Case Management Stoughton, Towns of Albion & Dunkirk The Case Management program links older adults with services available to help them remain as independent as possible in their homes and community. Our Senior Center’s case managers are devoted to coordinating, evaluating and advocating for such services to meet each individual’s needs and preferences.

axãáM Case Management Services petitioners to seek visitation rights. After the ruling in Troxel, states now give substantial deference to a fit parent’s decision of what is best when weighing whether to grant visitation rights.

Grandparent Visitation Rights Visitation rights, until recently, only applied to a child’s parents. Today, however, every state has created statutes to govern the visitation rights of grandparents and others, such as foster parents, caregivers or stepparents.

In general, two types of laws exist: restrictive visitation statutes and permissive visitation statutes. Restrictive visitation laws allow grandparents to seek visitation rights if there has been a divorce or death.

Permissive visitation laws allow a grandparent or third party to request visitation even if both parents are alive or still married. In this situation, the court will consider whether the proposed child visitation arrangement is in the best interest of the child.

US Supreme Court Case Troxel v Granville (http://caselaw.lp.findlaw.com/scripts/ getcase.pl?court=US&vol=000&invol=99-138), 530 U.S. 57 (2000), grandparents petitioned for visitation rights after mother, Tommie Granville, limited visitation to once per month and some holidays. The Court did not make a finding on whether all nonparent visitation statutes violate the constitution, and restricted its decision to the Washington statute in question.

Because the Supreme Court did not make a finding that visitation laws are unconstitutional per se, every state still allows third-party

In today’s society there seems to be an epidemic of grandparents raising grandchildren.

With girls becoming pregnant younger and younger, the only responsible parties involved are the grandparents of the child. Other reasons for a grandparent to become a parent of a child include military cases where a parent is deployed or other similar situations due to unforeseen circumstances.

There are legal issues involved for grandparents who are raising their grandchildren, depending on the expectation o f the child’s parent. While some young mothers and fathers are happy to hand over their rights of the child, others may feel entitled to keep the rights to the child, minus the responsibility or raising them.

To keep from becoming a victim of this type of situation you as a grandparent must know from the beginning your rights and must talk with the child’s parents about their expectations and their wishes to establish an agreement from the very beginning. Issues to be aware of include: Power of Attorney-A parent can give power of attorney rights of their child to a

This will allow them to make decisions regarding the child’s schooling, medical issues, and other common issues. This power of attorney, however, is not permanent and can be revoked by the person who gave the power in the first place.

Medical consent-In some states medical consent can be signed over from a parent to a grandparent of a child to allow them to make medical decisions regarding that child. This involves signing simple paperwork.

Legal custody, guardianship or adoptionMany times grandparents will seek custody, guardianship or adoption of their grandchildren. Each of these possibilities is different, and it is important that you seek legal help.

Possible Tax Benefits include the Dependency Exemption which allows you to deduct $3800 in 2012 for each qualifying grandchild.

There’s also the Earned Income Tax Credit (EITC) available to those with moderate to low incomes, or the Child Tax Credit if you make too much money to quality for the EITC. If you are working, and incurring child care expenses in order to work, there’s a Child and Dependent Care Credit. If you choose to legally adopt your grandkids, there’s an Adoption Credit that provides a federal tax credit of up to $12, 650 per child.

Education –related tax credits through the American Opportunity Tax Credit or the Lifetime Learning Credit may help if your grandkids to college.

Financial Assistance-First, check eligibility for WI’s Temporary Assistance for Needy Families (TANF) Program. This may include cash assistance, food stamps, and free or low-cost daycare.

If household income is too high, ask about the “child-only grant” for just the grandchild’s support alone. For additional programs like guardianship subsidies, non-parent grants or kinship care. Call Dane County Human Services for more information.

LEGAL ISSUES Without some sort of legal custody, you may not be eligible for many of the previously listed financial assistance programs, and there can be problems with basic things like enrolling your grandkids in school, or giving a doctor permission to treat them.

Recipe of the Month Grilled Tuna Sandwich with Lemon-Chili Mayo Ingredients: ! 8 slices whole-wheat or sourdough bread ! 3 tablespoons canola oil ! 2 8-ounce tuna fillets, about 1 inch thick ! 1/2 teaspoon plus 1 tablespoon chili powder, divided ! 1/4 teaspoon salt ! 1/2 cup low-fat mayonnaise ! 1 teaspoon freshly grated lemon zest ! 1 tablespoon lemon juice ! 3 cups watercress or baby arugula, tough stems removed Preparation: 1. Preheat grill to medium-high.

2. Lightly brush bread slices with oil. Brush tuna with the remaining oil and sprinkle with 1/2 teaspoon chili powder and salt.

3. Grill the tuna, turning once, until cooked through, 4 to 6 minutes per side. Transfer to a clean cutting board. Grill the bread, turning once, until beginning to brown, about 1 minute per side.

4. Combine mayonnaise, lemon zest, lemon juice and the remaining 1 tablespoon chili powder in a small bowl. Thinly slice the tuna with the grain.

5. To assemble the sandwiches, spread about 2 tablespoons of the lemon-chili mayonnaise over 4 slices of bread. Top with about 3/4 cup watercress (or arugula), the tuna and the remaining slices of bread.

Americans' life expectancy continues to increase. But how long you'll live depends on many factors, including how you take care of yourself in the years leading to older age.

The Cleveland Clinic offers this advice to help seniors promote healthy aging: ! Don't smoke, and limit alcohol to no more than one drink per day. ! Get regular physical activity, including a variety of exercises. ! Maintain a healthy body weight and get regular medical checkups. ! Help maintain intellectual health by participating in hobbies, furthering your education and learning new activities. ! Spend time improving your relationships. ! Work with a physician who specializes in the health of older adults. Discuss your health goals and any advance directives with your doctor.

NUTRITION PROGRAM INFORMATION All meals are provided by Dane County through Consolidated Food Services. They are packaged, delivered and served by Senior Center volunteers.

Nutrition Site: The Senior Center serves lunch every weekday at 12:00 PM. See menu page 15.

Home Delivered Meals: Meal delivery is available to homebound older adults in the Stoughton Area School District every weekday.

Cost of Meals : Individuals 60 years or older pay by donation.

The minimum suggested donation is $3.00/ meal. Individuals under the age of 60 must pay the total cost of the meal. Meal Site: $6.15 Delivered Meal: $6.40.

Please be reminded that cancellations and reservations should be made by 1:00pm the previous working day. Any cancellations made on the day of, are still subject to payment to the county.

Grandparents Day Sunday September 9th The impetus for a National Grandparents Day originated with Marian McQuade, a housewife in Fayette County, West Virginia. Her primary motivation was to champion the cause of lonely elderly in nursing homes. She also hoped to persuade grandchildren to tap the wisdom and heritage their grandparents could provide.

President Jimmy Carter, in 1978, proclaimed that National Grandparents Day would be celebrated every year on the first Sunday after Labor Day.

Fitchburg Senior Center 5510 Lacy The Safe Communities Falls Prevention Task Force invites area seniors to a special workshop.

Falls are a major threat to an older adult’s independence, and in most cases they are preventable. This workshop will discuss and show participants actions that they can take to prevent falls. The cost for the workshop is $8.00, including a delicious lunch and a door prize for all.

axãáM COA & Community Commission on Aging Meeting Highlights for August 7, 2012 Director Comments: C. McGlynn ! Outdoor Sign –new design has brown scaffolding to match the building; design approved by COA. ! New storage for canoe rental supplies ! Mid-Year Statistics –to be distributed to townships.

Case Management has increased since mid-2011 (unduplicated people=8%, home visits =21%, office visits = 21%, phone =31%); event participation increased too (total visits=11%, people= 9%) ! Waiting List –new case management referrals must wait 1-2 weeks for first meeting unless an emergency ! WiFi –COA motioned to look into the cost of having own Center connection separate from the City Staffing Updates ! We hired Teressa Pellett as our new Volunteer/ Program Coordinator. She is already meeting with volunteers & coordination for Senior Center month.

Re-Accreditation ! We look forward to beginning State and National re-Accreditation by the end of this month.

City’s Budgeting for Outcomes ! We are disappointed that two of our offers (Information & Assistance and Nutrition) weren’t as highly prioritized as we would hope after the Results Team’s first rating. ! In the next rating, Teams will prioritize offers with their dollar amounts, then the Leadership Team will look at which offers are below on the priority list and determine whether or not or how to fund.

Chair Caning Class Clyde Cross, local Stoughton artist, will be offing a chair caning class on Wednesday evenings at 6:00 PM from Sept. 12 thru Oct. 10. The charge for the class is $5.00 paid to the Stoughton Senior Center. Bring your own chair or Clyde may be able to find you one.

Weaving materials can be obtained thru Clyde. Come and learn this new “traditional skill” or come and work on your project with others as they learn. You need to sign up for this class at 873-8585.
