Mayor’s Note:

As we entered the New Year, my reflection of last year gave me great appreciation and satisfaction of the work city staff did on behalf of our residents during my first four years as mayor. I have been humbled and inspired by the community support.

At this time, I would like to introduce new members to our team. Deb Waterstone has joined the Clerk’s department as an Administrative Assistant and Tammy Nimmo as Deputy Clerk. David Ehlinger, City Finance Director and Shannon Statz the Utilities Finance Manager. Sawyer Kurtzweil, Ryan Jefferson, Mike Nawrocki and Joe Adler joined Stoughton Utilities as Electric Lineman. Mark Schollmeyer, Brock Padley and Kyle Ziemba , joined Chief Leck’s Team as Police Officers, Samantha McWilliams and Emily Davis, Dispatchers. Peter Gander joined Chief Ripp’s team as Fire Technician, Sean Anderson and Tiabar Davis are Volunteer Firefighters. Samual Kicera joined the EMS as Volunteer EMT. Mark Edwards is the Parks Maintenance S u p e r v i s o r.

Maia Hart, Ann Bodden, Reese Brekke and Ashley Harbort joined the Recreation Department. Emily Kluess is a crossing guard and Erin Mears, Lily Tuttle and Patricia Moisey work at the Library.

Inspired, Second Hand Shop, Lucas Pizza, Overt, Water St. Tavern, Sun and Lace and Mena Spice & Turkish Imports. The new Pizza Hut, Starbucks, Fashion 2X Boutique and Wood Bottom are open.

Building permits are expected to be issued soon for Kettle Park West (KPW) Phase Two. The City Council and Planning Commission have approved zoning for a one hundred multi-unit market rate complex in KPW. The commercial building next to Walmart that will house Milio’s and Sherwin Williams is nearly completed.

The City of Stoughton 175th Anniversary begun. Look for events and streaming videos of our history https:// www.visitstoughton.com/stoughton-celebrates/175events. If you are interested in participating, contact Callie at the Chamber/Visitor Services.

The 51 West project is working toward completion of the Developers Agreement including seventy six multi-unit Workforce Housing project on the west side. Nordic Ridge development is entering Phases 4-6 with Eldon Homes purchasing the remaining lots. Eldon Homes submitted an annexation request for one hundred units of single family homes and duplexes south of Stoughton. Zink Power has completed their 110k sq. ft. building next to Stoughton Trailers Plant 6. In Business Park North, a third and fourth “Incubator” building is under construction. The Redevelopment Authority (RDA) has approved a Developers Agreement, TIF request, land purchase, General Development Plan and Specific Implementation with Madison developer Curt Brink for the Riverfront Project. Construction will begin when the remediation Material Maintenance Plan required by the DNR is satisfied. Work at the former Marathon site is moving along. CITY ORDINANCES DRIVEWAY AND PUBLIC SIDEWALK PERMIT INFORMATION A zoning permit is required for any private driveway and/or public sidewalk construction, replacement, expansion, or reconstruction. A permit can be obtained from the Department of Planning & Development, City Hall, 207 S. Forrest Street prior to construction. There is a $30 fee for driveway projects not affecting the right of way, and a $50 fee for driveway and/or public sidewalk projects in the right of way. A site plan showing all lot lines and dimensions of the driveway/public sidewalk must be provided with the permit application. Proof of liability insurance must also be provided for work in the right of way. If a permit is required, but not obtained, fees are doubled, and a municipal citation may be issued. The permit would still need to be obtained and any construction that does not comply with city specification or ordinances would need to be brought into compliance. Driveways and public sidewalks must adhere to the City of Stoughton Standards. Please find a summary of the specifications below.

Driveways

• Shall be a minimum of 25 feet from another driveway serving the same property, as measured at the property line. • In no instance shall any lot be permitted more than one access point on any one street if its frontage is less than 100 linear feet, as measured along the right-of-way line. • Shall not interfere with utilities that are in place. • Shall have a width of at least 10 feet for one and two family dwellings; and 18 feet for all other uses.

Public Sidewalks

• Sidewalk thickness shall be 5 inches, 6 inches if through a driveway. • Sidewalk width shall be 5 feet and may taper to match existing sidewalk. • Placement shall be within 6 inches outside the property line or even with existing. • Backfilling around sidewalks shall occur as soon as practical after 7-day cure.

TEMPORARY SHELTER REGULATIONS:

BUILDING/ZONING PERMIT INFORMATION A building/zoning permit is required for the following:

• New home and addition construction* • Deck installation* • Fencing installation* • Home remodels and repairs* (no fee if cost including labor is under $500) • Accessory structures such as a shed, pergola or gazebo* • Swimming pool installation* - For pools with a water depth greater than 36 inches • Roofing and/or siding (no fee if cost including labor is under $500) • Window or front door replacement (no fee if cost including labor is under $500) • Zero lot line requests for two family duplex structures - Certified survey map required. • Signage* • Driveways and public sidewalks* • Razing or moving structures* • Erosion control and storm water management* • New furnace, retrofit furnace and air conditioning • Any type of HVAC, Electrical, and Plumbing *A plan is required to be submitted along with the permit application

A building permit is not required for the following:

• Repainting the interior or exterior of your building • Installing storm windows, storm doors and screens • Installing gutters and downspouts • Landscaping - Not recommended to be placed in any easement and should be planted to allow for growth to remain on your property. Also, there are vision corner requirements at intersections and driveways. • Concrete/block patios • Retaining walls – Must be on your property and not in any easements. • Children’s play equipment - May not be placed in any easements.

Obtaining a building/zoning permit:

PRIVATE PROPERTY PARKING STANDARDS FOR RECREATIONAL VEHICLES: NOTE: THESE STANDARDS ARE ONLY FOR PRIVATE PROPERTY, NOT FOR PARKING ON PUBLIC LANDS OR ANYWHERE IN THE STREET RIGHT-OF-WAY. A RECREATIONAL VEHICLE IS ANY OF THE FOLLOWING: MOTOR HOME, JETSKI, BOAT, ALL TRAILERS, CAMPERS, SNOWMOBILES, OFF-ROAD MOTORCYCLES, ATV’S AND SIMILAR VEHICLES. PARKING AND STORAGE OF RECREATIONAL VEHICLES AND TRAILERS IN RESIDENTIAL, OFFICE, AND BUSINESS DISTRICTS ARE PERMITTED IN THE FOLLOWING MANNER: Recreational vehicles and trailers: (a) Parked or stored within the front yard or side yard must be on a driveway that is made of a dust free, continual hard surface such as concrete or asphalt pavement and shall be a minimum of five feet from any private property line or right-of-way line. Permeable pavement including turfstone is also allowable. The side yard shall end at the rear of the home. (b) May be parked in the rear yard, beyond the rear of the home without the need for a hard surface, subject to all other conditions. Note: Corner lots have two fronts. (c) Shall be owned by the resident who is occupying the property on which the vehicle or trailer is parked or stored. (d) Are permitted only for storage purposes except mobile homes and campers may be used for overnight sleeping for a maximum of 14 days in one calendar year. (e) May not be connected to wastewater or sanitary sewer lines, or electricity except for charging of batteries. (f) May not be used for storage of goods, materials or equipment other than those items considered to be part of the unit or essential for its use. (g) Shall be placed a minimum of five feet from all property lines and shall not be parked within any easement. (h) Maximum number allowed outside of a building per property is three unless the property is zoned and approved for such outdoor storage. (i) A trailer with multiple recreational vehicles on it shall be considered one recreational vehicle, but all recreational vehicles on the trailer shall be owned by the resident occupying the property on which the trailer is parked. (j) Individual canoes, kayaks and similar vehicles not on a trailer are exempt from these requirements.

These structures are not allowed to be used to cover vehicles, boats, recreational vehicles, firewood, etc… These structures may be used temporarily for shade over a deck, patio or lawn area and for garage sales. GARAGE SALE SIGNAGE INFORMATION Garage sale signs may be placed in the parkrow or terrace, in front of the residence where the sale is being held, for a period not to exceed three (3) days and no more than three (3) times in a calendar year. Signs may also be placed in the parkrow or terrace at various intersections for the days of the sale; such signs shall not have a height greater than 2 ½ feet from grade and shall not exceed four (4) square feet in area, two (2) feet in height and two (2) feet in width. GARAGE SALE SIGNS ARE NOT TO BE ATTACHED TO UTILITY POLES, TREES, TRAFFIC REGULATORY STRUCTURES OR FENCES AND SHALL NOT OBSTRUCT VISION FOR VEHICULAR TRAFFIC. NO MORE THAN 3 SALES ARE ALLOWED PER YEAR. A SALE OF UP TO 3 CONSECUTIVE DAYS IN LENGTH SHALL BE CONSIDERED ONE TIME. What if I don’t get a permit?

If a permit is required, but not obtained, fees are doubled and a municipal citation may be issued. Any construction that does not comply with codes or ordinances will need to be brought into compliance.

NOXIOUS WEEDS AND GRASS INFORMATION Noxious weeds, as defined by Wis. Statute § 66.0407(1)(b), are not allowed in the City of Stoughton.

Badger Books Coming to Stoughton!

What is a Badger Book? It is an electronic poll book. They will be used to check in voters, print tally slips, enter registrations, and record absentee voters. These electronic poll books will work the same as paper. For instance, just as a voter would sign the paper poll book to get a tally slip in order to get a ballot, the voter will sign the Badger Book. The election inspector will still look up the voters’ names in the poll book, voters will still sign the poll book, and voters will still get a tally slip (voter number). The only difference is that all of this will be done electronically using the Badger Books.

They are connected to a server through a router within each polling place that allows the books to talk to each other. They communicate only with each other.

Poll Site Ballots: The City of Stoughton has four polling locations offering ballots to registered voters on Election Day (April 5, 2022). Your polling location is open 13 hours from 7:00 am, to 8:00 pm. We anticipate Election Day to have a moderate turn-out so we don’t anticipate long lines at the polling locations, however the busier times tend to occur during early morning before work, lunch and just after work! Going in-person to the polls is a great option for the voter who enjoys the excitement of the day and seeing our democracy in action! Photo ID required.

Am I Registered to Vote?

1. If you have legally changed your name, then you will need to update your voter record by submitting a new voter registration.

Mail Ballots: This option is best for voters who are unable or unwilling to vote at the polls on Election Day, especially those who hate lines and those in poor health or with suppressed immune systems. Upon receiving your written request by paper, email or online through the MyVote Wisconsin web site, https://myvote. wi.gov, and your ballot will be mailed to the address of your choice. Be sure to attach a copy of your Photo ID along with your written request for a ballot as it is required before a ballot can be sent, unless exempt by state law. Absentee ballots are voted at home, witnessed by an adult of your choosing (including a spouse, sibling, adult child or friend). The voted ballot is placed inside an envelope for mail or personal delivery back to the City Clerk. Your voted ballot must be returned to us by no later than 8:00 pm., on Election Day in order to be counted! We anticipate ballots to be available for mailing by March 15, 2022! The deadline to request a mail ballot for the Spring Election is Thursday, March 31, 2022, but don’t delay. YOUTH SPORT PROGRAMS Spring Miniball Soccer – Pre-Kindergarten

Mini ball soccer is a great introduction to the soccer culture in Stoughton! Our Sunday’s objectives center around 1) TECHNIQUE: dribbling, changing direction while running with the ball, shooting and kicking with different surfaces 2) PHYSICAL LITERACY: balance, running, jumping, coordination 3) PSYCHOLOGY: sharing, fair play, how to “play” and emotional management. We have a Lead Instructor but we need volunteer helpers, no soccer experience necessary! Rally Cap T-Ball – Ages 4-Pre-K

T-Ball provides the perfect introduction to the American pastime. This program, designed by Little League International, will focus on learning foundational skills and techniques of the game. Players are responsible to bring their own glove. All other equipment will be provided. Volunteer coaches are needed and we will provide detailed weekly practice plans created by Little League International. Practice plans include pictures of what each skill/drill looks like making this a turn-key coaching job. Majority of meetings will be practices, with the last two dates being scrimmage style games. Who: 4 and 5 yr. olds Days: Sundays Dates: June 12 – July 24 Times: 3:30pm or 4:30pm start time (based on # of teams) Location: Racetrack Park Diamonds Fee: $5 Program Code: 1111.215

Learn to Play Softball – Kindergarten-2nd Grade

Our youth softball program focuses on developing softball FUN d a m e nt a l s , athletic skills, and the love of sports. Wednesdays will feature a one hour practice, and Sundays will have both practices and informal games. The games will feature coach pitch or t-ball depending on the player’s ability level. Practices will focus on the FUNdamentals of softball such as proper overhand throwing motion. There is a wide range of ages for this program which means that there will be a wide variety of skill levels. Children will be grouped based on skill level so they are challenged appropriately. Players are responsible to bring their own glove. All other equipment is provided. We need volunteer coaches for this program. We will be hosting a coaches training on June 4th where coaches will go through the drills and activities that happen in practices and will learn how to run the games. Little Gridders Flag Football – Pre-K

This program will introduce four and five year olds to the sport of football. Coach Scott will run parent/child pairs through a variety of fun games

and activities that teach movement skills (dodging, running, throwing) to future gridiron stars. Each week will consist of a practice and a fun scrimmage. Soft footballs will be used. Gazebo Musikk

This will be our seventh summer of Gazebo Musikk! Gazebo Musikk are weekly concerts at Rotary Park in the summer. These shows would not be possible without our sponsors and help from volunteers. Premier Tennis and Fitness are working together to bring top-notch professional tennis lessons to Stoughton area children and adults. Skills that will be covered consist of serving, forehand, backhand, and footwork, along with learning the rules of the game and how to score. Ages 3-6 Using Quick Start approach, children are taught using balls that bounce lower and move slower than regular tennis balls so they are easier to hit. Ages 7-8 Children will further develop tennis strokes, groundstrokes, volleys, and the serve. Footwork drills and point playing will be introduced. Ages 9-12 Students will refine stroke mechanics with major emphasis on improving the consistency and accuracy of groundstrokes, volleys, overheads, and learning the rules of the game. Ages 13-18 This group is designed for the high school player and/or advanced middle school player. Drills become more intense and focused on strategy and point play for singles and doubles. Adults All levels are welcome from Beginner to Advanced. Drills will work on technique, strategy, and point play. Drills will be fast paced and keep you moving. Movies in the Park (NEW This Year!)

This will be our first summer of Movies in the Park! On the Friday evenings listed below, we will have a movie on our new big screen at Nordic Ridge Park. Stoughton Area Youth Center

The Stoughton Area Youth Center (SAYC) is open and better than ever! The SAYC will be a leader in youth development and healthy lifestyle choices. PARKS INFORMATION Reserve a Shelter Park shelter reservations can be made by going through our online system at findspotz.io or by stopping in the office. We rent shelters at Nordic Ridge, East Side Park, Virgin Lake, Bjoin, Norse and Rotary Park. Reservations are taken on a first come, first served basis starting the first business day of the year. The shelters are available to reserve from May 1 to mid-October. If you are not using the online option, it is best to call ahead to check the availability of the desired park shelter (608-873-6746)

Yahara River Park Update

The Yahara River Park project continues to move forward. Key highlights from the past few months include:

We continue to work with them to make sure the future park improvements benefit all users. The future timeline for the improvements include completing the 60% and 90% design in 2023, and construction in late summer of 2024.

River and Trail Earth Day Cleanup The annual cleanup will take place this year, rain or shine, on April 23, 2022. • Please meet at the pedestrian bridge on N. Division St. (next to the RR bridge) at 9:00 A.M. • Maps, garbage bags and clean up assignments will be handed out at that time. • Please bring your own rake, gloves, masks and anyone you know that would like to help. Virgin Lake Trail Project The Virgin Lake Trail project includes paving the trail sections between Jackson Street and Roby Road, and creating a new 10 foot wide trail from Roby Road to the 51 West Development. These improvements will increase the number of usable days and create connectivity between parks. The design and engineering work is scheduled to be completed in 2022 with construction in 2023.

New Development Parks • Engineers working on the project presented information on August 24, 2021 regarding the hydraulic and hydrological analyses which cover the changes to the water surface elevations. Data collection for the analyses was completed earlier in 2021. This was done by completing field surveys with multiple areas up to the LaFollette dam. This happened over the course of months to capture data during different flow rates. Video from the August meeting and table with water surface elevations can be found at www.stoughtonrec.com/ riverpark. • The City has been tentatively awarded $1.2 million for the Yahara River Park by the DNR in the form of a Land Water Conservation Fund grant and Stewardship grant. The grant funding is for the paddling features and the trail system in the area. The funding will be received when the project is permitted by the regulatory agencies. • The 60% design for the project was completed in late 2021. The project is now going through the permitting process with the DNR and Army Corp of Engineers. Future work in 2022 includes the final design of the Yahara River Park, design and engineering for the millpond restoration, and environmental study. The environmental study is necessary to document compliance with the National Environmental Policy Act. • The future timeline for the project includes permitting to be completed by July 2022, final design completed by November 2022, bid in December 2022, and construction in late summer and early fall of 2023.

Mandt Park Improvements – Phase I

We have started the design and engineering to implement the first phase of improvements from the master plan. These improvements include a parking improvements, restroom facility, two accessible canoe/kayak launches, park entry sign, and a new trail system along the river. The trail system is designed to match the trail in the redevelopment site. The park’s master plan can be found at www. stoughtonrec.com/planning. The 30% design process started in late November. This included three meetings with fair board members and the Mandt Center Manager.

We will be going through the master planning process later this year for the parks in the Kettle Park West and 51 West Developments. Kettle Park West has one park that is 10 acres in size and 51 West has two parks totaling 12 acres in size. Public input will be gathered through surveys and public meetings. Below are the developments and the sites for the parks.

NEW Dane County Adopt-A-Storm Drain Program Open to City of Fitchburg, City of Stoughton, City of Sun Prairie, Village of McFarland and Village of Cottage Grove Residents/Groups Dane County is collaborating with the City of Fitchburg, City of Sun Prairie, City of Stoughton, Village of McFarland and Village of Cottage Grove on an Adopt-A-Storm Drain program. The goal of the program is to build a network of volunteers committed to cleaning the area on and around local storm drains and report back results. Keeping storm drains clean and clear can prevent localized flooding, keep our communities clean and protect our waters. Municipalities are working hard to clean and maintain these storm drains, but they can’t do it alone. If you live in any of the communities listed above, have a storm drain near you and can spare at least 15 minutes a month consider Adopting a Storm Drain. It’s easy!

1. Open on the Dane County Adopt a Storm Drain app below to sign up. 2. Once you sign up you’ll receive a confirmation email with a link to select a storm drain near you to adopt. 3. Select a storm drain to adopt. Please adopt a drain on a local street and avoid busy streets. 4. Name your storm drain. Be creative, but please choose an appropriate name. 5. Bookmark your unique Adopt A Storm Drain link to access your account and report cleanings. 6. At least once a month, but preferably before any large rain event, safely clean the area around your storm drain. See instructions below. 7. Report your cleanings. See reporting instructions below. 8. Keep an eye out and report any pollution or spills near the drain through the app. If there is no rain, nothing should be washing down the storm drain. All Adopt a Storm Drain volunteers will receive a cleaning kit that includes: a safety vest, storm drain decal to place on their adopted storm drain, dust pan and broom, collection bucket and an Adopt a Storm Drain sticker/window cling to proudly display. Volunteers will also be included on our Adopt a Storm Drain e-Newsletter, which comes out 3-4 times/year.

Storm Drain Cleaning and Reporting Instructions

1. Collect your storm drain cleaning tools: Safety vest, broom and dust pan, and collection bucket. 2. Safety First!- Put on your provided safety vest and if possible try to position yourself so you are looking toward oncoming traffic and clean the area around the storm drain from the curb rather than standing in the street. It helps to have another person watch for traffic too. Only clean drains during good weather and daylight hours. 3. Using the broom and dust pan clean the area on and around the grate and the curb surrounding the storm drain. NEVER REMOVE THE GRATE. If the drain is clogged and you are unable to clean it, report it using the app or email adoptastormdrain@ countyofdane.com. 4. Sort and dispose of debris collected in trash, recycling bin or compost bin. 5. Report your cleanings through the app. Using the unique link to the app provided during sign up report the amount (lines on collection bucket or gallons) and type of materials collected. Please report a cleaning even if there wasn’t any debris to clear

Library Book Discussion Groups Our three monthly book discussion groups have resumed in-person meetings! As the weather warms, we may occasionally hold book discussions outdoors in some of the beautiful parks our city has to offer. Depending on local case rates, masks may be required at indoor discussions. It usually meets the 4th Tuesday or Wednesday of the month at the library and the Stoughton Senior Center. Please see the library’s online calendar for more details. The Foundation – This is Library’s science fiction / fantasy book group, named in honor of science fiction grand master Isaac Asimov’s famous Foundation Trilogy. The Foundation explores themes, authors, short stories, and novels. The group meets the first Wednesday of the month at 6:30 PM Thursdays With Murder is the Library’s mystery and crime fiction book discussion group. Now in its eighth year, the group reads mostly crime and murder mystery novels, but also dabbles in short stories and true crime. Meetings are the second Thursday of the month at 6:30 PM, with no meeting in December.

Site Guidelines • The site is open to residents and non-residents. There is an annual fee for the use of the site. There is a $20.00 fee for residents of Stoughton and a $25.00 fee for all non-residents. Bring a driver’s license or utility bill with a current address for proof of residency. • A 2nd sticker is available for $5.00 for multiple vehicles. If your sticker is lost there will be a $5.00 charge for replacement. • No commercial haulers or landscapers. • Materials must be separated, debagged and unloaded by the resident. Stoughton Prairies Task Force Aims to Build on Early Success!

The Friends of the Stoughton Prairies Task Force was a group that was created in 2021 to work with City staff to help maintain the prairies and to promote the beauty and benefits of these ecosystems. So far the work has primarily focused on removing invasive species and planting new native plants within the prairies. This is fun rewarding work and we are always in need of help. Work days will be posted on the City of Stoughton Department of Public Works website. You do not need to be an expert. A member of the task force will be present to direct your work, and hand tools are provided. The work is not hard, and friends make it easier! If you are able to drop in to help, any amount of time you spend is appreciated. The Friends of the Stoughton Prairies Task Force invites you to observe and enjoy

the work that has been done at the three Stoughton prairies: ● Amundson Park- The entrance is located at the intersection of Amundson Pkwy and Skogdalen Dr and also accessible from Viking County Park. ● Bjoin Park- Located off of E Wilson St and accessible from the Yahara River Trail ● Schefelker Park- Entrances located on Furseth Rd and Sundt Ln

Residents can take advantage of one bulk item collection per month for a total of 12 collections per year. Residents may substitute up to two (2) bulk item collections for qualified electronics collection. For example, a resident can set out 10 bulky items for 10 months and they can put out 1 electronic item for 2 of the 12 months. Why You Should Know Where Your Property Stakes Are Located It is very helpful to know exactly where your property stakes (lot lines) are when: • Buying a home/property so you know what you are buying and for future reference; • Landscaping including planting trees and shrubs so they are planted to allow future growth to remain on your property; • Seeking to install: fencing, an accessory structure or adding onto your home, so when applying for a permit you can easily draft a plan to show where the new structure will be located; • Trying to locate any recorded easements. Many times we hear people say they were told or they assumed their property stakes are where a fence, planting, transformer or power pole is located. In fact, that is seldom the case. The only way to be certain is to locate the lot corner stakes as follows: • A plat map which shows the dimensions of a property may be obtained from the Department of Planning & Development at no charge to you. This document can be picked up at City Hall, 207 S. Forrest Street or emailed/faxed/mailed to you. The plat map of your property will give you a reference to start from and makes it much easier once one stake is found; • The stakes which are sometimes called “irons” or “monuments” vary in size but are typically approximately a 1-inch solid stake, 1.5 feet long and buried at ground level or by as much as a foot deep or more at each corner of the property; • A long tape measure is helpful to aid in your search;

• Renting a metal detector may also be helpful in locating the lot stakes; • Ask neighbors if they have an idea where the lot stakes are located to aid in your search; • Department of Planning & Development staff will assist but cannot locate lot stakes for you. City staff cannot come to your property to locate your property lines or take sides in a dispute over a private property stake location. Property stake disputes between property owners are a legal issue and are not regulated by City Ordinances; • If lot stakes cannot be found, a licensed land surveyor may be hired to locate them and in some cases restake them. State law requires that lot stakes are not removed however that does not mean they have not been inadvertently removed. Also, many historic areas originally had wood stakes. Surveyors can be found in the Yellow Pages or contact the City staff person below for information. The cost of a survey can vary greatly so it pays to check costs; • Over time property stakes may be removed or buried beneath retaining walls, paved driveways, concrete walks, plantings etc…making them more difficult to find; • In many cases a survey is required for new home construction, building additions, detached accessory structures or other major projects. • The Department of Planning & Development may have a site plan or survey for homes that have been recently constructed. City of Stoughton Memory Tree Program The City of Stoughton Forestry Division offers you a unique and thoughtful way to celebrate life, love and accomplishments while making a meaningful contribution to your community by planting a tree. Trees leave a living, growing legacy for our future generations to cherish and enjoy. Trees can be planted in a city park or in the terrace area in front of your home or business if the area is suitable for tree planting. Your name, or the person you are memorializing or honoring will be inscribed on a plaque located at the Public Works Facility. The cost to purchase a tree, which includes planting and inscribed plaque, is $325. If you are interested in purchasing a tree, please fill out the application below. Yard Care Options to Reduce Flooding and Protect our Waters Did you know that 40-70% of the rain that falls in an average urban neighborhood runs off the land into our storm drains? Healthy lawns and gardens act as a sponge helping rain to soak into the ground preventing stormwater runoff from washing into storm drains to area waters. Consider landscaping options that keep rain where it lands to protect our lakes, rivers and streams. • Replace some of your lawn with a rain garden and direct roof runoff towards the garden. • Mow high (3” or more) using a sharp blade. High lawns slow runoff, promote infiltration and shade out weeds.

While this winter feels as though it will never end, eventually, the snow and ice will melt and there will be spring showers. The rain and snow melt flows across streets, driveways, parking lots and rooftops and transports sand, salt, last fall’s leaves, oil, trash and many other pollutants directly to storm drains, which eventually ends up in our lakes and streams.

Some mistakenly think that water running off streets goes into a sewage treatment plant. But the truth is that it goes right to our lakes and streams.

Please note that the placement of permanent markers or plaques are not permitted within the city right-of-way.

• Leave grass clippings on lawn. Clippings act as a natural fertilizer.

• Sweep up any excess salt or sand left over from the snow shoveling season. • Clean up pet waste year round–bury it properly or put it in the garbage. • Keep cars well maintained repairing leaks; but consider walking, public transportation or riding a bike whenever you can.

• Direct rainwater away from paved areas to lawns or gardens where it can soak in. • Keep leaves and grass clippings out of the street. Compost yard waste, debris and leaves. • Get a soil test before applying fertilizer to your lawn. Don’t pay for something you don’t need. Public Power Scholarship Available

As your locally owned, not-for-profit utility, Stoughton Utilities works to not only provide reliable, cost effective utility services, but to also support and enrich the community. We believe that investing in the education of our youth is an investment in our community. One way we do this is to offer an annual scholarship in the amount of $1,000 to an upcoming high school graduate. Applicants are given the option to submit an essay or any other project of their choice, demonstrating the value of public power. The scholarship recipient will be chosen based on submitted application materials. To be eligible, the student’s parents or legal guardians must be a customer of Stoughton Utilities, and application materials are due by May 1. Lineman Appreciation Day Coloring Contest

April 18 is National Lineman Appreciation Day, and utilities across the state and country are using the week to recognize the commitment, dedication, and skill of our lineworkers. Service Disconnections Resume April 15

Stoughton Utilities is advising electric and water customers who are behind on their bills to immediately pay any delinquent balances, or make payment arrangements with the utility to avoid service disconnection. Wisconsin’s Winter Emergency Period, often referred to as the moratorium on residential service disconnection, ends April 15. After that date, utilities statewide may begin to disconnect service to customers who are past due on payment of their electric bills for any period of time, including the winter months. Stoughton Utilities will disconnect all accounts with severely delinquent balances on April 21. Unpaid utility bills drive up costs for the whole community due to the fact that any balance that is uncollectable is essentially recovered from the entire customer base through future rates. Don’t Fall Victim to Utility Scams

Scammers frequently take advantage of worried utility customers using the threat of disconnection for unpaid bills to squeeze money out of businesses and residential customers. There are a few variations of this scam:

• A person arrives at your home or business and demands immediate payment on the spot to avoid disconnection. • A person calls your home or business and states you will be disconnected within a short period of time unless you make an immediate payment over the phone using a prepaid debit card or wire transfer. Several businesses in Stoughton were recently targeted with this scam. • A person visits your home or business offering utility payment assistance. If you pay some money up front, they will match it or provide additional funds to assist in payment.8 • A person calls or visits your home or business stating that the meter is malfunctioning and needs to be replaced at your expense, or that an unpaid new customer deposit is due and failure to pay immediately will result in disconnection. Every year, variations of a utility scam pop up in various Wisconsin communities, including Stoughton and Madison. In all cases the scammer preys upon people’s fears, frequently in low-income neighborhoods, and uses high-pressure intimidation tactics to get the victim to make a payment.

The older adult population in our area is growing, and the Stoughton Area Senior Center needs space to expand. “The Annex” next to our main building (circled in yellow above) is owned by the City of Stoughton. Stoughton City Council has approved this building to be used by the Senior Center beginning in 2023. With some basic renovation, this will become an area for larger group presentations, and more fitness and wellness classes. The Senior Center must fundraise the cost of the renovation and any equipment needed. The project will cost approximately $200,000. Renovations must be accessible for all participants. PLAY BALL! Summer Brewers Game

The Stoughton Area Senior Center will be chartering a bus to Milwaukee to see your Brewers take on the Los Angeles Dodgers on Thursday, August 18. Game time is 1:10pm. We will be leaving from the Senior Center at 10am and return after the game. Please be advised that there will be walking involved. Cost is $55 per person. Kitchen volunteers assist in the packaging of meals to be delivered to home bound older adults and in serving and cleaning up after congregate meals at the Senior Center. Hands on training is provided. Volunteer 1-2 days per week or on a substitute basis. Must be able to stand for 1-2 hours. Enjoy fellowship while helping others!

Looking for a convenient and flexible way to volunteer and help promote the Senior Center and its activities? Delivering monthly newsletters is a great way to give support! Volunteers can pick up our newsletters from the Senior Center once a month and deliver them to local Stoughton businesses. RSVP Driver Escort*

Driver Escorts provide seniors rides to medical appointments on weekdays, between the hours of 8:30am and 4pm. Both drivers and passengers are masked and required to be vaccinated for Covid-19.

Substitute & Regular Meal Drivers*

Being a Meals on Wheels volunteer is a wonderful way to support home bound seniors in our community. The trained volunteer picks up meals at the Senior Center and delivers them along a pre-determined route directly to the homes of several older adults. Once you’re done, you return the delivery packaging items to the Senior Center. Make a positive difference in someone’s life today! *RSVP-registered volunteers receive mileage reimbursement at .56 cents/mile and additional liability insurance coverage while volunteering.
