Mayor’s Message Hello Vallejoans, This week I want to focus on a couple of significant topics that have been flooding my inbox, Fireworks, and COVID19. As the Fourth of July holiday approaches, I have heard from concerned residents about the sounds of massive fireworks being ignited around Vallejo. Because of these concerns, I need to remind all of our community members that fireworks are illegal in Vallejo. Most people love a good firework show but let's leave those shows to the professionals and here are a few reasons why; FIRE SEASON Fire season in California has become increasingly dangerous, especially in places like the North and East Bays, where we have beautiful rolling hills and farmland that unfortunately are filled with dry brush and grasses during this time of year. Even the smallest fireworks can cre-


ate a deadly situation in these areas. It's also important to remember that you do your part by keeping your defensible spaces clear of dried grasses and vegetation. You can find out more information about maintaining your defensible space here.

MAYOR’S MESSAGE

OUR COMPANIONS Many residents have expressed their concern about fireworks and the mental health of their furry companions. Many animals become stressed and anxious when they hear explosions or loud sounds. Some will flee for safety while others are paralyzed with fear in closets and under beds. If you have a pet that is triggered by these loud noises, there are a few things you can do to help ensure their safety on the Fourth of July. If you can, keep your pet inside and give them a safe, comfortable place to "hide" if they feel anxious. Make sure that your fence line and gates are secure. Many pets, especially dogs, will attempt to flee if they are afraid of fireworks and loud noises. They will push out of weak fence boards or take advantage of unlatched gates. FIRE AND POLICE PERSONNEL 9-1-1 calls regarding fireworks tax our fire and police personnel if they are running back to back calls for fireworks. While we encourage the public to report the use of illegal fireworks, I must stress to those who are lighting fireworks that they are unlawful. Illegal fireworks calls can create response delays for residents who have serious, life-threatening calls that need to be attended to. DANGEROUS While fireworks are a beautiful sight and commemoration of our independence, they are also very dangerous. The United States Consumer Product Safety Commission reports that, on average, 180 people go to the emergency room every day with fireworks-related injuries in the month around the July 4th holiday. The most common places for injuries are on the hands, fingers, eyes, and head. The easiest way to avoid these injuries is to avoid lighting off illegal fireworks altogether. COVID19 Finally, I want to remind everyone that we are still in a pandemic. COVID19 continues to be a concern in our community. Last week, the State of California created an order that requires all Californians to wear a face-covering when in public spaces. You can read more about the statewide order here. Please continue to social-distance, wash your hands, and wear a face-covering to keep the curve flat. Vallejo continues to offer free COVID19 testing to anyone who wants it, regardless of whether you have symptoms or not. The ideal Senior Utility Mechanic will be able to perform general supervision and lead supervision over a crew and participate in the installation, repair and maintenance of pumps, valves, piping, clarifiers, ozone generators, reservoirs and other utility systems related components. Outdoor Dining Permits

DEVELOPING VALLEJO

The City of Vallejo realizes that some restaurants and cafes may not be able to meet the social distancing requirements for indoor dining, which could hinder their operations and reopening efforts. Outdoor seating can provide a solution. To assist our restaurants and cafes, we have streamlined the permitting process to allow outdoor dining, with specific requirements, at no cost to restaurants, for the first six months. Outdoor seating areas may be located: 

On public or private sidewalks in front of a restaurant or cafe (with a 4-foot clearance for pedestrians)

Within a parklet (utilizing 1-4 parking spaces on-street)

Within a public or private parking lot in front of the restaurant or café

This is a major project, and in August of 2019 it was valued at $15,563,903. To date, twelve of the twenty permits have been finaled.

Announcing Vallejo’s New Online Permitting Software! The City of Vallejo has partnered with Oracle, Inc. to design an online permitting portal that allows applicants to apply and pay for their permits from the convenience of their home or office. The portal is efficient and reduces paperwork by allowing required documents to be submitted online. Some of the conveniences customers can expect: • Apply, pay and print your permit • Track permit progress • Request inspections • 24/7 access • Avoid lines/driving The City will roll out online permitting in phases, beginning with Electrical permits. Other Buildingrelated permits will become available later in 2020, along with select Public Works permits. Planning permits will be introduced in 2021. Twenty permits were issued to 201 Maine Street for a complete rehabilitation of the 236 unit complex and their Club House. Modifications to the multi-family complex include replacing stairs, handrails, windows, sliding glass doors, re-roofing, kitchen remodels and enlarging one bedroom per unit to meet accessibility requirements.

Free Reusable Mask Giveaway Event - Success! On June 20, numerous organizations from across Vallejo and Solano County came together to ensure our community remains safe. Click here to view a video of the event! Over 2,000 masks were handed out at Six Flags Discovery Kingdom by volunteers from Links2Hope, The Robby Poblete Foundation, Vallejo Peace Project, and the Eric Reyes Foundation, to name a few. On June 18th, Governor Newsom announced a statewide mandate requiring face coverings in most public settings. Newer studies show that even a simple cloth face covering can reduce COVID19 transmission by 40% or more. Help do your part. Wear a face covering. Maintain social distancing and hand hygiene. City of Vallejo and California Department of Justice Partnership Following several months of coordination, the City of Vallejo approved an agreement on June 5, 2020, to collaborate with the California Department of Justice on modernizing and reforming the Vallejo Police Department (VPD). The agreement is in effect from June 9, 2020, through June 9, 2023. The City of Vallejo and the VPD welcome insights and assistance on how to have the best possible police department for our community. The VPD looks forward to collaborating with the DoJ regarding 21st Century Policing, an initiative aimed at increasing fairness and transparency throughout the criminal justice system.

According to the agreement, the City of Vallejo will work together and share information with the DoJ. The DoJ will review recommendations by the OIR Group, an expert consulting group the City proactively hired in 2019 to conduct an independent assessment of VPD policies and practices. The DoJ will then offer any additional recommendations on best practices and assist and evaluate as the Department implements the recommendations. The City has had a series of reform projects in process and stands ready to implement further recommendations from both the OIR Group and the California DoJ. On November 12, 2019, the City welcomed a new Chief of Police, Shawny Williams. Williams was selected following a robust recruitment and hiring process, which involved community-focused activities, including two community forums and an interview panel of community members.

Under Chief Williams’ leadership, the VPD has implemented a stronger body-worn camera policy, an improved de-escalation policy, and a program to regularly analyze use-of-force data. Additional initiatives to improve the relationship between the VPD and the community are listed on the Vallejo Unites webpage. Vallejo Police Department & the OIR Group Recommended Implementation Plan: Provide Your Feedback On Tuesday, June 16th, the OIR Group presented a third-party audit of the Vallejo Police Department (VPD). Their findings were shared, without redaction, for the Vallejo community to get the full picture of the challenges we are seeking to address in the VPD. Following the presentation, Chief of Police Shawny Williams presented his draft plan for implementing the recommendations by the third -party auditor that will help advance police services in the City of Vallejo. Chief Williams noted that his plan was a draft, and he is looking for public feedback on the plan to ensure critical issues and points of timing have not been missed. Vallejo Fire and Police Departments are reminding residents that all fireworks are strictly prohibited within City limits, including the unincorporated areas. Due to the COVID-19 Pandemic, all public display of fireworks have been canceled at the City's Waterfront and Six Flags Discovery Kingdom Amusement Park. Vallejo Fire Department appreciates the community's support in ensuring the safety and protection of life and property by avoiding the purchase and use of illegal fireworks. Each year, dozens of unnecessary injuries and property loss occurs which are directly attributed to illegal fireworks. On July 4th, both Vallejo Police and Fire Department resources will conduct community patrols to educate residents remain safe and educated of the dangers associated with illegal fireworks. Vallejo Police Department Collaborates with Community Leaders in Officer Selection Process The Vallejo Police Department (VPD) is pleased to announce its ongoing collaboration with the City’s Human Resources Department to advance VPD recruitment initiatives. Under the direction of Chief of Police Shawny Williams, VPD and the City have enlisted community leaders throughout Vallejo to participate in the selection of VPD officers.

“My vision is to see Vallejo become one of the safest cities in the Bay Area and creating this key layer of inclusion is a major step toward fulfilling that goal,” Chief Williams stated. “Vallejo is considered to be one of the most ethnically diverse cities in the nation, so having our Department be a reflection of that will assist us in meeting the unique needs of our community.” Other internal initiatives within the Police Department include creating a rotational program for new hires and sworn personnel as a means to cultivate a structured and well-rounded approach to policing. “We want to create an enviPage 11

St. Patrick-St. Vincent High School Student Awarded Water Conservation Video Contest Honors

St Patrick-St. Vincent high school student Stephanie Tuck took home third place honors in this year’s countywide Water Video Contest promoting water conservation through music and video. This popular annual water conservation education activity challenges middle school and high school students to create compelling 60‐second public service videos that focus on water efficiency. The 2020 theme entitled “H2O Tunes” encouraged students to combine their water conservation message with an entertaining musical arrangement of their choosing.

All of the top scoring videos can be viewed on the Solano Saves Water YouTube channel.

The City of Vallejo Water Department Water Conservation Program and the Solano County Water Agency co-sponsor the annual contest. Representatives from Pixar Animation Studios and Vallejo/Solano Film Commission, along with a panel of community leaders, reviewed applications and selected the winners. This year due to the COVID-19 pandemic, there were far fewer contest entries than in prior years, but program sponsors voted to review and evaluate all entries as normal. A total of 19 videos were submitted and each entry was evaluated and scored based on entertainment value and originality, videography, style and organization, audio and sound, movie content, and accuracy. COVID-19 Business Recovery Plan The City of Vallejo recognizes the real need for our community to re-open for business. The City recognizes the need for physical and economic health and wants to support its residents and businesses with these recommendations to keep us safe and healthy. City of Vallejo staff will continue to provide on-site and online support to businesses and residents until we resume to full time in-person, regular business hours. This document contains recommendations which are not necessarily regulatory, unless specifically required by a local, County, State or Federal agency. The City of Vallejo is closely monitoring government policy changes, Center of Disease Control (CDC) guidelines, government mandates, and Public Health directives. The City will continue to adjust as necessary or appropriate to these recommended procedures and work to support businesses and residents during this difficult time. Canine Crusader Wins Award On June 20, Outpaw Outreach was honored to receive the Cameron Hilderbrand-Freedman Crusader for Canines Award. Richard Freedman aided in supporting the goal of helping those who are unhoused care for their pets. In 2016 Moira Farrell began working with Vallejo Together Community helping people living on the streets connect with resources. Most importantly, she listened. Over time Moira heard about their most precious friends, their pets.

All Creatures Veterinary Hospital offered a discounted rate to see these beloved pets. Over the past two years, several dogs have gotten medical care through Outpaw Outreach. As time went on OutPaw Outreach connected with Benjamin Buggs at Faith FOOD Fridays and now have a twice weekly distribution of food, supplies, and vet referrals. During the time of COVID-19 they distribute approximately 300 pounds of food to Faith Food Fridays. Project Room Key is housing homeless individuals in Solano County who test positive or are at high risk of contracting COVID-19; those who have

Community Comes Together to Restore Blue Rock Springs On June 24, the Police Department responded to a deplorable, hate-motivated incident at Blue Rock Springs, where an unknown person(s) spray-painted hurtful and racist language on the side of a park restroom. VPD is investigating the matter as a hate crime incident. The City would like to recognize and thank the Greater Vallejo Recreation District and our local community artists for turning our park back into a place of love and acceptance.

They would do anything for them, the number one thing was sacrificing their own food. In 2018 after recognizing that need, Moira began Outpaw Outreach with the goal of feeding these dogs. She began distributing pet food throughout Vallejo to people living in cars, parks, fields, and parking lots. Over time Moira saw a need for supplies like leashes, collars, and harnesses. Through the generous donations from dozens of people OutPaw Outreach was able to add that as well as flea and tick medication purchased with money donated.

Solano County Three-Month COVID-19 Employment Report The Workforce Development Board of Solano County created a report on employment during the COVID-19 pandemic between the months of March to May. They compiled the employment information for the past three months, with a breakdown by city, in this infographic, as well as a summary of the data. May’s unemployment rate for Solano is 14.2%, down from April’s rate of 15.1%. Data Highlights

San Francisco Bay Ferry Seeks Passenger Input As the Bay Area begins to open up in the wake of the COVID-19 crisis, WETA and San Francisco Bay Ferry is seeking passenger input on how their commute has or will change going forward. Vallejo Flood and Wastewater District Free RV Dumpsite Dumping hours are Monday through Friday, 8:00 a.m. to 4:00 p.m. Please note that the site is closed on weekends and holidays. The site is located at 47 Solano Avenue, near the Humane Society of the North Bay. Stop at the gate and dial "001" on the phone located on the left. The staff will open the gate. Drive straight ahead through the parking lot until you see the RV Dump sign next to the native plant nursery. Dump Site Rules: Only the person emptying the RV tank may be outside the vehicle. All others, including pets, must remain inside the vehicle.

Do not perform any maintenance or repairs to your vehicle while at the treatment plant.
