News: Case Management Information Why Are So Many Facing Reduced FoodShare Benefits?

live in subsidized housing and do not pay a separate utility bill.

From the GWAAR Legal Services Team

Who is not affected by the change? People who pay a separate utility bill or have received at least $20 in WHEAP benefits in the past 12 months will likely not face a reduction in benefits due to these changes.

FoodShare is Wisconsin’s program for the federally funded supplement nutrition assistance program (SNAP). The program is administered jointly by federal, state, and local governments. The recent change came via the 2014 Farm Bill. It redefined how net income is calculated for SNAP households receiving aid from the Low Income Home Energy Assistance Program (LIHEAP) or locally known as Wisconsin Home Energy Assistance Program (WHEAP). What did the 2014 Farm Bill change? Wisconsin offered a single deduction for heating and cooling costs — known as the “Heat and Eat” program. Participating states provided the full utility deduction (HSUA) to recipients if they received any assistance from LIHEAP. FoodShare households were given a $1 annual LIHEAP/ WHEAP benefit, thus qualifying for the full utility deduction. The 2014 Farm Bill mandated that households must receive an amount greater than $20 in LIHEAP in the past 12 months to receive the full utility deduction. Who was affected by the change? People who had received the $1 WHEAP benefit will face a reduction as they no longer get the $1 benefit and are no longer eligible for the standard utility deduction. Persons who are not required to pay a separate utility bill (included in rent) face reduction in benefits. This affects people who

Case Managers schedules do vary at the Stoughton Area Senior Center, please call ahead to schedule appointments. Thank you.

When will the reductions take place? The changes have been implemented on a rolling basis.

Health Benefits of Tomatoes Tomatoes are a low-calorie vegetable, they have just 18 calories per 100 g. They are also very low in fat and have no cholesterol. They are excellent sources of antioxidants, dietary fiber, minerals, and vitamins (see below). Because of these qualities, dieticians and nutritionists often recommend them in cholesterol controlling and weight reduction diet programs.  Lycopene, a flavonoid antioxidant, is a unique phytochemical compound found in tomatoes. Together with carotenoids, lycopene may help protect cells and other structures in the human body from harmful oxygen-free radicals. Studies show that lycopene protects the skin from ultra-violet (UV) rays and thus offers some defense against skin cancer.  Zeaxanthin, also in tomatoes, helps protect eyes from "age-related macular disease(ARMD) by filtering harmful UV rays.  Tomatoes have many A, C and B-complex Vitamins as well as some essential minerals like Iron, Calcium, and Manganese.  A fresh tomato is very rich in Potassium and low in sodium. Potassium is an important component of cell and body fluids that helps control heart rate and blood pressure.

RECIPE OF THE MONTH: Tomato Tart All purpose flour 1 sheet frozen all-butter puff pastry 1 tbsp. olive oil 1 c. whole milk ricotta 4 oz. soft goat cheese 2 large eggs ¾ tsp salt ¼ tsp. black pepper 1/3 cup chopped fresh basil 3/4 pound assorted tomatoes On a lightly floured work surface, roll out pastry to a 10x15 inch rectangle and transfer to the baking sheet. Score a border 1 inch in from the edge all around, cutting into, but no through, the dough. With a fork, prick the dough inside the border all over. Brush the center with 1 tablespoon oil. In a lg. bowl, stir together ricotta, cheese, eggs, basil ½ tsp. salt and pepper. Spread mixture over the center of puff pastry sheet. Top with tomatoes, overlapping slightly. Sprinkle with remaining salt and oil. Bake 30 minutes at 350 degrees or until pastry is golden brown and filling is set.

PROBATE: What Is It? Probate refers to the method by which a deceased person’s estate is administered and processed through the court system. Unfortunately, this process subjects families to additional costs, delay, and publicity. In the state of Wisconsin, anyone with assets greater than $50,000 is subject to probate (even if they have a will) unless those assets are set up individually to avoid probate. For more information on the specifics of probate, please speak with an attorney about your personal situation. Attorney Office Hours Local attorney Eric Christoffersen will be holding office hours at the Stoughton Area Senior Center on the third Monday of each month. To make an appointment, contact his office at (608) 662-0440, email him at edc@dfgrams.com, or 221 Kings Lynn Rd. Suite B, Stoughton, WI (appt. only).

Garden Tour –at the Beutel Residence! Monday, July 27, 10:00AM John Beutel moved to his clapboard little farmhouse in 1979 and shortly found out that the original part of the house under the clapboard was a Norwegian log cabin. The garden has undergone three incarnations during John’s tenure here. The current informal garden was begun in 2001 when he retired. The driveway is packed with a wide variety of hostas. John built a small pond with a 30-foot stream and a small waterfall. Dwarf and weeping conifers (evergreens) are featured along with a few perennials and a little touch of formality with a trimmed boxwood hedge. The front of the house has many raised beds where a wide variety of vegetables are grown. The address for this Garden Tour is 850 Hwy 51. It is1/2 mile past the intersection stop light at the conjunction of Hwy N and Hwy 51. Turn left onto Spring Road. The driveway is about a hundred feet on the Right of Spring Road. People can leave passengers off at his driveway, but should park along Spring Road.
