Hello Vallejo,
I hope that 2025 is off to a good start for you.
At the City Council meeting on Tuesday, our outgoing Mayor (Robert McConnell) and Council Members (Christina Arriola, Mina Loera-Diaz, and Rozzana Verder-Aliga) said their goodbyes to the community and our new Mayor (Andrea Sorce) and Council Members (Helen-Marie Gordon, Tonia Lediju, and Alexander Matias) were sworn in. Council Member Peter Bregenzer was selected by his peers to serve as Vice Mayor. I and other City staff thank our outgoing officials for their dedication to public service and look forward to working with our new officials and the full Council to keep moving Vallejo forward.
As you’ll see in this edition of the Weekly, there are many events to enjoy over the coming weeks, including Martin Luther King, Jr. Day celebrations. There will also be a Caltrans/Metropolitan Transportation Commission (MTC) meeting on State Route (SR) 37 in the Vallejo Room this coming Tuesday.
Our thoughts and prayers go out to the victims of the raging and devastating Southern California wildfires.

Weeknight Closures on Eastbound SR-37 Begin Evening of Monday, Jan. 6
SONOMA AND SOLANO COUNTIES—
Caltrans is slated to begin overnight work on eastbound State Route 37 between the State Route 121 junction near Sears Point and Railroad Avenue in Vallejo beginning Monday, Jan. 6, at 9:00 p.m.
Caltrans will conduct drilling operations on weeknights only as part of its mitigation efforts against rising sea levels. We expect this work to be completed by Feb. 1, 2025.
Eastbound traffic will be detoured north on SR-121, east on SR-12, and south on SR29 to the 37/29 connector. Westbound traffic will be unaffected by this work.

Sees Record-Breaking
Year for Emergency Calls in 2024
The Vallejo Fire Department has wrapped up another busy year. Our 2024 annual call summary shows just how hard our crews worked, with a total of 18,997 calls— an increase of 5.2% over 2023, a testament to the growing demands on fire and emergency services in our community.
Breaking it down, 2024 saw significant increases in specific areas, particularly fire-related incidents:
149 structure fires
183 vehicle fires
87 vegetation fires
603 debris fires
Overall, fire calls alone were up 9.5% compared to 2023.
In addition to fire calls, our firefighters responded to 12,502 emergency medical service (EMS) calls, alongside 246 hazardous conditions calls.
These numbers highlight the dedication of our firefighters and paramedics who proudly serve our city every single day, ready to respond to any emergency. We remain committed to adapting and growing to meet Vallejo’s needs through teamwork and dedication to service.
As Vallejo grows, so does the demand for services. The Vallejo Fire Department continues to explore ways to improve efficiency, enhance safety, and better serve our residents.

NOTIFICATION OF CONSTRUCTION CITY OF REDWOOD STREET PAVING PROJECT
Dear Resident/Business,
Consolidated Engineering, Inc. will be performing construction on Redwood Street shown below in Vallejo from December 9th, 2024 through January 10th, 2025. Grinding and Paving is scheduled for December 16th through December 20th. Redwood Street, from Tuolumne Street to Fairgrounds Drive and the surrounding area will be impacted. Weather delays may extend the grinding and paving dates above. If a weather event occurs such as rain or freezing temperatures, work will suspend then continue the next working day weather permitting.
Please look for street closure signage, lane shifts, follow detours, obey all traffic flagging, operate your vehicle slowly and safely in the construction zones. Please “Slow for the Cone Zone.”

Redwood Street’s outside lanes will be closed. All north/south intersecting streets will be dead ends at Redwood Street between Tuolumne Street to Fairgrounds Drive. Traffic heading north will be detoured around the closures using Valle Vista, Broadway, Sereno, and Fairground Drive. From the north side of Redwood Street, traffic headed south can use the same detour or also use Sereno to Fairground Drive.

The center lanes will be closed at Redwood Street. No left turns will be allowed onto Redwood Street intersecting streets. There will also be no left turns off of Redwood Street from Tuolumne Street to Fairgrounds Drive.

Traffic loops removed and reinstalled at Redwood x Tuolumne. The left turn lane and middle lane will be closed in the morning. Detour will be Valle Vista Avenue. The middle and far-right lane will be closed in the afternoon and all lanes will reopen by 5 pm.

NOTICE OF PUBLIC HEARING HOUSING AND COMMUNITY DEVELOPMENT NEEDS IN THE CITY OF VALLEJO FOR THE HUD-REQUIRED CONSOLIDATED PLAN

As a condition of receiving certain federal housing and community development funding, the City of Vallejo is required to adopt a “Consolidated Plan”. The City’s next Consolidated Plan will include the period beginning July 1, 202 5 and ending June 30, 20 30. The Consolidated Plan includes an analysis and identification of: (1) priority affordable housing needs, (2) priority needs of the homeless, (3) priority needs of populations with special needs, and (4) community development (non -housing) needs, which may include the need for neighborhood and public improvements, public facilities, social services, and economic development.
The Consolidated Plan also includes a one-year “Action Plan” for the first year of the Consolidated Plan, and which contains the City’s proposed allocation of federal Community Development Block Grant (CDBG) Program funds for the period beginning July 1, 2025, and ending June 30, 2026 (Fiscal Year (FY) 2025-26).
According to the City’s Citizen Participation Plan, before a draft of the Consolidated Plan is prepared, the City will hold at least one public hearing to gather information and receive comments on housing and community development needs in Vallejo. On T uesday, January 7, 2025, after 6:00 p.m., the Housing and Community Development (HCD) Commission of the City of Vallejo will hold a public hearing, during its special meeting, on housing and community development needs in the community It is important to note that the HCD Commission will not be recommending the allocation of funding to projects and activities at th is hearing/meeting
This hearing will also provide an opportunity for residents and other interested parties to comment on how the City’s CDBG Program and HOME Program funds may be used in FY 2025-26. Vallejo's own rapper LaRussell will perform at the Empress Theatre on Sunday, January 12 at 2 PM. As part of his independent collective, Good Compenny, he is driving change in the hip-hop industry by supporting artists while allowing them to retain ownership of their work. Following the success of his viral “2021 Freestyle,” LaRussell has gained recognition for his vivid storytelling and ability to simplify complex experiences, making them relatable to listeners.

Yoshinobu Takeda, known as Takezo, was born in Kagawa, Japan, and raised in Kyoto. He began singing in bands and composing music at age 12, influenced by American movie soundtracks, The Beatles, and Otis Redding. In 1985, he moved to San Francisco to pursue a music career and has since performed as a rhythm and blues singer/guitarist with artists like Elvin Bishop and Joe Louis Walker. THE CITY OF VALLEJO CONTINUES TO ACCEPT APPLICATIONS FOR BOARDS, COMMITTEES, AND COMMISSIONS
VALLEJO, CA – The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.
There are currently openings on the following boards, commissions, and committees: (click links to access applications)
• Code Enforcement Appeals Board (2) terms to expire 12/31/25
• Commission on Culture + Arts (2) terms to expire 12/31/28
• Economic Development Commission (1) term to expire 6/30/26
• Housing Authority Tenant Commissioners - Must be in the Housing Voucher Program and 1 of the tenant commissioners must be age 62 or older (2) terms to expire 12/31/26
• Housing & Community Development Commission – (2) 1 term to expire 6/30/27 and 1 to expire 6/30/28
• Marina Advisory Committee – (2 berther seats) – 1 term to expire 6/30/26 and 1 term to expire 6/30/25
• Measure P Oversight Committee – District 6 Member Only – (1) term to expire 10/10/26
• Participatory Budget Steering Committee (1 member and 3 alternates) terms expire 6/30/25
• Surveillance Advisory Board – At-Large, District 1, 3 & 6 Members Only – (4) terms to expire 1/2/29
For City Boards and Commissions, except for the Commission on Culture + Arts, Marina Advisory Committee, Participatory Budgeting Steering Committee, and the Surveillance Advisory Board, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.
In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.
The application period will remain open until a sufficient number have been received in the City Clerk’s Office
Specific dates for applicant interviews with the City Council will be announced at a later date. Applicants must attend the interview to be considered for appointment on a board or commission.

Greater Vallejo Park, Recreation and Open Space Foundation received a grant from the Impact Library Program. The Amador Street location sees lots of daily foot traffic: teens walking to/from school, families stopping at the recreation office to register for classes, seniors and adults visiting the center. Having a little free library at this site will allow a wide range of community members to have easy access to books without having to travel to other locations.

REQUEST FOR RESEARCH PARTICIPANTS
Are you newly diagnosed with type 2 diabetes (T2D) within the last 6-9 months? Your experience matters!
We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.
Who we’re looking for:
Individuals with diagnosed T2D within the past 6-9 months
Must be fluent in English
Individuals who are willing to share personal experiences and perspectives
If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.
How to Participate:

• Individuals diagnosed with type 2 diabetes in the last 6 to 9 months
• Fluent in English
• All participants will recieve $100 after completing a 60-90 minute interview
• Some participants will be selected to complete journal entries at least 2 times a week for 3 months for an additional $300
