Your City Services Fire: The Santa Rosa Fire Department (SRFD) has provided emergency response

services to Roseland since 1983. The SRFD will expand those services to include fire prevention, inspections and the regulating of hazardous materials in businesses following the annexation.

Police: Police service will transition from Sonoma County Sheriff and California Highway Patrol to the Santa Rosa Police Department; this change will be effective November 1, 2017. For inquiries regarding police reports occurring before November 1, 2017, please contact the Sheriff’s Office at 707.565.2650. Water and Sewer: Many annexed properties are already connected to City water

and sewer services. If you are not, as a City resident you can choose to connect when services become available. In addition to the cost of construction, all new connections are required to pay a one-time connection fee. If you have a health hazard and a public sewer main exists within 200 feet of your property, you may be required to connect to the public sewer system. Otherwise, you can keep your existing septic system.

Other Services: Public works, recreation and parks, housing, building and

planning services currently provided by the County will be replaced with services provided by the City of Santa Rosa. Refer to your magnet for contact information.

Land Use: Existing land uses that were legally established within the County can continue. Building Inspections: Residential Properties – The City’s Code Enforcement program is primarily implemented on a complaint-driven basis. City staff will not immediately inspect existing buildings unless a complaint is filed. Commercial Properties – The Fire Department will inspect existing buildings to ensure applicable fire code, hazardous materials and hazardous waste permits are issued.

Home Vehicle Repair: The City of Santa Rosa does not regulate personal vehicle repairs and maintenance on private residential property, so long as it is on the driveway and not stored for longer than 72 consecutive hours. Vehicle repair as a home business is not permitted.

Vehicle/RV Parking: Vehicle parking on streets or alleys for more than 72 consecutive hours is prohibited.

Extended parking or storage of any RV, trailer, airplane, boat, other motor vehicle, or parts of any of those vehicles within a required front, side or rear setback of a property is also prohibited. These requirements do not apply to a fully operational vehicle parked in a driveway and used on a regular basis.

Farm Animals: Hens may be kept in residential lots, but roosters are not allowed. Farm animals are allowed in rural residential areas (not in single-family or multi-family residential areas) if the property is a minimum of a ½-acre in size. Trees on Private Property: Alteration, removal or relocation of a tree on a single-family residential property is allowed without a permit unless the tree is a protected or heritage tree. A tree removal permit is required for alteration, removal or relocation of protected trees; see website for list of protected trees.


Utility Taxes & Fees Storm Water Management Assessment:

A typical single family home on standard-size lot will pay $32.56 in 2017/2018, billed through the property tax assessment on a yearly basis.

Utility User Tax:

The City adds a 5% Utility User Tax to the cost of monthly utilities provided by PG&E, the telephone company (non-cellular) and cable TV. For a house with these bills totaling $200 per month, the Utility User Tax would be $10 per month.

Garbage & Recycling Service Billing:

Garbage and recycling collection service is required for every household and business. If you do not currently receive collection service, call 707.586.1478 to establish service at your address. The current charge for a 32-gallon can is $17.05. Effective January 1, the new rate for a 32-gallon can will be $26.85 per month.

Water & Sewer Service Billing:

If your property is connected to City water, the Santa Rosa water bill will not change and usage charges will continue to be based on monthly water use. If your property is connected to South Park Sanitation, sewer charges will continue to be billed through the property tax assessment on a yearly basis.

Operating a Business Business License:

All businesses operating within the City, must obtain a Business Tax Certificate, also known as a business license. Apply online at srcity.org/businesstax.

Mobile Vending Carts & Trucks:

Mobile street vending is allowed, subject to requirements for where vending trucks/carts can be located. Mobile food vending is allowed on private property along Sebastopol Road, between Stony Point Road and Olive Street, with the approval of a Minor Use Permit and subject to certain regulations.

Home Occupations:

Businesses that are clearly secondary to the primary residential use, and will not change the residential character of the neighborhood, are allowed as a home occupation/business.
