RE-ESTABLISHING WATER SERVICE Before attempting to turn on your water, read this step-by-step guide to make sure your home’s water flows properly again and meets city codes and standards.

ACQUIRE PERMIT(S) Any required modifications to the water service require acquiring a building permit. This includes: (1) any repair or replacement of the existing plumbing lines, or (2) the installation of a backflow device. A minimum of 3 feet of plumbing behind the existing meter box, terminated with a hose bib, must exist prior to setting the meter. This work will be covered under the building permit associated with the reconstruction of the home. If you wish to reactivate the water service prior to acquiring the permit for the home, a separate plumbing permit can be issued. Contact the Resilient City Permit Center for additional information regarding the permit process.
If you are removing a sidewalk section for the plumbing modifications, an encroachment permit will be required in addition to the building permit. Encroachment permit applications are available at: https://srcity.org/514/Encroachment-Permits Applications may be submitted at the Resilient City Permit Center. Removal of the sidewalk cannot commence until the permit is issued.
If you are proposing an irrigation connection and the home reconstruction is not currently commencing on the site, the sewer lateral shall be capped and marked with a green stake. This may have occured during debris removal.

INSTALL BACKFLOW The minimum backflow requirement is an in-line dual check (City Standard 875 F). This device will protect the water system during the construction process. It will also be recognized as an adequate level of protection for the future fire sprinkler system. The backflow device must be sized to meet the future demands of the fire sprinkler system. A higher level of backflow protection may be required if the property has additional threats such as a well or a sewage grinder pump. Review the Backflow Device Requirement document online at scity.org/rebuild for all the specific backflow requirements.

SERVICE LINE STATUS Service replacements will be performed in areas where the presence of benzene has been detected. To check if your service line and service lateral are part of the current service replacement project check with the city: Go online: https://srcity.org/2886/Parcel-Report-Search. Call the Resilient City Permit Center at (707) 543-4649. All properties scheduled to have the water service replaced during this project will require additional water quality improvements prior to the water service line being replaced. if you wish to re-establish service for irrigation or construction purposes, continue below.
Properties that do not require water service replacement, go to Step 4.
Additional Water Quality Requirements All quick couplers: Will be required in lieu of hose bibs on site Valves must be ¾” or 1” nominal size Be of brass construction Have a minimum working pressure of 150 psi. Covers on all new quick coupling valves must be: Permanently attached Have a locking cover To prevent unauthorized use, the valve must only be operated by a special coupler key for opening and closing the valve. Quick coupling valves must be installed in a valve box and a do-not-drink construction/landscape water sign must be installed next to the box so that it is clearly visible when the quick coupling valve is in use (install similar to City Standard 103). Homeowner and Contractor Sign the City Agreement Homeowner and contractor shall sign as part of their request for service an Agreement provided by the City of Santa Rosa setting forth conditions and restrictions of use prior to re-establishing the water service. The agreement must be hand delivered or mailed to the permit center (see address on back page) with the meter request form (see item #4). Provide Signage Signs provided by the City of Santa Rosa shall be placed at the property frontage, in the irrigation valve box(es) and at all quick coupler locations on the property. Signs are available for pick up at the Resilient City Permit Center. The signage, valve cover and quick coupler may be removed once the water service is replaced and the testing process is complete.

NOTE:
If your water service is reactivated prior to the service line replacement, the construction process and testing procedures associated with the replacement will cause the water to be off for a 2-3 week period. Construction activities should be coordinated to account for the lack of service during the replacement process.

REQUEST AN INSPECTION Request an inspection on any plumbing modifications and backflow installations. Inspections can be requested by completing the attached Inspection and Meter Request Form and emailing the document to rebuildmeterrequests@srcity.org. The request form can also be hand delivered to the Resilient City Permit Center. The document will also act as the water meter request form and will trigger the setting of the meter once the installation passes inspection. The backflow device must be installed per the published standards. The inspector will provide a correction notice for any items that are not installed per the standard. If the above steps were completed and performed properly, the water meter will be set within 5 working days from the date the inspector submits the paperwork to set the meter. TEST THE BACKFLOW DEVICE NOTE: In-line dual check devices do not require an initial test. This step is only required for double check or reduced pressure backflow devices. A lock will be placed on the service if a double check or reduced pressure device was installed. A certified backflow tester must test the device prior to activation. The tester will have the authority to remove the lock and activate the service once a passing test is achieved. A list of certified testers is available at: https://srcity.org/993/Water-Quality
