axãáM Case Management Services WHAT’S GOING ON WITH THE MEDICARE TRUST FUND? In their recently released report, the Medicare trustees have projected that the Part A trust fund, also known as the Medicare hospital Insurance (HI) trust fund, will remain solvent through 2024. This is the same conclusion that the trustees made last year. Reforms Iincluded in the Affordable Care Act (ACA) have strengthened Medicare’s financial outlook and extended solvency through 2024. The Part A trust fund and its solvency are frequently misunderstood. The trust fund is a financing mechanism for Medicare Part A, which covers inpatient services such as hospital stays and skilled nursing facility care. The trust fund is financed through a combination of payroll taxes and other revenues. Although, as noted above, the trustees have recently reported that the trust fund is solvent through 2024; that does not mean that the trust fund or Medicare will cease to exist in 2025. The trustees found that the Part A trust fund will be able to cover 100 percent of the costs of Medicare’s Part A benefits through 2024. After 2024, the trust fund will still be able to provide coverage, though at a lesser rate. According to the Center on Budget and Policy Priorities (CBPP), starting in 2025, Medicare will still be able to cover 87 percent of all inpatient costs, and over the next 75 years, the trust fund, on average, will be able to cover 74 percent of Medicare’s inpatient costs. A number of factors can affect the Medicare Part A trust fund. For example, since the trust fund is partially paid for through payroll taxes, an economic downturn could result in less people paying into the
system. As the economy recovers, so will the trust fund. While action will need to be taken to make up for the future financing shortfalls of Medicare Part A after 2024, it is important to recall that congress has been taking this kind of action since 1970 to extend the life of the trust fund to ensure that people with Medicare are able to access affordable, comprehensive and quality coverage. Unfortunately, supporters of drastic changes to Medicare, such as premium support, point to the potential insolvency of the trust fund to justify proposals that would shift substantially higher out of pocket costs onto beneficiaries and their families as well as undermine the consumer protections and guaranteed benefits that the Medicare program currently provides. Strengthening the Medicare trust fund can be done without gutting Medicare’s guarantees.
MEDICARE PARTS B AND D Medicare Part B, which covers outpatient service such as visits to doctors’ offices, and Medicare Part D, which covers prescription drugs, is financed through beneficiary premiums and general revenues, not through the trust fund. The 2024 date does not apply to Medicare coverage for physician and outpatient costs or to the Medicare prescription drug benefit; these parts of Medicare do not face insolvency and cannot run short of funds. These parts of Medicare are financed through the program’s Supplementary Medical Insurance (SMI) trust fund, which consists of two separate accountsone for Medicare Part B, which pays for physician and other outpatient health services, and one for Part D, which pays for outpatient prescription drugs. The trustee’s report does not project that these parts of Medicare will become insolvent at any point—because they can’t. The SMI trust fund always has sufficient financing to cover Part B and Part D costs, because the beneficiary premiums and general revenue contributions are specifically set at levels to assure this is the case. Can You Guess Which Age Group Has Seen The Number Of STDs Triple???

I have a question for you. No need to put on your thinking cap to answer it, just use your gut. Ready, set, go. In the last 10 years, what group of Americans have seen STD’s—sexually transmitted diseases—triple? Think you’ve got your answer? The right answer is baby boomers and folks over 65. This group has had the greatest increase in STD’s. I bet you guessed wrong. Look at the numbers. In 2000, there were 5,500 cases of Chlamydia, the most common STD. That number tripled to 16,000 last year. Gonorrhea and syphilis, same thing tripled. And more than 15 per cent of all new HIV infections were from people over 50. STDs are booming in boomers. And guess what medical breakthrough played a part in this epidemic. It wasn’t the birth-control pill. I bet you guessed this one right: Viagra! Viagra is not the whole story. We’re living longer. We’re healthier. It’s socially acceptable to have a new relationship when you’re older, and that relationship can include sex. The fastest-growing demographic at online dating sites, such as e-harmony is the “mature” adult. According to the New York Times, people 55 and older are visiting dating 4
sites more than any other group—up 40 percent in the last three years. The No. 2 group is those 45 to 54. I have many older patients who have divorced or lost a spouse and want to continue a vibrant lifestyle, which can include sex and intimacy. Love has no age barrier, and when you’re older you have less time to waste. Which brings me to the prejudice of “ageism.” Why is an older woman who dates a younger man not thought of as alluring? Why is an older man who dates a younger woman called a “dirty old man”? Where did this come from? Who made up these rules? Shouldn’t older adults who want to enjoy sex be allowed to enjoy it without these snotty comments? But boomers and seniors, if you’re going to have sex, be responsible. I know you don’t have to worry about an unwanted pregnancy, but you do have to worry about an unwanted infection. It appears there are lots of “mature” adults who are just as dumb about STDs as teens. They have the same “it-can’t-happen-to -me” mentality. A 60-year-old boomer should be just as responsible as their 18-year-old grandchild. My spin: Sex is a natural part of life. It’s not a dirty word. There is no age limit on sex or its sister intimacy. It may be hard to believe, but many older adults don’t know about protection because they didn’t have sex education in school back then, and talking about sex is taboo for too many. Perhaps we need to have sex ed course in senior centers. Considering these numbers it’s not a bad idea. Final thought: Be responsible. Know your partner. Use Protection. Wear your Condom. Stay well.

It is a very good source of potassium, an important electrolyte; which may helps reduce blood pressure and heart rates by countering effects of sodium.
Recipe of the Month Zucchini Carpaccio A Very Healthy Recipe!
Zucchini is loaded with folate, which fights depression and decreases your blood level of homocysteine-a reliable marker for heart disease and decreased brain function. Mint settles the stomach and has antibacterial properties known to kill food borne toxins like E. coli. Parmesan cheese ensures you extract all the fat soluble antioxidants from the greens to protect your brain and hear from free radicals. 2 medium zucchini 1 leek Salt and freshly ground pepper 1 tablespoon extra virgin olive oil 1 lemon, juiced Fresh chunk of Parmesan Handful of fresh mint leaves Slice the zucchini and leek into very thin rounds. Overlap the zucchini disks on a plate. Season with salt and pepper to taste. Drizzle with the olive oil and lemon juice. Sprinkle with the sliced leeks. Shave very thin slices of Parmesan to spread over the leeks. Garnish with the mint and serve. Serves 4

Consolidated Food Services. They are packaged, delivered and served by Senior Center volunteers. If you have special dietary needs, please call and talk with Lisa regarding your meal options.
Nutrition Site: The Senior Center serves lunch every weekday at 12:00 PM. See menu on page 15. Home Delivered Meals: Meal delivery is available to homebound older adults in the Stoughton Area School District every weekday. In 2011, there were 19,671 meals delivered. Cost of Meals : Individuals 60 years or older pay by donation. The minimum suggested donation is $3.00/meal. Individuals under the age of 60 must pay the total cost of the meal. Meal Site: $6.15 Delivered Meal: $6.40. Please be reminded that cancellations and reservations should be made by 1:00pm the previous working day. Elder Friends Peer Support of Dane County As an Elder Friend volunteer, you are matched with an older adult in your community and both of you arrange for weekly visits. The Elder Friends Program gives homebound or isolated seniors a chance to connect with a warm listener, and provides volunteers with a meaningful way to give back to their communities. In most cases, long lasting and mutually rewarding relationships develop. The Elder Friends Program is one of the best ways to address the problem of the psychological health and social isolation among our homebound seniors. Volunteers Advocate for Local Residents The Wisconsin Board on Aging and Long Term Care is always looking for Adults wanting to make a positive difference in the lives of the elderly. The State of Wisconsin Volunteer Ombudsman Program trains volunteers to advocate for residents of nursing homes in Dane, Rock, Columbia and Sauk County. The primary duty of an ombudsman is advocating for the residents and listening and empowering residents to getting what they need. Each Volunteer, must be at least 25 years old, undergo a criminal background check and participate in training before beginning volunteering. Meeting Highlights for May 1, 2012
Announcements & Election of COA Officers: Kelli Krcma is no longer able to serve on the COA. Chair: Jeanne Schwass-Long Vice Chair: David Sharpe Compliments/Concerns Waiting on carpet estimates; hope to have enough funds remaining to do some rooms in addition to the halls. Carol H. recommends new flooring in elevator. New sign being re-engineered to accommodate our new troll to be displayed at the base.
Director Comments: C. McGlynn No City Council person has yet been appointed for COA. Job description for part-time grant-supported Volunteer/ Program Coordinator position is complete, and will be posted soon. Experience Works, job training organization for people over the age of 55 is now renting one of our upstairs offices. Endowment Fund: C. McGlynn Tonight the Council Affairs /Council Policy Committee will review COA’s Finance memo to establish an endowment investment fund. City Hall questions whether State Statute allows for the money to be transferred to an endowment. Guidelines may be created to ensure these funds keep the integrity of donor’s gifts to the Senior Center. Legislative Update: C. Heidenway Lorraine Hawkinson’s view on Wisconsin’s Voter ID Bill (started with letter-to-the-editor in the Stoughton Courier Hub), along with Carol Heidenway’s and some people who attended the Senior Center’s 40th Anniversary/Volunteer Open House last month may be featured in an episodes of AARP’s “Inside E Street” on PBS. Program & Evaluation Committee: Mary O. is creating a short survey to evaluate the benefits of Senior Center programming and discussing ways to survey people who don’t participate at the Senior Center and why.

Farm Market Vouchers
Farm Market Vouchers will be dispersed on Wednesday, June 6th from 2 – 4 p.m. Eligibility for the 2012 vouchers: One person household is $20,665 (gross) per year (or $1723/month) Two person household is $27,991 (gross) per year (or $2333/month) You may be asked to prove your age, residence and income level. Please bring your photo id with address and birth date (you must be 60 years or older) AND some proof of income for 2011 or 2012. Only one set of vouchers is allowed per household per session.
