We will be wishing Hollee, our assistant director for the past 6 years, a fond Bon Voyage Party on July 22 at 9:00 AM. She will be departing for Europe in August. We would like to thank her for her many talents and contributions that she has brought to our Stoughton Area Senior Center. Hollee has been truly appreciated and we thank her for the time that she has given us. Good Luck and Best Wishes ! We will miss you.

Stoughton, Towns of Albion & Dunkirk The Case Management program links older adults with services available to help them remain as independent as possible in their homes and community. Our Senior Center’s case managers are devoted to coordinating, evaluating and advocating for such services to meet each individual’s needs and preferences. Call 873-8585 to schedule an appointment. axãáM Case Management Services Low Cost Legal Services for Wills and Powers of Attorney available through the State Bar of Wisconsin’s The Modest Means Program of the State Bar of Wisconsin assists people whose income is too high to qualify for free legal services, but too low to pay a lawyer’s standard rate. The Modest Means Program is run by the Lawyer Referral and Information Service at the State Bar. When the program receives a completed application and documentation, the program staff will match eligible clients with an attorney who has agreed to consider certain cases at a reduced rate. There are many attorneys who have volunteered to serve on this panel and to accept these cases but the State Bar reported that in 2010 the panel received no requests for Will or Power of Attorney Services. Elderly Benefit Specialists are in an ideal position to provide information and assistance to consumers about the existence of this service as the EBS program serves clients in all income brackets and many of these individuals could benefit from a Modest Means attorney assisting with a Will or Power of Attorney. How much do the attorneys charge? Attorney fees differ from lawyer to lawyer, but lawyers in this program are urged to offer rates that are substantially lower than their regular rates. Most attorneys charge flat fees for wills and powers of attorney. The fee (usually nominal) will be determined by the lawyer based on the legal matter and what the client is able to afford. You will have to discuss fees and agree on payment options at the initial consultation. Most Wills and Powers of Attorney services are charged on a flat fee basis and Modest Means clients will receive a lower flat rate than what is typically charged. How are the lawyers chosen for individual cases? The State bar keeps a list of lawyers who have agreed to reduce what they charge

for prescreened referrals through this Modest Means Program. They attempt to find a lawyer in as convenient a location for the client as possible. Do the Clients have to hire the lawyer to whom they are referred? No. Clients are not obligated to hire the lawyer to whom they are referred and the lawyer is also not required to take the case. Is there a charge for a referral? No. However, the lawyer may charge a $20 fee for the initial half-hour consultation. Most attorneys who assist with Wills and Powers of Attorney will waive this initial $20 fee. How is eligibility determined? Below is a table that shows the basic income limits of the program. Income limits are defined based upon household size and there is a lower and upper gross income. To qualify the household income must be more than the lower number

Eligibility is determined by gross household income (before taxes), including earned and unearned income. Child support and maintenance payments are the only expenses that may be deducted from gross income to determine eligibility. Assets are also considered. axãáM Case Management Services Information that must be provided includes gross household income from all sources (including wages or benefits such as Social Security disability or SSI, worker’s compensation, unemployment or VA benefits), bank account balances, and the value of any real estate, stocks, and bonds, CDs and/or retirement accounts. All information must be documented. In addition to Wills and Powers of Attorney, the Modest Means panel accepts referrals in the following areas: Bankruptcy; Criminal Law; Foreclosure Defense; Consumer Law; and Family Law. The application form can be accessed on-line at http://www.legalexplorer.com/lawyer/lawyernotafford.asp. The Modest Means Program can also be contacted by calling 1-888-529-7599.

The legislative Joint Finance Committee on May 24, 2011 adopted a motion amending Governor Walker's 2011-13 state budget, to preserve SeniorCare with no changes. If the Governor's budget proposal had not been amended, over 79,000 seniors could have been forced to apply for the Medicare Part D prescription drug program. U.S. Senator Herb Kohl and CWAG have worked tirelessly since December 2010 advocating for no changes to the popular and low cost SeniorCare program. With bi-partisan help of Representative Andy Jorgensen (D) and State Senator Alberta Darling (R), along with thousands of seniors and other aging advocates statewide, the powerful legislative Joint Finance Committee members agreed today for no changes to the current SeniorCare program. 4

This decision is very likely to be supported by the full legislature when the Governor's state budget is voted upon in the state Assembly and Senate by mid June. Following the legislative vote, the state budget goes back to Governor Walker's desk for final approval and his signature. Please continue to call your state legislators and the Governor's office to let your voice be heard: "Save SeniorCare by not changing the program." Stay Hydrated This Summer • Water is an absolute requirement for life. • Although other nutrition can be neglected for weeks, we cannot go without water for more than 100 hours. • Water content for the elderly is 56% in men and 47% in women. • Body water content varies with energy expenditure. • Body water content is used for temperature control. • The actual amount of water a person needs depends on age, physical activity, illness, the temperature and humidity of the environment. • Water is used to move waste products from the body • Water is used as a lubricant between body structures. • Aging diminishes the sense of thirst. • To keep hydrated, fluids must be provided between all meals. By the time a person is thirsty – they are already dehydrated. Stay ahead of your thirst!

To Die For Blueberry Muffins Muffin ingredients

July Belongs to Blueberries Month Blueberries are very low in calories and contain soluble dietary fiber, minerals, vitamin C, A, E and anti-oxidants such as carotene B, lutien and zeazanthin that contribute to health and wellness. Blueberries also contain very good amounts of vitamin B-6, niacin, riboflavin, pantothenic acid and folic acid. These vitamins act as co-factors to help the body metabolize carbohydrates, proteins and fats.

1 and ½ cups all-purpose flour ¾ cup white sugar ½ teaspoon salt 2 teaspoons baking powder 1/3 cup vegetable oil 1 egg 1/3 cup milk 1 cup fresh blueberries Crumb topping ingredients

½ cup white sugar 1/3 cup all-purpose flour ¼ cup butter, cubed 1 and ½ teaspoons ground cinnamon Preheat oven to 400 degrees, grease muffin cups or use liners.

NUTRITION PROGRAMS All meals are provided by Dane County Consolidated Food Services; and packaged, delivered and served by Senior Center volunteers. Nutrition Site: The Senior Center serves lunch every weekday at 12:00 PM. Menu Pg.15 Home Delivered Meals: Meal delivery is available to homebound older adults in the Stoughton School District every weekday.

Cost of Meals 2011: Individuals 60 years or older pay by donation. The suggested donation is $3.00/ meal. Individuals under the age of 60 must pay the total cost of the meal. Meal Site: $6.10 Delivered Meal: $6.35.

Combine the flour, sugar, salt and baking powder. Place vegetable oil into a 1 cup measuring cup; add the egg and enough milk to fill the cup. Mix this with the flour mixture. Fold in blueberries. Fill muffin cups 2/3 full. Mix together all crumb topping ingredients with a fork and sprinkle over muffins before baking. Bake for 20 to 25 minutes, or until done. Makes 12 muffins. Kitchen help is needed one or two days a week from 10:00 AM to 1:00 PM. If you are interested please call Lisa at 873-8585.

Learn Bocce The McFarland Senior Outreach Department extends an invitation to all Dane County Senior Centers to learn how to play bocce on July 8 & 22, starting at 9:30 am. Bocce, better known as lawn bowling, uses the concept of bowling. The sport can easily be done by people of all age groups or abilities. McFarland constructed 4 bocce courts last year with an expressed goal of providing recreation and socialization for seniors. Bocce participants will have an opportunity to learn the bocce rules and try the game. Spectators are also welcome. Some seating is available, but lawn chairs can also be brought. The courts are located at William McFarland Park on Marsh Road. Seniors may choose to eat lunch at the McFarland Senior Center after bocce, beginning at 11:45 pm. Meal reservations should be made by July 6th (20th). Call 838-7117 for more information.

Congratulations to our 2011 sixth grade essay contest winners Averie Ness and Seth Prechel. Participating students wrote a essay on “ My Best Older Friend” or “My Grandparents”. Seth also won the State contest for his entry. Thank you to all the sixth graders who participated.

Meeting Highlights for June 7, 2011 City Budgeting for Outcomes: • City of Stoughton will be facing a deficit in 2012.

No one is sure where this money will come from and much hinges on State and County budget decisions. So far, four Results Teams comprised of City

staff and community members created strategies to achieve the priority assigned to them as well as indicators or ways to measure the outcomes.

• Cindy and Hollee are writing offers to fulfill the Re-

sults Teams’ requests -what they propose to produce the priorities of the community, the cost and how the success will be measured. • Offers will go through several rankings by the Results Teams, Dept. Heads, City Council & Mayor. • Public hearings are expected in August. • The Budget must be approved by mid-November.

Legislative Update: • Voter ID Bill passed: how will it affect seniors with-

out transportation to Madison? Share your real-life stories on how this bill may affect you, call (608) 286-6308 so AARP may publicize the challenges associated with this bill. • Medical Assistance Medical Ride process changed making it more difficult for individuals to qualify for and receive rides; calls are answered by a company in Georgia with a long, cumbersome application process. Reimbursement to contracted transportation services will be reimbursed for half the current rate; many refusing to sign contract. • Family Care, the State’s long-term care incomeeligible option for older adults and people will disabilities will not be an option to Dane County. It is uncertain how the County will continue to have such programs in place. • The amount of energy that goes into keeping up with

Voter ID Information The Voter ID Bill has become law in Wisconsin in May. Proof of identification will NOT be required for the July 2011 elections. Everyone is encouraged to vote in July. Proof of identification for seniors includes, but not limited to: valid driver's license issued by the DOT; an identification card issued by DOT; a US passport; an identification card issued by the military; a certificate of US naturalization issued within 2 years of the election; an identification card issued by a federally recognized Indian tribe in Wisconsin.
