I am grateful that we are getting some cooler weather, which is nice! It was perfect weather for the Splash Tank last Saturday at Vallejo Waterfront Weekend-thank you to those who attended and helped with the 2-day event while raising funds for local charities.
At the City Council meeting this week, you may have heard the proclamation for Filipino American History Month! If you missed it, please find the proclamation in this edition of the Weekly. Also, please note this Monday, City Hall will be closed to observe Indigenous People’s Day.
The City Council, department heads, and I received many communications from residents about the very large sideshow that occurred the weekend of September 28-29. We understand how frustrating and disturbing the sideshows are. We have assembled a brief describing the City’s current capabilities and future strategies regarding sideshows, which you can find in this edition of the Weekly.
Each year, the City Council identifies key goals for the City organization and community. The current goals are public safety; efficient, effective, and responsive government; economic development; housing and the unhoused; and youth development. In addition, at the City Council meeting on September 24th, the City Council identified some more specific near-term priorities for me and City staff. Those are addressing homeless encampments; increasing Code Enforcement; completing the Police Chief hiring process; and bringing our current major capital projects to completion. City staff and I are focusing our attention on these near-term priorities.
I have appreciated hearing from many residents, community organizations, and businesses how they think we can improve Vallejo. I welcome your thoughts, so please feel free to reach out to me.

CITY MANAGER MURRAY'S BRIEF ON SIDESHOWS
The City of Vallejo has two main tools to combat sideshows and other reckless driving. They are 1) enforcement of traffic laws and 2) engineering of roadways to make it harder to carry out sideshows.
The VPD’s primary strategy to deter sideshows through traffic enforcement is to learn about a possible sideshow in advance (sideshows often travel from city to city over the course of an evening) and post an officer at an intersection to deter sideshow vehicles from gathering there. Once a sideshow has started, VPD’s strategy is to gather with other law enforcement agencies to disrupt the sideshow and encourage the vehicles to move out of town.
Vallejo usually experiences a sideshow, which the City generally defines as a gathering of approximately 24 vehicles or more, every Friday and Saturday night. VPD is usually able to eventually gather with other law enforcement agencies to disrupt most sideshows and encourage them to move out of town, although often only after the sideshow has occurred for approximately 60 minutes at the various intersections each night. That said, sometimes the department simply is responding to too many other high priority calls for service to respond to sideshows.
VPD is experiencing a significant staffing shortage. Department staffing is slowly increasing. Based on recent trends, it will still be at least two years before staffing is at a level where the City can prevent or promptly respond to sideshows. The department is working on many strategies to add additional officers both on a limited-term basis and permanent basis, which might shorten that timeline. In the meantime, response times will vary. VPD currently responds to calls for service based on the following prioritization: Priority 1: Immediate danger of injury or loss of life; Priority 2: Urgent response is needed to prevent the call from escalating to Priority 1; and Priority 3: Ongoing issues with little to no danger of escalating and burglar alarms.
Note that sideshows present serious risks to officers. Sideshow participants sometimes use high-powered lasers to disorient and impair officers; launch powerful fireworks or explosive devices at officers; or fire shots at officers. It is therefore necessary for a substantial number of officers to collaborate to encourage sideshows to leave town.
VPD encourages residents to continue to report sideshow activity by calling 9-1-1. Timely reporting is crucial not only for officer response but also for our data analytics. Every call provides vital information that helps identify sideshow hotspots and allocate resources more effectively. This data-driven approach enables us to be more proactive in preventing future incidents and deploying resources to the areas most affected.
It is very challenging to apprehend sideshow participants due to the dangerous nature of the sideshows and some of the participants. State law has recently changed to increase penalties for sideshow participants, which might help curb them in the future.
The Public Works Department is implementing several measures to deter sideshows. The City installed sideshow deterrent and traffic calming devices in 15 intersections as a pilot project throughout the City. These have mostly been at neighborhood scale intersections. The department is also working with peers to assess technologies and strategies that may work at larger intersections. The department expects to pilot some new devices and approaches at major intersections within the next few months. Note that any intersection that falls on a State highway is controlled by Caltrans, so the City would need to coordinate with Caltrans on the design of the devices as well as receive Caltrans approval to install the devices.

PG&E Former Vallejo Manufactured Gas Plant Site
Soil Gas Sampling Starts Week of September 9, 2024
What is the work?
From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).
The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):
• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)
• Collecting soil gas samples for laboratory analysis
When will the work take place?
• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.
• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday
What safety measures will be in place?
• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.
• Barriers will be set up around the work area to protect the public.
How will the work impact you?
• You will notice a field crew of up to eight individuals conducting the work with a truck-mounted drill rig.
• There will be temporary noise impacts from the drill rig.

Solano County, CA As students head back to school for the 2024-2025 academic year, SolTrans would like to remind all youth aged 18 and under that they can ride all SolTrans routes for FREE . This initiative is part of our ongoing commitment to support education and promote sustainable transportation options in the community.
SolTrans encourages parents and guardians to consider utilizing Local or Express bus services to ensure a smooth and stress-free start to the school year. Riding the bus not only offers a convenient alternative to driving but also helps alleviate traffic congestion around schools, promoting a safer environment for students.
Key Details of the Free Ride Program:
• Eligibility: All youth aged 18 and under can ride any SolTrans route at no cost.
• Service Areas: SolTrans provides extensive local coverage throughout Vallejo. Routes 15 and 17 align with Benicia Middle and High School bell schedules. E xpress Lines connect students to Solano Community College in Fairfield and BART.
• How to Ride: Students simply need to board any SolTrans bus and inform the driver that they are a student or youth. No fare or special pass is required.

Local Artist Miro Salazar Chosen for All- Electric Bus Art
Solano County, CA – Solano County Transit’s (SolTrans) Call for Artists Committee has chosen local artist Miro Salazar to design a bus wrap for the agency’s all-electric local bus. SolTrans released the call for artists in early spring of 2024, after narrowing down the submissions to two local artists the committee selected Miro Salazar in September.
After an extensive search, the Public Art Committee, comprised of two SolTrans Board members, 2 local Benicia and Vallejo artists, and a bus operator, have selected local artist Miro Salazar to bring his creative vision to life. Miro isn’t new to the SolTrans family his work was featured on one of the original electric buses in 2016. Now, he’s back with the exciting opportunity to craft a brand-new design for yet another electric bus.
If you haven’t met Miro personally, chances are you’ve seen his artwork throughout Vallejo and Solano County. Over the past two decades, he’s created several large-scale murals that have become beloved fixtures in the community.
SolTrans is excited to showcase Miro’s latest work as part of its ongoing commitment to sustainability and public art. His design for the electric bus will not only add a splash of color and creativity to Benicia and Vallejo’s streets but also symbolize the progress and innovation of SolTrans’ zero-emissions initiative.
“We’re thrilled to continue our collaboration with Miro and celebrate the intersection of art and sustainability with this electric bus,” said Beth Kranda, SolTrans Executive Director. “This project not only highlights our commitment to greener, cleaner transit for the future, but it also serves as a moving canvas a mobile public art piece that shares these important initiatives with the community. It’s a reminder that innovation, environmental responsibility, and creativity can all come together to enhance the spaces we live in.”
This fall, the newly wrapped electric bus, adorned with Miro’s artwork, will hit the streets of Benicia and Vallejo.

Are you newly diagnosed with type 2 diabetes (T2D) within the last 6-9 months? Your experience matters!
We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.
Who we’re looking for:
Individuals with diagnosed T2D within the past 6-9 months
Must be fluent in English
Individuals who are willing to share personal experiences and perspectives
If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.
How to Participate:

• All participants will recieve $100 after completing a 60-90 minute interview
• Some participants will be selected to complete journal entries at least 2 times a week for 3 months for an additional $300
