A MESSAGE FROM THE CITY MANAGER

Hello Vallejo,

I hope that everyone is tolerating the heat and I’m sure you’re ready to cool off this weekend. What better way to do that than to head to the Vallejo Waterfront Weekend? I’ll be in the Splash Tank with a line-up of other elected officials and community leaders, so come by and have some fun while helping to raise money for local charities. Please see the link with event details in this edition of the Vallejo Weekly.

There was a great opportunity to beat the heat yesterday. The Vallejo Police Department celebrated national Coffee with a Cop Day, which is October 2nd. The department hosted community members for engagement and dialog over boba at the Filipino community center. Members of the public got to meet officers and other department staff and share ideas and concerns regarding public safety.

As you know, sideshows continue to create major disturbances. The Vallejo Police Department continues to work with our regional law enforcement partners to combat the problem as resources allow. The Public Works Department is directing more attention to the issue and is researching new technologies and approaches for large intersections specifically. We hope to install some pilot projects this fall.

You may have seen at the last City Council meeting that concerns were raised about issues that unfolded at the recent Fiestas Patrias event. To ensure that community events such as this receive rapid resolution of any City-related issues that arise on the day of the event, moving forward, the City will have a Public Works Supervisor present during event set up and take down and on call throughout the day for such events.

We are moving forward with a second community panel for the Police Chief recruitment and the City’s recent hiring trajectory shows we are building police staffing steadily to improve public safety.

Finally, I truly appreciate having been invited to so many charitable events recently and I’m looking forward to connecting with those organizations more in the future. I have been impressed by the generous spirit of the community in supporting others.

Request for Proposals for Operator of the Vallejo Homeless Navigation Center

Vallejo, CA - The City of Vallejo has released a Request for Proposals (RFP) to identify a qualified operator for the new Vallejo Homeless Navigation Center. This facility will provide shelter and critical services to individuals and couples experiencing homelessness in the community, offering them support and resources that contribute to stability and self-sufficiency.

First philosophy that emphasizes harm reduction, trauma-informed care, and low-barrier entry to shelter.

The U.S. Department of Housing and Urban Development (HUD) provides guidance on the way the federally funded Housing Choice Voucher (HCV) Program must be administered in the form of federal regulations. Some of these regulations allow Housing Authorities to establish their own policies to better work within local market conditions. Where Housing Authorities have this flexibility, HUD requires them to maintain an Administrative Plan that details how these policies will be addressed.

DOCUMENT AVAILABILITY

The City plans to execute a two-year Consultant and Professional Services Agreement with the selected provider, with the possibility of contract extensions based on performance. Proposals can be submitted through the City’s procurement system at https://pbsystem.planetbids.com/ portal/42510/portal-home under the project title “Vallejo Homeless Navigation Center.” The deadline for proposal submissions is October 18, 2024.

The Housing Authority of the City of Vallejo (HACV) is releasing proposed updates to the 2024 HCV Program Administrative Plan for public comment. A summary of proposed changes and the full proposed 2024 HCV Program Administrative Plan will be available for review beginning December 23, 2023, online at www.cityofvallejo.net under Our City, City Government, Vallejo Housing Authority, Vallejo Housing Authority Document Library, Administrative Plan, and at the HACV office located at 200 Georgia Street , Vallejo, CA 94590 during the hours of 9:00 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m., Monday through Thursday The HACV encourages and welcomes all program participants and the community-at-large to review the proposed updates to the 2024 HCV Program Administrative Plan

PUBLIC COMMENT PERIOD

The City seeks an operator that prioritizes an equitable and inclusive approach, ensuring fair access to services and shelter for all participants. The operator must demonstrate a strong commitment to equity, working closely with the community to maintain a safe and welcoming environment for both participants and surrounding neighborhoods. This includes gathering feedback from those served and implementing data-driven strategies to continuously enhance service delivery, while fostering positive relationships with local residents to address concerns and ensure the Navigation Center is a beneficial resource for all.

This initiative is made possible through funding and partnerships with the City of Vallejo, County of Solano, CAP Solano JPA, the U.S. Department of Housing and Urban Development, California Department of Housing and Community Development, Kaiser Permanente, Sutter Health, and NorthBay Health.

The public comment period begins December 23, 2023, and goes on through January 4, 2024 . All comments must be received by Thursday, January 4, 2024, at 4:00 p.m.

VALLEJO, CA - TabiMOMS proudly announces its partnership with the Vallejo Police Department (VPD) and Felton Institute to expand the Integrated Health and Resource Team (IHART). This collaboration follows VPD’s $550,000 grant from the U.S. Department of Justice Bureau of Justice Assistance’s FY24 Connect and Protect: Law Enforcement Behavioral Health Response Program. These funds will enhance IHART’s capacity to deliver 24/7/365 mobile crisis intervention, providing equitable, trauma-informed care for Vallejo residents experiencing mental and behavioral health crises.

IHART’s expansion aims to reduce the need for police involvement, ensuring individuals in crisis receive compassionate, community-based support tailored to their unique needs.

Key program activities include:

· Expanding IHART’s operations for round-the-clock crisis response

· Developing an assertive community treatment (ACT) model

· Educating families and caregivers on severe mental illness (SMI) and substance use disorders (SUD)

· Training VPD officers and IHART staff on SMI/SUD treatment

Hispanic Heritage Month: Staff Highlight

In celebration of Hispanic Heritage Month, the City of Vallejo would like to spotlight Julia O’Rourke/ Maintenance Division Secretary, Public Works. Thank you for sharing your story with the Community, Julia!

How many years have you worked at Vallejo?

I have been fortunate enough to be working for the City of Vallejo for 10 months now.

Why is Hispanic Heritage Month important to you?

Hispanic Heritage Month has always been important to me because we get to acknowledge our Community and heritage -it is a time that we have our voices and experiences heard and are celebrated. Most of all as a community we get to share our history, journey, and achievements.

What is your ethnic background? How has being Hispanic shaped your life?

I was born In Guatemala and lived there until I was 5.

Then my parents Immigrated with Political Asylums into this country. Being Hispanic is a lot of my identity. I am proud of my culture, and the sacrifice and love of my people. To me, it means carrying the strength of my family and ancestors who had many obstacles and barriers and has given me more opportunity than they ever had.

What do you love most about your work at Vallejo?

First thought is I live here, I get to be fully involved in my community- My Husband and I grew up in the East Bay and when we started looking for a home, I told him I was going to seriously pursue a position with COV because I wanted to be part of the solution in my own community.

What are your favorite sports and activities?

Fútbol, I grew up living and breathing it. I also very much enjoy basketball. I also really enjoy listening to

music and spending time with friends and pups.

What do you love most about your culture?

I love the food, music, and the diversity of our people and culture.

What is your favorite food? Where is your favorite restaurant in Vallejo?

So much good food in Vallejo but my absolute go to is Hopulent on Tennessee. Kat and David are amazing, they are brother and sister and always have the best beer selection and amazing dishes that will make you drool.

What is your favorite music?

I live and love Reggaeton, Mariachi, Ballads, Pop, Rock & Disco – and 95% of my time is all Spanish music.

Who is your role model?

I have 3- My first-grade teacher, Linda Cleary.. My Strong and wonderful Mother, Ingrid Ibarra and I would have to also say, Frida Kahlo- All strong, genuine, and incredibly smart women and a true inspiration.

If you could change the world, what would you do?

The way we treat each other. I think we could all be a little gentler towards each other, more accepting and more patient.

How can we best start with change in Vallejo?

Transparency, and I would encourage us to have more resources as far as our Police department and City Council. I would also like to see some more support from our Mayor as well.

Are you fluent in any other languages? If so, please share with us something in that language and share what it means.

Yes, I am fluent in Spanish, It is my first and favorite language.

What message would you like to share about Hispanic Heritage in Vallejo?

Vallejo is such a diverse community, let’s continue to be inclusive and appreciate other’s cultures and most importantly let’s continue to create a safe space and celebrate our divinity. It truly is why I love Vallejo so much. We, as a community, have so much to offer.

Are you warming up to the idea of solar power for your home?

Six of the regular members are appointed based upon Council voting district. Members appointed by the Mayor may reside anywhere in the City.

The City shall provide such staff resources as are reasonably necessary to assist the Committee with the discharge of its duties under this chapter. The Committee shall not have authority to hire or retain its own staff, consultants, or contractors.

He does great on parallel walks with his two best shelter buddies, Webster and Handsome Jack. When paired in the play yard, they romp, roll, and run like the goofy puppies they are. Biscuit still gets a bit excited when he sees another dog on a leash, but he is working on it and improving every day. PG&E Former Vallejo Manufactured Gas Plant Site

Soil Gas Sampling Starts Week of September 9, 2024

What is the work?

From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).

The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):

• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)

• Collecting soil gas samples for laboratory analysis

When will the work take place?

• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.

• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday

What safety measures will be in place?

• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.

• Barriers will be set up around the work area to protect the public.

How will the work impact you?

• You will notice a field crew of up to eight individuals conducting the work with a truck-mounted drill rig.

• There will be temporary noise impacts from the drill rig.

• Instalación de 24 sondas de gas del suelo para el Sitio y cinco sondas para la propiedad en 1225 Sonoma Boulevard a una profundidad de hasta cinco pies bajo tierra utilizando un equipo de perforación montado en un camión (vea la Figura 1)

Solano County, CA As students head back to school for the 2024-2025 academic year, SolTrans would like to remind all youth aged 18 and under that they can ride all SolTrans routes for FREE . This initiative is part of our ongoing commitment to support education and promote sustainable transportation options in the community.

SolTrans encourages parents and guardians to consider utilizing Local or Express bus services to ensure a smooth and stress-free start to the school year. Riding the bus not only offers a convenient alternative to driving but also helps alleviate traffic congestion around schools, promoting a safer environment for students.

Key Details of the Free Ride Program:

• Eligibility: All youth aged 18 and under can ride any SolTrans route at no cost.

• Service Areas: SolTrans provides extensive local coverage throughout Vallejo. Routes 15 and 17 align with Benicia Middle and High School bell schedules. E xpress Lines connect students to Solano Community College in Fairfield and BART.

• How to Ride: Students simply need to board any SolTrans bus and inform the driver that they are a student or youth. No fare or special pass is required.

“ The Youth Ride Free Pilot Program aims to eliminate the financial barriers associated with school commutes for our young riders and their families. By providing free bus rides, we ’ re not only easing their journey to school but also nurturing a future generation of dedicated transit users, ” said Beth Kranda, Executive Director of SolTrans. “ We’ ve seen encouraging participation from youth over the summer, and we ’ re excited to see how this program will support students as the school year begins. ”

Youth are eligible to ride all SolTrans Local and Express services anytime; the program is not limited to travel to and from school. To make the most of this opportunity, students and their families are encouraged to familiarize themselves with SolTrans routes and schedules. We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.

Who we’re looking for:

Individuals with diagnosed T2D within the past 6-9 months

Must be fluent in English

Individuals who are willing to share personal experiences and perspectives

If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.

How to Participate:
