A MESSAGE FROM THE CITY MANAGER

Happy 2025, Vallejo!

The City finished 2024 strong. At Tuesday’s meeting, the City Council acted on a number of important items. It appropriated some final American Rescue Plan Act (ARPA) funding to a new revolving loan program for Vallejo businesses. The Council also approved the updated General Plan Housing Element for 2023 – 2031, which describes how the City will support the development and protection of affordable housing in the community. There will be a brief providing more information on the new Housing Element in a future issue of the Vallejo Weekly. Council also made some final modifications to the new tobacco retail licensing ordinance.

As you might have read, I appointed Jason Ta to serve as our new permanent Police Chief. He joined the Vallejo Police Department as Deputy Chief in 2021 after working for over 27 years with the San Jose Police Department. He has served as the Vallejo Interim Police Chief since November 2022. During this time, he has improved the department’s relationship with the community, implemented new technologies, and appropriately resourced and shepherded the completion of many requirements of the collaborative reform effort with the California Department of Justice (Cal-DOJ). In his new capacity as Police Chief, Ta will focus on continuing to improve communication and engagement between the department and the community, increasing staffing, completing the requirements of the Cal-DOJ settlement agreement, and bringing new attention and creativity to some significant quality of life issues, including violent crime, sideshows, abandoned vehicles, and sex trafficking.

The new City Council will be sworn in next week on January 7th. Staff thanks the outgoing Council Members for their dedication to public service and looks forward to working with the new City Council to move the City forward.

City of Vallejo Jason Ta Selected to Serve as Vallejo Police Chief

VALLEJO, CA - Vallejo City Manager Andrew Murray announced today that he has selected Jason Ta to serve as the City’s next permanent Police Chief. Chief Ta brings extensive policing and leadership experience to the role. He served for over 27 years with the San Jose Police Department in many capacities, including patrol; undercover, gang, robbery, and sexual assault investigations; field training; traffic enforcement; internal auditing; and community services. Chief Ta departed San Jose at the rank of Captain prior to joining the Vallejo Police Department in 2021 as a Deputy Chief. Chief Ta has served as the Interim Police Chief since November 2022.

During his time serving as Vallejo’s Interim Police Chief, Ta has stabilized department staffing levels, improved the department’s relationship with the community, implemented alternative public safety programs, adopted new crime-reduction technologies, and appropriately resourced and shepherded the completion of many requirements of the collaborative reform effort with the California Department of Justice (Cal-DOJ).

The City undertook a robust national search to fill the position and was fortunate to attract many very talented candidates. The City gathered input from numerous community organizations and individuals about the traits and qualifications they would like to see in the Police Chief, including through three community meetings and a community survey. The City also conducted outreach through many professional associations and other channels to attract as large, qualified, and diverse a candidate pool as possible. All of the three candidates that were finalists for the position were people of color. As part of the selection process, the City convened four different interview panels (a professional panel, City staff panel, and two community member panels) to rate the candidates. Ta was rated the top candidate by all four of the interview panels.

In his new capacity as Police Chief, Ta will focus on continuing to improve communication and engagement between the department and the community, increasing staffing, completing the requirements of the Cal-DOJ settlement agreement, and bringing new attention and creativity to some significant quality of life issues, including violent crime, sideshows, abandoned vehicles, and sex trafficking.

Murray stated that “The City was fortunate to have a pool of strong candidates. Jason distinguished himself by receiving the top rating from all four interview panels as well as having a track record of improving community relationships and advancing the collaborative reform effort. I look forward to working closely with Jason, our Police Officers, the community, and Cal-DOJ to make the Vallejo Police Department a model of communityoriented constitutional policing and a rewarding and fulfilling organization in which to work.”

The Police Chief selection process was very comprehensive. I am thankful for City Manager Murray’s confidence in me advancing the department and look forward in working with him. My commitment to the community, city, and department remains steadfast as we continue our journey in elevating the Vallejo Police Department in becoming the “Gold Standard” of public safety. We have come a long way and still have much road ahead. I will continue the work and momentum we have achieved in strengthening and building community engagement and trust, working collaboratively with local, county, state, and federal partners, preventing and reducing crime and quality of life concerns, restoring departmental working conditions and staffing levels, and completing our reform efforts with Cal-DOJ."

Chief Ta will be installed as the Police Chief in January 2025.

NOTIFICATION OF CONSTRUCTION CITY OF REDWOOD STREET PAVING PROJECT

Dear Resident/Business,

Consolidated Engineering, Inc. will be performing construction on Redwood Street shown below in Vallejo from December 9th, 2024 through January 10th, 2025. Grinding and Paving is scheduled for December 16th through December 20th. Redwood Street, from Tuolumne Street to Fairgrounds Drive and the surrounding area will be impacted. Weather delays may extend the grinding and paving dates above. If a weather event occurs such as rain or freezing temperatures, work will suspend then continue the next working day weather permitting.

Traffic heading north will be detoured around the closures using Valle Vista, Broadway, Sereno, and Fairground Drive. From the north side of Redwood Street, traffic headed south can use the same detour or also use Sereno to Fairground Drive.

The center lanes will be closed at Redwood Street. No left turns will be allowed onto Redwood Street intersecting streets. There will also be no left turns off of Redwood Street from Tuolumne Street to Fairgrounds Drive.

REDWOOD STREET CLOSURES

NOTICE OF PUBLIC HEARING HOUSING AND COMMUNITY DEVELOPMENT NEEDS IN THE CITY OF VALLEJO FOR THE HUD-REQUIRED CONSOLIDATED PLAN

As a condition of receiving certain federal housing and community development funding, the City of Vallejo is required to adopt a “Consolidated Plan”. The City’s next Consolidated Plan will include the period beginning July 1, 2025 and ending June 30, 2030. The Consolidated Plan includes an analysis and identification of: (1) priority affordable housing needs, (2) priority needs of the homeless, (3) priority needs of populations with special needs, and (4) community development (non-housing) needs, which may include the need for neighborhood and public improvements, public facilities, social services, and economic development.

The Consolidated Plan also includes a one-year “Action Plan” for the first year of the Consolidated Plan, and which contains the City’s proposed allocation of federal Community Development Block Grant (CDBG) Program funds for the period beginning July 1, 2025, and ending June 30, 2026 (Fiscal Year (FY) 2025-26).

According to the City’s Citizen Participation Plan, before a draft of the Consolidated Plan is prepared, the City will hold at least one public hearing to gather information and receive comments on housing and community development needs in Vallejo. On Tuesday, January 7, 2025, after 6:00 p.m., the Housing and Community Development (HCD) Commission of the City of Vallejo will hold a public hearing, during its special meeting, on housing and community development needs in the community. It is important to note that the HCD Commission will not be recommending the allocation of funding to projects and activities at this hearing/meeting.

This hearing will also provide an opportunity for residents and other interested parties to comment on how the City’s CDBG Program and HOME Program funds may be used in FY 2025-26. Yoshinobu Takeda, known as Takezo, was born in Kagawa, Japan, and raised in Kyoto. He began singing in bands and composing music at age 12, influenced by American movie soundtracks, The Beatles, and Otis Redding. THE CITY OF VALLEJO CONTINUES TO ACCEPT APPLICATIONS FOR BOARDS, COMMITTEES, AND COMMISSIONS

VALLEJO, CA – The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.

There are currently openings on the following boards, commissions, and committees: (click links to access applications)

• Code Enforcement Appeals Board (2) terms to expire 12/31/25

• Commission on Culture + Arts (2) terms to expire 12/31/28

• Economic Development Commission (1) term to expire 6/30/26

• Housing Authority Tenant Commissioners - Must be in the Housing Voucher Program and 1 of the tenant commissioners must be age 62 or older (2) terms to expire 12/31/26

• Housing & Community Development Commission – (2) 1 term to expire 6/30/27 and 1 to expire 6/30/28

• Marina Advisory Committee – (2 berther seats) – 1 term to expire 6/30/26 and 1 term to expire 6/30/25

• Measure P Oversight Committee – District 6 Member Only – (1) term to expire 10/10/26

• Participatory Budget Steering Committee (1 member and 3 alternates) terms expire 6/30/25

• Surveillance Advisory Board – At-Large, District 1, 3 & 6 Members Only – (4) terms to expire 1/2/29

For City Boards and Commissions, except for the Commission on Culture + Arts, Marina Advisory Committee, Participatory Budgeting Steering Committee, and the Surveillance Advisory Board, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.

In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.

The application period will remain open until a sufficient number have been received in the City Clerk’s Office

Specific dates for applicant interviews with the City Council will be announced at a later date. Applicants must attend the interview to be considered for appointment on a board or commission.

Greater Vallejo Park, Recreation and Open Space Foundation received a grant from the Impact Library Program. The Amador Street location sees lots of daily foot traffic: teens walking to/from school, families stopping at the recreation office to register for classes, seniors and adults visiting the center. Having a little free library at this site will allow a wide range of community members to have easy access to books without having to travel to other locations.

REQUEST FOR RESEARCH PARTICIPANTS

Are you newly diagnosed with type 2 diabetes (T2D) within the last 6-9 months? Your experience matters!

We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.

Who we’re looking for:

Individuals with diagnosed T2D within the past 6-9 months

Must be fluent in English

Individuals who are willing to share personal experiences and perspectives

If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.

How to Participate:

• Individuals diagnosed with type 2 diabetes in the last 6 to 9 months

• Fluent in English

• All participants will recieve $100 after completing a 60-90 minute interview

• Some participants will be selected to complete journal entries at least 2 times a week for 3 months for an additional $300
