Our Senior Center’s case managers are devoted to coordinating, evaluating and advocating for such services to meet each individual’s needs and preferences. Call 873-8585 to schedule an appointment. Stay with your current plan if you’re happy with it. Or look for a new one with better coverage, higher quality, and lower cost. Health Reform: The Marketplace & the Medicare-Eligible by the Greater Wisconsin Agency on Aging Resources (GWAAR) Legal Services Team
Health reform is based on a federal law—the Patient Protection and Affordable Care Act (PPACA or ACA)—which was passed in March 2010. Implementing the ACA will mean broad changes in the way health insurance is regulated and who must have it. The purpose of the law is to make access to health insurance available for more people. Health insurance will be sold through the Federal Health Insurance Marketplace (also called the “Exchanges”), which will be operational on October 1, 2013.
To have health insurance begin by January 1, 2014, insurance must be purchased on the exchange by December 15, 2013. If insurance is purchased after December 15, 2013, coverage will begin on the first day of the month following the purchase. For example: Ms. Bean purchases health insurance on the Marketplace on October 31. Her coverage will begin on January 1, 2014. If Ms. Bean had instead purchased her health insurance on the Marketplace on February 14, her coverage would begin on March 1. If Ms. Bean missed the March 31 enrollment deadline, she would either need to wait until October 1, 2014, to purchase insurance or qualify for a special enrollment period to purchase insurance on the Marketplace. What will the Marketplace sell? Not sell? The Marketplace will sell health insurance called qualified health plans. It will also offer stand-alone vision and dental insurance plans. The Marketplace will not sell original Medicare (Part A or B) or Medicare prescription drug (Part D) plans. Annual Enrollment Period (AEP) for Part D from October 15 – December 7 will remain the period to sign up for Part D plans with Medicare. (article continues on page 4)
If you have or are eligible for Medicare, there are some points to be aware of when the Marketplace opens for business in October. What is the Marketplace? The Federal Health Insurance Marketplaces are state-based exchanges where individuals (and small businesses with less than 100 employees) can purchase health insurance. Enrollment in individually-purchased health plans through the Marketplace will begin on October 1, 2013. Because this is the inaugural year of health reform, the first enrollment period will last until March 31, 2014.

News: Case Management Services The Marketplace will not have any Part D prescription drug insurance plans for those with Medicare or Part D low-income subsidy plans (LIS or “extra help”). In addition, the Marketplace will not sell Medicare Advantage (Part C) plans or Medicare supplements. How can I get help paying for health insurance purchased at the Marketplace? Some people will qualify for a cost-sharing subsidy when they purchase a qualified health plan or a stand-alone plan in the Marketplace. This subsidy—called the Advance Premium Tax Credit (APTC)—will be available for individuals to purchase health insurance through the Marketplace. The tax credit is for individuals and families who have incomes between 100-400% of the federal poverty level (FPL). The APTC is designed as a subsidy to reduce the amount individuals and families with incomes of up to 400% of the FPL have to pay toward their health care. However, the APTC subsidy is only available for those who are not eligible for Medicare. A Medicare-eligible individual may still purchase and enroll in a qualified health plan or a stand-alone vision or dental plan through the Marketplace. But, a Medicare-eligible individual will not receive the APTC subsidy (regardless of what their income is) if they chose to buy insurance on the Marketplace. What if I currently have or am eligible for Medicare? If you currently have Medicare, the ACA will not reduce or take away your benefits. The ACA does not eliminate Advantage Plans or Medicare supplements nor does it mandate having both Medicare and a qualified health plan. If you are eligible for Medicare, it is likely that you will be better off staying on Medicare instead of enrolling in a qualified health plan purchased through the Marketplace. One exception is that a Medicare-eligible person who has End-Stage Renal Disease (ESRD) may be better off 4

Having Cancer is Hard... Finding a Ride to Treatment Shouldn’t Be. Transportation is becoming a growing issue among cancer patients trying to get to and from lifesaving treatment. The American Cancer Society offers Transportation resources to a patient and their family based on specific needs and availability. One resource the American Cancer Society may provide are free rides to treatment centers through the Society’s Road to Recovery program. Volunteer drivers donate their time and the use of their personal vehicles to provide cancer patients rides to lifesaving treatment. Wisconsinites participating in the FoodShare benefit program will see their monthly benefit decreased starting in November 2013, due to the cuts to the federal Supplemental Nutrition Assistance Program (“SNAP”) program recently passed in Washington. Wisconsin will lose an estimated $89 million in federal support for FoodShare. Recipients will see their monthly benefit diminished, depending on the size of their household as follows: Household Size 1 person 2 people 3 people 4 people

Why do people who eat more whole grains, like oatmeal, gain less weight than those who fill up on refined grains, like white rice? Whole grains keep food in your stomach longer, so you're less likely to binge on junk foods. But a slender shape isn't the only reason to eat whole grains. Their texture and flavor can also wake up taste buds tired from a white-bread diet. Whole Grains Keep You Strong Fiber isn’t the whole story when it comes to whole grains. They’re also loaded with B vitamins, which give you energy. They're rich in folate, which builds red blood vessels. They're packed with minerals like magnesium and selenium, which build bones and strengthen your immune system. Whole grains also have phytochemicals -- natural plant compounds that can help fight disease Whole Grain Label Clues If a bread is brown, does it mean it's whole grain? Not always. The only real way to know is to check the back nutrition label -- even if the package front looks promising. The first ingredient should be a whole grain. Look for: whole wheat or 100% whole wheat, whole grain rye, whole oats, brown rice or wheatberries. How Much Whole Grain Do You Need? Try this easy trick to get enough: Fill one-quarter of your plate at each meal with grains – and make at least half of that whole grains. If you're counting servings, you'll need six to eight grain servings a day. Again, half should be whole grain. What counts? One slice of whole-wheat bread, ½ cup of cooked pasta or oatmeal, or 3 cups of popped popcorn. Whole Grains for Long Life Eating whole grains may help you live longer and gain extra protection against diseases that creep up with age. They lower your risk of heart disease and stroke. They help prevent and control type 2 diabetes, partly by helping control weight. They protect the cells in your body from damage that leads to cancer.
NUTRITION PROGRAM INFORMATION All meals are provided by Dane County through Consolidated Food Services. They are packaged, delivered and served by Senior Center volunteers. If you are a vegetarian or have special dietary needs, please call and talk with Lisa regarding your meal options. Nutrition Site: The Senior Center serves lunch every weekday at 12:00 PM. See menu page 15. Home Delivered Meals: Meal delivery is available to homebound older adults in the Stoughton Area School District every weekday. Cost of Meals: Individuals 60 years or older pay by donation. Individuals under the age of 60 must pay the total cost of the meal. Meal Site: $7.50 Delivered Meal: $7.75. Please be reminded that cancellations and reservations should be made by 1:00pm the previous working day. Any cancellations made on the day of, are still subject to payment to the county.

News: COA & Community Commission on Aging Meeting Highlights for September 3, 2013 News Welcomed Ralph Baumbach as COA’s newest City representative. Cindy is working on some grant-funded projects for new river rock and new flooring inside. We’re excited to have two interns this year. City’s Budgeting for Outcomes: The Result Teams’ final rankings are complete and are now being reviewed by the City’s Finance Committee. The Budget may change due to how City Council decides to handle the recommendations put forth after a lengthy review of City Hall staffing. Accreditation: Our site reviewer Sandi Johnson, will be here Sept. 5. All COA members are encouraged to attend the 9am or 1pm meetings. Legislative Update: Discussed the Baby Boomers population increase and anticipated strain on services; how will our already short staff handle this? 2010 Census shows the 55+ population for Stoughton and it’s surrounding townships ranges from 25-39%, and these numbers are predicted to increase. Committee Reports: Evaluation Committee completed a survey to evaluate our I & A services. Finance, Public Relations, Volunteer and Program Committees will meet soon.
