Case Management Stoughton, Towns of Albion & Dunkirk The Case Management program links older adults with services available to help them remain as independent as possible in their homes and community. Our Senior Center’s case managers are devoted to coordinating, evaluating and advocating for such services to meet each individual’s needs and preferences. Call 873-8585 to schedule an appointment. News: Case Management Services Wisconsin Landlord –Tenant law: Changes Impact Tenant Rights
not have notice of their vehicle, or a guest’s vehicle, being towed by a landlord.
On Thursday, December 12, 2013, Governor Scott Walker signed 2013 WI ACT 76 into law. This is the third landlord –tenant law with major impacts and changes during the last two years. The law itself will make over 20 changes that will adjust renters’ rights as well as the scope of landlords’ authorities. Most of the provisions of the law will go into effect March 1, 2014.
A landlord does not have to store items that have been left behind by a tenant after a move. This means if a tenant moves and forgets their items (for example, a box of photos or a bicycle) on the premises, the landlord can throw away, give away, or sell the items. There is no requirement for the landlord to tell the tenant that items were left behind or what happened to them.
Some of the major changes of the law to be aware of include; 1) speeding up the eviction process; 2) towing of vehicles and removal of property left behind and ; 3) determining whether the landlord or the tenant has responsibility for paying for pest control.
When first proposed, the law was going to change the responsibility for pest control from land lord to tenant. The good news is that this change did not become law. Under the new law, a landlord must prove that a tenant was at fault for pests, if the landlord wants to charge the tenant for the cost. However, there are no automatic charges to the tenant for pest control.
The evictions process has been changed which will likely speed up evictions. While an order from a judge is still required for an eviction to take place, a landlord is no longer required to have a sheriff present for the removal of the tenant’s property after an eviction has been ordered. The presence of law enforcement was a safeguard for tenants and this safeguard has been removed by the passage of the new law.
There are many new changes in the law and as a tenant or a landlord it is important to know your rights. For Information , including a synopsis of the changes in the law, visit: www.tenantresourcecenter. org/ understand_your_rights
In addition, each county will have the discretion to change their eviction procedures to allow a landlord to mail a court summons to the tenant instead of requiring someone to personally serve the tenant. If a tenant misses their court date, a landlord may get a default judgment against the tenant. Now more than ever, it is very important for a tenant to appear in court to avoid a default judgment. A landlord may now tow vehicles (at the owner’s expense) on their property so long as there is a sign posted that prohibits unauthorized vehicles. There is no requirement that a vehicle be ticketed prior to being towed. This may mean a tenant will

Need Help Filing Your Taxes? It’s that time again! Tax season is upon us. The IRS began accepting tax returns on January 31, 2014. Unless an extension is requested, taxes are due Tuesday, April 15, 2014. Electronic filing is encouraged to expedite the processing of the returns and generate faster refunds through direct deposit. Last year, more than 80% of people filed electronically. Each year, volunteers are available to provide income tax assistance to low-and moderateincome individuals. Here are several programs to be aware of this tax season: The Stoughton Volunteer Income Tax Assistance (VITA) Site The site will officially be open on Thursdays starting January 30, 2014 from 12:00 PM to 5:00 PM. The site will continue to be located at the TRI COR/Schroeder building, 724 East Main Street. The site will be open every Thursday through April 3, 2014. You will need to go in and make an appointment. No phone access. 4
AARP Tax-Aide Program AARP provides tax assistance to low-and moderate-income taxpayers with special emphasis on those who are age 60 and older. AARP Tax-Aide volunteers are trained to assist with filing the 1040 Form and the more standard schedules such as Schedules A and B. Electronic filing is offered at most sites with no charge to the taxpayer. AARP Tax-Aide also offers free, year-round online assistance where taxpayers can pose questions to volunteers 24 hours per day, 7 days per week. Call for appointments. Technical Colleges Many local technical colleges offer free tax preparation services to the community. Accounting and accounting assistant students prepare tax returns for individuals and families as part of their coursework. Call or log on to your local technical college to see if it offers a free tax clinic this season. Choosing a Nutrient-Rich Diet Enjoy your diet. In choosing nutrient-rich foods, you'll find they are familiar, easy to find and represent the five basic food groups. Achieving balance and building a healthier diet can be simple and stress-free. Selecting nutrient-rich foods and beverages first is a way to make better choices within your daily eating plan. Choose first among the basic food groups: Brightly colored fruits and 100-percent fruit juice Vibrantly colored vegetables including potatoes Whole-grain, fortified and fiber-rich grain foods Low-fat and fat-free milk, cheese and yogurt Lean meats, poultry, fish, eggs, beans and nuts Here are some practical ways for you to add nutrient-rich foods and beverages to your daily diet. Make creamier oatmeal by adding fat-free milk instead of water. Mix in some raisins, dried cranberries, cherries or blueberries too. Make sandwiches on whole-grain bread, such as whole wheat or whole rye. Add slices of avocado, tomato or cucumber to fillings like lean roast beef, ham, turkey or chicken. Whole-wheat macaroni and cheese is a great way to enjoy a whole-grain food with a serving of dairy. When eating out, look for nutrient-rich choices such as entrée salads with grilled seafood and low-calorie dressing, baked potatoes topped with salsa, grilled vegetables and reduced-fat cheese and yogurt parfaits made with strawberries and blueberries. Choose nutrient-rich beverages such as lowfat or fat-free plain or flavored milk or 100% fruit juice. Top foods with chopped nuts or reduced-fat shredded sharp cheese to get crunch, flavor and nutrients from the first bite.
Spend a few minutes to cut and bag vegetables so they are in easy reach of every family member: ready-to-eat favorites including red, green or yellow peppers, broccoli or cauliflower flowerets, carrots, celery sticks, cucumbers, snap peas or whole radishes. Keep cut vegetables handy for mid-afternoon snacks, side dishes, lunch box additions or a quick nibble while waiting for dinner. Serve meals that pack multiple nutrient-rich foods into one dish, such as hearty, broth-based soups that are full of colorful vegetables, beans and lean meat. Make chili with a dollop of low-fat yogurt. Serve these with whole-grain breads or rolls. For dessert, enjoy a tropical treat by blending mango, plain low-fat milk, ice and a splash of pineapple juice. Or try stirring chocolate syrup into a cup of coffee-flavored yogurt, freeze and enjoy. If you are a vegetarian or have special dietary needs, please call and talk with Lisa regarding your meal options. Nutrition Site: The Senior Center serves lunch every weekday at 12:00 PM. Menu pg.15. Home Delivered Meals: Meal delivery is available to homebound older adults in the Stoughton Area School District every weekday. Cost of Meals: Individuals 60 years or older pay by donation. Individuals under the age of 60 must pay the total cost . Meal Site: $7.50 Delivered Meal: $7.75. Please be reminded that cancellations and reservations be made by 1:00PM the previous working day. Any cancellations made on the day of, are still subject to payment to the county.
