The Wall That Heals: Coming Through Stoughton August 10 The Wall That Heals, a half-scale replica of the Vietnam Veteran Memorial Wall in Washington, D.C. will arrive on Stoughton’s eastside at approximately 10:46 AM and travel through downtown Stoughton. The Wall will be escorted by about 100 motorcycles continuing on to Madison via McFarland on its way to be displayed at Operation Badger Base. For details, go to: http://operationbadgerbase.com/

Our Senior Center’s case managers are devoted to coordinating, evaluating and advocating for such services to meet each individual’s needs and preferences. Call 873-8585 to schedule an appointment. If you live in Dunn, Pleasant Springs or Rutland case management services are provided by the McFarland Senior Outreach, (608) 838-7117.

Equipment such as wheelchairs, walkers and other items may be checked out on a short-term basis to those residing in our case management service area (Stoughton, Town of Albion and Town of Dunkirk). Call or stop in for details. Monetary donations accepted.

News: Case Management Information Are You Concerned About Falling?

Can’t Pay Your Medical Bill? By the GWAAR Legal Services Team As soon as you realize you cannot afford to pay your entire medical bill, you should contact your medical provider. Many providers are willing to set up monthly payment arrangements. You can use your negotiation skills to set up a payment plan that fits within your budget. However, keep in mind that your monthly payments should be reasonable. The monthly repayment amount should fit in your budget and show that you are actively trying to pay the bill in full. Here are some other important tips from the State of Wisconsin Department of Agriculture, Trade and Consumer Protection agency if you cannot afford to pay your medical bills: 1. If you know you may have trouble paying your bill, try to make arrangements before you receive medical services. Some providers offer discounts for eligible participants. 2. Providers do not have to accept or offer a payment plan. 3. If your bills are past due, your account can be turned over to a collection agency. 4. If your account is turned over to an external collection agency, you will have to negotiate with the collection agency and not the medical provider. 5. Review all of the medical bills you receive and contact your provider about any questionable bills or unpaid balances as soon as you can. Overall, if you cannot afford to pay your medical bills, don’t ignore them and let them become past-due. You have options. The key is to not panic and to be proactive. 4

News: Case Management Information A Closer Look at Drug Prices Under Medicare Part D By the GWAAR Legal Services Team Medicare Part D officially became available to Medicare beneficiaries on January 1, 2006. Prior to that, there was no drug coverage for seniors under Medicare. Part D came about under the Medicare Modernization Act of 2003. The new law included a provision that prohibits the government from negotiating drug prices on behalf of Medicare beneficiaries. This is known as the “non-interference clause.” This clause is in stark contrast to other federal programs such as Medicaid and the Veterans Affairs, which are required by law to utilize the buying power of all beneficiaries to negotiate lower drug costs. In comparison, for Part D, it is left up to each individual drug plan to negotiate its own drug prices separately with pharmacies and pharmaceutical companies. Because drug prices have been fairly flat in recent years, there has not been much push to change this policy up until February 2016. However, prescription drug costs are projected to increase significantly in upcoming years, and are on track to double by 2022 due to all the baby boomers (current cost for Part D is $80 billion/ year). President Obama attempted to allow for some governmental negotiation of Medicare drug prices in his biannual budgets, but Congress has declined to make any changes. According to a survey in 2015, 83% of the overall population favors government negotiation of Medicare drug costs. More specifically, 93% of Democrats favor it, and 74% of Republicans favor it. (Notably Hilary Clinton, Bernie Sanders, and Donald Trump all favor it!) There are 3 proposed options for change: 1. Strike the non-interference clause all together so that the HHS Secretary can negotiate and oversee drug prices on behalf of all Medicare beneficiaries;

2. Establish a public Part D plan administered by HHS Secretary to operate alongside private Part D plans. In this case, the Secretary would establish a formulary and negotiate drug prices for drugs on that formulary; or 3. Authorize the HHS Secretary to negotiate Rx prices solely for a limited amount of expensive drugs or unique drugs that lack therapeutic alternatives. The upcoming presidential election may bring out discussions regarding changes to Medicare and/ or Social Security. People are encouraged to make their voices heard and contact their local legislators regarding this important issue. SAFE/Falls Prevention Presentation Thurs., August 11, 1:00PM Join Sara Hanneman, SAFE at Home Program Coordinator with Home Health United. SAFE is a program that provides free in-home safety assessments for Dane County residents aged 65 and older. They assess the home, looking for ways to prevent falls, and also provide a medication review by a pharmacist to prevent negative drug interactions.

Reflexology Presentation Tuesday, August 16 10:00 AM Come and learn what Reflexology is all about with Heidi Fromi. This form of massage applies deep pressure to reflex points on the feet. It opens nerve pathways to increase circulation and create a sense of balance within the body. The feet are like a roadmap that connects to organs and glands within the body and by working with the feet it can increase normal function and flow. This practice will leave individuals feeling relaxed as the body's natural equilibrium is restored. In September we will begin regular session times the third Monday of each month from 1:00 to 3:00 PM. Prices are $25 for 30 minutes or $45 for 60 minutes.

UW Conversation Partners Tuesday, August 23, 12:00 to1:00 PM Are you available to chat with an international student at the UW-Madison via Skype or FaceTime? They are academic undergraduates or in graduate programs, some are visiting scholars, and some are here in full time English language classes. Many of these students make friends on campus with other students from their own countries, but struggle to make American friends. They may apply for conversation partners through a tutoring service on campus, but the waiting list is long. We are starting up a program in which we would match you with one international student. You would “meet together” each week via Skype or FaceTime. You would not be required to tutor the student you are matched with. You would be welcome to use the computers in our computer lab or your own. We would provide you with some training and support. You would be able to arrange the “meeting” schedule with your partner for the days and times that work well for both of you. We would hope that your partnership could continue for one semester. Prior registration is required.

ElderTree Presentation: A website designed by older adults, for older adults in Wisconsin Wednesday, August 31, 3:00 PM Have you ever wondered: “Why can’t there be a website that offers older adults an easy way to communicate with each other and access information without needing to be a computer expert?” Elder Tree is that website. This simple, web-based technology was developed at UWMadison to help older adults remain independent in their home, while staying socially connected and engaged. There is no cost to use Elder Tree and no advertising. Older adults simply need access to any computer or tablet and Internet connection. If you don’t have one, a computer at your local library, senior center or a friend’s house will work. Learn how Elder Tree was developed and how it works; the impact it is having on the lives of older adults; and how you can easily try Elder Tree for yourself and share it with friends. 12

Meals are provided by Dane County through Consolidated Food Services. They are packed, delivered and served by Senior Center staff and volunteers. If you are a vegetarian or have special dietary needs, talk with Lisa regarding your meal options. Home Delivered Meals: Meal delivery is available to homebound older adults in the Stoughton Area School District every weekday. The Home Delivered Meal menu for the month is on the following page. Nutrition Site: The Senior Center serves lunch every weekday at 12:00 PM. The Nutrition Site offers meals from the menus on p.14 &15, (Note additional meal choices on Tuesdays & Thursdays). See page 2 for transportation options. Cost of Meals: Individuals 60 or older pay by donation. Suggested donation is $4.00. Individuals under the age of 60 must pay the total cost: Site: $7.50 Delivered Meal: $7.75.

Eating your greens There are demonstrated links in eating green vegetables and lower risks of cancer. Try to eat at least five servings of fruit and vegetables each day. A serving is equal to a half cup, so you can easily include two servings in one meal. When selecting greens, remember they cook down considerably — from one-quarter or more — from their original volume. Storage To store greens, wrap them in damp paper toweling, then place in a perforated plastic bag and refrigerate. If the greens are purchased in good condition and if the paper toweling is kept moist, most varieties will keep one week. Preparation Wash greens thoroughly (lukewarm water removes grit faster than cool water) and pat dry with toweling. Mild-flavored greens like spinach, kale or chard can be steamed until barely tender. Stronger-flavored greens like collards, mustard or turnip greens benefit from longer cooking in a seasoned broth. They should also be blanched before adding to soups and stews, otherwise a bitter flavor will predominate. Note: Don’t cook greens in aluminum cookware which affects both their appearance and taste.
