How about your two cents? What are the needs and interests of the people the Senior Center serves? What are the issues facing our aging community? What is the Center’s role in addressing them? These are all questions we hope to get feedback on to guide our next 5-year Strategic Plan. In an attempt to hear a variety of perspectives, the Commission on Aging will be conducting focus groups. We are asking a time commitment of just one 2-hour evening meeting; and food will be served. Please contact Cindy if you would like to participate!

Stoughton, Towns of Albion & Dunkirk The Case Management program links older adults with services available to help them remain as independent as possible in their own homes and community. Our Senior Center’s case managers are devoted to coordinating, evaluating and advocating for such services to meet each individual’s needs and preferences. Call 873-8585 to schedule an appointment. If you live in Dunn, Pleasant Springs or Rutland case management services are provided by the McFarland Senior Outreach, (608) 838-7117.

Equipment such as wheelchairs, walkers and other items may be checked out on a short-term basis to those residing in our case management service area (Stoughton, Town of Albion and Town of Dunkirk). Call or stop in for details. Monetary donations accepted.

News: Case Management Information Be Safe, Not Sorry

Conditions that may cause impairment:  

When You Are Concerned About a Medically-Impaired Driver If you know someone who could be dangerous behind the wheel because of a medical condition, you may report your concern to the Division of Motor Vehicles (DMV) Medical Review Unit. You may obtain form MV3141 Driver Condition or Behavior Report by visiting http://wisconsindot. gov/Pages/dmv/license-drvs/rcd-crsh-rpt/ driver-forms.aspx, by contacting the Medical Review Unit directly at (608)266-2327 to have the form mailed to you or by going to your local DMV Service Center. It is not an easy decision to report a relative or friend to the DMV, but concern for the driver’s safety and the safety of others should be the deciding factor.

     

What is Needed for DMV to Act? 

Positive identification of the driver. The license plate number is not sufficient because the driver could be someone other than the owner of the car.

A report that is signed. If the report is from a citizen, another person must be able to verify the information.

A description of behaviors, observations or impairment related to driving. DMV will not take action based only on a diagnosis or a person’s advanced age.

How the Wisconsin Division of Motor Vehicles (DMV) Makes a Decision DMV cares about a driver’s functional ability to safely operate a motor vehicle. Decisions about impaired drivers are based on individual signs, symptoms, behaviors and the observations of others rather than the type of condition or diagnosis. The issue is whether a medical condition affects the ability of a driver to drive safely.

Signs of Impairment            

Confusion Disorientation Memory loss Impaired judgment Extreme exhaustion Difficulty making simple decisions Chronic drowsiness Impaired response/reaction time Inability to concentrate Impulsive behaviors Severe shortness of breath Episodes of impaired/altered consciousness

Alzheimer’s and other types of dementia Diabetes, if frequent episodes of low blood sugar (hypoglycemia) occur Neurological conditions such as seizure disorders Sleep disorders Behavioral or mental disorders Respiratory (lung) diseases Cardiovascular (heart) disease Visual Impairments

What Can Happen? Depending on the nature of the driver’s limitation and the contents of the Driver Condition or Behavior Report, DMV may require a: 1. Road test 2. Knowledge test 3. Medical report 4. Vision exam or screening 5. No further action 6. Cancellation of the license 7. Any combination of 1–4

News: Case Management Information Only a behavior report signed by a Doctor of Medicine (MD), Doctor of Osteopath (DO), Physician Assistant (PA-C) or Advanced Practice Nurse Prescriber (APNP) can result in immediate cancellation of a license.

Is Confidentiality A Concern? Wisconsin has an open records law which means that behavior report information is available to the reported driver. If this is a concern, you might want to discuss your concerns with the driver and suggest that the person stop driving or see a physician (MD/ DO), PA-C or APNP. The physician (MD/DO), PA-C or APNP may be willing to send in a report. If you have good reason to remain confidential and will not provide information otherwise, you may complete form MV3454, Pledge of Confidentiality. You must sign form MV3454 in the presence of a DMV representative before the information is accepted.

When Medical Professionals Report Wisconsin does not have a mandatory reporting law, but a physician (MD/DO), PA-C or APNP may report concerns about the driving ability of a patient to Wisconsin DMV without informed consent of the patient. This concern applies to any patient whose physical or mental condition may affect the ability to safely operate a motor vehicle, based on the physician’s judgment. Reports from health care providers are considered confidential because they contain medical information; however the information is available to the driver.

News: COA & Community Information Commission on Aging Meeting Highlights for January 5, 2015 Meetings are Open to the Public

Center News: Cindy McGlynn  Fund raising quilt from 1994 displayed again in north stairway.  Volunteer/Program Coordinator position is vacant, interviews conducted before holidays, should have someone in place by mid January.  Grant monies were received to update some interiors. New counter tops in the kitchen and an update to the Mandt room on the second floor with media equipment. Strategic Plan  Commission approved questions to be asked at focus groups. Members will recruit people to be a part of the focus groups in March. The focus groups should take no more than two hours, will be in the evening and food will be served.  Senior Center participants are encouraged to volunteer for the focus groups. Syttende Mai discussion: Staff informed the Commission that they will again not be present during Syttende Mai. The Commission needs to make a decision on if they want to volunteer their time again to be open during parade times. Next meeting: 11:00 AM, February 2, 2016 Stoughton Area Senior Center

2015-2020 New Dietary Guidelines Every 5 years the United States government puts out new dietary guidelines. Below are some of the key recommendations. Consume a healthy eating pattern that accounts for all foods and beverages within an appropriate calorie level. A healthy eating pattern will include:  Vegetables from all subgroups-dark green, red and orange, legumes and beans, starchy and other.  Fruits, especially whole fruits.  Grains, at least half of which are whole grains.  Fat-free or low-fat dairy, including milk, yogurt, cheese and /or fortified soy beverages.  A variety of protein foods, including seafood, lean meats and poultry, eggs, legumes (beans and peas), and nuts, seeds and soy products.  Oils.  Limit added sugars to less than 10% of calories.  Limit saturated fats to less than 10% of calories.  Consume less than 2,300 milligrams of sodium.  Limit alcohol to one drink per day for women, two for men. Senior Center Nutrition Program: Meals are provided by Dane County through Consolidated Food Services. They are packed, delivered and served by Senior Center staff and volunteers. If you are a vegetarian or have special dietary needs, talk with Lisa regarding your meal options. Home Delivered Meals: Meal delivery is available to homebound older adults in the Stoughton Area School District every weekday. The Home Delivered Meal menu for the month is on the following page. Nutrition Site: The Senior Center serves lunch every weekday at 12:00 PM. The Nutrition Site offers meals from the menu on p. 15, as well as additional meal choices on Tuesdays & Thursdays (see below). See page 2 for transportation options. Cost of Meals: Individuals 60 or older pay by donation. Suggested donation is $4.00. Individuals under the age of 60 must pay the total cost: Site: $7.50 Delivered Meal: $7.75. Please be reminded that, if at all possible, cancellations/reservations should be made by 1:00 the previous working day. Any cancellations made on the day of, are still subject to payment to the county.
