact and make friends. It also helps to establish behavior in relation to the recognition of rules and fairness, especially in terms of competitive games.

PLAY HELPS OUT WITH SCHOOL WORK.

Playing outside and being active through play helps sharpen the mind and improve executive functions.

PLAY HARD TO FOCUS BETTER.

Playing provides an opportunity to relax the mind and reduce stress, which in turn helps improve mood and the ability to focus on tasks with more ease.

PLAY HELPS IMPROVE SLEEP.

Playing outside has one obvious benefit in that it helps the body to tire, thus increasing the likelihood of better sleep. In addition being outside in the natural light of the sun helps shift the cycle of sleep horomones, basically helping the body recognize when its night and day, and naturally helping the body sleep at night.

PLAY STYMIES AGGRESSION.

When we play, we increase our happiness which helps to reduce levels of aggression and agitation. As we develop social skills, playing helps to guide those skills away from aggressive attitudes and more towards contentment.

PLAY SPURS CREATIVITY.

When you can go outside and make up new games, with new rules on the fly, what better way to work your creative muscle.

PLAY CAUSES HAPPINESS.

BALL FIELD RENTALS

The Kiwanis Sponsored Angel League is a Free baseball program for special needs boys and girls ages 4-15, regardless of handicap. It also has an adult league for those with mental challenges ages 16 and up.

Rockwall Baseball and softball league practices, games and tournaments will have priority on all field use throughout the year. Any remaining ball fields that are available can be rented on a first come first serve basis and will require proof of insurance or signed waiver.

The rules have been adapted so that we have no’s trikes, no outs and every child scores with every hit. Uniforms, trophies, team picture, and sports banquet are furnished. Register at the web site above. Volunteers are welcome, just call or email. info@angelleague.org

Use of Leon Tuttle Athletic complex fields is by reservation only. The city of Rockwall has six lighted ball fields and two unlighted fields at Leon Tuttle Athletic Complex that can be reserved for baseball and softball practices. *Additional unlighted fields are located at Harry Myers Park and Yellow jacket park. A reservation is recommended at Harry Myers Park and Yellowjacket Park but may be used on a first come, first serve basis if the fields have not already been reserved.

Ball Field rentals are $10/hour with or without lights.

THE MONARCH PLAN Rockwall Mayor Jim Pruitt joined fellow mayors from across North Texas, and throughout the United States in taking the Mayors' Monarch Pledge to take action to help save the monarch butterfly, an iconic species whose populations have declined by 90% in the last 20 years. Through the National Wildlife Federation's Mayors' Monarch Pledge, cities and municipalities are committing to create habitat and educate citizens about how they can make a difference at home. By taking the pledge, Mayor Pruitt is committing to both restore habitat in Rockwall and encourage our citizens to do the same. Mayors who have taken the Monarch Pledge must commit to implement at least three action items within a year of taking the pledge. Mayor Pruitt's action plan will include: 1. Launch a public communication effort to encourage citizens to plant monarch gardens at their homes or in their neighborhoods. 2. Convene City park and public works department staff and identify opportunities for revised mowing programs and milkweed / native nectar plant planting programs. 3. Plant a monarch-friendly demonstration garden at City Hall or another prominent location. 4. Launch a program to plant native milkweeds and nectar plants in school gardens by engaging students, teachers and the community. "In June 2015, the City Council adopted Parks & Recreation Strategic Initiatives that include habitat enhancements that promote a healthy and enjoyable park system through increasing and preserving native wildlife. The Mayor's Monarch Pledge encourages citizen involvement, education, and preservation while simultaneously achieving an established goal of the City," said Mayor Jim Pruitt.
