CITY MANAGER’S CORNER The United Way Campaign is now underway. United Way provides aid to the most vulnerable in our community by connecting people to the resources most able to meet their need. Pledge forms have been distributed and you can even pledge your donation online using E-way. Your Department Representative will have all of the details. It is our goal to ensure that any employee who would like to give has the opportunity to do so. While a monetary donation is always appreciated, sharing your ideas about how we can make the most out of the current and future campaigns, or volunteering your time to a Department Fundraiser is just as valuable. CITY OF SUFFOLK’S HUMAN RESOURCES DEPARTMENT AWARDED The City of Suffolk’s Human Resources Department was awarded the 2018 International Public Management Association (IPMA-HR) Agency Award for Excellence – Small Agency at the organization’s International Training Conference and Expo held in Phoenix, Arizona in late September. This award recognizes the overall quality, accomplishments and contributions of an agency’s human resource program that exceeds the normal operation of a “good government human resource program.”
Days two and three focused on the Ken Blanchard Situational Leadership II program. Most importantly, students had an opportunity to network and share information and experiences with their peers. Managers were presented with a certificate of completion by Deputy City Manager Scott Mills, and were joined by their Department Director or Department Representative at an end of course ceremony.
On October 25, 2018, twelve City of Suffolk
managers completed the Situational Leadership and Workplace Essentials for Middle Managers course, a part of the Suffolk Leadership Development Program. The course is a three-day program. Students were welcomed by the City Training Manager Keith Davis who stressed the importance of this opportunity to develop and improve their leadership skills. The first day included a discussion of basic principles of leadership as well as core city policies critical to understand for effective management. The HR Director, Dr. Nancy Olivo, led a session on the City’s Employee Engagement Initiative and Performance Management Process.

Congratulations to employee Lakeisha Staton, Custodial Supervi-
sor, who purchased a brand new home in the Lake Kennedy subdivision. The Lake Kennedy project is a partnership with the City of Suffolk’s CHDO (Community Housing Development Organization) and Habitat for Humanity, whose goal it was to build nine homes for first time homebuyers. The land for the project was donated by the City of Suffolk and the City utilized US Department of Housing and Urban Development (HUD) funds to help finance this project. Many partners were used in making this project successful. To date, eight homes have been completed and all are occupied with new homeowners. The ninth and final home which will be completed within the month has been sold and the new owner is anxiously waiting to receive their move-in date. This project has been the collaboration of a number of partners and we are so glad to have one of our own as a new homeowner. Congrats, Lakeisha!!!

INGREDIENTS PUMPKIN CAKE
DIRECTIONS MAKE PUMPKIN CAKE :
Unsalted butter, for the pan 2 c. all-purpose flour, plus more for the pan 2/3 c. granulated sugar 1 1/2 tsp. baking powder 3/4 tsp. baking soda 1 1/4 tsp. pumpkin pie spice 1/4 kosher salt 1 c. canned pure pumpkin 2/3 c. packed light brown sugar 2 large eggs, at room temperature 2/3 c. vegetable oil
1. Heat oven to 350°F.Butter one 9-inch round cake pan, line bottom of pan with parchment paper, and butter parchment. Lightly flour buttered pan, tapping out excess. 2. In a bowl, whisk together flour, granulated sugar, baking powder, baking soda, pumpkin pie spice, and salt. In a second bowl, whisk pumpkin and brown sugar, then whisk in eggs and oil until smooth. While whisking, gradually add dry ingredients and whisk just until smooth. 3. Transfer to the prepared pan and bake until top springs back when gently pressed and toothpick inserted in center comes out clean, 35 to 40 minutes. 4. Let cool in the pan 10 minutes, then invert, discard parchment, and let cool completely on a wire rack.

DIRECTIONS MAKE BOURBON PECAN CAKE:
1/2 c. (1 stick) unsalted butter, at room temperature, plus more for the pan 1 1/2 c. all-purpose flour, 1/2 tsp. baking powder 1/2 tsp. baking soda 1/4 tsp. kosher salt 1/4 c. molasses 1/4 c. dark corn syrup 2 tbsp. bourbon 1 c. packed dark brown sugar 3 large eggs, at room temperature 1/2 c. buttermilk, at room temperature 2 c. pecans, chopped
1. Follow step 1 from Pumpkin Cake (above). 2. In a bowl, whisk together flour, baking powder, baking soda, and salt. In a second bowl, whisk molasses, corn syrup, and bourbon. 3. Using an electric mixer, beat butter and brown sugar until fluffy. Beat in eggs 1 at a time. Reduce speed to low and add flour mixture in 3 parts, alternating with buttermilk, beating until smooth; beat in molasses mixture, then stir in pecans. 4. Transfer batter to the prepared pan and bake until top springs back when gently pressed and toothpick inserted in the center comes out clean, 40 to 45 minutes. Let cool in the pan 10 minutes, then invert, discard parchment, and let cool completely on a wire rack.
INGREDIENTS CRANBERRY-GINGER CAKE
DIRECTIONS MAKE CRANBERRY-GINGER CAKE:
6 tbsp. unsalted butter, at room temperature, plus more for the pan 1 1/2 c. all-purpose flour, plus more for the pan 1 tsp. baking powder 1/2 tsp. baking soda 1/4 tsp. kosher salt 1 c. sugar 2 large eggs, at room temperature 1 tsp. pure vanilla extract 3/4 c. buttermilk, at room temperature 8 oz. fresh or frozen cranberries (thawed if frozen), coarsely chopped 1/2 c. candied ginger, finely chopped
1. Follow step 1 from Pumpkin Cake (above). 2. In a bowl, whisk together flour, baking powder, baking soda, and salt. Using an electric mixer, beat butter and sugar until light and fluffy, then beat in eggs 1 at a time. Beat in vanilla. 3. Reduce speed to low and add flour mixture in 3 parts, alternating with buttermilk. Using a spatula, fold in cranberries and ginger. 4. Transfer batter to the prepared pan; bake until top springs back when gently pressed and toothpick inserted in center comes out clean, 35 to 40 minutes. Let cool in the pan 10 minutes, then invert, discard parchment, and let cool completely on a wire rack.
INGREDIENTS CREAM CHEESE FROSTING 5 8-oz packages cream cheese, at room temperature 2 1/2 sticks unsalted butter, at room temperature 3 c. confectioners’ sugar 5 tsp. lemon juice MAKE CREAM CHEESE FROSTING 1. Using an electric mixer, beat cream cheese on medium until very smooth. 2. Add unsalted butter; beat on medium-high until smooth and fluffy. Beat in confectioners’ sugar, lemon juice, and kosher salt until smooth.
ASSEMBLE CAKE 1. If cakes have rounded tops, use a serrated knife to trim and make flat. 2. Place pecan cake on a cake plate and pipe cream cheese frosting around the edge of the cake (this will create a dam, preventing the cake from bulging and the frosting from escaping). Spread about 3/4 cup frosting evenly inside dam. Top with cranberry cake layer and repeat with frosting. Top with pumpkin cake and refrigerate until chilled, about 30 minutes. 3. Frost top and side of cake with remaining frosting, spreading on side so you can see cake through frosting. Chill until ready to serve or up to overnight. 4. Decorate with sugared rosemary (brush rosemary with corn syrup, coat in sugar, and let set 10 minutes).

CLERK’ S OFFICE In the summer of 2018, the Circuit Court Clerk’s Office
was pleased to host Jean-Mathias Bilé as an intern before he began his college journey as a freshman at Old Dominion University in the fall. Jean-Mathias is a graduate of King’s Fork High School, an incredible athlete excelling in soccer, and an outstanding, bright young man. During his time in the office he was able to shadow Deputy Clerks in the Probate, Civil, Criminal and Land Records Departments. Our office would like to send our continued thanks and appreciation to Jean-Mathias for his hard work and best wishes for him as he moves towards his degree in Criminal Justice. We look forward to great things from this talented young man!

NEW FACES IN THE TREASURER’S OFFICE 2018 has been a year of growth and change in the Treasurer’s Office with several new staffers coming on board.
Neil Blair, Deputy Treasurer for Accounting Neil Blair joined the Treasurer’s Office in July as a seasonal Accounting Technician and was promoted to be the Deputy Treasurer for Accounting in October. A Suffolk native, Neil comes to the City after more than 27 years at Western Branch Diesel where he was an accountant and IT manager. A graduate of James Madison University, Neil is married to Connie, who works in the Planning Department.
Debora Sears, Deputy Treasurer Debora Sears jointed the Treasurer’s Office this past summer as a Deputy Treasurer I. While she is new to City Hall, she is a familiar and friendly face to many, as she is a lifelong Suffolk resident and retiree of the Planters Peanuts Union, where she administered benefits for current employees and retirees.
Lena Badeau, Deputy Treasurer I Lena Badeau also joined the Treasurer’s Office this past summer. Lena brings many years of banking and customer service experience to assist taxpayers on the frontline in City Hall. She spent nearly 11 years at the Bank of America branch in downtown Suffolk. Lena lives in Suffolk with her husband and two children.
Denise Smith, Part-Time Deputy Treasurer I After taking some well-deserved time off upon retiring from the City as Benefits Manager in Human Resources, Denise Smith has come to work part-time in the Treasurer’s Office, where she provides friendly customer service to taxpayers. Denise lives in Suffolk with her husband and we are so happy to have her on our team.

Zombie Clean Up The Suffolk Sheriff’s Office
had a surprise visitor Halloween morning during roll call. Deputy Wade Thomas, whose favorite T.V. show is Reno 911, stopped by to offer words of wisdom and some Halloween safety tips. For those who did not watch Reno 911 it was an American comedy television series on Comedy Central that ran from 2003 to 2009. It was a mockumentary-style parody of law enforcement documentary shows, with comic actors, playing the Law Enforcement Officers and Deputies.
Suffolk Public Library’s Outreach and Program Services Team won the 2018 Virginia
Library Association’s (VLA) Public Library Innovator Award. The award was presented Wednesday, September 26th at VLA’s Scholarship and Awards Dinner in conjunction with their Annual Conference hosted at the Williamsburg Lodge. This award recognizes public librarians or public library project teams who have made an outstanding contribution to advance the mission of a public library in Virginia through an innovative project, program or service.
New Legal Forms Resource Available at Library Suffolk Public Library now has access to Gale
Legal Forms which makes professionally written legal documents used by attorneys and law firms available to the public. This is a great tool for people going through life changes such as marriage, divorce, home improvements, and other instances requiring legal forms. According to Gale’s website, this free resource provides a wide selection of state-specific (and multi-state) legal forms across the most popular legal areas. It includes real estate contracts, wills, pre-marital agreements, bankruptcy, divorce, landlord tenant and many others. SUFFOLK POLICE DEPARTMENT TOP COP HONORED Suffolk Police Officer Clifton E. Sessoms, Jr. was honored as the Suffolk Police Department’s Top Cop at the 18th Annual Greater Hampton Roads Regional Crime Lines Inc. Dinner & Top Cop Awards held in Virginia Beach, Virginia on Saturday, November 3, 2018. The Greater Hampton Roads Regional Crime Lines Inc. Top Cop Awards honor Police Officers and others who have demonstrated a commitment to a safer Hampton Roads community. Award recipients are leaders and role models for both their peers and their community. A total of 16 Top Cops were named from law enforcement agencies across the Hampton Roads area during the event.
Suffolk Firefighters work hard each year to raise money for their “Fill the Boot” campaign to benefit the Muscular Dystrophy Association, a champion in the fight against muscle-debilitating diseases. During the City Council meeting of October 3, 2018, the Muscular Dystrophy Association was presented with a check for $60,200.00

Firefighter of the Year Award – Battalion Chief Demetri Wilson
Chief Wilson was presented with the Firefighter of the Year Award. Chief Wilson has been with Suffolk Fire & Rescue since 1999. Since the day he walked in the door, he has been a highly self-motivated professional that strives for excellence in all he does. He was instrumental in getting the Department’s Technical Rescue program off the ground, and since being promoted to Battalion Chief now manages the Technical Rescue program and is taking it to the next level. Chief Wilson is dedicated to his profession and this organization. He gladly welcomes any opportunity to serve the citizens of this great City.
Paramedic of the Year Award - Lieutenant Jeffery Matthews
Lieutenant Matthews has been with Suffolk Fire & Rescue since 2009. Lieutenant Matthews has a positive and uplifting personality. He treats everyone with respect and dignity. He has an amazing work ethic and always has a smile on his face. Every shift, Lt. Matthews can be found at other Stations conducting training, checking in on medic crews or following up with patient care needs. Lt. Matthews has a can-do attitude and is a pleasure to be around.
Fire Chief’s Award of Excellence – Martha Wheeler
The Fire Chief’s Award of Excellence is presented each year to a member of the Suffolk Fire & Rescue family in recognition of their continued dedication, perseverance, professionalism, and commitment to the values, goals, and success of the Department of Fire & Rescue. All personnel of the Department, sworn and civilian, are eligible for consideration. This year’s Chief’s Award was presented to a civilian member of our family who has been instrumental in the successes and daily operations of Suffolk Fire & Rescue for many years. This employee is known for offering a friendly reception to others, kind words of encouragement, an impeccable attention to detail, a strong desire for “things to be done right”, and the ability to keep things in order for the good of the Department and the City. Affectionately known as “Miss Martha”, she has been described as “the glue that holds the Department together”. Everyone knows -- if you need something, “see Miss Martha”. Miss Martha joined the City of Suffolk in 1982, and joined Suffolk Fire & Rescue in 1991. Since that time she has faithfully served as Executive Secretary for four Fire Chiefs and two Interim Fire Chiefs. Her professionalism, execution of her duties, and simply serving as an example to others through her conduct have all contributed directly to the successes of our organization. P.W. Paws Visits Suffolk
P.W. Paws is the American Public Works Association official mascot and he has come to town to visit our Public Works Department. He is raising awareness of all the functions that Public Works provides to the City and he will be part of an upcoming Road Awareness Campaign. It hasn’t been all work and no play though as he loves taking selfies and giving out high fives! Recently, PAWs checked out Peanut Fest, took part in a Recycling Drive and made an appearance at the Touch a Truck event.

“ZEN DAY”
The Department of Social Services staff enjoyed a day of relaxation during their Zen Day provided by the agency’s Employee Morale Committee. All staff had the opportunity to participate in yoga exercises, journaling, adult coloring and hand massages. Zen Day was a huge success and enjoyed by all. The committee was established by management to boost morale and show appreciation to staff for the great job they do for our citizens.

DSS Cares… In a display of honor and support, the Suffolk Department of Social Services had their 2nd annual Think Pink Day for Breast Cancer Awareness month. The DSS Employee Morale Team promotes several events annually to support and bring awareness to social and health campaigns such as this.

TO KEVIN SARY, TOURISM FROM JENNIFER SORENSEN I contacted Kevin Sary recently to see if he would be willing to take some of my scouts on a short history tour of Suffolk. Without hesitation he happily agreed and was quick to set a date and time. I was thrilled and so excited for my scouts as I knew Kevin was the perfect historian to host the Troop. This tour would not only be fun but would also fulfill requirements needed to earn a few merit badges we are working on, including Citizenship in the Community.

Well, we were all surprised and very excited to have 37 firefighters and officers stop by.
Our street was a little crowded Saturday morning with fire trucks and police cars for a while and pretty much On September 17, 2018 Kevin Sary took a group of us throughout the 3 hours. We shook hands and met every on a tour of Cedar Hill Cemetery. He was able to keep firefighter and police officer. Each told Parker thank you the scouts, ages 11-15, not only interested but engaged for what he was doing and expressed their appreciation to during the entire tour which can be challenging with him, and us to them, and they each donated even though this particular age group! Kevin kept the entire group we said we were buying. interested and thirsty for more. Our scouts are STILL talking about how much fun they had and plan on I paid Parker $74 for the 37 that stopped by…And I rounded attending one of the ghost tours! He has an unbelievable up and wrote a check from our family for a $500 donation amount of knowledge and is the best story teller.
