axãáM Case Management Services The New Voter ID Law and 2011 Elections This article reprinted with permission from Council of Wisconsin Aging Groups. Think you need ID to vote in the recall elections? THINK AGAIN! No. The law does not apply until the spring of 2012. Understanding the new voter identification law. On May 25, 2011, Governor Scott Walker signed a bill requiring potential voters to show ID in order to vote. However, the bill also says voters can still vote without ID at the special and recall elections in 2011. Nevertheless voters will be asked to show a photo ID; however, a photo ID will not be required until Presidential Preference Primary in the Spring of 2012. Voters who do not have photo ID for elections in 2011 will be given written information about the requirement in 2012. In no way should any voter without ID be prohibited from voting in 2011. What about the recall elections? You can vote in the upcoming recall elections without ID. If you are asked for ID, but don't have it, just ask if you can vote without it. The answer should be yes because that's the law. We recommend bringing ID to the polls if you have it. Spread the word. If someone you know tells you that you can't vote in the recall elections because you don't have ID, set the record straight. Eligible Wisconsin voters can still vote without ID in elections prior to 2012-and this includes the recall elections!
Tips for Voting Day: If you have ID, BRING IT! If you don't have ID, ASK IF YOU CAN VOTE WITHOUT IT! REMEMBER, after 2011 you will NOT be able to vote without identification. Complaints and concerns If you have witnessed actual or attempted acts of discrimination or intimidation in the voting process related to the Voter ID law or any other matter, you should report this to the Civil Rights Division of the United States Department of Justice at 1-800-253-3931. If you are told by any official at any polling place the ID is required in 2011 you should file a complaint with the Wisconsin Government Accountability Board which can be contacted by phone at 608-266-8005, or e-mail: gab@wi.gov. Their complaint form is also online at http://gab.wi.gov/elections-voting/ recall.

axãáM Case Management Services What ID will be required in 2012? A Wisconsin Department of Transportation (DOT)-issued driver license A Wisconsin DOT-issued identification card An identification card issued by a U.S. uniformed service A U.S. passport (Identifications above must be unexpired, or if expired, have expired after the date of the most recent general election.) A certificate of naturalization that was issued not earlier than two years before the date of an election at which it is presented An unexpired driving receipt issued by Wisconsin DOT An unexpired identification card receipt issued by Wisconsin DOT An identification card issued by a federally recognized Indian tribe in Wisconsin An unexpired identification card issued by a Wisconsin-accredited university or college that contains the following: -- Date of issuance -- Signature of student -- Expiration date not later than two years after date of issuance How do I get a Free Voter ID? Wisconsin Act 23 requires the Department of Transportation to provide free ID cards: SECTION 140. 343.50 (5) (a) 3 of the statutes is created to read: “The department may not charge a fee to an applicant for the initial issuance or reinstatement of an identification card if the applicant is a U.S. citizen who will be at least 18 years of age on the date of the next election and the applicant requests that the identification card be provided without charge for purposes of voting”. For information about the requirements to obtain a Wisconsin ID card, please visit the Department of Transportation website: http:// www.dot.wisconsin.gov/drivers/drivers/apply/ idcard.htm.

Because of the need to obtain a birth certificate and other documents, voters are urged to start the process early.
The busiest Wisconsin DMV stations (30 in all) will have a new process for those getting just the photo ID for voting purposes. The new process is slated to be in place by August 1. The process will go something like this: After getting a ticket from a DMV staff person, the individual will go directly to the phototaking area. Upon completion of the photo, the person will be seated. The next available DMV staff person will take the individual as a priority over other clients. In this process, the person needing the photo ID will be bumped to the beginning of the line. Starting in 2012, DMV hopes to have in place a renewal process online or via mail for those renewing photo ID's. Originals still need to be done in person. Details of this are still being worked on. According to a local DMV director, the best time to go for fastest service at the DMV is the middle of the month and the middle of the week. Also, people can renew ID's within a year of the renewal date, so they don't have to wait until the last minute.
LGBT Support
In June of 2011, the National Resource Center on LGBT Aging launched a new section on legal support and financial planning for LGBT older adults! You can find the site at www.lgbtagingcenter.org/resources/index.cfm.

She has been a hard-working, passionate employee and will be greatly missed. We wish her the very best in her future.
