“Tiny Homes” must meet the requirements and be certified by the appropriate State Agency as a Manufactured Home (“MH”), Factory-Built Housing (“FBH”), Recreational Vehicle (“RV”), Park Trailer (“PT”), Camping Cabin (“CC”), or meet (and be reviewed and inspected for compliance-with) California Residential Code or California Building Code (CRC or CBC).
If a Tiny Home is designated as an RV, connection to electricity, water and sewer are not required. If it has any other designation – connection is required for electrical, water and sewer.

WATER AND WASTEWATER CONNECTION GUIDELINES, if applicable
CITY STANDARD 875
A double check backflow preventer, per City Standard 875 (attached), shall be installed on all domestic water connections prior to allowing a temporary connection to the City’s public water system. The backflow device shall be tested by a certified backflow tester on the City’s Water Quality Backflow Tester List (see attached list) prior to allowing onsite use. N O T E The backflow device will need to serve the future permanent structure and meet the flow demands associated with a fire sprinkler system. A minimum 1” device is recommended.
In addition to the backflow device, the private water service must be extended at least 10’ and terminated with an above ground hose bib. For any properties served by Advanced Metering Infrastructure (AMI), an inline dual check may be installed in place of the double check backflow device shown on the attachment. Similar to the double check backflow preventer, all inline dual checks should be sized to meet future fire sprinkler demands. Inline dual checks must initially be tested by the Water Quality division prior to the service being turned on and will not require annual testing. The device shall be replaced or repaired once every 10 years. N O T E To determine if the public water system in your area has been configured for AMI, contact Water Billing at 707-543-3150
Connections to the public sewer system will be based on the specific unit type being erected or placed on the site. The attached detail showing a temporary sewer disposal station will be allowed for RVs and any trailers with a similar discharge line. The existing sewer line must be inspected by a plumbing contractor and the resulting video images and a written summary report must be submitted to the site inspector. Any fire damage to the existing sewer line must be addressed prior to allowing discharge to the sewer system. N O T E If water was not turned on to the property as part of the Debris Removal Process, contact the Water Engineering Services division at WaterEng@SRCity.org or 707-543-4200 to request that your water be turned back on.
All properties that have completed the Debris Removal Process and have had their sewer laterals capped, will be required to re-establish a connection to the existing private sewer lateral. Properties that have ‘opted out’ of the global cleanup program will be required to show proof that the private lateral and connection is not damaged and in working order. Connections may not be available for highlighted properties shown on the attached Sewer Lift Station maps until public sewer infrastructure is repaired.
