The City of Southlake continues to grow and set a bar high for excellence, all the while preserving that small-town feel that makes Southlake a destination for residents, businesses, and visitors. I am honored with the gift of serving as your fire chief for 12 years and have the privilege to submit the southlake fire rescue 2020 annual report for your review. The report that follows summarizes the hard work and dedication of the men and women that make up the city of southlake fire department. You will see a balance of quantitative and qualitative insights that demonstrate our pursuit of providing the highest level of customer service, which includes emergency response, emergency management, and community risk reduction through inspections and education. As we all know, 2020 was a challenging year with covid-19, yet the members of our department continued to explore ways to provide world-class service to our community safely and effectively. Many times, i have shared with our department, if we are not moving forward or constantly evaluating how to move forward, we are moving backward. Our department willingly accepts the ever-changing demands of the citizens, the community, and the fire service as a whole. I am continuously impressed by the passion the personnel of the Southlake fire department bring to the job and their ability to adapt to this dynamic environment. Thank you for allowing us to serve you. It is truly our pleasure and most of all, our honor, to provide emergency services to the city of Southlake.

COVID-19 Response The City of Southlake Fire Department’s primary concern with the COVID-19 pandemic was the health and safety of our community and members of our team. We have continuously worked with our local, state and federal partners, following advice and directives from the Centers for Disease Control and Prevention (CDC), the Texas Department of State Health Services (DSHS), and the Denton and Tarrant County Health Departments. The Fire Department worked hard to implement safety procedures for staff reporting to city facilities, including distribution of PPE, sanitizers, cleaning procedures and health screenings. Emergency Management continues situational reports to keep leadership informed of all changing aspects of COVID-19 response and recovery to include vaccine distribution.

COVID-19 Testing The firefighter/paramedics worked hard in protecting the most vulnerable population, our seniors, from a growing pandemic. With direction from the EMS Battalion Chief, Fire personnel conducted COVID-19 testing for long term care facility residents and staff, effectively managing 2,000 COVID -19 tests without incident. The testing protocols put in place, helped slow the spread of the coronavirus.

Wellness & Safety All firefighters, regardless whether they are career or volunteer, put their own lives at risk to save others in their communities. In addition to the danger of putting out fires, firefighters are at an increased risk for different types health conditions and cancer due to the smoke and hazardous chemicals they are exposed to in the line of duty. There have been multiple studies that show this increased risk for cancer. As a continuation to our health and safety program we implemented in 2019, the Southlake Fire Department instituted annual in-house Physical Ability Test (PAT). The PAT, consists of tasks which simulate the work carried out by firefighters at emergency incidents. It is used to assess if a firefighter’s level of fitness is suitable for emergency response. The PAT is a highly validated assessment designed specifically to identify individuals who are physiologically capable of tolerating the work-related demands of firefighting. The department also adopted a stringent health screening process for all fire department personnel. During the screening all elements of health are considered to include cancer screenings, blood work, and x-rays.

Through additional strategic initiatives, the fire department was able to make great strides in building a healthy financial foundation to continue to fund the department’s operations. he City of Southlake Fire Department combines resources from jurisdictions throughout North Central Texas to ensure that first responders will arrive as quickly as possible to all emergency calls. As a participating member in the North East Fire Department Association (NEFDA), the citizens of Southlake have access to the resources of 14 other jurisdictions. Southlake Fire promotes an aggressive fire prevention program and stringent fire code which helps to mitigate most major structure fires within the boundaries of the City.

Return of spontaneous circulation (ROSC) is resumption of sustained perfusing cardiac activity associated with significant respiratory effort after cardiac arrest. Signs of ROSC include breathing, coughing, or movement and a palpable pulse or a measurable blood pressure.

ROSC The Southlake Fire Department achieved the 2020 Mission: Lifeline EMS Gold Plus level recognition award presented by the American Heart Association for the second year in a row. This is the highest level of recognition related to pre-hospital cardiovascular care available to EMS providers nationwide.

ADAPTING

safety education in a pandemic T

he pandemic of 2020 brought about many changes in the world of public safety education. In a time before COVID-19, we invited our community to the fire station for tours, we had expecting families stop by to have their car seats installed, we had citizens attend CPR class, children were excited to ride to school in a fire engine and participate in Fire Department outreach events, and the list could go on and on.

I

n 2020 our team had to adapt to restrictions that came along with the pandemic and continue to provide education public on safety topics. Quickly we adapted by going virtual with our station tour, created memories with our virtual story time, and created a Candy Caravan where participants could drive through and receive their candy through a touchless candy dispenser for Halloween. We are hoping that 2021 brings people back to the station, but if not we will continue to be creative and create virtual options.

We were able to go virtual with our station tour via a video produced by Brad Uptmore. It also helps to have a professional performer like Jon Angeles to lead the tour and show our community a day in the life of a rookie firefighter.

Promoted our child passenger safety program in a PSA. Most programs have gone virtual our department has been doing in person installs since June and during the year assisted with installing 243 car seats.

Adapted our annual Trunk of Treat to a drive thru event with a touchless firehose candy dispenser.

We were able to take our story time virtual with the help of Lieutenant Davis and our very own Dragon.

WE STILL TOOK OUT THE TRASH The City of Southlake partners yearly with Fort Worth Environmental, Expanco Documents, Republic Waste and Texas Recovery Systems to provide a way for citizens to dispose of household hazardous waste, documents and electronics in a safe and environmentally conscious way. This years Crud Cruiser event disposed of 40,378 pounds of waste, 12,998 pounds of paper and 11,624 pounds of electronics. CITY OF SOUTHLAKE FIRE DEPARTMENT

virtual eoc response An Emergency Operations Center, (EOC) is a hub of activity during incident response; a location where EOC staff gather and manage incident response and recovery. The common functions of the EOC is to collect, gather and analyze data; make decisions that protect life and property, maintain continuity of the organization, within the scope of applicable laws; and disseminate those decisions to all concerned agencies and individuals. Responding to the large-scale incident, COVID-19, the EOC and it’s members had to switch to a virtual platform due to social distancing and health and safety concerns. Communication through virtual meetings has changed the way EOC members interacted in order to maintain an effective and coordinated response.

public health The year 2020 has been the year for public health. Southlake relies on Tarrant County Public Health for information and guidance. This relationship was crucial during COVID-19. Southlake Office of Emergency Management was able to successfully navigate relationships with Tarrant and Denton County Public Heatlh and the Texas Department of State Health Services to effectively respond to COVID-19. They City has also instituted the www. protectsouthlake.com page in order to communicate the most current COVID-19 information, case data, and city response actions.

vector control The vector program for the City is coordinated through emergency management. This year the city set 135 traps between April and November with 24 returning positive for West Nile Virus, and responded to 25 citizen concerns or reports of standing water. Along with response, a coordinated public education campaign for mosquito reduction and responsibility was launched in order assist the community understanding the vector program and personal responsibility.
