A MESSAGE FROM THE CITY MANAGER

Hello Vallejo,

I hope you’re enjoying the abundance of Fall activities in the City. Please visit the Maker Faire Bay Area with free ferry shuttle service between Mare Island and Vallejo throughout the event on Saturday and Sunday. Or you may want to play a round of golf in the new golf carts at Blue Rock Springs Golf Course! Check out the article in this Vallejo Weekly on the welcome addition to local recreation.

You’ll also find in this edition of the Vallejo Weekly, a nice feature article on our Staff member, Kristoffer Jacob, for Filipino American History Month. Jacob lives in Vallejo and shares his story about family and working for the City.

Our Staff has also been working hard on the issue of homelessness. We have been working with regional and state partners such as Caltrans to proceed with immediate and long-term solutions. City staff has been drafting an updated Unhoused Strategy, which includes consideration from the recent Supreme Court ruling in the Grants Pass v. Johnson case, while continuing to implement frequent encampment cleanups. Staff had been tentatively planning to present the updated Unhoused Strategy to the City Council on October 22, 2024. Staff has identified a number of potential interventions that offer promise in transitioning unhoused community members into services, shelter, and housing. Staff believes that it would be beneficial

to get input from outside subject matter experts on the strategy. So, staff will engage a consultant to provide input on the Unhoused Strategy, with particular consideration of strategies that have been successful in similar communities; the specific characteristics and challenges of Vallejo’s unhoused population; and the specific network of support services and housing options available to Vallejo community members. The consultant might also perform stakeholder engagement to complement the stakeholder dialog that staff routinely undertakes. Staff intends to engage a consultant, finalize the Unhoused Strategy, and present the strategy to Council within Q1 2025.

In the meantime, City staff will continue to research options, receive input from stakeholders, and continue regular encampment cleanups. The City is completing construction on a new shelter, the Vallejo Homeless Navigation Center, which will have 125 shelter beds and a permanent supportive housing project, the Broadway Project, which will have 47 units. Both projects are anticipated to open in early 2025. I look forward to updating you on more Department projects in the next Weekly!

NEW GOLF CARTS FOR GOLFERS IN VALLEJO!

The Economic Development Department is excited to announce that a new fleet of 130 EZ GO golf carts was delivered to the Blue Rock Springs golf course on October 10, 2024. This was part of a cross-departmental effort that saw City Council approve a lease agreement on August 5, 2024. The City owns the Blue Rock Springs Golf Course, which has two 18hole golf courses on 225 acres. This upgrade enhances the overall experience for golfers and reflects the City’s commitment to improving local amenities.  The new golf carts are expected to contribute to the Blue Rock Springs community, enhance a visitor experience, and support the economic and recreational growth of the City of Vallejo.

FILIPINO-AMERICAN HISTORY Month: Staff Highlight

In celebration of Filipino American History Month, the City of Vallejo would like to spotlight, Kristoffer S. Jacob, Assistant City Attorney. Thank you, Jacob, for sharing your story about growing up and working in Vallejo!

How many years have you worked at Vallejo?

3 ½ years

Why is Filipino American History Month important to you?

It’s a month to reflect on the stories, struggles, and victories of those that came before me and paved the way for me.

What is your ethnic background? How has being Filipino American shaped your life?

I am Filipino, born in the Philippines but raised in Vallejo.

What do you love most about your work at Vallejo?

Having grown up in Vallejo, I have always wanted to someday return and make a difference in my community. Fortunately, the City Attorney values her team working with the community. I have been able to flex my time to serve my community as a mock trial coach at MIT High School, as a mentor in the Jesse Bethel Law Academy, and a volunteer in the Lawyers at the Library program. The most rewarding part of this job is being able to give back and contribute to the community.

What are your favorite sports and activities?

I am an avid tennis player. I have only recently realized just how big the tennis community is in Vallejo!

What do you love most about your culture?

The principle of the importance of family. Filipinos

also know how to throw parties with lots of yummy food to share and good music.

What is your favorite food? Where is your favorite restaurant in Vallejo?

My favorite food is Jollibee’s Chickenjoy! My favorite restaurant in Vallejo is the newly opened Elephant Thai Cuisine.

Who is your role model?

My parents because they have sacrificed so much and worked so hard to give me the opportunity to be where I am today.

If you could change the world, what would you do?

I would destroy all highways and design all cities to be walkable or easily accessible by mass transportation.

How can we best start with change in Vallejo?

By appreciating that one small act can make a difference. Vallejo has problems, but together we can work together to move this city forward—and we can start by appreciating that one small change could lead to something greater. To that end, pick up some trash while walking your dog, volunteer at the local schools, donate at the local shelter, etc.

PG&E Former Vallejo Manufactured Gas Plant Site

Soil Gas Sampling Starts Week of September 9, 2024

What is the work?

From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).

The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):

• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)

• Collecting soil gas samples for laboratory analysis

When will the work take place?

• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.

• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday

What safety measures will be in place?

• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.

• Barriers will be set up around the work area to protect the public.

How will the work impact you?

• You will notice a field crew of up to eight individuals conducting the work with a truck-mounted drill rig.

• There will be temporary noise impacts from the drill rig.

Back to School: Youth Ride Free

Solano County, CA As students head back to school for the 2024-2025 academic year, SolTrans would like to remind all youth aged 18 and under that they can ride all SolTrans routes for FREE . This initiative is part of our ongoing commitment to support education and promote sustainable transportation options in the community.

SolTrans encourages parents and guardians to consider utilizing Local or Express bus services to ensure a smooth and stress-free start to the school year. Riding the bus not only offers a convenient alternative to driving but also helps alleviate traffic congestion around schools, promoting a safer environment for students.

Key Details of the Free Ride Program:

• Eligibility: All youth aged 18 and under can ride any SolTrans route at no cost.

• Service Areas: SolTrans provides extensive local coverage throughout Vallejo. Routes 15 and 17 align with Benicia Middle and High School bell schedules. E xpress Lines connect students to Solano Community College in Fairfield and BART.

• How to Ride: Students simply need to board any SolTrans bus and inform the driver that they are a student or youth. No fare or special pass is required.

“ The Youth Ride Free Pilot Program aims to eliminate the financial barriers associated with school commutes for our young riders and their families. By providing free bus rides, we ’ re not only easing their journey to school but also nurturing a future generation of dedicated transit users, ” said Beth Kranda, Executive Director of SolTrans. “ We’ ve seen encouraging participation from youth over the summer, and we ’ re excited to see how this program will support students as the school year begins. ”

Youth are eligible to ride all SolTrans Local and Express services anytime; the program is not limited to travel to and from school. To make the most of this opportunity, students and their families are encouraged to familiarize themselves with SolTrans routes and schedules. Solano County Transit (SolTrans) has been the public transportation provider for south Solano County since July 2011. SolTrans provides local and Express fixed routes and complementary paratransit. The agency is a Joint Powers Authority (JPA) governed by a six-member Board of Directors, composed of two representatives from the cities of Benicia and Vallejo, Solano County’ s representative on the Metropolitan Transportation Commission (MTC), and a representative from the Solano Transportation Authority. ###

Local Artist Miro Salazar Chosen for All- Electric Bus Art

Solano County, CA – Solano County Transit’s (SolTrans) Call for Artists Committee has chosen local artist Miro Salazar to design a bus wrap for the agency’s all-electric local bus. SolTrans released the call for artists in early spring of 2024, after narrowing down the submissions to two local artists the committee selected Miro Salazar in September.

After an extensive search, the Public Art Committee, comprised of two SolTrans Board members, 2 local Benicia and Vallejo artists, and a bus operator, have selected local artist Miro Salazar to bring his creative vision to life. Miro isn’t new to the SolTrans family his work was featured on one of the original electric buses in 2016. Now, he’s back with the exciting opportunity to craft a brand-new design for yet another electric bus.

If you haven’t met Miro personally, chances are you’ve seen his artwork throughout Vallejo and Solano County. Over the past two decades, he’s created several large-scale murals that have become beloved fixtures in the community.

SolTrans is excited to showcase Miro’s latest work as part of its ongoing commitment to sustainability and public art. His design for the electric bus will not only add a splash of color and creativity to Benicia and Vallejo’s streets but also symbolize the progress and innovation of SolTrans’ zero-emissions initiative.

“We’re thrilled to continue our collaboration with Miro and celebrate the intersection of art and sustainability with this electric bus,” said Beth Kranda, SolTrans Executive Director. “This project not only highlights our commitment to greener, cleaner transit for the future, but it also serves as a moving canvas a mobile public art piece that shares these important initiatives with the community. It’s a reminder that innovation, environmental responsibility, and creativity can all come together to enhance the spaces we live in.”

This fall, the newly wrapped electric bus, adorned with Miro’s artwork, will hit the streets of Benicia and Vallejo.

REQUEST FOR RESEARCH PARTICIPANTS

Are you newly diagnosed with type 2 diabetes (T2D) within the last 6-9 months? Your experience matters!

We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.

Who we’re looking for:

Individuals with diagnosed T2D within the past 6-9 months

Must be fluent in English

Individuals who are willing to share personal experiences and perspectives

If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.

How to Participate:

• Individuals diagnosed with type 2 diabetes in the last 6 to 9 months

• Fluent in English

• All participants will recieve $100 after completing a 60-90 minute interview

• Some participants will be selected to complete journal entries at least 2 times a week for 3 months for an additional $300
