Vicky Elsing, owner of Elsing’s 2nd Hand Shop, will share her first hand stories of the proclaimed haunted building. The building, located at 421 East Main Street, has served many purposes since it opened its doors as the Hanson House Hotel in 1891. Vicky will join us to share what she knows of the building’s history; her own accounts of its haunting and her experience with the paranormal groups that have investigated it. (This list was taken from the WI State Journal) *Be careful of any PIN numbers; at an ATM, use one hand to cover the numbers as you punch them in. *Do not give cash to people who offer to buy your gas at the pump with their credit card; the card could be stolen. *If you suspect skimming, contact your bank and local police. Some experts suggest that you not rely on a store clerk to call police, since there have been cases in which employees were involved in the crime. *To report fraud, go to the internet crime Complaint Center at www.ic3.gov. *If someone calls and says he or she is from another bank and needs to confirm your address, hang up. *If someone calls saying he or she is in a jam and needs help in the form of money or a credit card number, hang up. Delete such e-mails, too. *Open a separate credit card account for online purchases. *Consider opening a separate debit card/ checking account for everyday purchases.
NEW CREDIT CARD RULES IN EFFECT ON AUGUST 22, 2010
This article reprinted by permission of CWAG A new set of rules which went into effect on August 22, 2010 is the latest in a series of regulations that implement the Credit Card Accountability, Responsibility, and Disclosure Act (the Credit Card Act). Per information from a website created by the Federal Reserve Board the key changes that credit card consumers should expect from credit card companies beginning August 22, 2010 include: Reasonable penalty fees: Under old rules, a late payment fee could be as high as $39, and that fee would be due whether the late payment was a $20 minimum payment or a $100 minimum payment. Under the new rule , a credit card company cannot charge a late payment fee that is greater than the minimum payment due and imposes a limit of $25. The fee limit does have exceptions: a credit card co pay can charge a fee exceeding $25 if the consumer has already had a late payment in the past 6 months and in that case the fee may be as high as $35; a credit card company is also allowed to charge a fee in excess of $25 if the company can show the Federal Reserve Board that the costs it incurs, as a result of late payment, justify a higher fee. Additional fee protections: A credit card company can’t charge inactivity fees if a consumer does not use the credit card although the credit card company may close the account for inactivity. The new rules impose a one fee per infraction limit. A credit card company can ‘t charge more than one fee for a single event or transaction that violates a cardholder agreement. For example, a consumer cannot be charged more than one fee for single late payment.

Explanation and re-evaluation of rate increases: If a credit card company increases a consumer’s interest rate/Annual Percentage Rate (APR), it must tell the consumer why and can only impose the interest rate increase after a 45-day cooling off period. This 45 day period gives the consumer time to resolve the billing issue, and if the consumer is unable to resolve the billing issue for any reason, the consumer can use the 45 day period to pay off the balance or to transfer the balance to a card with a lower interest rate. Before August 22, 2010, a credit card company could increase a card’s APR with no obligation to re-evaluate the rate increase. Under the new rules, if a credit card company increases an APR, it must re-evaluate the rate increase every six months. If a consumer has not missed any payments during that period, the card company is required to roll back the rate, unless it can give the Federal Reserve Board a good reason for keeping it. If appropriate, it must reduce the rate within 45 days after completing the evaluation. Interest rate hikes still permitted: The new rules do not mean anyone should be complacent about staying current with their credit card bills as the protections are limited. The ceiling on penalty fees is limited to one misstep. If a consumer makes more than one late payment in a six-month period, the credit card company can charge up to $35. The new rules do not address interest rate hikes that credit card companies may impose upon consumers who violate the terms of their credit card agreements. So a consumer who spends more than his credit card limit by $15 may only face a $15 fee, but that consumer could still face a penalty hike on his interest rate, which would apply to any future purchases.
on an existing balance unless the account is 60 days past due, but after a consumer is 60 days late on a payment, the interest rate could skyrocket. The law says penalty fees must be “reasonable and proportional,” but it places no limit on penalty interest rates so if a consumer is experiencing financial difficulty and becomes 60 days past due on a credit card account, the credit card company has the right to impose any size of interest rate increase/penalty that it has deemed reasonable and proportional. Once a high rate of interest is imposed it can be difficult for consumers to obtain the pre-penalty level as the credit card company is required to lower the rate to the pre-penalty level if a consumer makes on-time payments for the first six months the penalty rate is in effect. But a big increase in the interest rate obviously can make this task difficult, if not impossible. Most credit card companies include the right to impose interest rate penalties in their credit card agreements. To avoid costly oversights, consumers are advised to take advantage of free e-mail reminders provided by many credit card companies. Of course, the core advice that consumers should do everything possible to make monthly payments on time remains. The Federal Reserve Board has a website for consumers related to credit cards which is located at http:/www.federalreserve.gov/ creditcard/. If you are over age 60 and feel that your rights under the Credit Card Act are being violated, contact your local elderly benefits specialist at your county ADRC or Department of Aging.

KITCHEN CORNER: Cranberry season is here... Wisconsin is the top grower of cranberries followed by Massachusetts, New Jersey, Oregon and Washington. Cranberries rate high on the ORAC (oxygen radical absorbance capacity) value, ahead of strawberries, spinach, raspberries, broccoli, beets, oranges, red grapes and cherries in that order. Studies have indicated that foods with a high ORAC value may provide protection against chronic age-related afflictions like loss of coordination and memory. Further test results suggest that cranberry may be beneficial in the prevention of peptic ulcers. Cranberries contain vitamin C and K, manganese and dietary fiber.

RECIPE OF THE MONTH: Chocolate Dipped Cranberry Cookies 1st Place Winner at the 2010 State Fair 1 cup butter 1 cup granulated sugar 1 teaspoon vanilla extract 1 large egg 2 cups all-purpose flour 1 teaspoon baking powder ½ teaspoon salt 1 cups fresh or frozen cranberries, coarsely chopped 1&1/3 cups semi sweet chocolate bits, melted 1&1/4 cups chopped nuts Preheat oven to 350 degrees. Grease cookie sheets. With a mixer, beat butter and sugar together in a medium bowl, until light and fluffy. Add vanilla and egg; mix well Combine flour, baking powder and salt in a separate mixing bowl. Add to butter mixture, mixing until a soft dough forms. Stir in cranberries. Drop dough by rounded teaspoonfuls onto cookie sheets. Bake for 10 minutes or until edges are brown. Transfer onto a wire rack; cool completely. Dip half of each cookie into melted chocolate and then into nuts. Allow chocolate to dry completely. Makes 3 dozen cookies.

You will need to schedule an appointment with Energy Services, Inc. at (608) 267-8601. They will hold office hours at the Stoughton Senior Center on the following Wednesdays: Oct. 20, Nov. 17, Dec. 8, Jan. 12, Feb. 2, March 16 & 30, and April 13.
The Stoughton Area Senior Center and AARP will host a Driver Safety Program for drivers over the age of 50 on October 19th, 9 a.m.-2 p.m. This is a one day 4 hour class. A lunch break will be provided; a light sack lunch is suggested to bring with you. Pre-registration is required, at 873-8585. The DSP cost is: $12 for AARP members (bring your AARP membership number), $14 for non-members. A participant workbook, lecture and videos make for a fast paced presentation. Some auto insurance companies offer a discount to clients that take the DSP. Please check with your insurance agent.

axãáM Community Commission on Aging Meeting Highlights for Sept. 7, 2010 Budget: The Mayor has proposed a 2.82% increase in next year’s budget; which is below the allowable 3% increase within the levy limit. The budget must be adopted by early November. Some City Council members have concerns with reducing the operations budget without looking at personnel; some members would like to see the budget with no increase. There will be no reductions for the Senior Center from the County’s portion of the budget! Strategic Plan: Plan is complete! Thanks to our Planning Committee and UW-Extention Facilitator Bill Rizzo for all your hard work. The next step is for staff to put the plan into a chart form, prioritize and assign tasks to the COA Committees. One goal is to create a Volunteer Committee or “workgroup” to assist with all the work needed in that area. Please contact Jeanne Schwass-Long if interested in serving in this group. Mid-Year Report: Distributed & discussed report of events and case management statistics. In most all categories, we have increased participation in comparison to last year’s mid-year. Combined contacts and hours spent on case management and info. & assistance have increased. However, in order to accommodate these increases, case managers have had to spend more time providing brief I&A, than in-depth case management.
Fundraising: We received many generous donations for our silent auction and Halverson’s Restaurant has been very generous in hosting our event. We encourage you to patronize them often! In the past, we have relied on fundraising from SASC participants (many on fixed incomes). Now, we are hoping to focus on other, outside populations for funds. One recommendation is to send a letter to families of individuals served by case management. Cindy wants to be careful and tactful with how she would do this mailing. Stoughton Senior Center Joins the Dane County TimeBank The Dane County TimeBank is very excited to announce our new partnership with the Stoughton Area Senior Center. TimeBanking is a system where people exchange their time and talents with each other. For every hour you help another member you earn one TimeBank hour, which can then be spent on an hour of service from anyone else in the network. Services include: giving rides, pet care, cooking a meal, computer help, music lessons, the possibilities are endless. This is no fee and you can participate as much or as little as you choose. TAI CHI CLASSES This class will help you strengthen your
balance, reduce stress, and promote physical and emotional health. Monday and Thursday beginner classes at 9:00 am. Advanced classes on Monday and Thursdays at 1:00 pm. Call the center for exact location of class . Cost $5.00 per class.
YOGA CLASS HAS ADDED A DAY
Classes are held at the fire station located at 401 East Main Street in Stoughton on Tuesdays and Fridays 9:00-10:00 am. Anyone over 50 is welcome to attend. A suggested donation of $4 to $10 is appreciated, paid to the instructor Jill.
POOL PLAY ON TUESDAY EVENINGS
Starting in NOVEMBER we will be having open pool play from 6:00 pm to 8:00 pm on Tuesday evenings. You can enter in the lower level on the NE side of the building.

Stoughton Area Senior Center MUSIC APPRECIATION
Music Appreciation classes presented by John Beutel will resume beginning Monday nights in October. The series will begin at 7:00 pm on Monday, October 4 at the Senior Center. Anyone who loves music and wishes to learn more is invited to attend. The classes are free, but donations are welcome. A wide variety of music will be covered. Complete schedules will be ready by October 1. Included will be a performance by Sergei Belken, a Russian accordionist who has performed with the Wisconsin Chamber Orchestra. There will also be a free open dress rehearsal by the Madison Symphony Orchestra.
