ANDREW'S ANNOUNCEMENTS
A MESSAGE FROM THE CITY MANAGER
Hello Vallejo,
I hope that you have a fun and safe weekend and upcoming week, filled with treats, for Halloween. Please check out the many Halloween-related community events coming up in this edition of the Vallejo Weekly.
In this edition, you’ll also see photos from last weekend’s successful Maker Faire Bay Area event and a nice staff highlight on Elin (Elinore) Regresado, Executive Secretary for the City Attorney’s Office, in honor of Filipino American History Month. I am proud of our diverse and dedicated City workforce, which includes many Vallejo natives and residents.
Since starting as your City Manager in May, I have really enjoyed meeting and creating relationships with community members and community organizations.
I had the pleasure of breaking bread earlier this week with many former servicemen and servicewomen at the monthly Vallejo Veterans Social held at the Vallejo Veterans Memorial Building. I also had the pleasure of taking a walking tour of downtown with some property owners, to discuss how we can improve downtown’s vibrancy. Finally, it was a joy and energizing to meet with members of the Vallejo Youth Human Rights Commission at Jesse Bethel High School. There is a lot of energy, creativity, and dedication to making Vallejo the best that it can be among these individuals, groups, and many others.
You may have noticed some street repaving taking place around town, including in front of City Hall. That work is funded by the voter-approved Measure P, and the City is planning an even larger Measure P supported series of street projects next summer. The City intends to again work with community volunteers to paint the Black Lives Matter mural on Santa Clara Street in front of City Hall.
I am happy to report that things are moving forward on the design of a new Police Department building at the Amador Street location. The architects are actually a little ahead of schedule and are expecting to submit 90% design documents next month. While we are awaiting the completion of the new building, the City plans to temporarily relocate our Dispatch Center to modular buildings at Amador Street. You can read more about that process and timeline in this edition.
Enjoy your reading!
With appreciation,
Andrew Murray Vallejo City Manager

FILIPINO-AMERICAN HISTORY Month: Staff Highlight
In celebration of Filipino-American History Month, the City of Vallejo would like to spotlight, Elin (Elinore) Regresado, Executive Secretary for the City Attorney’s Office. Anytime you see Elin in the hallways, she puts a smile on your face! Thank you, Elin, for sharing your story with the Community!
How many years have you worked at Vallejo?
Four
Why is Filipino-American History Month important to you?
Being an immigrant myself, I was blessed to have parents who were adamant that my siblings and I learned about our culture and continued our traditions. I believe Filipino-American History Month is the opportunity not only for Filipino immigrants to remember and celebrate our heritage, but for Filipinos born in the States to become more aware of and learn about our rich history, like I did.
What is your ethnic background? How has being Filipino-American shaped your life?
I’m Filipina and was born in the Philippines. My family emigrated to the U.S. when I was two years old. For how being Filipino-American has shaped my life, see below for what I love most about my culture.
What do you love most about your work at Vallejo?
My coworkers! The CAO Team is very dedicated, not only to the City but also to each other. We carouse over our wins and commiserate over our losses; through ups and downs, we stick together. It’s wonderful to be able to do fulfilling (and sometimes not-so-fulfilling) work alongside a fantastic Work Family.
What are your favorite sports and activities?
I love love LOVE watching American football (I have to put that “American” qualifier in there, because my
husband is from England and insists that “football” means “soccer”) and basketball… 49ers and Warriors of course! I’m not much of an athlete… I prefer reading, listening to music, playing piano and keyboard, and sewing during my oft-neglected “me” time.
What do you love most about your culture?
What I love most about my culture is the emphasis on FAMILY. I was taught by my parents and other elders that my “family” is not just my immediate family of parents and three siblings, but also my extended family of grandparents, uncles and aunts, and soooooo many cousins. When my husband and I were married in church, our wedding party was fifty people… and when the photographer asked us to gather for a photo of the bride’s “entire” family, there was a stampede and the poor guy had to back up at least twenty feet to get a picture of nearly a hundred people! Our family parties are ridiculous, in a good way! And this is what being FAMILY is about --- being there for each other, celebrating and encouraging each other every chance we get!
What is your favorite food? Where is your favorite restaurant in Vallejo?
My favorite food is Filipino breakfast: Longanisa (Filipino breakfast sausage), garlic fried rice, and sunnyside-up egg. My favorite restaurant in Vallejo is a tie between Manny’s Steakhouse and Applebee’s.
What is your favorite music?
Christian Contemporary and Old School 80’s-90’s R & B. I grew up listening to Earth Wind & Fire, the Commodores, Donna Summer, the BeeGees, the Gap Band, New Edition, and Vallejo’s own Con Funk Shun.
Who is your role model?
My father, Claro L. Mamaril, is definitely one of my role models. My Dad was a lawyer and clerk for the Philippine Supreme Court, and an outspoken opponent of the regime during the Marcos dictatorship. He and my Mom were compelled to take their kids (my older brother and me at the time) to the U.S. when Dad learned from his boss (one of the Supreme Court Justices) that it wasn’t safe for him for him to stay in the Philippines. My parents basically left everything behind to keep their family safe and give us a better life. Dad was the very first Filipino attorney in Solano County, and his achievements and dedication to encouraging
his fellow countrymen and women helped pave the way for many more Filipino professionals to develop, thrive, and become positively-contributing members of society in Vallejo and beyond. Dad taught me the importance of standing up for what you believe in, calling out injustice, working hard, helping others, and being the best kind of influence on the people around you.
If you could change the world, what would you do?
I would make it mandatory for every adult to spend at least one year as a civil servant. It would hopefully enlighten more people about the procedures and processes by which their local governments must abide.
How can we best start with change in Vallejo?
We can start by just being kind to one another, every single day. Never underestimate the power of one random act of kindness. It can be as simple as smiling and saying “Hello” to a stranger you pass on the street or in a store, or paying for the coffee of the person behind you in the Starbucks or Dutch Bros drive-through, or raking your neighbor’s leaves. We never know what someone else could be going through at any given time, so it’s important to just

Are you warming up to the idea of solar power for your home?
Symbium and Vallejo are proud to announce the launch of instant permits for residential solar and battery storage systems. This groundbreaking platform by Symbium verifies code compliance in real time and automates the issuance of solar and energy storage permits, lowering the costs for permit applicants and homeowners and increasing the speed of installing residential solar energy systems in Vallejo.
Benefits of instant solar permits:
The automatic analysis of code compliance requirements and instant permit issuance not only ensures that every application meets the necessary safety and regulatory standards, decreases costs for homeowners and permit applicants, and increases the speed of solar installations. It also helps the City reduce its greenhouse gas emissions by furthering its goal of supporting the installation of small-scale renewable energy systems by identifying and eliminating procedural barriers and by training staff to facilitate the permitting process in as smooth a manner as possible.
Kristin Pollot, Vallejo's Planning & Development Services Director, expressed enthusiasm for the launch, stating, "With this new online platform, Vallejo will not only be able to continue to ensure compliance with California’s SB379 solar permitting mandate, but it will also reinforce the City's position as a committed long-term partner in fostering and promoting renewable energy adoption, while prioritizing efficiency, safety, and sustainability."

PG&E Former Vallejo Manufactured Gas Plant Site
Soil Gas Sampling Starts Week of September 9, 2024
What is the work?
From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).
The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):
• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)
• Collecting soil gas samples for laboratory analysis
When will the work take place?
• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.
• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday

Local Artist Miro Salazar Chosen for All- Electric Bus Art
Solano County, CA – Solano County Transit’s (SolTrans) Call for Artists Committee has chosen local artist Miro Salazar to design a bus wrap for the agency’s all-electric local bus. SolTrans released the call for artists in early spring of 2024, after narrowing down the submissions to two local artists the committee selected Miro Salazar in September.
After an extensive search, the Public Art Committee, comprised of two SolTrans Board members, 2 local Benicia and Vallejo artists, and a bus operator, have selected local artist Miro Salazar to bring his creative vision to life. Miro isn’t new to the SolTrans family his work was featured on one of the original electric buses in 2016. Now, he’s back with the exciting opportunity to craft a brand-new design for yet another electric bus.
If you haven’t met Miro personally, chances are you’ve seen his artwork throughout Vallejo and Solano County. Over the past two decades, he’s created several large-scale murals that have become beloved fixtures in the community.
SolTrans is excited to showcase Miro’s latest work as part of its ongoing commitment to sustainability and public art. His design for the electric bus will not only add a splash of color and creativity to Benicia and Vallejo’s streets but also symbolize the progress and innovation of SolTrans’ zero-emissions initiative.
“We’re thrilled to continue our collaboration with Miro and celebrate the intersection of art and sustainability with this electric bus,” said Beth Kranda, SolTrans Executive Director. “This project not only highlights our commitment to greener, cleaner transit for the future, but it also serves as a moving canvas a mobile public art piece that shares these important initiatives with the community. It’s a reminder that innovation, environmental responsibility, and creativity can all come together to enhance the spaces we live in.”
This fall, the newly wrapped electric bus, adorned with Miro’s artwork, will hit the streets of Benicia and Vallejo.
Detailed route maps and schedules can be found on the SolTrans website, SolTrans.org.
