VALLEJO WEEKLY

ANDREW'S ANNOUNCEMENTS

A MESSAGE FROM THE CITY MANAGER

Hello Vallejo,

I want to start by recognizing and celebrating Vallejo’s many veterans. A number of events took place on Monday, Veterans Day, to honor them. You’ll find photos of some of these events inside this edition of the Weekly.

Late last week, City, County, and regional transportation leaders also got together to celebrate the groundbreaking of the SR-37/Fairgrounds Drive “Diverging Diamond” Interchange Project. You can read more in this edition about the exciting project, which will be the first “Diverging Diamond” in the Bay Area.

I am looking forward to recognizing and celebrating some amazing young people at this weekend’s Miss Vallejo/Miss Tri-City Competition, where I’ll serve as an auditor. You’ll find details on the Empress Theatre events. The program promotes sisterhood and encourages young women to pursue their dreams.

City staff is working on many important projects. The permanent repair to the rising deck of the Mare Island Bridge will take place next week. Also, the City is working on a cooperative agreement with the Scott’s Valley Tribe on their proposed casino project to ensure that the City’s needs and concerns are considered in the process. The City recently received wonderful news that the California Public Utilities Commission has awarded us a $3.85 million grant to help close the digital divide with underserved communities.

Council Members, I, and other City staff are looking forward to a Districts 1 and 2 Community Meeting coming up on December 5th. Check out details on the flyer in this Weekly and mark your calendars for the many fun and informative events in the weeks ahead.

With appreciation, Andrew Murray Vallejo City Manager

City Receives $3.85 Million CPUC Grant for the Last Mile Expansion in Vallejo

Vallejo, CA - City of Vallejo’s Underserved Areas to Benefit from $3.85 Million CPUC Grant for Expanded Broadband Infrastructure

The City of Vallejo is happy to announce the California Public Utilities Commission on November 7 awarded the City a $3.85 Million grant that will improve internet connectivity for underserved areas of the City. The grant will provide funding for four major broadband infrastructure projects that will address the need for reliable high-speed internet access. These projects include the Mare Island Build, North Sonoma Boulevard expansion, Porter Street to Seaport connectivity, and the Trailer City Park initiative.

Project 1: Mare Island Build

Mare Island has grown with new businesses and this grant will help ensure that these developments are supported by cutting-edge digital infrastructure and in turn, attract new growth.

Project 2: North Sonoma Boulevard

The grant will help improve internet connectivity for residents and small businesses in the diverse North Sonoma Boulevard community. This improved service will provide greater healthcare access and educational opportunities.

Project 3: Porter Street to Seaport Expansion

The Porter Street to Seaport project will benefit area businesses with improved broadband infrastructure and boost business operations to compete with industries that rely on fast and reliable internet service.

Project 4: Trailer City Park

Broadband expansion in The Trailer City Park project will help one of Vallejo’s most underserved residential areas. The grant will help residents better connect with online services and improve residents’ overall quality of life.

The CPUC's Federal Funding Account was established to address such disparities by funding broadband infrastructure projects in communities where private investment has been slow to arrive.

Naveed Ashraf, City of Vallejo’s IT Chief Innovation Officer, praised the collaboration between the city, Smart Fiber Network and Cal Consulting, stating, “This funding will allow Vallejo to make significant strides in addressing our broadband needs. Reliable internet is not a luxury; it’s a necessity, and this grant will help us provide that to all corners of our city, ensuring that everyone has the opportunity to thrive in today’s digital world.”

The four projects funded by the CPUC grant are expected to begin in early 2025, with completion timelines varying depending on the complexity of the infrastructure work.

STA DIVERGING DIAMOND

The City of Vallejo, in partnership with the Solano Transportation Authority (STA), Caltrans, and Solano County, broke ground last week on the State Route 37/Fairgrounds Drive Interchange Improvements Project. This project will include roadway improvements along portions of Fairgrounds Drive and Redwood Parkway/ Redwood Street, as well as several nearby intersections and interchanges within the City. Specifically, this project will widen and improve 1.5 miles of Fairgrounds Drive, extending from the State Route 37 interchange to the Redwood Parkway/Interstate 80 Interchange. The project will implement a Diverging Diamond Interchange design that will significantly improve traffic flow and safety, while reducing congestion and greenhouse gas emissions. At the end of the project, it will be both safer and easier for motorists, pedestrians, and cyclists to access and navigate.

Improvements will also be made to a number of intersections and interchanges, including Redwood Street/ Parkway and Interstate 80, Fairgrounds Drive and State Route 37. This project will relieve congestion and improve traffic flow on local streets, improve the existing interchange and intersection operations, improve the safety of local streets, and increase capacity of the local roadway network to support future growth. Are you warming up to the idea of solar power for your home?

Symbium and Vallejo are proud to announce the launch of instant permits for residential solar and battery storage systems. This groundbreaking platform by Symbium verifies code compliance in real time and automates the issuance of solar and energy storage permits, lowering the costs for permit applicants and homeowners and increasing the speed of installing residential solar energy systems in Vallejo.

Benefits of instant solar permits:

The automatic analysis of code compliance requirements and instant permit issuance not only ensures that every application meets the necessary safety and regulatory standards, decreases costs for homeowners and permit applicants, and increases the speed of solar installations. It also helps the City reduce its greenhouse gas emissions by furthering its goal of supporting the installation of small-scale renewable energy systems by identifying and eliminating procedural barriers and by training staff to facilitate the permitting process in as smooth a manner as possible.

Kristin Pollot, Vallejo's Planning & Development Services Director, expressed enthusiasm for the launch, stating, "With this new online platform, Vallejo will not only be able to continue to ensure compliance with California’s SB379 solar permitting mandate, but it will also reinforce the City's position as a committed long-term partner in fostering and promoting renewable energy adoption, while prioritizing efficiency, safety, and sustainability."

DTSC WORK NOTICE

Department of Toxic Substances Control – Our Mission is to protect California’s people, communities, and environment from toxic substances, to enhance economic vitality by restoring contaminated land, and to compel manufacturers to make safer consumer products.

PG&E Former Vallejo Manufactured Gas Plant Site

Soil Gas Sampling Starts Week of September 9, 2024

What is the work?

From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).

The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):

• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)

• Collecting soil gas samples for laboratory analysis

When will the work take place?

• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.

• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday

What safety measures will be in place?

• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.

• Barriers will be set up around the work area to protect the public.

How will the work impact you?

• You will notice a field crew of up to eight individuals conducting the work with a truck-mounted drill rig.

• There will be temporary noise impacts from the drill rig.

Where can you get more information?

Local Artist Miro Salazar Chosen for All- Electric Bus Art

Solano County, CA – Solano County Transit’s (SolTrans) Call for Artists Committee has chosen local artist Miro Salazar to design a bus wrap for the agency’s all-electric local bus. SolTrans released the call for artists in early spring of 2024, after narrowing down the submissions to two local artists the committee selected Miro Salazar in September.

After an extensive search, the Public Art Committee, comprised of two SolTrans Board members, 2 local Benicia and Vallejo artists, and a bus operator, have selected local artist Miro Salazar to bring his creative vision to life. Miro isn’t new to the SolTrans family his work was featured on one of the original electric buses in 2016. Now, he’s back with the exciting opportunity to craft a brand-new design for yet another electric bus.

If you haven’t met Miro personally, chances are you’ve seen his artwork throughout Vallejo and Solano County. Over the past two decades, he’s created several large-scale murals that have become beloved fixtures in the community.

SolTrans is excited to showcase Miro’s latest work as part of its ongoing commitment to sustainability and public art. His design for the electric bus will not only add a splash of color and creativity to Benicia and Vallejo’s streets but also symbolize the progress and innovation of SolTrans’ zero-emissions initiative.

“We’re thrilled to continue our collaboration with Miro and celebrate the intersection of art and sustainability with this electric bus,” said Beth Kranda, SolTrans Executive Director. “This project not only highlights our commitment to greener, cleaner transit for the future, but it also serves as a moving canvas a mobile public art piece that shares these important initiatives with the community. It’s a reminder that innovation, environmental responsibility, and creativity can all come together to enhance the spaces we live in.”

This fall, the newly wrapped electric bus, adorned with Miro’s artwork, will hit the streets of Benicia and Vallejo.

Detailed route maps and schedules can be found on the SolTrans website, SolTrans.org.

Solano County Transit (SolTrans) has been the public transportation provider for south Solano County since July 2011. SolTrans provides local and Express fixed routes and complementary paratransit. The agency is a Joint Powers Authority (JPA) governed by a six-member Board of Directors, composed of two representatives from the cities of Benicia and Vallejo, Solano County’s representative on the Metropolitan Transportation Commission (MTC), and a representative from the Solano Transportation Authority. ###
