I hope that you are looking forward to the upcoming holiday weekend. There will be many events in Vallejo honoring and celebrating Dr. Martin Luther King, Jr. on Monday.

Our hearts go out to all of those that were affected by the recent shooting that injured an adolescent on Sunday evening. The Vallejo Police Department is actively investigating the incident.

We’ve had a busy week, with many announcements making the news, such as the U.S. Department of the Interior, Bureau of Indian Affairs making a decision that could pave the way for a casino in Vallejo. Please see the press release in this edition of the Vallejo Weekly. You’ll also find the press release on our new Interim Fire Chief, Arthur Gonzales, who has an impressive history with the Vallejo Fire Department.

Our hearts also go out to the thousands

of families affected by the ravaging fires in Southern California. This Vallejo Weekly includes tips from VFD on how to prepare for emergencies by putting together your “go bag.”

Caltrans and the Metropolitan Transportation Commission (MTC) held a community meeting on Tuesday regarding proposed changes to SR37. At the meeting, many concerns were raised over the proposed toll plaza location. Some expressed the need for a toll equity program expanded to blue-collar workers (plumbers, carpenters, contractors, housekeepers, etc.) who need to haul their tools/equipment to the jobsite and move between job sites, so carpooling and transit doesn’t necessarily work for them. Arthur Gonzales selected as Vallejo Interim Fire Chief

VALLEJO, CA - Vallejo City Manager Andrew Murray has announced that Arthur Gonzales will serve as Interim Fire Chief. Murray thanked former Interim Fire Chief Frank Drayton for his excellent service. Drayton, a former Fire Chief and retired annuitant, was eligible to serve as Vallejo's Interim Fire Chief for a limited period of time. The recruitment process to select a new permanent Fire Chief will commence soon.

Interim Fire Chief Arthur Gonzales is a Vallejo native. Gonzales graduated from Hogan High in 1997. He started with the Vallejo Fire department in 1995 as a Vallejo Fire Explorer and took part in the first Firefighter Trainee Program in 2000.

The Vallejo Fire Department hired Gonzales in January 2001 as a full-time Paramedic Firefighter. He was promoted to Captain in February of 2014, then promoted to Battalion Chief in December of 2022 and most recently held the position of Interim Deputy Chief since April of 2024.

Interim Fire Chief Gonzales says, "The vision of the Vallejo fire department will remain the same: The Vallejo Fire Department will be a progressive organization that provides leadership and highquality safety to the community we serve. I look forward to building upon the progress we have made as an organization in this interim role."

City Manager Andrew Murray's statement on the U.S. Department of the

Interior, Bureau of Indian Affairs Decision

VALLEJO, CA - Vallejo City Manager Andrew Murray says, "The U.S. Department of the Interior, Bureau of Indian Affairs (BIA) has decided to accept 160 acres of land in Vallejo into federal trust on behalf of the Scotts Valley Band of Pomo Indians of California (“Tribe”). The Tribe sought that the land be placed into trust so that the Tribe could build tribal homes, a tribal administration building, and a casino facility. The land is located north of Auto Mall Parkway and east of I80.

The City of Vallejo had no authority over the federal government’s decision regarding whether to assign trust status to the site, which is within the City’s boundary, nor will the City have any authority over the development that takes place on the site. The City did submit a comment letter to the BIA in August 2024 expressing concerns about the project’s Environmental Assessment and calling for a full Environmental Impact Statement. The City can endeavor to influence the design of the project and the operations of the casino by dialoging and collaborating with the Tribe to fully identify and quantify any impacts the project will have on Vallejo and create mechanisms through which the Tribe can amplify any positive impacts and mitigate or compensate the City for any negative consequences of the project. To this end, the Vallejo City Council approved a Cooperative Agreement between the City and the Tribe in November 2024 that committed the City and Tribe to conducting good faith negotiations to create an Intergovernmental Agreement, which would create binding government-to-government obligations on the City and Tribe to address the project’s impacts.

The Tribe has expressed the desire to be a good neighbor and the City looks forward to working with the Tribe to create the most positive, beneficial project possible."

Weeknight Closures on Eastbound SR-37 Begin Evening of Monday, Jan. 6

SONOMA AND SOLANO COUNTIES—

Caltrans is slated to begin overnight work on eastbound State Route 37 between the State Route 121 junction near Sears Point and Railroad Avenue in Vallejo beginning Monday, Jan. 6, at 9:00 p.m.

Caltrans will conduct drilling operations on weeknights only as part of its mitigation efforts against rising sea levels. We expect this work to be completed by Feb. 1, 2025.

Eastbound traffic will be detoured north on SR-121, east on SR-12, and south on SR29 to the 37/29 connector. Westbound traffic will be unaffected by this work.

NOTICE OF PUBLIC HEARING HOUSING AND COMMUNITY DEVELOPMENT NEEDS IN THE CITY OF VALLEJO FOR THE HUD-REQUIRED CONSOLIDATED PLAN

As a condition of receiving certain federal housing and community development funding, the City of Vallejo is required to adopt a “Consolidated Plan”. The City’s next Consolidated Plan will include the period beginning July 1, 202 5 and ending June 30, 20 30. The Consolidated Plan includes an analysis and identification of: (1) priority affordable housing needs, (2) priority needs of the homeless, (3) priority needs of populations with special needs, and (4) community development (non -housing) needs, which may include the need for neighborhood and public improvements, public facilities, social services, and economic development.

The Consolidated Plan also includes a one-year “Action Plan” for the first year of the Consolidated Plan, and which contains the City’s proposed allocation of federal Community Development Block Grant (CDBG) Program funds for the period beginning July 1, 2025, and ending June 30, 2026 (Fiscal Year (FY) 2025-26).

According to the City’s Citizen Participation Plan, before a draft of the Consolidated Plan is prepared, the City will hold at least one public hearing to gather information and receive comments on housing and community development needs in Vallejo. On T uesday, January 7, 2025, after 6:00 p.m., the Housing and Community Development (HCD) Commission of the City of Vallejo will hold a public hearing, during its special meeting, on housing and community development needs in the community It is important to note that the HCD Commission will not be recommending the allocation of funding to projects and activities at th is hearing/meeting

This hearing will also provide an opportunity for residents and other interested parties to comment on how the City’s CDBG Program and HOME Program funds may be used in FY 2025-26. THE CITY OF VALLEJO CONTINUES TO ACCEPT APPLICATIONS FOR BOARDS, COMMITTEES, AND COMMISSIONS

VALLEJO, CA – The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.

There are currently openings on the following boards, commissions, and committees: (click links to access applications)

• Code Enforcement Appeals Board (2) terms to expire 12/31/25

• Commission on Culture + Arts (2) terms to expire 12/31/28

• Economic Development Commission (1) term to expire 6/30/26

• Housing Authority Tenant Commissioners - Must be in the Housing Voucher Program and 1 of the tenant commissioners must be age 62 or older (2) terms to expire 12/31/26

• Housing & Community Development Commission – (2) 1 term to expire 6/30/27 and 1 to expire 6/30/28

• Marina Advisory Committee – (2 berther seats) – 1 term to expire 6/30/26 and 1 term to expire 6/30/25

• Measure P Oversight Committee – District 6 Member Only – (1) term to expire 10/10/26

For City Boards and Commissions, except for the Commission on Culture + Arts, Marina Advisory Committee, Participatory Budgeting Steering Committee, and the Surveillance Advisory Board, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.

In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.

The application period will remain open until a sufficient number have been received in the City Clerk’s Office

Specific dates for applicant interviews with the City Council will be announced at a later date. Applicants must attend the interview to be considered for appointment on a board or commission.

Greater Vallejo Park, Recreation and Open Space Foundation received a grant from the Impact Library Program. The Amador Street location sees lots of daily foot traffic: teens walking to/from school, families stopping at the recreation office to register for classes, seniors and adults visiting the center. REQUEST FOR RESEARCH PARTICIPANTS

Are you newly diagnosed with type 2 diabetes (T2D) within the last 6-9 months? Your experience matters!

We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.

Who we’re looking for:

Individuals with diagnosed T2D within the past 6-9 months

Must be fluent in English

Individuals who are willing to share personal experiences and perspectives

If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.

How to Participate:

• Individuals diagnosed with type 2 diabetes in the last 6 to 9 months

• Fluent in English

• All participants will recieve $100 after completing a 60-90 minute interview

• Some participants will be selected to complete journal entries at least 2 times a week for 3 months for an additional $300
